Taxing work     
Abstract. This article examines the development of tax regimes across OECD countries in the latter part of the twentieth century. It gives particular emphasis to taxes on labour income. Taxes on labour income represent a major drain on private households. They have become the mainstay of many of these countries' public sector finances. Taxes on labour income rather than on capital appear to be the preferred instrument of finance for those economic and political interests that advocate and support a strong (and thereby expensive) welfare state. There is little 'free lunch' to be had in these welfare states; if anything, 'socialism in one class' seems to be the rule. Coordinated market economies tend to impose higher tax rates on labour because they have higher levels of wage coordination, their governments are more likely to be oriented to the left and their executives are relatively weak in relation to their legislatures.  相似文献

Are the rather generous welfare regimes found in most European countries sustainable; that is, are they competitive in a globalizing economy? Or will they, on the contrary, be crowded out by the more austere and less expensive regimes generally found in liberal Anglo‐Saxon countries? We first discuss this issue conceptually, focusing on the notions of institutional competitiveness, social investment, and short‐term and long‐term productivity. We then briefly present the results of an empirical study of 50 social indicators of policies and outcomes in 20 Organization for Economic Co‐operation and Development (OECD) countries during the early 2000s. We conclude that welfare regimes have not been forced to converge through a “race to the bottom.” There remain three distinct ways to face the “trilemma” of job growth, income inequality, and fiscal restraint: Nordic countries achieve high labor market participation through high social investment; Anglo‐Saxon countries attain the same objective through minimal public intervention; while Continental European countries experience fiscal pressures because their social protection schemes are not promoting participation to the same extent.  相似文献

Are there different worlds of welfare in Swiss cantons, analogous to different national welfare state regimes? Are the welfare regimes made up of functionally related sub-regimes in the field of employment, education, taxation and social security, as argued in recent analyses of ‘varieties of capitalism’? And can the variations between such cantonal welfare regimes be explained by the same politico-institutional variables that account for the development of national welfare states? These are the guiding questions of this article. We find strong empirical evidence for large inter-cantonal variation in welfare state policies. The sub-regimes are not functionally connected, however. Their variation is related to different sets of variables, indicating a weak functional link between them. Developments and causal structures are specific to the various subregimes. In addition, it is socio-economic and not politicoinstitutional variables that have had the strongest imprint on the overall structure of cantonal welfare regimes.  相似文献

This paper analyzes the effects of globalization on social protection expenditures in European countries. The particular focus is on (a) the Eastern European countries and (b) on differences in globalization effects between welfare regimes. We find evidence in favor of the compensation hypothesis in Western Europe which is driven by the conservative welfare regime, outweighing the efficiency effect of globalization in the social-democratic welfare regime. In Eastern European countries the efficiency effect is predominant. No globalization effect is found for the liberal and the southern welfare regimes.  相似文献

The 1996 Personal Responsibility and Work Opportunity Reconciliation Act requires welfare recipients to look for work and has made it more difficult for nonworking recipients to remain on the welfare rolls. In addition, the economic boom of the 1990s and changes in federal and state policies have raised the net income gain associated with moving from welfare to work. This paper analyzes data from a panel survey of single mothers, all of whom received welfare in February 1997. In 1999, those who left welfare and were working had a higher household income and lower poverty rate, experienced a similar level of material hardship, engaged in fewer activities to make ends meet, and had lower expectations of experiencing hardship in the near future than did nonworking welfare recipients. Estimations of fixed‐effect regressions of income that control for both observable and unobservable time‐invariant characteristics show that monthly net income increases by $2.63 for every additional hour of work effort. About 60 percent of the observed monthly income difference between wage‐reliant and welfare‐reliant mothers can be attributed to differences in their work effort. This paper analyzes the welfare effects of capital tax coordination in a simple model of fiscal competition where fiscal policy is subject to majority voting and households differ with respect to their labor and capital income. It turns out that a coordinated capital tax increase may raise or reduce welfare, depending on the relative magnitude of i) economic distortions induced by a labor tax and ii) political distortions resulting from the influence of the median voter on fiscal policy decisions. A negative welfare effect is more likely, the smaller the marginal excess burden of the labor tax and the smaller the ratio of the median voter's labor income to average labor income. We also use empirical estimates of the marginal excess burden of taxation to determine the welfare effects of tax coordination; it turns out that a negative welfare effect of coordinated tax increases may emerge in our model for empirically reasonable parameters.  相似文献

This article discusses implications of data on the income andemployment patterns of welfare recipients for the types of programmaticand financial investments that states will need to make forsuccessful welfare reform. Research by the Institute for Women'sPolicy Research found that even before welfare reform, womenworked significant amounts of time and relied heavily on familysupports to survive, when possible. High school education andjob training are important predictors of having welfare andescaping poverty, while work experience alone has relativelylittle effect on leaving welfare. States will be challengedto provide these educational services within the restrictionson job training and education under the new welfare laws. Workingwelfare recipients in the institute's sample spent more thanone third of their income on child care, which speaks to theimportance of increased child-care subsidies for helping womenescape poverty. It is important for states and communities tomonitor the implementation of supportive services, track outcomesfor women who leave welfare, and improve work environments andemployment benefits.  相似文献

