"This study analyzes the importance of children in the care of elderly populations in rural communities [in Mexico].... In particular, the perception of elders about the value of their children is analyzed, especially the role children play in their economic contribution to the household or their instrumental value to it at different stages of their lives.... With respect [to] the condition in which children support their parents in their old age the economic assistance given was studied too. Finally, the preference regarding family size of those 60 years or older [is] given, as well as the view points of women on the need to control fertility and reduce family size. Three different types of cost are studied: the economic cost of supporting and caring for children, the emotional cost of their upbringing and the health cost of multiple pregnancies and births." It is argued that the role of the public bureaucracy must be analysed along at least two dimensions. One dimension concerns the relationship between politicians and bureaucrats, i.e. the possible conflict between political loyalty and autonomy. The other dimension concerns the relationship between citizens and bureaucracy, i.e. the possible conflict between openness towards citizens and bureaucratic closedness. With the aid of data from a survey of 407 agency heads in Norwegian municipalities, it was possible to group different bureaucrats along the two dimensions. Four categories emerged from the analysis; a political bureaucrat, an autonomous bureaucrat, the "classic" administrator and the "linking pin". An attempt to predict group membership was made using variables on the societal, organizational as well as individual levels. This attempt was only partially successful, indicating that there is a need for other independent variables to explain group membership.  相似文献

Applying a feminist political economy analysis of the Kachin military movement, this article will be mapping women's involvement in the armed uprising since the outbreak of the conflict in 1961, demonstrating the centrality of gender relations for the war. Using primary data, this article will show how the household provides essential support to the Kachin war effort in the shape of emotional, physical and material labour, thus underscoring the critical role played by women in maintaining the conflict. Examining the relationship between narratives of gendered insecurity in the community and notions of militarized duty, this article will argue that the Kachin armed forces have employed gendered notions of security and duty to legitimize and sustain the conflict. The importance of normative gender relations for providing labour and emotional and material support for the conflict will then be examined, showing how the household is situated as the nucleus of the armed revolution. The findings in this article thus reveal a need to take into account the relationship between the household and the armed conflict, arguing that the household is a site inseparably linked to nationalistic objectives, underpinning the economic and ideological structures of military movements. Interventions aiming at resolving the conflict in Kachin must therefore consider the importance of gender relations in upholding the political-economy infrastructure of the military movement.  相似文献

The discipline of public administration could play a more constructive role in the field of administrative policy if the gap between empirical-theoretical research and the professional role of political scientists in governments were bridged. This article outlines an instrumental or "action-oriented" model which provides a theoretical framework through which to focus on formal organizational, demographic and physical structures of institutions as the possible instruments, or "steering factors" in organizational design. The model emphasizes empirical observations of the relationships between the instrumental indendent) variables and actual decision behavior (dependent variables). The increasing importance of New Politics or authoritarian-libertarian values to electoral behaviour in advanced Western industrial democracies and the previously documented strong link between such values and educational attainment indicates that, contrary to the claims of some New Politics theorists, the ideological conflict is anchored in the social structure – in particular in educational groups. For this interpretation to be warranted, however, it should be possible to document the existence of education-based group identity and group consciousness related to the value conflict. The article develops indicators of the core variables out of Social Identity Theory. Based on a unique survey from Denmark, which includes the new set of indicators, the analyses show that members of the high and low education groups have developed both group identity and consciousness reflecting a conflict between the groups and that these factors are related to authoritarian-libertarian values. The results are interpreted as reflecting a relationship of dominance, which supports the view that the ideological conflict is structurally anchored.  相似文献

Recent studies of welfare state attitudes in the knowledge economy find very high generalized support for generous welfare state policies, both among the working and the middle classes. Has class become irrelevant as a predictor of social policy preferences? Or do we simply mis-conceptualise today's class conflict over social policy? To what extent has it changed from a divide over the level of social policy generosity to a divide over the kind of social policy and – more specifically – over the relative importance that should be given to different social policies? Answering these questions is not only relevant to understand welfare politics in the twenty-first century, but electoral politics as well: only when we understand what working- and middle-class voters care about, can we evaluate the role distributive policies play in electoral processes. We use original survey data from eight West European countries to show that middle- and working-class respondents indeed differ in the relative importance they attribute to social investment and social consumption policies. Middle-class respondents consistently attribute higher absolute and relative importance to social investment. We also show that this emphasis on investive policies relates to the middle class expecting better future economic and social opportunities than the working class. This divide in anticipated opportunities underlies a new kind of working- versus middle-class divide, which contributes to transforming the class divide from a conflict over the level of social policy to a conflict over the priorities of social policy.  相似文献

