Residential mobility has substantial negative effects on voter turnout. However, existing studies have been unable to disentangle whether this is due to social costs, informational costs or convenience costs that are related to re-registration. This article analyzes the relevance of the different costs by studying the effect of moving and reassignment to a new polling station in an automatic registration context and using a register-based panel dataset with validated turnout for 2.1 million citizens. The negative effect of moving on turnout does not differ substantially depending on the distance moved from the old neighborhood and it does not matter if citizens change municipality. Thus, the disruption of social ties is the main explanation for the negative effect of moving on turnout. Furthermore, the timing of residential mobility is important as the effect on turnout declines quickly after settling down. This illustrates that large events in citizens’ everyday life close to Election Day can distract them from going to the polling station. Finally, residential mobility mostly affects the turnout of less educated citizens. Consequentially, residential mobility increases inequalities in voter participation, which can be viewed as a democratic problem.  相似文献

While most of the voter turnout literature focuses on the differences between voters and nonvoters, scant attention has been paid to what separates regular voters from the “irregular voters” who move in and out of the electorate. This article shows that citizens who regularly vote will be more knowledgeable and involved in the political system than voters who turnout irregularly. In addition, the article supports the existing claim that it is easier for voters to understand social policies than economic policies. These two principles lead to the hypothesis that economic and social policy preferences will predict the decisions of regular voters while the decisions of irregular voters will be predicted by social policy preferences but not economic preferences. American National Election Studies data from 1988 to 2008 provide support for these hypotheses. Though poor economic conditions may bring irregular voters out to the polls, their ballots are cast for candidates with similar social policy preferences, not necessarily similar economic stances.  相似文献

Abstract.  We examine the association of four socioeconomic factors with turnout in Finland in three age groups. The analyses are based on individual-level register data from electoral wards from the parliamentary elections of 1999 linked to population registration data on personal characteristics covering the whole 25 to 69 year-old Finnish electorate. The results show that income and housing tenure are more important determinants of turnout among older voters than among younger voters, whereas education has a dominant role in determining young people's turnout. Moreover, class has maintained its discriminatory power in determining turnout in all age groups even though working-class under-representation in participation can be partly attributable to previously obtained educational attainment. Furthermore, the lower turnout of younger voters remains unexplained even if socioeconomic factors are held constant. Lower turnout among lower social classes and among the young will affect the legitimacy of the prevalent model of party democracy.  相似文献

The article presents a modified Hirschman framework with three types of exit: moving location; moving from the public to a private sector provider; and moving between public sector providers; and three types of voice: private voice (complaining about private goods); voting; and collective action. Seven hypotheses are generated from this framework. The article then presents evidence from the first round of an online survey examining citizen satisfaction with public services and the relationship between exit and voice opportunities. We find dissatisfied people are more likely to complain privately, vote and engage in other forms of collective participation; but only a weak relationship exists between dissatisfaction and geographical exit. We find some evidence that the exit–voice trade-off might exist as more alert consumers are more likely to move from the public to the private sector and those 'locked in' are more likely to complain than those who have outside options. Overall the results tend to corroborate the hypotheses drawn from the modified Hirschman framework.  相似文献

This paper uses the unique social structure of Arab communities to examine the effect of social identity on voter turnout. We first show that voters are more likely to vote for a candidate who shares their social group (signified by last name) as compared to other candidates. Using last name as a measure of group affiliation, an inverted U-shaped relationship between group size and voter turnout has been found (borderline significant) which is consistent with theoretical models that reconcile the paradox of voting by incorporating group behavior.  相似文献

Occupation‐based social class is an important, yet under‐explored, factor in electoral participation. In this article, social class differences in voter turnout over time are measured, and how two other resources – namely income and health – mediate or modify this relationship is analysed. The analysis is based on an individual‐level register‐based 11 percent sample of the entire electorate in the 1999 Finnish parliamentary elections, and secondarily on smaller register‐based samples in the 2012 presidential and municipal elections. Results show that income mediates part of the effects of social class on voting, while social class and utilised health indicators exert mainly independent effects on turnout. Social class differences remain largely stable in all income and hospital care groups, except that no differences between classes are observed among those most severely affected by health problems. Results are also mostly similar between those of working age and the older population, and between men and women, and remain stable over time and in different types of elections. The findings imply that social class should be taken account in theoretical and empirical models of turnout.  相似文献

