Data from the 1976 Mexican Fertility Survey are analyzed to determine the extent of legitimization of children born out of wedlock. The socioeconomic characteristics of women in consensual and legal unions are compared. The frequency and timing of legalization of consensual unions is analyzed, and the number of consensual unions and the frequency of legalization in rural and urban areas are compared. The role of pregnancy in forcing legalization and the stability of legal unions with and without prior cohabitation are studied. (SUMMARY IN ENG)  相似文献

The consensual aspects of decision making are essential for understanding policy made by administrative organizations that take the form of a commision or board. Consensual decision making reflects the degree of policy cohesion exhibited by high-level officials within administrative organizations. It is proposed here that this type of behavior may differ between heterogeneous agents. The Federal Open Market Committee (FOMC) of the Federal Reserve System serves as a salient setting for testing these propositions in a time series context. The empirical results indicate that major intra-institutional differences exist between Board of Governor (BOG) and Regional Bank President (RBP) members of the Federal Open Market Committee (FOMC) regarding consensual behavior. In terms of policy decision making, the econometric evidence clearly demonstrates that the consensual behavior of these agents are fundamentally different from one another. This in turn has important implications for the study of other commission and board policy making bodies that consist of agents who are not all homogeneous.  相似文献

The logical framework approach has spread enormously, including increasingly to stages of review and evaluation. Yet it has had little systematic evaluation itself. Survey of available materials indicates several recurrent failings, some less easily countered than others. In particular: focus on achievement of intended effects by intended routes makes logframes a very limiting tool in evaluation; an assumption of consensual project objectives often becomes problematic in public and inter‐organizational projects; and automatic choice of an audit form of accountability as the priority in evaluations can be at the expense of evaluation as learning. Assessing the poverty reduction in terms of food subsidies through Public Distribution System (PDS) is an important means by which the income transfer between poor and rich expenditure classes can be analyzed. The study intends to analyze the impact of PDS on poverty on rural and urban regions. It also makes a comparative assessment between the subsidy transfers among the poor and rich expenditure classes of households. The data for this objective are adopted from 68th round of National Sample Survey Organisation (NSSO) report on PDS and other sources of household consumption (2011–2012). The impact of PDS on poverty is measured monthly per capita consumption expenditure (MPCE) decile wise by using income transfer method for major 17 states in the NSSO report. The impact of PDS on poverty is estimated through subsidy or implicit income transfer. The results of the study for all India across the rural and urban areas showed that the impact in terms of percentage increase in real MPCE is more for the poorest expenditure class in topmost MPCE deciles for all the states.  相似文献

Data from the 1982 National Demographic Survey are analyzed to study recent changes in contraceptive use and sterilization in Mexico. Variables studied in relation to contraceptive use include method used, place where information was obtained, social class, rural or urban area, age, education, marital status, and place of residence. In relation to sterilization, variables studied include age, social class, institution where sterilization was performed, number of children, and date of birth of last child. The current period of early consolidation has been a turning point in East‐Central European democratisation. It has provoked, however, a majoritarian‐consensual debate, first of all in Hungary, as is discussed in this article in a shorter theoretical and in a longer ‘empirical’ part. The introduction deals with the conceptual framework, followed by its application as a Hungarian case study in an East‐Central European context. It is argued that Hungary may be the model for the competing conceptions of democracy in political practice, since (i) an extended version of consensual democracy was established in the early 1990s but opposed by the first government; (ii) there was an attempt by the second government to complete consensual democracy but it failed; (Hi) an abrupt turn was made towards majoritarian democracy in the late 1990s by the third government. In Hungary there has been a long debate on majoritarian versus consensual democracy, involving politicians, experts and the general public. Finally, some broad conclusions can be drawn about the troubles of the young democracies.  相似文献

Abstract.  The comparative welfare state literature contends that different welfare state structures engender different structures of welfare state support. The argument is that social welfare regimes that distribute their benefits selectively tend to produce patterns of support graduated by the likelihood of accessing these selective (or 'targeted') social benefits, especially as indexed by social class. Where benefits are universally distributed, by contrast, support is expected to be more consensual and to cut across class and related cleavages. This article empirically tests this 'interest-based' account and extends it by adding a 'values-based' component. The authors find that the impact of both interests and values – specifically, orientations toward the capitalist system – on welfare state support is conditional on welfare state structures. It is argued that these results help to resolve a paradox in the comparative welfare state literature: strong evidence for differentiation in social welfare support by program type, but weak evidence for differentiation in class effects by program type. Data for the analysis come from the Canadian Election Studies of 1993, 1997 and 2000.  相似文献

