In April 2013, Australia's population reached 23 million. Up to 60 percent of population growth in Australia comes from immigration and 40 percent of population growth comes from natural increase. It is therefore not too surprising that the issue of immigration receives a considerable amount of attention in the overall Commonwealth policy agenda. However, immigration policy is a complex policy area that is vulnerable to sudden increases in policy attention. Such increases in policy attention may be related to external shocks, wars or changing global economic conditions. This article charts some of the contextual factors, which result in high‐salience punctuations and intense policy activity in the area of immigration.  相似文献

Analyses of social capital and immigration have stressed the negative impact that culturally diverse societies have for the development of social trust. Ethnic heterogeneity, according to these studies, is associated with lower levels of social trust. However, social trust has not been studied as an independent variable in order to explain attitudes towards immigration. This article argues that societies with high levels of social capital facilitate the integration of immigrants because those members with high levels of social trust will tend to have more positive attitudes towards immigration. This hypothesis is empirically tested in a cross-country multi-level empirical analysis for sixteen European countries, drawing on the 2002–3 European Social Survey. This analysis shows that, regardless of the impact of other individual-level variables and contextual variables such as levels of unemployment or percentage of foreign population, those with high social capital do exhibit more positive attitudes towards immigration than the rest of the population.  相似文献

This article demonstrates the analytical advantages of studying not only the degree to which people oppose immigration in a country, but also the character of their opposition. Using Latent Class Analysis and data from the European Social Survey, Nordic patterns and trends are examined with the aim of identifying different kinds of immigration attitudes and how they develop in different national contexts. The Nordic countries are interesting to compare as, while they are similar in many respects, they also diverge significantly from each other in areas theoretically considered important to the formation of attitudes towards immigration. Studying the character of immigration opposition reveals five different types of immigration attitudes. These are differently distributed between the Nordic countries as well as over time, and include nativist opposition (opposition only towards immigrants of ethnic/racial groups other than that of the majority population) and economic opposition (opposition that entails a separation between immigrants considered to be an economic resource and an economic burden). By demonstrating how immigration opposition in the Nordic countries varies not only in degree but also in character, the article contributes to a deeper understanding of the nature of immigration opposition as well as of how different attitudinal profiles evolve under different contextual circumstances.  相似文献

Immigration is one of the most frequently covered issues in opinion surveys—but the volume and type of questions asked has actually obscured many of the key facts about our attitudes. This article summarises a year‐long project to draw together as much of the published polling as possible in one place, in as neutral a way as possible. The overall picture is one of genuine concern about immigration among a large proportion of the population—but more nuance on specific aspects, and a number of important gaps between perceptions and reality. Also highlighted are the increasingly polarised views on immigration between generations and different class and education groupings. The lower level of concern among younger generations and the growing graduate class suggests that immigration may be less of a concern in the future—but that the electoral weight of the more concerned older generations means that restrictive rhetoric and policy on immigration will be a key feature of the 2015 general election.  相似文献

Although few controversies in our political environment are as contentious as the current debate over immigration policy, the research on public opinion toward immigration is quite limited. In particular, we know relatively little about the contextual determinants of opinions on immigration issues. We address this issue by investigating the impact of migrant context on Anglo opinions toward immigration. We find that Anglo support for increased immigration is directly related to the size of the documented migrant population. Conversely, as the relative size of the undocumented migrant population increases, Anglo support for increased immigration decreases. We conclude with a discussion of the relevance of our findings for the study of immigration opinion, in particular, and the study of intergroup relations more generally.  相似文献

This article analyses the case of the Barcelona Anti-Rumour Network, an initiative promoted by the City Council and social organizations, in order to deal with the uncontrolled proliferation of rumours, prejudices and stereotypes about immigration. Rumours convey false information with the aim of exploiting the fears of citizens often disconcerted in the face of the changes brought about the arrival of a considerable number of foreign immigrants. The article analyses, through policy analysis and in-depth interviews, the role of communication in immigration policies and the concept of citizenship that exists behind this strategy. Such policies can run the risk of focusing too much on the denial of rumours rather than on the affirmation of rights, as this may question the eligibility of the immigrant population to obtain the status of citizenship.  相似文献

The ascendency of immigration as an issue in elections has been concomitant with massive increases in the Hispanic population in the U.S. We examine how immigration cues prompt greater or lesser levels of restrictionist sentiment among individuals, showing demographic context conditions the effect of candidates cues. Using data from the 2010 U.S. House elections, we illustrate cues presented in new destination states—states with massive increases in the size of the Hispanic population from 1990 to 2010—have a larger impact on individuals’ immigration preferences than cues presented in non-new destination contexts. We show candidates with more extreme immigration positions are more likely to prioritize the issue of immigration in their campaigns, suggesting campaign prioritization of immigration has a directional cue. We conclude these directional cues from Republican candidates in new destination contexts move individual attitudes toward restrictionist preferences.  相似文献