The aim of this article is to explore the experiences of human resources management in the context of health sector decentralization. The initial review of health sector decentralization covers issues relating to the context, content, formulation/implementation and impact of decentralization. The review of the literature on human resources management (HRM) and decentralization has identified a number of key points that are organized around the following HRM functions: HR planning/ staff supply, personnel administration and employee relations, and performance management. The importance of the management of change is also highlighted. The article concludes by emphasizing the need to include human resources as a key issue in health systems change and emphasizes the areas of policy dialogue and research. “用市场经济手段来提高效率,用社会主义制度来保障公平”是社会主义市场经济这一概念的实质。由此可见,社会主义市场经济制度下的计划在相当长的时期内还会起着重要的作用,应当认真研究改进计划的制定及管理方法。着重分析了长期计划、中期计划、专项计划及年度计划四种发展计划的主要内容、制定方法与关键技术,强调了POSMEP法在编制发展计划时的重要作用。最后,建议设立负责全面策划和统筹协调的总体计划部门以便更好地促进建设中国特色社会主义事业的发展。  相似文献

The EU emissions trading system (ETS) is the first large-scale international emissions trading system and a "cornerstone" in EU climate policy. A key element in the ETS implementation process is deciding upon the ceiling ("cap") for the emissions included in the ETS. Over time, a significant change and centralization of this model has taken place. In order to understand this development, we need to acknowledge the increasing acceptance of stronger centralized governance among the member states due to ETS pilot phase problems; take into consideration frustration in the European Commission over complex and differing National Allocation Plans; and add the fact that the Kyoto Protocol target was getting nearer and a good performance of the "flagship" ETS was becoming increasingly important. Hence, although the case supports the importance of acknowledging the multilevel character of the EU, it still emphasizes the key role of changes in member states' interests and positions for understanding outcomes.  相似文献

The provincial role in trade policy has until recently beenlimited, but the increasing impact of international trade negotiationson domestic policy issues has come into direct conflict withprovincial jurisdiction. At the same time, Congress has handedsome of its constitutional authority over trade matters to theexecutive branch through the granting of "fast track" negotiatingauthority. The paper argues that, as a result of these developments,the functional roles that Congress and the provinces playedin the negotiation of the FTA were not significantly differentin the two countries. Megaprojects continue to play a prominent role in promoting economic development, and have proliferated rapidly worldwide. But, as they have grown larger in number, size, and complexity, their planning, implementation and ultimate success become increasingly problematic. Most encounter unexpected difficulties and seldom achieve their original objectives. This article addresses the reasons for this state of affairs by focusing upon the relevance of the Rational model of decision making to the case of the new Denver International Airport. It traces its evolution and considers the extent to which the Rational model explains the major events. It concludes that this model has only limited explanatory power because it does not incorporate political elements which play a major role in megaprojects. The Rational model can be successfully applied to an entire project only where the political system permits a powerful agency to design and implement the project. This condition is rarely met in democratic societies, especially in the U.S. Furthermore, its applicability is limited by the new environment in which planning takes place, an environment that is marked by the emergence of new actors and increasing turbulence and uncertainty. Accordingly, recognition of the role of power suggests that the utility of the Rational model is limited and that alternative planning approaches that emphasize consensus building and flexibility need to be developed for megaproject planning.  相似文献

  • Despite a tightening of planning policy guidance in recent years, the major multiple grocery retailers have been able to maintain and expand their market shares. In this paper, the processes by which retailers have involved themselves in planning policy‐making formulation between 1988 and 1998 are evaluated. Both individual and collective representations have been made to the process by retail organizations. It is shown that there is evidence of a small but powerful retail planning policy network that has the hallmarks of a ‘policy community’. In conclusion, some future research directions are set out that, inter alia, suggest further work into the role organizations play in Select Committee and lobbying processes. Examination of how specialist and technical advisers feature in these important policy‐making decisions is also suggested.