Think tanks in the Nordic countries are now frequently referred to in national media, among decision-makers as well as in academic communities. Based on the literature on think tanks, a consensual and adversarial perspective on their development is advanced. In support of a consensual perspective, the special issue shows that a number of policy think tanks, which play consensual roles in different policy niches, have emerged in the Nordic countries in recent decades. In support of an adversarial perspective, think tank landscapes in the Nordic countries now include advocacy think tanks from both sides of the political spectrum. The mixed think tank landscapes found in the Nordic countries do not constitute a break with consensual policy-making traditions. Nevertheless, a number of privately funded think tanks, which have increased competition for funding, media visibility and political influence, have supplemented established publicly funded think tanks in particular in Scandinavia.  相似文献

Taking as starting points the (growing) political significance of religion and increasing scepticism towards European integration, this study sets out to investigate the impact of religious divides and religiosity on attitudes towards the EU, both on the micro and on the macro level. In addition to considering direct effects, it focuses on the mediated nature of relationships between religion and Euroscepticism through immigration attitudes and authoritarian value orientations. Drawing on data from the 2006 European Social Survey the authors find that individuals' religious attachments have only indirect relevance for explaining Euroscepticism when controlling for immigration attitudes and value orientations. Religious context, however, does contribute to explanatory models of Euroscepticism, with citizens of Protestant countries being more Eurosceptic than those in religiously mixed or in Catholic countries. The authors furthermore show that both authoritarianism and anti-immigration attitudes are to some degree influenced by individuals' denomination and level of religiosity and in turn predict Euroscepticism. Yet, even indirect effects of religion on Euroscepticism are small or appear to cancel each other out. The article concludes that religion on the micro level is largely irrelevant for explaining Euroscepticism, whereas it is an important macro-level explanatory variable.  相似文献

The central question addressed by this article is the effect of state-level marriage initiatives on divorce and childhood poverty rates. State divorce rates have been problematic for researchers because of variation across states in the way they are compiled. This research takes a different approach, measuring instead the prevalence of divorce rather than the number of divorces granted in a given state or year. The authors use this indicator, derived from Current Population Survey data, as an outcome measure in a test of marriage initiatives, and as an independent variable in a childhood poverty analysis. The quasi-experimental design employs time-series and cross-section regression analysis. Results show a significant negative effect from marriage initiatives on divorce prevalence, and a significant positive association between divorce prevalence and childhood poverty rates.  相似文献

This article focuses on the principles of parliamentary government and the implementation of these principles. Empirically, the study includes 239 cabinet formations in Europe after World War II. The results show that the party structure significantly affects the way the principles of majority, plurality and responsiveness are put into practice. In two‐party systems, institutional arrangements guarantee that the principles are implemented. In consensual multi‐party systems, the principles are largely implemented as well. However, in non‐consensual multi‐party systems, often including one dominant party, it is much more difficult to fulfil the ideals of parliamentary government. The study also shows that the majority element greatly increases government stability.  相似文献

In this article, the authors use data from the Survey of Income and Program Participation (SIPP) to examine the relationship between economic resources and acute health care needs among the aged. The circumstances of individuals who rely on Medicare as their only form of health insurance are considered in detail because they are potentially more vulnerable when faced with health care expenses. Particular attention is given to the amount of family income and personal contingency assets held by this group and the level of out-of-pocket liability for acute care they might have been expected to face in 1984. The authors point out that their research findings would be strengthened by linkage of a more current SIPP data set to Medicare program records and the development of Medicaid eligibility simulation capability in the SIPP context.  相似文献

In this article, the authors introduce a novel way to define and measure housing submarkets in relation to foreclosures. Instead of the traditional methods of identifying submarkets a priori, this study uses an approach that empirically delineates housing submarkets based on spatial contiguity and housing attributes. The spatial clustering algorithm developed for this study identified submarkets in each of the urban counties. A spatial regression model was then used to assess the impact of submarket structure on foreclosure rates. In addition, the study also incorporates a measure of sprawl in its analysis. It was found that sprawling counties are not more likely to have higher rates of foreclosures compared with average rates. However, the counties with smaller and more fragmented housing submarkets are likely to have lower rates of foreclosures. The results suggest that urban form is less consequential than housing market structure in affecting U.S. housing market dynamics.  相似文献

Abstract

Why do public policies succeed or fail? The aim of this article is to contribute to answering this enduring research question in policy research through a comparative study of the variable efforts by Nordic governments to relocate their central agencies from the capital regions over a period of several decades. This was a radical redistributive policy program premised on a policy instrument – coercion – which was very alien to political systems characterized as consensual democracies. Hence, it is no surprise that only two out of seven relocation programs of any substance were successful. The really intriguing research question here is how any relocation program was achievable at all in a policy context where this was very unlikely. A broadly based multi-theoretical analytical framework linking interest groups, institutions, human agency in the form of policy entrepreneurship/design and situational factors is employed to solve this research puzzle. Findings from this study offer important contributions to the following research fields: comparative public policy, radical policy change and most specifically the so-called third generation of public policy implementation research.  相似文献