Post-communist welfare regimes are frequently portrayed as a hybrid consisting of the relics of communist social policy and a neophyte imitation of the US model of welfare. Both components of that hybrid are regarded as incompatible with the 'European social model'. At the same time, most welfare reformers in East-Central Europe try to avoid falling into the trap of first, conserving the statist, inefficient and pseudo-egalitarian character of the old system of social policy; second, seeking new forms of welfare collectivism along the national-conservative/populist 'third roads' between capitalism and communism; third, triggering popular discontent by dismantling the old welfare regimes too rapidly, or in a haphazard way; and fourth, targeting an end-state which has become unsustainable in the Western world during the past two decades. Meanwhile, the emerging welfare regimes in the region are far from being identical and the reformers do not find stable institutional arrangements in the West to copy. In an effort to make sense of this complex picture, the paper examines what has 'really' happened in the welfare sectors in the region during the past decade by presenting three dominant narratives of the social transformation: 'leaping in the dark', 'marking time' and 'muddling through'.  相似文献

In the wake of welfare reform efforts, alliances between governments and charities, and public preoccupation with “social capital,” it is useful to understand how welfare payments interact with charitable giving. Using Consumer Expenditure Survey data from the first quarter of 1999, this article estimates the impacts on charitable giving by individuals from receipt of welfare payments, as well as income, wealth, and a number of demographic variables. The data analysis suggests that charity is negatively associated with welfare receipt, while wealth, income, and age have positive impacts on giving. These findings have significant implications for public policy and nonprofit management.  相似文献

The conventional wisdom is that the 1996 federal welfare reform law has been a stunning success. Welfare caseloads have declined significantly and employment among disadvantaged single mothers has increased more than anticipated. Also, more low‐income children were living with married couples in the late 1990s. However, welfare reform was enacted in the midst of exceptional economic, demographic, and other policy changes and it is impossible to disentangle the impact of federal welfare reform from these other factors. This article describes these factors and puts the income gains and losses among families with children between 1996 and 2000 into the historical context of the past twenty‐five years. This analysis provides substantial evidence that welfare reform may have “worked” for many low‐income families with children while failing other low‐income families. Furthermore, despite recent increases in poverty following the 2001 recession, welfare caseloads continued to decline, indicating a fundamental flaw in what has traditionally been a countercyclical program. Data also suggest that the significant increase over the 1990s in the share of low‐income children living with married couples has been reversed following the recent recession. These findings suggest that the 1996 welfare law needs to be considerably retooled.  相似文献

以武汉市江夏区五里界镇为实例,通过实地调研获取第一手数据资料,应用福利经济学理论和对应分析模型研究被征地农民的福利变化和个体差异。研究表明:经济福利变化方面,失地农民农业收入普遍减少,非农业收入大幅增加,贫富差距进一步扩大,且农民生活成本上升,家庭支出增加。虽然农民愿意对剩余的土地投入更多的资金,但是投入资金仍处于较低的水平。非经济福利方面,社会福利和生活福利均有不同程度改善,环境福利中景观破坏程度感受和土壤板结得到改善,但田块面积变化和破碎程度却有所恶化。个体差异研究方面,非农业收入已经成为失地农民的主要经济来源,农民较低的教育水平限制了经济福利的增长,且老人经济福利的状况令人担忧。  相似文献

Abstract

This paper demonstrates that heterogeneous countries such as Brazil have vast differences in welfare arrangements at the sub-national level. A number of social policies (social insurance, education, health and social assistance) were analysed in 5,565 Brazilian municipalities along five dimensions: expenditure, coverage, share of private spending, family structure and poverty. The grade of membership method was used to cluster municipalities and identify the main differences in their welfare regimes. Factor analysis was also used to explore which dimensions are most relevant in characterizing these sub-national regimes. The results show highly heterogeneous institutional forms of social protection across municipalities, which are classified as social assistance, quasi-social assistance, corporative, quasi-corporative, family insurance and intermediary welfare regimes.  相似文献

The idea that modern welfare states can be grouped into distinct regimes dominates contemporary studies of welfare state restructuring, and several studies have concluded welfare state reforms to be correlated with regime structures. These studies build, however, on analyses of only cash-benefit programmes whereas social services are almost neglected in current welfare state research. Thus, the aim of this article is to test the explanatory capacity of the welfare state regime perspective in relation to reforms in the service dimension of advanced welfare states – normally termed 'public sector reforms'. For this purpose, the author has conducted a focused comparison of the degree to which archetypical examples of the liberal regime (United States), the social democratic regime (Sweden) and the conservative regime (Germany) have introduced vouchers and parental choice into their public primary schools. Schools and education have ranked high on the public sector reform agenda since the 1980s, while the school choice issue signifies core aspects of the rationale of the reform movement: re-arranging public provision of services into quasi-markets. The article identifies, however, a clear lack of correlation between adoption of the school-choice policy and welfare state regimes. Instead, the reforms undertaken in all three countries seem closely related to the institutional rules of political decision making.  相似文献