The privatization experience of U.S. municipalities shows declining use of complete contracts and a dramatic rise in mixed public–private delivery (joint contracting) of city services. The analysis here shows that city managers have recognized the need to move beyond a simple dichotomy between market delivery and public planning to an approach that balances concerns with efficiency, market management, and citizen satisfaction. The New Public Management stresses the importance of competition and efficiency, transaction costs economics emphasizes the challenges of contract management, and New Public Service assigns primary concern to citizen engagement. Nonetheless, city managers see the need to balance all three. The analysis shows the evolution of a middle position where city managers integrate markets with public delivery and give greater attention to citizen satisfaction in the service delivery process.  相似文献

This article examines the potential for partnership to address two major challenges in public service: (1) the evolving sociopolitical context of public service, that is, the increasing incidence and intensity of conflict among diverse stakeholders; and (2) the formulation of acceptable and feasible global public policy. The partnership approach, its value added, and its operationalization are examined through the World Commission on Dams, a partnership designed to resolve conflicts over large dam projects. The analysis identifies lessons that are specific to conflict-based partnerships for global public policy making and regarding partnership work more generally. The importance of converging interests, policy champions, democratic processes, and perception are highlighted. Intense conflict provides incentives for joint solution, but process agreement is paramount, and conflict resolution is not a one-time effort for all. The World Commission on Dams demonstrates that partnership is an effective and efficient approach to addressing conflictive policy issues.  相似文献

Understanding Policy Networks: towards a Dialectical Approach   总被引:11,自引:1,他引:10  
This article has two aims. First, we develop a dialectical model of the role that policy networks play in any explanation of policy outcomes. Our model is based upon a critique of existing approaches and emphasizes that the relationship between networks and outcomes is not a simple, unidimensional one. Rather, we argue that there are three interactive or dialectical relationships involved between: the structure of the network and the agents operating within them; the network and the context within which it operates; and the network and the policy outcome. Second, we use this model to help analyse and understand continuity and change in British agricultural policy since the 1930s. Obviously, one case is not sufficient to establish the utility of the model, but the case does illustrate both that policy networks can, and do, affect policy outcomes and that, in order to understand how that happens, we need to appreciate the role played by the three dialectical relationships highlighted in our model.  相似文献

Decentralization has been a common aim in administrative reform and this article points to common themes in the decentralization programmes of Tanzania, Zambia and Papua New Guinea. The programmes involve both developing field administrative structures on an area basis in which horizontal links between the field staff of different ministries are at least as important as the vertical lines of authority linking field staff with headquarters' departments, and also decentralizing authority over planning and implementing development programmes to local decision making bodies. The impact of these decentralization programmes has not hitherto been adequately monitored or evaluated, and experience of attempts at doing this in Tanzania emphasizes the importance of building into a decentralization programme a method of monitoring it which produces usable information. The article points to the plans for monitoring to be pursued in Zambia.  相似文献

The analysis of policy change has produced a number of contrasting theoretical approaches, each offering a lens through which to view policy phenomena. This article suggests that the existing menu of approaches for understanding change can be usefully complemented by an understanding of the role played by value conflict. Using institutionalist analysis, I argue that the need to make value‐choices in a nondisruptive way shapes large areas of government activity, particularly in Westminster systems, and explains many observed patterns of stability and change. Building on work by Thacher and Rein, I describe and characterize six types of response to value conflict, giving examples of the role and implications of each. It is not claimed that all policy change can be understood in this way—simply that some types of change reflect the value‐based nature of public policy itself, and the fact that political and bureaucratic systems must evolve mechanisms for dealing simultaneously with thousands of competing and conflicting policy values.  相似文献

Papua New Guinea decentralized a wide range of health functions to provincial governments between 1977 and 1983. The national Department of Health (DOH) was given no role in provincial budget and staffing decisions, and the national health budget was fragmented into the health components of provincial budgets. The impact of decentralization on health workforce development was particularly severe and largely unforeseen. Many difficulties were inherent in the manner in which decentralization regulations structured power relationships. Others arose as a result of the administrative confusion and inflamed relationships that accompanied the forceful transfer of power from a very reluctant national DOH to the provinces. Even though policy formulation and planning were retained as national functions, decentralization hampered their effective execution. Human resource data bases deteriorated, responsibility for planning became confused, and the ability of the DOH to implement its planning decisions was compromised. In reality, health workforce planning was carried out by the Departments of Finance and Planning, and Personnel Management through the annual budgetary process of provincial financial limits and staff ceilings, without any attempt to assess health service needs, either in the country as a whole or between the provinces. Decentralization brought a need for new management skills, and it complicated administrative relationships between training institutions and the provinces. The Papua New Guinea experience has shown that in a decentralized health service, there is a great potential for conflict between national goals and the aspirations of individual provinces. To achieve an equitable, appropriate and effective staffing of services, standards must be formulated as the basis for planning and conflict resolution. Effective linkages between central government departments and between the national and provincial health authorities must be developed, and management and technical skills of health managers improved.  相似文献