This paper examines forms of citizenship associated with contemporary urbanism. Focusing on three paradigmatic spaces: the gated enclave, the regulated squatter settlement and the camp, the authors argue that the landscape of urban citizenship is increasingly fragmented and divided. These geographies are constituted through multiple and competing sovereignties which, when territorially exercised, produce fiefdoms of regulation or zones of ‘no-law’. In order to understand these practices, the authors employ the conceptual framework of the ‘medieval city’. This use of history as theory sheds light on particular types of urban citizenship, such as the ‘free town’ or the ‘ethnic quarter’, that were present at different moments of medievalism and that are congruent with current processes. The ‘medieval’ is invoked not as an historical period, but rather as a transhistorical analytical category that interrogates the modern at this moment of liberal empire.  相似文献

Urban trends in Mexico from 1960 to 1980 are analyzed using multivariate analysis techniques. The authors note that the total number of metropolitan regions has increased from 12 to 26 during this period. Differences between the stage in urbanization reached by the Mexico City region and other urban centers in the country are noted. The Survey of Income and Program Participation (SIPP) has become an important tool for studying how long people stay on welfare programs because it has monthly data on a variety of welfare programs. This article presents estimates of duration models for unmarried women with children who are on the Aid to Families with Dependent Children program (AFDC) using the 1984 and 1985 panels of SIPP. A weakness in previous welfare duration studies is that they do not include local labor market conditions or other local area effects; this omission may bias the estimated effects of policy variables (such as benefit levels) and labor market variables. This article incorporates relevant local area information from the City County Data Book and links this to SIPP welfare recipients based on county of residence. I find that local variables such as unemployment rates or per capita sales affect welfare exit rates, especially for blacks. Living in an urban area lengthens welfare spells for both whites and blacks.  相似文献

The characteristics and correlates of high fertility women in Mexico were assessed for different age and residential groups with data from the National Demographic Survey of 1982. This survey included information on rural, urban and metropolitan Mexican women aged 15-49 years who had ever been in union. Rural areas were defined as those with fewer than 20,000 inhabitants. Metropolitan areas were Guadalajara, Monterrey, and Mexico City. High fertility was defined for the purpose of this study as at least 2 live births for women 15-19, 3 for women 20-24, 4 for those 25-29, 5 for those 30-34, 6 for those 35-39, and 7 for those 40-49. According to this definition about 40% of Mexican women are high fertility, with proportions ranging from about 1/3 of those 20-29 to half of those 35-49 years old. High fertility is about twice as common in women 15-19 in rural areas as in urban and metropolitan areas of Mexico. 10% of rural women aged 20-24 already have 5 children, compared to less than 1% of metropolitan women and under 3% of women in other urban areas. By age 45-49, 31% of rural women, 20% of other urban women, and 15% of metropolitan women have 10 or more children. 13% in all areas have 2 or 3. Large proportions of rural women in all age groups are high fertility, with the difference especially marked at young ages. The data on contraceptive usage indicate that high fertility women are among the increasing numbers of Mexican women attempting to control their family size. 10% of high fertility women in rural areas are sterilized and another 10% use oral contraceptives. Injectables and traditional methods share 3rd place. IUDs are almost nonexistent in rural areas. In urban and metropolitan zones about 1/4 of high fertility women have been sterilized. About 10% use pills. Traditional methods and IUDs are in 3rd place for urban women while injectables occupy 3rd place for metropolitan women. Except among women 30-34, about 70% of sterilizations in rural areas are in high fertility women. The data demonstrate the growing acceptance of family planning in rural as well as in urban areas. In 1969, only 10% of rural women in union had ever used a contraceptive method. The 43.1% of Mexican women with little or no schooling contribute 63% of the high fertility. High fertility women are overrepresented in the lowest educational stratum in all age groups. Methodological difficulties arise in comparing the fertility performance of different social groups. It appears however that agricultural workers and unsalaried self-employed workers contribute a disproportionate share of high fertility.  相似文献

This paper is interested in the decline of congressional voting in urban China. Classic studies in comparative politics long argue that with economic development, countries would experience increased level of political participation. Employing the 1993 Social Mobility and Social Change Survey and 2002 Asian Barometer Survey, I found congressional voting in urban China declined substantially in the past decade. With the analyses of the Probit Model and Generalized Linear Model, I contributed this decline to the disappearance of sociopolitical institutions that used to serve critical conduits for citizens’ participation. I argue that although economic development produces more resources to encourage participation, overall political participation actually declines in urban China and the public opts to withdraw from politics.
