Increasing attention has been drawn to the risk posed by air pollution, a risk that has wide-ranging effects (on the environment, health, the economy, culture, urban design and politics). New environmental movements and political agendas have emerged in the past 10 years. A growing number of social groups have been formed to express their concerns and challenge established laws and rules. This paper will borrow Ulrich Beck's concepts of risk, reflexivity and sub-politics to analyse the new social movement that addresses air quality in Hong Kong. While previous environmental problems were considered manageable, air pollution is a risk that seems to defy solution. As a result of the institutional failure to deal with this risk, there has been a new alignment of interests and the emergence of a new form of politics—a sub-politics that leads to a sharing of power between established and informal politics, and the government and society. Although established political institutions have been receptive, altering the rules and increasing public participation, the extent of sub-politicization is still limited. This is due, in part, to the overall absence of reflexive self-regulation among individuals in the society, which might lead to a state of ‘disorganized irresponsibility’.  相似文献

On becoming prime minister in 2006, Abe Shinzō was feted as the ‘prince’ of Japanese politics. A year later, Abe's Liberal Democratic Party had suffered a major electoral defeat and Abe's time as his country's leader was over. As a study of political leadership, this article seeks to explain the leadership outcomes of Abe's brief prime ministership, in particular the dramatic fall in public support Abe suffered during his tenure. It is argued that, despite the difficult circumstances Abe faced, the nature of his political demise cannot be fully accounted for by structural factors alone. It is also necessary to understand the role played by Abe himself and, in particular, his flawed leadership strategy. In the end, Abe's political demise followed a basic logic: high expectations followed by disillusionment characterised by sudden plunges in approval—a tragedy of hubris leading to nemesis.  相似文献

The U.S. health-care costs have increased at a rapid rate over the last several decades. How much responsibility the government should bear with the increase in health-care costs is one of the main questions that lack consensus among the American people. Utilizing the 2016 General Social Survey data, this study shows that over two-thirds of Americans want to see more or much more spending on health care by the government. An ordered logit regression model shows that political trust and ideology are significant correlates in predicting attitudes toward government spending on health care. The policy implications of the findings are discussed in the “Conclusion” section.  相似文献

Abstract

While scholarly work on Europe’s latest “refugee crisis” has blossomed, less attention has focused on the United States and Canada. My research centers on newspaper coverage of refugees entering these two countries, before and after the Paris terrorist attacks of November 13, 2015. I conduct a comparative, cultural sociological analysis of 318 online news articles, reconstructing a system of meaning I call the Politics of Selectivity, in which refugees are portrayed as deserving or undeserving of resettlement. A deep, interpretive reading of the data reveals three dimensions of this political arena in which explicit, implicit, and conditional criteria for accepting refugees are articulated.  相似文献

This article examines whether reform ideas that gained influence in national-level bureaucracies in the 1970s were also on the United Nations’ internal agenda. The Joint Inspection Unit (Bertrand) Report of 1971 is the focus of this analysis, as it addressed personnel problems in the UN Secretariat and identified structural shortcomings. Our analysis shows that New Public Management ideas were in circulation in the UN at this time. It also demonstrates the different pressures that international bureaucracies face in regard to their personnel. This is likely to make their responses to reform pressures, such as those experienced in the 1970s, unique.  相似文献

While there is a robust literature about using tradeable permits as a solution to pollution externalities, less work has applied these principles to the area of transboundary water management. This article proposes the use of transboundary water banking as a means for addressing issues of water externalities, conflict over water resources, and incentive compatibility. First, the article provides clarity to this discussion by synthesizing relevant literature over transboundary water governance, focusing on the experience between the United States and Mexico over the Colorado River. Second, the article formalizes the idea of a transboundary water bank and the efficiency of an auctioned versus grandfathered permit program. Third, the article provides a brief formulation of the market design elements of such a scheme, namely four conditions that enable a sort of Nash Equilibrium among agents. The article concludes by alluding to the parallels between energy and water markets. While only a start, this article seeks to catalyze more formal mathematical modeling of solutions to transboundary water governance.  相似文献

Abstract

Smokeless tobacco and areca nut are popular with South Asians and South Asian immigrants, most commonly used as paan and gutka. Their regular use leads to oral cancer. The South Asian community in the U.S. is rapidly growing, where paan and gutka are readily available. The study was the first exploration of the migration of the paan and gutka habits, and their use in the U.S.

A 108-item questionnaire on paan and gutka usage and beliefs was administered to 138 first-generation Bangladeshi and Indian-Gujarati immigrant adults at community sites in the New York metropolitan area. Forty-five percent Indian-Gujaratis reported ever-regular paan use; of which 5% are current users. Thirty-one percent reported ever-regular gutka use; of which 77% are current users. Thirty-five percent Bangladeshis reported ever-regular paan use; of which 70% are current users. Nine percent reported ever-regular gutka use; of which 67% are current users. Bangladeshis are more likely to identify paan as causing oral cancer. Indian-Gujaratis are more likely to identify gutka as causing oral cancer.

