Research has shown that those who win an election are more satisfied with democracy than those who lost. The current study explores this winner/loser gap using survey data from the 2011 Spanish general election. The study assumes that there are different losers. The results indicate that citizen satisfaction with democracy shows a negative relationship with parties that are consistently unable to obtain office. The implication is that the effects of the winner-loser effects are much smaller within the group of parties that have previous experience in government. Finally, I report and independent effect that citizengovernment policy proximity boosts satisfaction with democracy. 相似文献

Why has turnout in European Parliament (EP) elections remained so low, despite attempts to expand the Parliament’s powers? One possible answer is that because little is at stake in these second-order elections only those with an established habit of voting, acquired in previous national elections, can be counted on to vote. Others argue that low turnout is an indication of apathy or even scepticism towards Europe. This article conducts a critical test of the “little at stake” hypothesis by focusing on a testable implication: that turnout at these elections will be particularly low on the part of voters not yet socialized into habitual voting. This proposition is examined using both time-series cross-section analyses and a regression discontinuity design. Our findings show that EP elections depress turnout as they inculcate habits of non-voting, with long-term implications for political participation in EU member states. 相似文献

In the first comparative study of multidimensional government‐citizen policy congruence, this article shows that citizens are less satisfied with democracy when their views differ from that of the government on policy dimensions beyond the general left‐right axis. Satisfaction is reduced by a government that deviates on European integration and redistribution and partly also on social lifestyle, immigration and environmental protection. Furthermore, this analysis identifies the level of political interest as central moderator of this relationship. Satisfaction of citizens with stronger interest in politics suffers more when there is a politically distant government. Combining data from the 2010 Chapel Hill Expert Survey and two waves of the European Social Survey, the analysis builds on information on citizen‐government policy congruence of some 45,000 citizens and 31 governments in 15 Western and Central Eastern European countries. The article brings a multidimensional perspective to the study of policy congruence between citizens and governments in a time when the preference structure of parties and citizens has become increasingly complex. 相似文献

It is well known that individuals who voted for the winning party in an election tend to be more satisfied with democracy than those who did not. However, many winners deviate from their first choice when voting. It is argued in this article that the mechanisms that engender satisfaction operate less forcefully among such winners, thereby lessening the impact of victory on satisfaction. Results show that the gap in satisfaction over electoral losers among these ‘non‐optimal winners’ is, in fact, much smaller than that of ‘optimal winners’, who voted in line with their expressed preferences. A win matters more for those who have a bigger stake in victory. The article further explores how the effect of optimal victory on satisfaction varies across electoral systems. 相似文献

This paper first examines the frequency of direct presidential elections among the 170 countries of the world with a working, directly elected parliament. We find that there is a directly elected president in more than half of the countries and in about two-thirds of the republics. Former British colonies are less likely to hold direct presidential elections, which are otherwise very popular in North and South America and Africa. We then examine the kind of electoral formula that is used for the election of presidents. Most elections are held under the majority rule, most of the time under the majority runoff procedure. The majority rule is clearly predominant in Europe and Africa, and is unpopular in North America. Finally, no relationship is observed between the level of economic development or of democracy and the use of direct presidential elections or the choice of an electoral formula. 相似文献

Previous research has shown that citizens tend to be more satisfied with the functioning of democracy when their ideological positions are more proximate to representatives'. This article argues that congruence in policy priorities between citizens and political elites should have a similar effect: citizens whose concerns are shared by elites should perceive them to be more attentive and responsive to public concerns and societal needs. Yet, the relationship might vary with differences in expectations towards democracy and representation. Specifically, it should be stronger in more democratic countries and older democracies. The hypotheses are empirically tested in a multilevel regression framework, where voter survey data from the 2009 European Election Study is linked with candidate survey data. The results indicate that citizens are indeed more satisfied with democracy if elites share their concerns, and the effect increases with democratic experience. 相似文献

