ABSTRACT

The significance of Kosovo can only be understood by first situating the intervention in 1999 and the subsequent statebuilding process in a historical context. While there is a profound difference between 1999 and today, we should not conclude that this means the practice of humanitarian intervention has gone into decline as a result of waning western power. Decisions on intervention at that juncture, as indeed they are today. I conclude by arguing, however, that the theory and practice of statebuilding, has changed markedly since 1999; expectations as to the capacity of international administrations to transform post-conflict societies have declined markedly.  相似文献

Models of inefficient political failure have been criticized forimplicitly assuming the irrationality of voters (Wittman, 1989,1995, 1999; Coate and Morris, 1995). Building on Caplan's (1999a,1999b) model of ``rational irrationality'', the current papermaintains that the assumption of voter irrationality is boththeoretically and empirically plausible. It then examinesmicrofoundational criticisms of four classes of political failuremodels: rent-seeking, pork-barrel politics, bureaucracy, andeconomic reform. In each of the four cases, incorporating simpleforms of privately costless irrationality makes it possibleto clearly derive the models' standard conclusions. Moreover, itfollows that efforts to mitigate political failures will besocially suboptimal, as most of the literature implicitlyassumes. It is a mistake to discount the empirical evidence forthese models on theoretical grounds.  相似文献

Over the last fifty years, Political Science is firmly established in the German university system. The article presents the findings of a collective biography of the discipline’s professors for the period between 1949 and 1999. The empirical study puts particular emphasis on the gender distribution among tenured Political Scientists, the age at certain stages in their academic career, and aspects of regional distribution. In addition, the paper presents quantitative data for different periods between 1949 and 1999 about the regional distribution of universities at which doctoral degrees, the ‘Habilitation’, and the chairs for Political Science were achieved. The research indicates that the vast majority of active professors of Political Science in Germany in the year 1999 will have become pensioners in 2009. The paper concludes with some speculative thoughts about the situation of the German university system in general and the question, whether the discipline will survive the ongoing university reforms as a coherent academic discipline.  相似文献

This article examines two claims made about the "Commission crisis" of 1999: first, that the accountability of the Commission to the European Parliament (EP) was significantly increased; and, second, that the model of parliamentary government in the European Union (EU) was advanced by events in 1999. In analyzing the crisis and its consequences, this article focuses upon the powers of dismissal and appointment, and what these powers reveal about the capacity of the EP both to hold the Commission responsible for its collective and individual actions and to influence its policy agenda. If a parliamentary model is to develop in the EU, the negative parliamentary powers of censure and dismissal have to be balanced by the positive powers of appointment and enhanced executive responsiveness. On both counts—dismissal and appointment—the 1999 "Commission crisis" did not point to the clear and unambiguous dawning of a "genuine European parliamentary democracy."  相似文献

Recently the much‐discussed ‘New Zealand model’ of new public management (NPM) has become significantly revised. It now lacks the theoretical coherence and the market‐led focus that it relied on between 1987 and 1996. Labour‐led governments since 1999 have undertaken gradual and pragmatic – yet significant – changes in public management structures and principles, refining and sometimes reversing the model implemented in the late 1980s and early 1990s. This article does a ‘stock‐take’ of public management developments in New Zealand from 1999 to 2008, and argues that New Zealand can no longer be viewed as a leading exponent of market‐led NPM. Some NPM principles have been refined, but others have been quietly abandoned. The new National‐led government appears unwilling to undertake radical reforms, and, while it may seek a greater role for the private sector, looks set to continue with the ‘gradual and pragmatic’ approach adopted since 1999.  相似文献

Conclusion That Kosovo exploded with genocidal violence in 1999 and ultimately prompted outside intervention surprised few—it was a long-festering hotspot but one that fell low on the world politics priority lists, despite the brutal “wars of Yugoslav” succession that engulfed Serbia, Bosnia, and Croatia. But for a relatively small scale conflict in a rather unknown corner of the world, Kosovo’s crisis of 1998–1999 brought with it a host of complex issues that challenge the international community to this day. As with any issue or case in the area of genocide studies, attention and understanding must first go to the dramatic human suffering inflicted upon one group by another. The macro-level political, legal, and ethical discussion and debates swirling about Kosovo should not and must not obscure the powerful and provocative human element at play. First and foremost, the Kosovo issue revolves around how best to save lives following an explosion of genocidal violence. Simultaneously, however, Kosovo in 1999 exploded with ramifications for the future of state sovereignty, the United Nations, and understanding the causes of genocide, nation building, and humanitarianism in the twenty-first century.  相似文献