Between the two communities, there were significant differences in paan and gutka usage, migration effects, and oral cancer risk perception. There is a need for comprehensive migration studies on the determinants of usage, and for community-specific interventions for these carcinogenic products.  相似文献

Abstract

Despite the use of the same vocabulary and seemingly similar agendas, the experience of these three countries cannot be comprehended without attention to the different contexts in which the countries operate. This paper focuses on the experience in these three English speaking countries dealing with the structure or context of the institutional arrangements, the process of defining outcomes, issues related to timing, availability and investment in data systems, predominant values that are at play, experience with gaming, and accountability arrangements. It provides thumbnail sketches of the framework and experience of these three countries and compares their experience in performance management. While there are significant differences that emerge from contextual variety, there are some shared dynamics in the three systems. I call these “normal tensions” in the system. Yet these tensions have been largely ignored in the performance management movement.  相似文献

Abstract

Between 2012 and 2016 a virulent strain of coffee rust reduced Mexican yields by more than 50%, and it is still devastating production. The government has responded by replacing traditional arabica plants vulnerable to the pathogen with resistant, high-yielding varieties to recover the sector and encourage long-term adaptation to a disease that cannot be eradicated. However, this contribution will attempt to show that the intractable nature of the epidemic and the biological characteristics of resistant varieties threaten the survival of independent coffee organisations and their agroecological shade coffee systems. With little or no possibility of recovering production without the use of resistant plants, the alternative production and marketing models that these organisations have constructed over the past three decades face unprecedented challenges.  相似文献

Public sector management in Hong Kong was initially designed to rule the territory as a British colony. A number of changes took place in the last quarter century before Hong Kong's reintegration with China and the nature of public sector management has transformed over this period. An overview of administrative principles and practices and an analysis of changes reveal trends that were influenced by both local and international factors. The framework of traditional public administration in the territory adapted effectively to embrace the principles of new public management without much difficulty. The global economic crisis compelled the government to revise its strategies to expand public spending and adopt a further reduced role in the provision of public services. New social, economic and political challenges are driving Hong Kong to adjust to the changing circumstances and trends, and four noticeable shifts can be identified. They include shifts from an administrative to a political executive, from job cuts to job creation, from financial restraint to increased spending, and from public to private sector provision of public services. The trends are driven by local and international forces as well as the progress of democratization and political awareness in Hong Kong.  相似文献

Abstract

A comparative analysis is made of three different models of public administration: the Anglo-Saxon, the Latin, and the Scandinavian. The purpose of this comparison is to analyze how these ideal-types of public administration handle the issue of power. Our argument is that without understanding and facing the issue of the amount of power that bureaucrats and politicians possess in any society, public administration will continue to be handicapped to understand the dynamics of the real world and therefore grow as a discipline. This is so despite the universalist claims of the currently fashionable ideas of the New Public Management.  相似文献

Despite that prisons in the United States (and other high-income countries) have witnessed an increase in the proportion of older inmates, and that prison populations exhibit high rates of psychiatric illness, there is limited knowledge on the nature of older inmates’ psychological health and use/provision of psychiatric care. The present study addresses these gaps, analyzing a nationally representative sample of 1,907 male and female older inmates (age range = 50–84 years; M = 56) housed in U.S. state and federal prisons. The results highlight: (a) the prevalence of psychological issues among older prisoners; (b) factors associated with certain mental disorders and symptoms of mental health issues; (c) the prevalence of psychiatric treatment before and during imprisonment for those with (and without) reported psychological health issues; (d) similarities and differences between male and female older inmates in relation to psychological health, factors associated with psychological issues, and the use/provision of psychiatric care. Discussion points toward recommendations for managing inmate mental health, as well as direction for further research on older inmate mental health and psychiatric care.  相似文献

This analysis examines the effects of political culture on the nature and practice of professional local government management by comparing the structures, responsibilities, and relationships of city administrative executives in the democratic countries of the United States and Norway. The findings suggest that, despite fundamental differences in societal institutions and settings, American and Norwegian city managers serve similar roles in their respective local government organizations. However, the notable variations in the processes of municipal management identified between the two nations appear to reflect the contextual influence of divergent political foundations on the operational environment of professional public administrators.  相似文献

This article explores the unexpected ways in which recently introduced accountability mechanisms shape hospital administrators’ and physicians’ actions in Germany and in the United States. Though the reforms were designed to provide governments with more control over hospitals by increasing doctors’ and managers’ direct answerability to clients, this research finds that they fail to achieve these objectives by overlooking and clashing with existing behavioral settings within the medical sector. This analysis employs a newly synthesized theoretical framework at the nexus of ethics and accountability, as well as a comparative empirical exploration of the organ transplant systems in Germany and the U.S.  相似文献

With governments around the world needing to attract talented professionals, this exploratory, cross-cultural research analyzes career values of 384 MPA and MPP students at major universities in the capitals of China, Malaysia and the United States. Malaysians and Americans structured 23 goals along dimensions that contrasted sharply to those of the Chinese. Moreover, Malaysians and Americans cared more about self-actualization and less about co-worker comradeship than did the Chinese. All three groups prioritized elements of altruism and affluence. Segmentation analysis uncovered six distinct subgroups (Acheivers, Altruistic Analysts, Administrators, Altruistic Affluents, Acquiescents, and Apathetics) with their distributions varying by country.  相似文献

There appears to be a research gap in terms of examining whether PSM will hold fast even in the midst of a politically charged work environment. This article investigates how highly motivated government employees would react to the potentially adverse effects of political perception (POP) on organizational commitment, job satisfaction and workplace stress. The findings indicated that PSM exists among the respondent municipal social workers in the Philippines and that this motivation directly translates to positive outcomes. However, PSM did not have the expected mediating effect which is a departure from the commonly held view about its buffering power and mitigating role.  相似文献
