There is a curiously subtle relationship between the public affairs function and the political world which it seeks to influence. A shock to the political system of the magnitude of the attack on the World Trade Center has effects on the practice of public affairs. Some of these impacts are obvious. Others will only become apparent with the passage of time. In its 15 years of existence the European Centre for Public Affairs has sought to be a ‘safe space’ in which the elements of the political world could meet and discuss in an independent manner and with a degree of academic rigour. From the moment of our founding, we rejected the idea of a world divided between government and lobbyists. It has always been our view that journalists and the media, lobbyists, both from civil society and from the corporate sector, and ministers, members of parliament and civil servants all form part of one seamless political world. They have the same fascination with power and with process. They are intimately and umbilically linked. With this holistic view of the political world, it is natural for the ECPA to be interested in assessing the impact of the events of 11 September on the practice of public affairs. Terrorism studies is one of the fastest-growing areas of social scientific research in the English-speaking world. This article examines some of the main challenges, problems and future developments facing the wider terrorism studies field through a review of seven recently published books. It argues that while a great deal of the current research is characterised by a persistent set of weaknesses, an increasing number of theoretically rigorous and critically oriented studies that challenge established views suggest genuine reasons for optimism about the future of terrorism research.  相似文献

This study explores how local governments and their development partners—that is, donors, non‐governmental organisations and private companies—structure their partnerships as they work together to provide services to communities. Cases of collaboration between four organisations working in the rural water supply sector and six local governments in Malawi are studied. Using a cross‐case qualitative methodology, we illustrate how power and control translate into practices, leading to different levels of local government involvement in service delivery. This study contributes to the literature on cross‐sector partnerships in particular by developing empirically‐based propositions that help explain the dynamic trajectories that partnerships between local governments and their development partners can take. In major disasters, local communities are often on their own for several hours or days. Local governments can play a key role in taking the initiative to protect their citizens. This essay compares the experience of New Orleans before, during, and after the catastrophe of Hurricane Katrina with the performance of Qinglong County, China, during the Tangshan earthquake of 1976. Qinglong County exemplifies local government taking initiative in risk assessment, decision making, operations, information sharing, and communications.  相似文献

Much that has been written on evangelicals in the United States concerns their impact on domestic politics. But the election of George W. Bush has resulted in a new importance for the relationship between evangelicals and US foreign policy. This has become particularly clear following the 11 September 2001 attacks on the World Trade Center and the Pentagon. Three issues deserve further study. One is evangelicals’ attitude to Islam. The second involves the relationship between evangelicals and Israel. The third concerns the stance of evangelicals towards war with Iraq. Through an examination of these three issues, Durham explores a number of important ­questions, ranging from the relationship of evangelicals’ theology and their politics to their partly supportive, partly critical attitude towards an administration itself led by an evangelical. Many evangelicals see the ‘war against terror’ as a war against Islam and unreservedly approve of Israeli policy, and many supported the launch of war in Iraq. Yet evangelicalism is not a monolith and, with regard to its disputes over how to respond to the ‘threat’ of Islam or what view to take of the Israel–Palestine conflict, Durham offers new insights into a powerful voting bloc and source of pressure within US politics.  相似文献

Strategic planning and management was introduced in the public sector more than three decades ago and has become a core component in many new public management reforms. Although strategy has been widely adopted in the public sector, the knowledge base regarding its practices and its impacts remains scarce, particularly outside Anglo‐American countries. This article replicates an American and British survey by analysing the adoption and impacts of strategic planning and management in Norwegian municipalities. The results show that, in 2012, a majority of the Norwegian municipalities used strategic planning and management, and that the respondents viewed the impact positively overall. Municipalities that had chosen the strategic stance of prospector and had financial resources from positive net operating results margin adopted strategic planning and management more than other municipalities. Municipalities with a high degree of strategic management and high stakeholder involvement had better perceived impacts of strategic planning than other municipalities.  相似文献

The research presented here adopts an organizational approach to develop three regression models that examine why local governments accumulate slack in the form of unreserved fund balances, and what is the impact of slack resources on local governments' short‐term fiscal conditions and decisions about spending and revenues. Using data on Chicago suburban municipalities and their governments, the first model estimates the effects of long‐term and short‐term conditions (fiscal and governing) on unreserved fund balances. The second and third models examine the impact of slack resources and other factors on year‐end deficits or surpluses and changes in spending and own‐source revenues. The results show that ending balances, expenditures (size), and long‐term fiscal conditions have the greatest effect on fund balances, and that slack and current fiscal conditions have the greatest effect on ending balances and changes in revenues and spending.  相似文献

Nonprofit organizations thrive on the altruism of citizens, and actively court donors for major gifts. Yet individual gifts to government agencies are often unexpected, sporadic, and initiated by the donor. This article introduces the phenomenon of private giving to local governments and tests hypotheses regarding the expected forms of giving to public agencies. Results indicate that philanthropy is and will likely remain a minor and highly variable source of revenue, making it an ill‐suited replacement for broad‐based tax revenue. However, deliberate government efforts to provide a suitable environment for private donations appear to succeed in attracting more gifts per capita.  相似文献

The aftermath of September 11th has seen a worrisome rise in invasive surveillance measures. Both adopted by statute and initiated by agencies, these provisions provide unprecedented powers for government agents to investigate suspects and search individuals, whether they are directly involved in terrorism or not. The prevailing wisdom has been that the American people will accept these restrictions as the natural cost of heightened security, and initial evidence suggests the public has been willing to tolerate greater limits on civil liberties. However, over time such support will erode, leaving in place permanent restrictions on civil liberties that not only will concern Americans, but also may turn them against government officials and civic participation. Thus, contrary to many interpretations of September 11th, this article argues that the policy response has only sown the seeds for greater detachment from and dissatisfaction with government as the public becomes increasingly separated from the workings and operations of public policy.  相似文献

The previous communal system in Yugoslavia (since 1955) did not prove viable. Owing to its great size (nearly 500 km2 and more than 40,000 inhabitants), municipality in this period didn't affirm itself as a real community. Having many abilities in developmental planning, it was at the same time dependent on the state in the spheres of finance and normative regulations. The difference between the sphere of local government (LG) and state politics was substantially blurred.
Given the changing social conditions (introduction of market economy, political pluralism and the forms of parliamentarian democracy), the need for repeated establishment of the system of local government based on the altered position of citizens in the political system becomes evident. In this environment it is necessary to reestimate the experiences of LG in particular Yugoslav regions (republics) before World War II, and simultaneously, take selectively into account the experiences and development in other developed European countries.
This article compares the constitutional regulations of LG among particular Yugoslav republics, and between them and the characteristic orientations in other European countries, enlightening it with the aspect of actual processes and demands of centralization and decentralization, regionalism, moving the regulation of communal and other everyday needs closer to the people in LG, all in the sense of post-behavioristic trends of the "bottom-up" approach to the processes of decision-making.  相似文献