Disease makes performing civic obligations more difficult both for the afflicted and those around them. Elections held when infectious diseases are locally prevalent are therefore likely to see lower voter turnout than are those held in healthier times. This is especially notable given the strongly seasonal incidence of influenza, which coincides with election season in some countries. This article examines the relationship between regional turnout rates in Finland and the United States from 1995 to 2015 with measures of local influenza prevalence. In both countries, regression models suggest influenza outbreaks associate with lower voting rates. This may suggest another mechanism limiting the political representation of people and communities vulnerable to ill health.  相似文献

Does registration timing impact whether an individual becomes a habitual voter? We argue that those registering in near proximity to a presidential election are more likely to vote in the upcoming election compared to those who register at other times during an election cycle because they seek an immediate return on their investment, but they are less likely to become habituated to vote in subsequent mid-term and primary elections. We suggest that this is because last-minute registrants, many of whom were registered through voter registration drives, were not focused on long-term electoral payoffs. Leveraging Florida's statewide voter files, we use logistic regression and propensity score weighting with county fixed-effects to evaluate if the timing of voter registration has significant short- and long-term turnout effects in high- and low-salience elections, controlling for party registration and an array of demographic factors. We find that the timing of registration does affect turnout, as last-minute registrants are not equally likely to vote in ensuing elections.  相似文献

Accounts of turnout often maintain that citizens participate in elections because the expressive, instrumental and normative benefits associated with the act of voting outweigh the respective costs. Although the impact of those benefits has been empirically assessed in many studies, we know little about when and for whom this impact is stronger. To this end, this paper examines 1) how the effect of those benefits and particularly that of civic duty increases over the election campaign and 2) whether this increase can be attributed to voter heterogeneity. Survey respondents who have not yet decided how they are going to vote will be increasingly swayed to cast a vote on the basis of their civic duty and not other predictors of turnout. The empirical hypotheses are being tested by utilising recent rolling cross-section election studies from Britain. The results suggest that the influence of civic duty on turnout is stable for decided but increases for undecided voters the closer the election day looms.  相似文献

Despite the expansion of convenience voting across the American states, millions of voters continue to cast ballots at their local precincts on Election Day. We argue that those registered voters who are reassigned to a different Election Day polling place prior to an election are less likely to turn out to vote than those assigned to vote at the same precinct location, as a new precinct location incurs both search and transportation costs on reassigned voters. Utilizing voter file data and precinct shape files from Manatee County, Florida, from before and after the 2014 General Election, we demonstrate that the redrawing of precinct boundaries and the designation of Election Day polling places is not a purely technical matter for local election administrators, but may affect voter turnout of some registered voters more than others. Controlling for a host of demographic, partisan, vote history, and geospatial factors, we find significantly lower turnout among registered voters who were reassigned to a new Election Day precinct compared to those who were not, an effect not equally offset by those voters turning to other available modes of voting (either early in-person or absentee). All else equal, we find that registered Hispanic voters were significantly more likely to abstain from voting as a result of being reassigned than any other racial group.  相似文献

Low turnout among the urban poor has implications for democratic representation. The fact that turnout among the economically disadvantaged is especially low in municipal elections means that citizens most in need of services provided at the local level may not be represented in policy decisions that affect their daily lives. This paper reports the results of an experiment that compares the effects of two voter mobilization interventions: traditional canvassing appeals and face-to-face exchanges in which canvassers distribute a feedback intervention consisting of printed records of individual voter histories. In contrast to previous studies, this experiment measures the effectiveness of using social pressure to mobilize turnout among relatively infrequent voters in a low salience election. The campaign was implemented by a credible tenant advocacy organization within the context of a municipal election; the sample consisted of registered voters in two Boston public housing developments. I find that the feedback intervention dramatically increased voter turnout. Turnout among those reached by canvassers with voter histories was approximately 15–18 percentage points higher than turnout in the control group, an effect that is approximately 10 percentage points larger in magnitude than that of standard face-to-face mobilization.  相似文献

Abstract

When families with Section 8 housing vouchers move from inner‐city communities to the suburbs, are they more likely to move to neighborhoods with higher socioeconomic status and to perceive improvements in housing and neighborhood conditions than those who make local moves or those who first move to the suburbs but then return to the central city? Both crosstabular and logistic regression analysis are applied to a telephone interview sample of 300 Section 8 voucher recipients in Oakland and Berkeley, CA.

