Voters behave differently in European Parliament (EP) elections compared to national elections because less is at stake in these ‘second‐order’ elections. While this explains the primary characteristic of EP elections, it has often led to a conflation of distinct motivations for changing behaviour – namely sincere and protest voting. By distinguishing these motivations, this article addresses the question of when and why voters alter their behaviour in EP elections. In addition, it argues that the degree of politicisation of the EU in the domestic debate shapes the extent to which voters rely on EU, rather than national, considerations. These propositions are tested in a multilevel analysis in 27 countries in the 2009 EP elections. The findings have important implications for understanding why voters change their behaviour between different types of elections.  相似文献

There is nothing new about the existence of a political class, nor about the electorate's distaste for paid politicians. In the middle ages, voters made clear their preference for representatives who were prepared to serve without payment; in the eighteenth century, the increase in the number of MPs paid by the state, whether in salaried posts or as sinecurists, was seen as a corrupt and pernicious extension to the influence of the crown; in the nineteenth and early twentieth century the payment of MPs by the taxpayer was widely regarded as an improper and offensive idea. The current furore over MPs' pay and expenses is another example of the intense suspicion with which MPs who have received money from the state have been regarded from the seventeenth to the twentieth century.  相似文献

Citizens participate in elections, at least partly, because they perceive voting as a social norm. Norms induce compliance because individuals prefer to avoid enforcement mechanisms—including social sanctions—that can be activated by uncooperative behavior. Public visibility, or surveillance, increases the likelihood of norm-compliant behavior and applies social pressure that impels individuals to act. Some scholars have linked social pressure to community size, advancing the notion that pressure to conform to social norms is heightened in smaller, less populous communities in which citizens interact frequently and where monitoring behavior is less onerous. Others argue that even highly-populated communities can exhibit “small world” properties that cause residents to be sensitive to social pressure. In this paper, I analyze data from a recent field experiment designed to test the impact of social pressure on voting taking interactions with community size into account. The findings I report suggest community size does not moderate the impact of social pressure.  相似文献

In majoritarian parliaments, the executive branch typically enjoys an informational advantage over the legislature. In theory, legislators can reduce this asymmetry with information from interest groups. In practice, the government is almost always better informed than the legislature. This article develops a model whereby a politician's access to outside information depends not just on her parliamentary power but on the diffusion of legislative agenda control among political parties—for example, during minority government. Using a new panel data set of 41,619 lobbying communications, it finds interest groups are more likely to communicate with government frontbenchers than with opposition or backbench members. This gap diminishes as agenda control diffuses to opposition parties. It also finds evidence of partisan clustering in lobbying networks during majority government. Strong legislative parties weaken accountability by restricting access to outside information, but this is conditional on the governing party's control over the agenda.  相似文献

Abstract

This analysis investigates the role of historical analogies in the influence that parliaments have in foreign policy. Our empirical focus is the UK Parliament’s unusual opposition to the Prime Minister on UK involvement in Syria in 2013. The vote challenges many conventional expectations about the role of parliament in security affairs. Important in this vote were lessons learned and strategically used from UK participation in the intervention of Iraq in 2003. This argument is developed theoretically based on research on historical analogies: parliaments, ‘learn’ (primarily negative) lessons about past foreign policy events which guide parliamentary preferences and procedures and can enhance parliaments’ role in subsequent foreign policy. The article contributes to research on analogies by extending the logic to lessons on process. This use of precedents can offer more structurally oriented perspectives that translate critical junctures into reforms in procedures and policy-making practices.  相似文献

How does corruption affect voting behavior when economic conditions are poor? Using a novel experimental design and two original survey experiments, we offer four important conclusions. First, in a low corruption country (Sweden), voters react negatively to corruption regardless of the state of the economy. Second, in a high corruption country (Moldova), voters react negatively to corruption only when the state of the economy is also poor; when economic conditions are good, corruption is less important. Third, respondents in Sweden react more strongly to corruption stimuli than respondents in Moldova. Finally, in the low corruption country, sociotropic corruption voting (or voting based on corruption among political leaders) is relatively more important, whereas in our high corruption country, pocketbook corruption voting (or voting based on one's own personal experience with corruption, i.e., being asked to pay bribes) is equally prevalent. Our findings are consistent with multiple stable corruption equilibria, as well as with a world where voters are more responsive to corruption signals more common in their environment.  相似文献