Existing research makes competing predictions and yields contradictory findings about the relationships between natives’ exposure to immigrants and their attitudes toward immigration. Engaging this disjuncture, this article argues that individual predispositions moderate the impact of exposure to immigrants on negative attitudes toward immigrants. Negative attitudes toward immigration are more likely among individuals who are most sensitive to such threats. Because country-level studies are generally unable to appropriately measure the immigration context in which individuals form their attitudes, this article uses a newly collected dataset on regional immigration patterns in Austria, Germany, and Switzerland to test the argument. The data show that increasing and visible diversity is associated with negative attitudes toward immigrants, but only among natives on the political right. This finding improves the understanding of attitudes toward immigrants and immigration and has implications for the study of attitudes toward other policies and for immigration policy itself.  相似文献

This review essay examines recent work in political theory on the ethics of immigration admissions. It considers arguments put forward by Michael Walzer, Peter Meilaender and David Miller, among others, for state control of borders. Such arguments tend to appeal to the value of political communities and/or the exclusion rights of democratic associations, and I argue that neither of these are successful. Turning to work by Joseph Carens, Phillip Cole, Michael Dummett and others who advocate open or much more open borders, the article considers various arguments that would support this stance, including appeals to freedom of movement, utilitarianism and social justice. I argue that rights to immigration need embedding in global principles of resource redistribution. In the conclusion I sketch a cosmopolitan approach to immigration by which impartial criteria such as population density and gross domestic product would determine how many migrants states have a duty to admit.  相似文献

This article explores the impact of novel change in the ethnic composition of Americans’ local context on their attitudes toward immigrants and immigration policy preferences. Adapting the “defended‐neighborhoods hypothesis” regarding residential integration and black‐white interracial relations to the context of immigration and intercultural relations, this article advances the acculturating‐contexts hypothesis. This hypothesis argues that a large influx of an immigrant group will activate threat among white citizens when it occurs in local areas where the immigrant group had largely been absent. This theoretical argument is explored within the context of Hispanic immigration and tested using national survey and census data. This article demonstrates that over‐time growth in local Hispanic populations triggers threat and opposition to immigration among whites residing in contexts with few initial Hispanics but reduces threat and opposition to immigration among whites residing in contexts with large preexisting Hispanic populations.  相似文献

This article explores the various ways in which regionalist parties approach the issue of immigration. Drawing on several cases, it compares how regionalist parties ‘construct’ the territory and how issues of diversity and immigration inform their policy goals. It is shown that mobilisation on immigration varies across regions. Whilst parties in Scotland and Catalonia have encouraged immigration as a way of expanding national membership and bolstering the labour market, those in Bavaria and Northern Italy have viewed immigration as a threat to their culture and economy. This article identifies factors influencing party immigration policies, including party ideology, local party competition, central government policy and other state-wide influences. It also assesses the extent to which European integration has influenced parties' territorial projects, in particular whether parties have responded to pressures to adopt EU norms and common principles, such as diversity and multiculturalism, in order to be perceived as credible.  相似文献

Many studies use a Harberger triangle method to estimate the immigration surplus to the native born population and conclude that the benefit of immigration is very small in proportion to the size of the US economy and thus the United States does not to stand to lose much if immigration is further restricted. This calculation neglects the rent seeking costs that the US economy bears when immigration policy is politically determined. This study estimates the rent seeking losses that the US economy could suffer if immigration policy were reformed to further close the borders.  相似文献

Building on the research on immigrant earnings reviewed in the first article of this series, "Research on Immigrant Earnings," the preceding article, "Adding Immigrants to Microsimulation Models," linked research results to various issues essential for incorporating immigrant earnings into microsimulation models. The discussions of that article were in terms of a closed system. That is, it examined a system in which immigrant earnings and emigration are forecast for a given population represented in the base sample in the microsimulation model. This article, the last in the series, addresses immigrant earnings projections for open systems--microsimulation models that include projections of future immigration. The article suggests a simple method to project future immigrants and their earnings. Including the future flow of immigrants in microsimulation models can dramatically affect the projected Social Security benefits of some groups.  相似文献

Citizenship is usually regarded as the exclusive domain of the state. However, changes to the structure of states resulting from decentralisation and globalisation have required a re‐conceptualisation of citizenship, as authority is dispersed, identities multiply and political entitlements vary across territorial levels. Decentralisation has endowed regions with control over a wide range of areas relating to welfare entitlements, education and cultural integration that were once controlled by the state. This has created a new form of ‘regional citizenship’ based on rights, participation and membership at the regional level. The question of who does or does not belong to a region has become a highly politicised question. In particular, this article examines stateless nationalist and regionalist parties' (SNRPs) conceptions of citizenship and immigration. Given that citizenship marks a distinction between members and outsiders of a political community, immigration is a key tool for deciding who is allowed to become a citizen. Case study findings on Scotland, Quebec and Catalonia reveal that although SNRPs have advocated civic definitions of the region and welcome immigration as a tool to increase the regional population, some parties have also levied certain conditions on immigrants' full participation in the regional society and political life as a means to protect the minority culture of the region.  相似文献