As predicted, compared with the other two groups, suburban‐bound movers were more likely to move to neighborhoods with higher socioeconomic status and to experience better residential conditions, even when relevant background characteristics were controlled. Furthermore, few suburban‐bound movers experienced adjustment problems with neighbors or landlords, and their children quickly and smoothly adjusted to their new schools. The implications of these results for the Section 8 housing voucher program are discussed.  相似文献

Primary election participation in the United States is consistently lower than general election turnout. Despite this well-documented voting gap, our knowledge is limited as to the individual-level factors that explain why some general election voters do not show up for primary contests. We provide important insights into this question, using a novel new survey to examine three theoretical perspectives on participation never before empirically applied to primary races. Compared to general elections, we find that for U.S. House primary elections sizable segments of the electorate consider the stakes lower and the costs of voting greater, feel less social pressure to turn out and hold exclusionary beliefs about who should participate, and are more willing to defer to those who know and care more about the contests. Multivariate analysis reveals that these attitudes explain validated primary election participation. These findings point to new directions for future research.  相似文献

Do citizens turnout to vote because of changes in their personal financial situation or are they influenced by the nation’s economic performance? Previous research on this question is far from united. We attempt to unify the disparate literature on the effects of pocketbook and sociotropic evaluations on voter turnout in midterm and presidential elections. Our analysis of ANES data from 1978 to 2004, based on a reference-dependent model of voter turnout, indicates that both pocketbook and sociotropic considerations affect individuals’ decision of whether to vote in midterm elections. Those who perceive that over the last year their own financial situation has improved relative to the economy are less likely to vote than those who view the economy as outperforming their own financial situation.  相似文献

The literature on elections and election monitoring is divided between those who take a skeptical view, suggesting that monitors are often political rather than objective in their judgments, and those who see monitors as a real force for cleaner, more honest elections. Studies that use field experiments to look for the effect of monitors generally support the optimists, indicating that the mere presence of election observers can have powerful effects. This is surprising given the extent of the resources available to incumbents who wish to conduct electoral fraud. We present the results of an experiment in which 768 observers were randomly assigned to polling stations in 21 cities in Russia in the 2011 parliamentary elections. Unlike most previous studies of election observers, our results suggest that observer effects on turnout and vote for the ruling party are small. The results suggest the need to study more carefully the circumstances that shape the impact of observation missions.  相似文献

This study examines the problem of voter turnout from a rational choice perspective. It reviews the “paradox of voting” and finds one model, which incorporates the role of intermediary social groups and leaders, to be a promising solution. It tests the hypothesis that leader mobilization increases voter turnout, using an ecological analysis of turnout in five Montreal ethnic communities during three recent elections: the 1993 Canadian federal, the 1994 Quebec provincial, and the 1994 Montreal municipal elections. Data on mobilization are taken from semi-directed interviews with association leaders in each community. The results compare predicted and actual rankings of turnout for each community and election. The overall results are weak, indicating that the model does a poor job of predicting voter turnout.  相似文献

World democracies widely differ in legislative, executive, and legal institutions. Different institutional environments induce different mappings from electoral outcomes to the distribution of power. We explore how these mappings affect voters' participation in an election. We show that the effect of such institutional differences on turnout depends on the distribution of voters' preferences. We uncover a novel contest effect: Given the preferences distribution, turnout increases and then decreases when we move from a more proportional to a less proportional power‐sharing system; turnout is maximized for an intermediate degree of power sharing. Moreover, we generalize the competition effect, common to models of endogenous turnout: Given the institutional environment, turnout increases in the ex ante preferences evenness, and more so when the overall system has lower power sharing. These results are robust to a wide range of modeling approaches, including ethical voter models, voter mobilization models, and rational voter models.  相似文献