It is often assumed that the institutional organization of electoral management bodies (EMB) has an impact on the credibility of elections, but this proposition has been difficult to verify empirically. I examine whether the degree of autonomy from the political process of EMB administrators affects attitudes towards elections among citizens and legislators by analyzing mass and elite surveys across Latin America. I conclude that levels of confidence in the electoral process among political elites are higher in countries with politically autonomous EMBs, but this effect is muted in the analysis of citizen attitudes. This association holds after controlling for individual-level determinants of trust in elections and for other relevant country-level predictors in multilevel statistical models.  相似文献

In the standard Downsian model, voters are assumed to choose parties based on the extent of ideological proximity between the voter's own position and that of the party. Yet it is also well known that there are rationalization and projection effects such that voters tend to misestimate the policy platforms of candidates or parties to which they are sympathetic by overstating the correspondence between those positions and the voter's own preferences (see, e.g., Markus & Converse 1979; Granberg & Brent 1980; Granberg & Holmberg 1988; Merrill & Grofman 1999). Here we follow insights in the psychological literature on persuasion (Sherif & Hovland 1961; Parducci & Marshall 1962) by distinguishing between assimilation and contrast effects. Assimilation refers to shortening the perceived ideological distance between oneself and parties one favors; contrast refers to exaggerating the distance to parties for which one does not intend to vote. Using survey data on voter self–placements and party placements on ideological scales for the seven major Norwegian parties, five major French parties, and two major American parties we show that both assimilation and contrast effects are present in each country to a considerable degree.We also investigate the possible effects of randomness in party placement and scale interpretation – effects that can easily be confounded with assimilation but not so easily with contrast.  相似文献

What are the psychological roots of support for populist parties or outfits such as the Tea Party, the Dutch Party for Freedom or Germany's Left Party? Populist parties have as a common denominator that they employ an anti‐establishment message, which they combine with some ‘host’ ideology. Building on the congruency model of political preference, it is to be expected that a voter's personality should match with the message and position of his or her party. This article theorises that a low score on the personality trait Agreeableness matches the anti‐establishment message and should predict voting for populist parties. Evidence is found for this hypothesis in the United States, the Netherlands and Germany. The relationship between low Agreeableness and voting for populist parties is robust, controlling for other personality traits, authoritarianism, sociodemographic characteristics and ideology. Thus, explanations of the success of populism should take personality traits into account.  相似文献

This study investigates whether and how experiences of winning and losing at the ballot box shape voters' views about the integrity of the electoral process in Germany's mixed-member proportional system. Relying on comprehensive data from the German Longitudinal Election Study (GLES) 2021, the analysis provides evidence for a consistent winner-loser gap in voters' electoral-integrity perceptions, with electoral losers evaluating the electoral process systematically more negative than electoral winners. Moreover, the analysis shows that the winner-loser gap is particularly pronounced for voters who lost in two consecutive federal elections (‘repeated losers’) as well as for those who suffered electoral defeat with both their list and district votes (‘double losers’). These findings provide novel insights on how voters in mixed-member proportional systems cope with winning and losing at the ballot box, highlighting that electoral losers place (part of) the blame for their electoral defeat on the electoral process and procedures as such. In addition, the findings point to the relevance of specific features of electoral systems in shaping winner-loser gaps in electoral-integrity beliefs.  相似文献

