This article examines whether there are significant differences between liberal democracies which warrant them being classified as different forms of democracy. The article begins by outlining six features of liberal democracy which are crucial in understanding how this type of government works. The subsequent section examines the origins of liberal democracy and considers the relevance of arguments derived from American 'exceptionalism'. Attention is then focused on liberal democratic governments today - by reference to Lijphart's distinction between 'majoritarian' and 'consensus' democracies. Finally, the article looks at whether the form of liberal democracy is changed substantially when it is transplanted into a cultural context different from the one in which it originated. The general conclusion is that there is no case for identifying different forms of liberal democracy.  相似文献

The claim that democracy requires a particular type of political scepticism for its justification has an initial plausibility. The present article argues, however, that Bufacchi does not succeed in adequately identifying the relevant type of uncertainty. Secondly, it is claimed here that Bufacchi's analysis neglects a crucial element in the justification of democracy, namely, the positive evaluation of moral autonomy. When the role of autonomy is given its proper place epistemology becomes secondary, providing a basis not for scepticism but for a theory such as Rawls's theory of reasonable disagreement.  相似文献

In the intellectual confusion prevailing since the demise of Marxism and "marxism", the attempt is made to define democracy as a matter of pure procedure, explicitly avoiding and condemning any reference to substantive objectives. It can easily be shown, however, that the idea of a purely procedural "democracy" is incoherent and self-contradictory. No legal system whatsoever and no government can exist in the absence of substantive conditions which cannot be left to chance or to the workings of the "market" but must be posited as objectives of political activity. The confusion results from a deficient understanding of what makes a society and an empty idea of "freedom". The objective of politics is not happiness, an affair to be left to the individuals, but it certainly is liberty understood as participation in the governance of the polity; it is also the pursuit of the common good, defined as the sum of the prerequisites and facilitations of individual autonomy depending on collective action, and as the realization of commonly agreed collective goals.  相似文献

Different concepts of local democracy imply different tasks, functions and reform strategies for local political leadership. This article draws a map of local democracy that entails four non-exclusive components: representative democracy, user democracy, network democracy and participatory democracy. After reflecting on the nature of local democracy in governance and the functions of political leadership generally, the article considers in turn the bases of constructing the common good within each form of democracy. What are the conditions that promote gender equality in political participation? In this article, I propose that the presence of direct democracy expands gender equality in political participation by signaling the system's openness to women's voice, confirming their political competency, and highlighting their stake in political decisions. To test this argument, I leverage a quasi‐experiment in Sweden in the aftermath of the introduction of universal suffrage, where the type of municipal political institutions was determined by a population threshold. My findings lend strong support to the effect of direct democracy on the political inclusion of women. I find that the gender gap in electoral participation was smaller in municipalities using direct democracy than in similarly sized municipalities that only had representative institutions.  相似文献

Abstract

To see "democracy as a tragic regime", as Cornelius Castoriadis did, is to recognize the ever-present risk of democracy's cancellation, but it also means to emphasize the anti-democratic nature of such cancellation, thus its incompatibility with democracy. In the context of this understanding of democracy, the article takes the political to consist of those relations among people and among institutions within the polis, which aim at deciding the polis' fate. It takes the social to be those relations among people and among institutions within the polis, to whom such decisions about the polis' fate apply and whom they create. If democracy is understood as tension between the two, then the relation between those who decide and those who are the subject of the decision is never entirely pacified - hence, always contested and in need of specification. Using the examples of the state of exception and totalitarianism (temporary and permanent self-cancellation), the article argues that these situations are outside a linear continuation with the democratic phenomenon and are due to a displacement, which is akin to the hubristic displacement.  相似文献

New technologies provide new channels of access to political information and participation in decision‐making processes. This assumption is clearly important in the action plans and policies of International Organizations (World Bank, Organisation for Economic Co‐operation and Development, United Nations), which have assumed a leadership role in the reform of political institutions. Starting from an analysis of the reasons that have brought the state and processes of institution building back into focus, this paper will reconstruct the International Organizations' vision of the transformative potential of new information technologies and their activity in this field. Particular attention will be devoted to e‐democracy and e‐government as policies to build democracy in developing countries.  相似文献