This article analyses the causes of variation in attitudes to immigration policy in the UK. The key theoretical approaches emphasised are: the role of self-interest; group conflict over resources; and group conflict over important symbols of Britishness. The connection between perceptions of immigration and crime is also investigated. Based on the 2003 British Social Attitudes Survey, the findings indicate that self-interest has very little bearing on opposition to immigration and that British citizens instead appear to be most concerned with threats to ingroup resources posed by immigration, threats to the shared customs and traditions of British society (particularly those posed by Muslims) and – to a lesser extent – the potential for increased crime that may result from immigration.  相似文献

The article critically evaluates liberal nationalist perspectives on immigration by drawing on findings from a qualitative research project undertaken in 2014 among White British interviewees in England. From one perspective the study's participants' attitudes seem to support arguments made by David Goodhart and other liberal nationalists regarding immigration, social trust and integration. However, further analysis suggests that these attitudes are to a very significant extent drawn first from partially imagined ideas surrounding immigration and second from potentially unreliable sources. These findings thus provoke the question of whether social trust and notions of a national community are actually being disrupted by immigration, or whether they are being disrupted by prejudiced nationalist and xenophobic perceptions about immigration and immigrants. The article will conclude by arguing for more nuanced research into attitudes towards immigration and in favour of a sceptical approach to nationalist frameworks for interpreting society and politics in Britain today.  相似文献

Comparative scholarship tacitly assumes immigration politics to be relatively rigid. A state's immigration policy legacy is said to institutionalise policy preferences, thereby making it difficult to implement lasting reforms that are inconsistent with that legacy. This presents difficulties for states with restrictionist legacies wanting to implement liberal reforms in response to the emergence of labour shortages or demographic problems. The supposed rigidity of immigration politics is scrutinised in this article through a systematic process analysis of developments in the United Kingdom over the past decade, where the Blair government confounded the UK's characterisation as a ‘reluctant immigration state’ to implement various liberal work visa reforms. The uncoordinated nature of policymaking and implementation, and the limited involvement of state and societal institutions in the reform process, reflect the UK's historical experience with restrictionist policies, and help to explain the subsequent reintroduction of strict visa controls. The case demonstrates that policy legacies indeed play a significant role in defining the character of the policymaking institutions that shape a state's immigration politics.  相似文献

It is widely believed that there is a lack of common values in contemporary Britain. One influential explanation is that immigration has created an ethnically “diverse” society with a multiplicity of values that have displaced the common culture. This article argues to the contrary that it is immigration policy that departs from an earlier consensus on British values. The article looks at the disagreement within the British elite over the measures adopted to deter asylum-seekers and argues that, in their effect on individual liberty and universal welfare provision, these measures indicate that a significant part of the political class has abandoned the post-war political consensus over what constituted British identity. Not only is the disagreement over the key values that make up British identity located at the heart of the establishment, rather than between native and immigrant, but it is the official deterrence of immigration which most clearly expresses the lack of consensus.  相似文献

States often face immigration “control dilemmas” between popular pressures for tighter immigration controls versus economic pressures for more liberal work visa controls. Using a systematic process analysis of recent policy developments in Australia, this article argues that the Howard government's large expansion of “wanted” forms of immigration hinged upon its ability to control “unwanted” forms of immigration. The concept of “control signals” is introduced to account for the government's success in exiting an immigration control dilemma, which allowed it to pursue skilled immigration reforms that would have otherwise proven difficult. A research agenda is established for examining the conditions under which the use of control signals is likely to be successful and for applying the concept to other realms of public policy where states face control dilemmas.  相似文献

Public opinion on immigration is increasingly relevant for political behaviour. However, little is known about the way in which citizens’ political allegiances in turn shape their attitudes to immigration. Abundant existing evidence suggests that voters often take cues from the parties they support. Using panel data from the Netherlands and Sweden, this article investigates the dynamic relation between attitudes to immigration and party preferences. The longitudinal nature of the data allows for making stronger claims about causal mechanisms than previous cross-sectional studies. The analysis shows that voters who change their preference to the Radical Right become stricter on immigration, whereas voters changing to the Greens become less strict on immigration over time. This confirms that citizens’ support for anti- and pro-immigration parties results in a ‘radicalisation’ of their views on immigration along party lines. A similar ‘spiral’ of radicalisation can be found around the issue of European integration.  相似文献
