As a recent member of the European Union (EU), Romania aligned its public policies to Westernized models of civil service reform. This article critically analyzes the impact of Human Resource Management (HRM) models as compared to a Weberian Easternized public administration culture, which continues to display strong hierarchical relationships, rather than the “networked” governance favored by some Western European countries.

The focus will be on the development of HRM policies and practices, taking as a set of case studies Romanian central government organizations. The key problem to be addressed is to understand why such organizations remain locked in ineffective systems of personnel administration. Yet, Romania, along with other Eastern European states, has been exposed to international reform movements in public management through policy transfer. The article will look for evidence of New Public Management (NPM)-type practices, in addition to HRM.

Moreover, the countries of Eastern Europe are far from homogeneous, and so an understanding of both the institutional and cultural context is crucial to ascertain the acceptability of NPM. In the case of Romania, this article considers HRM developments in a multi-culturally influenced state, which has also experienced Socialist regimes. However, policy innovations have started to appear, not only as a consequence of the international diffusion of “good practice” and “policy learning, ” but also stemming from the demands of European directives. Thus, the aim of this article will be to assess the role of policy learning in relation to HR reform in the public service.  相似文献

In the introductory article to the special issue on Comparing Networks, the editors discuss the meaning of the concept of networks in relation to other recent conceptual developments in public administration such as (neo)institutional and (neo)managerial analysis. They trace the broadly understood historical development of network analysis back to the late 1960s and early 1970s and highlight some important factors in its development up to the present-day demands placed on public administration by both globalization and decentralization. The result is organizational fragmentation. Network analysis makes it clear that people working in government and administration will have to learn to think of organization as an external, not internal activity. The prospect is that hierarchical control will be replaced by continuing processes of bargaining among interested parties within most fields of public administration.  相似文献

Public administration studies have had a prominent role in Norwegian political science. Here, I argue for a revitalization of its role based on what gave it prominence – the merger of the rather opposite traditions of organization theory and democratic theory. A new merger between the two, i.e. by bringing discussions of democracy back in, is necessary to understand and discuss principally prominent changes in Norwegian politics and administration where the role of democratic decision making has been reduced. Also, a merger will contribute to the development of new theoretical insights in the current debate over 'governance'. As it is a goal for public administration to study the whole pattern of the political system it is further argued for a revitalization of the study of the role of interests outside the state, and for a fusion of the separte tables of studies of different levels in politics and administration.  相似文献

ABSTRACT

Libyan public administration has been shaped by Libya’s history, ideology, and economy. It has been negatively affected by the political changes occurring since independence in 1951, particularly Gaddaf’s distinctive initiatives, and by upheavals in the post-Gaddafi transition. Libya’s rentier economy has had its impact on public administration, particularly through its promotion of widespread public corruption. This article analyzes the history of Libya’s politico-administration system before describing the current administrative arrangement, identifying the essential factors that have given rise to those arrangements, and analyzing the contemporary characteristics of public administration that constitute the key future challenges Libya faces.  相似文献

This article examines citizen participation in Lebanon. Specifically, we apply the International Association for Public Participation Spectrum of Public Participation (2007) and use survey, interview, and archival data to understand how and why Lebanese government agencies use citizen participation. In addition to reviewing survey data, we present short cases about citizen participation in the three Lebanese agencies. Our findings indicate that the majority of public agencies in Lebanon use basic forms of citizen participation that span the inform-consult categories on the IAP2 spectrum. The article concludes with a discussion about the challenges of and prospects for citizen participation in the Lebanese public sector.  相似文献

ABSTRACT

This study reviews the transition of Jordan from a British colony to a modern independent state. It covers contextual attributes influencing the development of the administrative system such as centralization, demographic explosion, low economic growth, excessive reliance on patronage in recruitment for public positions, and corruption. These and other factors hinder administrative reform efforts. As case analysis illustrates, administrative decision making is non-institutional, regularly undermines the merit system, indifferent to accountability, and manifests a low commitment to professional ethics. The study emphasizes that administrative reform in Jordan needs to reconcile these obstacles and to advance skilled and ethical organizational leaders.  相似文献

Migration has emerged as a key issue for governments in the 21st century. While multiple disciplines address migration, the study of public administration has been slow to do so. Given the complexities of migration policy implementation, and the multiple levels of government involved, public administration can add significantly to the current understandings of the phenomenon. New paradigms of public administration have been introduced in government in order to cure administrative ills around the world. Various trajectories of public sector reforms have been actively introduced in many countries and the benefit of shifting to new paradigms of public administration has been well documented. However, the cost or the consequence of public sector reforms remains understudied. Accordingly, the purpose of this article is to deal with the consequences of the paradigm change of public administration and government reform because the author sees that the public capacity has declined or at least not improved in recent years while a wide range of innovations have been carried out by many governments under the New Public Management and governance perspectives. This article first looks at the evolution of public administration and its implication, followed by a discussion on government reform and its unintended consequences, and governance change in South Korea. Then various issues on new challenges such as the lack of the public capacity, and new tasks such as capacity building and calls for curriculum development, will be elaborated, followed by conclusions.  相似文献

Since the early days of the field, public administration research has been a work in progress. Many authors have struggled to find the proper role of research in the field. Interest in the topic intensified over the last couple of decades, as a perception developed that the quality and usefulness of work had fallen decidedly behind other academic disciplines. While a rich literature has developed debating the merits of public administration research, the resulting product does not provide a clear direction for reform-minded researchers to follow. In this article, we seek to organize this material in ways that will make it more useful. Our analysis identifies hard and soft barriers preventing progress and examines three dilemmas facing public administration researchers: theoretical versus conceptual research, academically sophisticated methods versus widely accessible methods, and an academic versus a practitioner focus. Through our discussion of these dilemmas, we seek to clarify the issues facing researchers and help them make more informed choices.  相似文献

Korean public administration (PA) education has developed substantially since the Second World War in both quantitative and qualitative dimensions, but there is still a considerable way to go with further development. Korean PA education was heavily influenced by the United States for many years, but Korea’s interaction with other parts of the world was relatively limited. This article deals with the following three issues of Korean PA education. First, a historical background of the development of PA as a discipline will be briefly reviewed to provide a comparative sense, followed by an overview of the development of PA education in Korea. After that, the current status of Korean PA education will be examined based on aggregate data, followed by an assessment of the impacts of New Public Management and globalization.  相似文献