Researchers have paid little attention to the way citizens evaluate different electoral systems. This reflects the limited knowledge citizens are presumed to have about alternative electoral arrangements. However, the establishment of a legislature under new electoral rules creates conditions in which citizens can make more informed judgements. Such a situation occurred with the establishment of the Scottish Parliament in 1999, elected under the Additional Member system. Using data collected in 1999 and 2003, we consider Scottish voters’ reactions to the new electoral rules. We examine how voters evaluated various features and outcomes of the rules, the structure of voters’ attitudes, and which features and outcomes of the rules were decisive in shaping overall support for plurality and proportional voting systems.  相似文献

The events in East Timor leading up to and immediately following the vote for independence from Indonesia in September 1999, and the attendant breach in Australian-Indonesian relations, posed the greatest challenge to the Australian intelligence agencies and the national security policymaking organization in more than a quarter of a century. On the whole, the intelligence agencies performed very well, producing timely, accurate and informative reports, with the important exception being the under-estimation of the scale of the killings and forced deportations in the fortnight after 4 September, 1999. However, there were serious deficiencies in the national security policy-making organization, and elements of the intelligence community succumbed to political pressures when the Government found some of the intelligence about Indonesian involvement in planning and directing the violence to be unpalatable.  相似文献

The 1999 survey results indicatea general continuation of opinion trends established by thelate 1970s to the mid-1980s. Local government is viewed as givingcitizens the most for their money, followed by state governmentand the federal government. Americans still regard the federalincome tax as the worst tax, followed by the local propertytax. Likewise, Americans express the most trust and confidencein local government and the least trust and confidence in thefederal government, although confidence in all governments increasedover comparable data for 1992. The sentencing under Sharia law in Nigeria's northern stateof Katsina in 2002 of a 31-year-old woman, Amina Lawal, to bestoned to death for adultery highlighted the rising religiousconflict and violence that has occurred since the resumptionof civilian democratic governance in 1999. Although the practiceof Sharia in personal and civil matters had been accommodatedby the British and by Nigeria's various constitutions, whatwas new in 1999 was the extension of Sharia from civil to criminalmatters, thus producing such punishments as decapitation, amputation,and stoning to death, threatening the well-being of non-Muslims,endangering fundamental rights protected by Nigeria's federalConstitution, and posing significant challenges to elected officialsand federal courts. Raymond Vernon, the founding editor of the Journal of Policy Analysis and Management, died on August 26, 1999, at the age of 85. He was Clarence Dillon Professor of International Affairs Emeritus at Harvard's Kennedy School of Government at the time of his death, having served on the faculties of various schools at Harvard since 1959. He will be remembered for his contributions to a number of public policy areas. For example, in the late 1950s he led a research team that produced a study of the future of the New York metropolitan area, regarded as a landmark in the field of urban planning. In the last two decades he wrote extensively on the phenomenon of multinational corporations. This article investigates the working of the 1999 Act of Parliament in relation to the electoral process. One of the more controversial measures in the 1999 Act was the preservation of the representation of the hereditary element in the House of Lords. In the 2007-2008 session of Parliament, Lord Avebury introduced the House of Lords (Amendment) Bill, to repeal this electoral process, and Lord (David) Steel of Aikwood introduced the House of Lords Bill, which had provisions to the same effect as Lord Avebury's Bill. The working of this electoral process is therefore likely to be a topic of debate in the 2008-2009 session of the House of Lords. We suggest that there are three possible options to deal with the likely future issues for this electoral process. These we present as a contribution to a wider debate on the way forward for this constitutional issue.  相似文献

This article explores recent trends in the size and performance of the equity investments of state and local pension plans. It also provides a context for the discussion about investing Social Security trust fund reserves in private equities. Equity holdings and returns for five of the largest private pension plans were compared with those of state and local pension plans. Key findings discussed in the article include: Equities were the largest investment in the aggregate portfolio of state and local pension plans in 1999 and represented 67 percent of the $3 trillion in aggregate state and local pension assets. Equity allocation of the five private plans resembled that of the aggregate. About 80 percent of state and local pension plan holdings were domestic equities in 1999. The five largest plans had about the same domestic/foreign allocation of equity investments during that same period. In 1999, state and local pension plans held about 11 percent of the U.S. equity market, which includes foreign equities held in the United States. State and local pension plans held about 10 percent of domestic equities in the U.S. equities market that same year. Returns on equity investments over a 10-year period were more than 17 percent for both private pensions and state and local pension plans. Although private plans tend to have slightly higher total returns, the difference stems from the higher equity asset allocation of the private pensions that were studied.  相似文献