Governments in many industrializing democracies face difficult policy trade‐offs. Liberalization and informality have placed electoral pressure on them to expand noncontributory social spending. However, governments in developing democracies face constraints when attempting to finance this expansion. In some countries, the informal labor market is very large, thereby undermining the revenue that can be collected through income tax. We argue that this has given rise to a paradoxical situation. Left governments in developing democracies with large informal labor markets have a strong electoral incentive to expand welfare regimes to previously excluded outsiders, but to fiscally underwrite this expansion, they have increasingly been forced to fund their redistributive strategies via a regressive policy instrument, indirect consumption taxation. We examine this argument for a sample of 17 Latin American countries between the years 1990 and 2016. Our results suggest that labor informality forces left governments to turn to indirect taxation.  相似文献

Variations in state welfare policies in the reform era may affect adolescents through two mechanisms: A competing labor market hypothesis posits that stringent state welfare policies may reduce adolescent employment; and a signaling hypothesis posits that stringent welfare policies may promote enrollment. To test these hypotheses, we use a dynamic joint model of adolescents' school enrollment and formal employment, separating state welfare policies from non‐welfare state policies, state labor market conditions, and unobserved state characteristics. Longitudinal data from the NLSY97 on adolescents aged 14 to 18 and various state data sources over the period 1994–1999 support the competing labor market effect but not the signaling effect. In particular, lower‐income dropouts suffer more severely from fewer labor market opportunities when state welfare policies are more stringent, which indicates that welfare reform may compromise work opportunities for lower‐income dropouts. © 2004 by the Association for Public Policy Analysis and Management.  相似文献

This paper investigates the impact of changes in earnings disregards for welfare assistance received by single mothers following welfare reform in 1996. Some states adopted much higher earnings disregards (women could work full‐time and still receive substantial welfare benefits), while other states did not. We explore the effect of these changes on women's labor supply and income using several data sources and multiple estimation strategies. Our results indicate these changes had little effect on labor supply or income. We show this is because surprisingly few women used the earnings disregards. We discuss several explanations for why this might occur.  相似文献

During the 1990s, U.S. welfare policy underwent dramatic reforms aimed at promoting employment and reducing dependence. Although the immediate effects on adult labor supply and family income have been studied extensively, this paper is the first to evaluate the long‐run effects on children's well‐being. Using a decade of national math achievement data and controlling for contemporaneous changes in education policy and environment, we associate welfare reform with relative test score improvements for low‐income students. Typologies categorize welfare regimes either on the basis of their history or of their program characteristics or of their policy outputs. These three approaches often converge; but they do not always lead to the same conclusions. Reanalyzing data from Esping-Andersen's THREE WORLDS OF WELFARE CAPITALISM and elsewhere, we show that the Dutch welfare regime looks very different depending upon which basis for classification is used.  相似文献

Abstract. When studying public opinion about income-tested programmes, it is important to distinguish between expenditures and parameters regulating supply of social assistance. We suggest that the latter might be the most interesting. Using data from a survey study over a Swedish sample, we investigate public opinion about income thresholds in Swedish welfare programmes. The results show the public as being in favour of rather higher income thresholds, as compared to that decided by the politicians. We found that public opinion is more homogeneous concerning the income needs of adults than those of children. Although data on several background characteristics were available, we had difficulties in relating the answers to systematic factors of the individuals in the sample. Thus, we conclude that the Swedish population is rather homogeneous in their opinions about income thresholds in welfare programmes.  相似文献

This article discusses housing and the welfare state in Norway in 1980 and 2005 by applying Esping‐Andersen's theories of welfare state regimes to this sector. How should Norwegian housing policy be understood in light of Esping‐Andersen's conceptual framework, and what is the impact of post‐industrial change? In 1980, Norwegian housing policy was mainly characterised by social‐democratic traits such as market regulation, substantial public expenditure and universal subsidies for both renters and a large owner‐occupied housing sector. The effects of post‐industrial changes, including deregulation of the credit and housing markets, marked a major turn in housing policy and the housing market in Norway. By 2005, Norwegian housing policy was mainly characterised by traits that are typical of a liberal welfare regime: market economics, low public expenditure and subsidies for small, targeted groups, while other segments of the Norwegian welfare state remain characterised by social‐democratic traits. Esping‐Andersen's claim that the effect of post‐industrial transformation was different in different welfare regimes is thus not supported by the case of the Norwegian housing sector.  相似文献