A well-functioning democracy requires citizens’ support for its political institutions and procedures. While scholars have previously studied the role of contextual factors for explaining satisfaction with democracy, a rigorous focus on how the party choice set affects how satisfied citizens are with democracy is largely absent from the literature. This neglect of the impact of parties is surprising, given their central position within modern, representative democracies. In this article, a comprehensive and comparative analysis of the impact of party systems on citizens’ satisfaction with democracy is presented. Use is made of the combined data of the first four modules of the Comparative Study of Electoral Systems project and various measures of the party system are used to capture different aspects of the party choice set: the number of parties, their polarisation, and the congruence between public opinion and the party offer. In contrast to expectations, only scant evidence is found that having a wider choice increases citizens’ satisfaction with democracy. 相似文献

The Scottish Parliament elections of 2007 were the third to be held under the country’s mixed-member proportional system. As voters continue to adapt to the new system, we explore two aspects of its use: i) preferences for coalitions as opposed to single-party government, and ii) ticket-splitting. The two are considered together for two reasons. First, both can be seen as manifestations of a preference for multiple parties, and as a result they share a number of likely predictors in common. In empirical practice, however, we find that rather different factors predict the two variables: ticket-splitting looks to be based on strategic partisan or ideological calculation, whereas coalition attitudes are less about partisan interests and more about an overall view of the kind of policies and politics delivered by coalitions. Second, there is potential for a causal connection between our two dependent variables, and indeed we do find clear evidence of such an attitude–behaviour link: some voters appear to split their ticket precisely because they would prefer a coalition. 相似文献

In recent studies, scholars have highlighted factors that influence citizen satisfaction with democracy, with particular emphasis on the role played by the institutional features of political systems, and ideology. This article presents the first empirical study of whether changes in important party characteristics can affect individuals' satisfaction with democracy. Using a measure of parties' character‐valence derived from content analysis of news reports, evidence is presented that when governing parties' images decline with respect to important valence‐related attributes such as competence, unity and integrity, then citizen satisfaction with democracy similarly declines. However, this relationship is conditional on the performance of opposition parties. These findings are relevant to studies of regime support, political representation, democratic accountability and voter behaviour. 相似文献

Subnational governments have become more numerous and more powerful around the world, increasing the importance of subnational elections. However, we still know little about the impact of regional electoral outcomes on citizens' political support, and there is no systematic comparison of the impact of election outcomes on citizens' satisfaction with democracy. In this research note, we provide such a comparison by investigating how the winner-loser gap in citizens’ satisfaction with democracy differs across regional and national elections. Using data from Canada, Germany and Spain, we first show that there is a winner-loser gap in satisfaction with democracy following regional elections. The winner-loser gap at the regional level is, however, substantially smaller than the one generated by national election outcomes. Next, we find heterogeneous effects for voters who believe that the regional government strongly influences their quality of life. We conclude by discussing the implications of our findings. 相似文献

Previous scholarship has found robust connections between winning an election and democratic system support. Building on this connection, our analysis theorizes an additional dimension of competitiveness existing in executive elections. We hypothesize a polarizing effect in close elections: that individuals feel the most satisfied after winning by a narrow margin, while losers will be most dissatisfied. Using survey data from eighteen national elections across eight countries, our findings support half of this expectation. Winner satisfaction with democratic systems is highest in close elections and erodes as margin increases. Losers' reported satisfaction is not affected by margin – those who lose by half a percent are indistinguishable in levels of system support from those who lose in landslides. 相似文献

Research focusing on the relationship between the economy and satisfaction with democracy often presents mixed results. This article argues that this uncertainty is mainly due to model specification, number of surveys and measurement. After discussing why the role of the economy should not be overlooked, by using an empirical strategy that applies Bayesian cross-classified mixed models to 572 national surveys in 28 European countries from 1973 to 2013 drawn from the Eurobarometer, it is shown that objective macro-economic indicators and a subjective indicator seem to substantially affect citizens’ satisfaction with democracy in Europe. The findings are robust when controlling for various institutional and political variables and using alternative model specifications. 相似文献

