Abstract

The Clinton administration's recently announced home and community‐based care proposals have potentially important implications not only for long‐term care policy, but also for housing policy in the United States. This article attempts to draw out some of those implications. The first section examines problems inherent in the current “medical/welfare” system of financing long‐term care, which constrains consumer choice by limiting the supply of providers to control costs and by increasing medical professionals’ control over the types of services provided in the name of quality control. The medical/welfare dominance of long‐term care policy has resulted in an overreliance on nursing homes as providers, resulting in both escalating costs and continued consumer dissatisfaction.

The second half of the article looks at recent market and policy developments in response to consumer demand for lower cost alternatives to nursing homes. These alternatives promote more consumer autonomy and control in supportive housing arrangements. A more comprehensive services and housing policy could promote these developments in an approach that combines the security of public financing of supportive services with the benefits of consumer choice, market competition, and legal protections that characterize housing markets. In such a scenario, housing finance institutions—including government agencies, lenders, developers, and investors—could play a pivotal role in the long‐term care debate not only by unlocking substantial financial resources but, equally important, by transforming the provision of long‐term care services to promote consumer choice and autonomy.  相似文献

With the world's largest population and growing concerns that increasing energy consumption threatens the environment, the economy, and social stability, the Chinese Government has identified improving the physical environment as a priority. One way consumers can assist in this effort and save money is to invest in energy efficient appliances. Despite efforts to encourage consumers to purchase energy efficient appliances, consumer adoption of these money and energy saving devices is quite low. The authors contend that energy efficient appliances are less popular in China than in the West due to poor marketing of the cost savings of these devices coupled with lower levels of purchases with credit versus cash. A survey given to Chinese consumers seeks to answer these queries and provides evidence of ways to improve the adoption of energy efficient appliances. This benefits manufacturers (who make money selling more expensive items), consumers (who save money over the life of the appliance since the cost of ownership is not just the cost of purchasing the item but also includes the cost of using it), the Chinese Government (which is currently engaged in a campaign to lower the amount of energy used), and the world (which benefits from a cleaner environment).  相似文献

Suppose the optimizing consumer only has local information, then what? Obviously, there will be a random element of consumption. The link between the frequency distribution of consumption by person and preference surface is worked out. Under convex preferences there will be a unimodal distribution and conversely. A local optimizing theory of addictive behavior is developed from nonconvex preferences. The resulting bimodal distribution of consumption implies a nonrobust outcome for median voter politics. Such a local optimizing model of addiction is compared with globally optimizing models of addiction.  相似文献

Using a legal system of strict liability allowing contributory negligence as a valid defense provides an alternative to consumer protection regulation. In addition, the strict liability system allows rapid and responsive compensation to injured individuals. Corporate uncertainty as to future costs and business environment are substantially reduced, thus allowing firms to make accurate and rational long-term, strategic plans. This paper presents the basic functional constructs required for developing a viable regulatory framework using strict liability and then looks at an example where it could be employed. The scenario deals with an environmental pollution and protection problem. In the example, a strict liability system allowing for a defense of contributory negligence is shown to be conceptually more efficient and desirable than the existing regulatory system and negligence liability procedures.  相似文献

在经济全球化的今天,我国青少年在购物时是否受到民族中心主义的影响,这种影响的程度如何,对于本土企业的未来发展具有重要的实践意义。本研究以理性行为理论为基础探讨青少年消费者民族中心主义对购物意愿的影响。结果表明加入消费者民族中心主义(CET)是对理性行为模型的有效的拓展。我国青少年消费者民族中心主义的得分总体偏低。CET对购买国产品牌意愿有显著正向影响,对购买国外品牌意愿有显著负向影响。  相似文献

The present study aims at understanding the application of Internet of Things (IoT) in online food retailing, influencing purchase frequency of ready‐to‐eat food products. The research is empirical in nature in which an internet based consumer survey was conducted to collect 329 valid responses on PAN India basis. This research comprehensively investigated, shortlisted, and finally selected the factors of consumer involvement and decision making using IoT in online food retailing. The binary logistic regression model revealed that the factors relative advantage, best deals, availability and information, consumer satisfaction, and channel efficiency significantly influences the consumer purchase frequency for ready‐to‐eat food products at various stages in online food retailing. The understanding, extrapolation, and proper management of these factors will help online food retail players in implementing IoT enable services effectively in their retail formats to gain consumer confidence.  相似文献

User-generated advertising (UGA) has been booming over the past few years as marketers have been actively seeking to enhance consumer engagement. Yet, our understanding of the implications, the importance and the potential of UGA from a cultural branding point of view remains limited. This study furnishes the conceptual model of consumer cultural engagement in order to appreciate in a more nuanced manner than afforded by consumer sentiment analyses how UGA contributes to fleshing out co-creatively a brand vision. To this end, a sociosemiotic approach is pursued by dimensionalizing the cultural resources employed in UGA along the interlocking layers of text/register/domain in a cline of instantiation. The conceptual model is exemplified by recourse to a UGA corpus from the 10th and final wave of Doritos’ Crash the Super Bowl promo mechanism, undergirded by a mixed methods research design that features a grounded theoretical procedure, facilitated by quantitative analyses.  相似文献

Political marketing has borrowed and adapted many terms from mainstream marketing, such as image management (segmentation, targeting, and positioning) and consumer (voter). In marketing, the terms “user” and “usage” have been established, yet their application to political marketing is less clear. This paper analyzes the feasibility and usefulness of usage in the political context. Drawing from the literature on usage, a model is developed and applied to four voting environments: Britain, Australia, Russia, and Belarus. One critical factor that emerges is the concept of choice, whereby the voter may chose to indicate their preference for one party yet be forced to use a different party as chosen by collective choice. Another issue is the potential for habitual voting behavior to limit decision making. It is concluded that usage needs to be contextualized specifically for political marketing.  相似文献

Government agencies face difficult resource-allocation decisions when confronted with projects that will reduce risks of fatality. Evidence from individual behavior helps determine society's values for reducing risks. The most credible evidence is based on individuals' willingness to pay (or willingness to accept compensation) for small changes in risks. Studies of consumer behavior are limited, but more evidence is available relating wages to job risks. Contingent valuation studies reinforce the wage-risk implications, leading to a range of values that can be compared with the costs of proposals to reduce fatal risks.  相似文献