Satisfaction with democracy is driven by the two mechanisms that affect citizens’ income: the market and the state. When people consider that the levels of economic growth and redistribution are sufficient, they are more satisfied with the performance of democratic institutions. This relationship is moderated by personal income: since low-income citizens are more sensitive to changes in personal economic circumstances than high-income citizens, they give more weight to economic perceptions and opinions about redistribution. In this paper evidence is found of this conditional relationship in survey data from 16 established democracies. The results offer a rich characterisation of the state and market-based mechanisms that affect satisfaction with democracy. 相似文献

This article investigates electoral irregularities in the 1990 to 2005 Bundestag elections of unified Germany. Drawing on the Second Digit Benford Law (2BL) by Mebane (2006), the analysis consists of comparing the observed frequencies of numerals of candidate votes and party votes at the precinct level against the expected frequencies according to Benford’s Law. Four central findings stand out. First, there is no evidence for systematic fraud or mismanagement with regard to candidate votes from districts where fraud would be most instrumental. Second, at the state level (Bundesland), there are 51 violations in 190 tests of the party list votes. Third, East German states are not more prone to violations than Western ones. This finding refutes the notion that the East’s more recent transition to democracy poses problems in electoral management. Fourth, a strong variation in patterns of violation across Bundesländer exists: states with dominant party control are more likely to display irregularities. The article concludes by hypothesizing and exploring the notion that partisan composition of nominees involved in the counting may produce a higher likelihood of violation and be a cause of Länder variation. This may especially be the case when a party dominates in a Bundesland or opponents to the former socialist regime party are involved in the counting. 相似文献

The assignment of policy competencies to the European Union has reduced the divergence of party policy positions nationally, leaving the electorate with fewer policy options. Building upon insights from spatial proximity theories of party competition, the convergence argument predicts convergence particularly in policy domains with increasing EU competence. As the policy commitments that derive from EU membership increase, parties become more constrained in terms of the feasible policy alternative they can implement when in office. The analysis uses manifesto data at the country‐party system level for nine policy domains. It uses ordinary least squares (OLS) estimation with country fixed effects, a lagged dependent variable and country corrected standard errors. Controlling for other factors that could plausibly explain policy convergence, the models also assess whether the convergent effect of party positions varies across different types of parties. The main finding is that in policy domains where the involvement of the EU has increased, the distance between parties' positions tends to decrease. The constraining impact of EU policy decisions differs between Member and non‐Member States. This effect is more apparent for the policy agendas of larger, mainstream and pro‐EU parties in the Member States. 相似文献

This paper uses a survey experiment to assess what individuals understand about election fraud and under what circumstances they see it as a problem. I argue that political parties are central to answering both these questions. Results from the 2011 CCES survey suggest respondents are able to differentiate between the relative incentives of Democrats and Republicans where fraud tactics are concerned, but whether voters see these tactics as problematic is heavily influenced by partisan bias. The results show little support for the notion that partisan ideology drives fraud assessments, and suggest support for the idea that individual concerns for fraud are shaped a desire for their preferred candidate to win. These results offer insights that might be applied more broadly to questions of perceptions of electoral integrity and procedural fairness in democracies. 相似文献

Contemporary research on electoral integrity has focused on the functioning, evaluation, and legitimacy of electoral processes in emerging democracies. By contrast, this study investigates whether a failed election in a well-established democracy can affect individuals' evaluations of the electoral management body, the Election Authority, and whether those evaluations affect satisfaction with democracy. Using the case of a Swedish regional election in 2010 that had to be rerun due to procedural mistakes in the vote handling, we found that, in the short term, individuals’ confidence in the Election Authority was reduced after it was announced that the election had to be rerun because of the mistakes. Subsequently, this decreased confidence was strongly associated with less satisfaction with democracy at the regional and national level. As good news for the authority, after a successful rerun election, confidence rebounded to the levels prior to the failed election. 相似文献