This paper examines some of the issues and debates surrounding the voting and non‐voting of the UK electorate. It attempts to compare and contrast voter behaviour from both a political science perspective and a consumer buying behaviour perspective. In particular, the paper details the output of primary research into non‐voter behaviour and attempts to cluster these motivations and rationales into psychographic segments of non‐voting behaviour. Issues such as alignment and dealignment, social and inherited values are debated in detail, with particular attention being paid to party identification, issue voting and social determinant theory. The paper both challenges and supports previously presented arguments regarding political issues and voting. Over the past three decades the Latin American region has experienced various regulatory reforms, and distinctive normative changes have been introduced in the framework, instruments, or procedures adopted by independent regulatory agencies (IRAs). While there is evidence that the establishment of an IRA positively affects regulated sector performance, little is known about the effects of these additional legal dispositions when incorporated in primary or secondary legislation. However, normative changes may shape IRAs' actual regulatory activities and the signals they send to their stakeholders, potentially influencing sectoral performance. This research traces the evolution of several instruments and procedures legally adopted by IRAs located in Latin America and comprehensively assesses the influence of these normative changes on the performance dimensions of the electricity sector. We built indexes that describe the adoption of specific legal dispositions in the region. These indexes reveal that the evolution of the normative dispositions varies in terms of extent, context, and timing of adoption. In addition, the changes are not equally or even positively associated with specific performance dimensions. While economic regulatory instruments shape many performance dimensions, “soft” procedural dispositions also play an important role in perceptions of quality in the electricity sector.  相似文献

The owned home is central to both the American Dream and the financial lives of U.S. households. This article explores the typical financial trajectories of homeowners during the Great Recession, assessing the viability of positioning home equity at the core of a household's balance sheet. Using the 2007–2009 reinterview panel of the Survey of Consumer Finances, we describe the diverse balance sheets of groups of homeowning households. While some homeowners lost equity and wealth in the Great Recession, we find that an owned home introduced severe risk of loss, but homeowners were less likely than renters to lose very large proportions of their wealth. The experience of homeowners' balance sheets during the downturn was diverse, and the typical experiences of different groups are compared and contrasted.  相似文献

This paper analyzes the effect of a change in the status of housing equity as a protected asset for Medicaid long‐term care payment eligibility. A difference‐in‐difference‐in‐differences strategy is employed to estimate the effect of the policy on the housing equity holdings of potentially treated individuals. Using a panel of unmarried homeowners, the policy induced treated individuals who were likely to require long‐term care to hold less housing equity by values of $82,000 to $193,000 relative to control individuals. This equates to relative reductions of 12 to 29 percent for treated individuals after the policy change. Similar effects are not observed when considering health measures less predictive of long‐term care services and for a sample of married households who were unlikely affected by the policy. These estimates confirm the importance of the housing asset as a shelter for Medicaid eligibility.  相似文献

Solving environmental problems on a regional scale demands joint efforts by multiple stakeholders, but coordinating such efforts can be difficult in complex governance systems. In this article, we combine the literature in Adaptive Governance with the Ecology of Policy Games (EPGs) framework to enhance our understanding of how complex governance systems react to environmental focusing events. We study the EPGs in the Paraná River delta in Argentina following widespread fires caused by slash‐and‐burn practices in 2008, and analyze how new forums created to address the consequences of this event differ from the forums created prior to the event in terms of their capacity to attract stakeholders and to provide higher interconnectivity to the whole governance system. Furthermore, we offer an initial evaluation of the Comprehensive Strategic Plan for the Conservation and Sustainability of the Paraná River delta, the main forum in the EPGs created to address the negative consequences of the focusing event. Finally, we discuss the implications of our findings for the study of complex governance systems where stakeholders are able to address the management of natural resources at a regional scale.  相似文献

Recent macro-level research argues that economic globalisation negatively affects electoral turnout by constraining the leeway of national governments and thereby rendering elections less meaningful to voters. This article analyses the link between perceptions of the national government's room to manoeuvre and turnout on the individual level. Drawing on the 2001 British General Election, it is shown that citizens who believe that economic globalisation leaves the national government with less influence on the economy are less likely to report to have voted. Further findings also support the proposed theoretical model according to which room to manoeuvre perceptions affect turnout via views on the importance of elections and matter specifically for citizens that tend towards the left side of the left-right scale.  相似文献

This paper focuses on the 300 Migrant Hunger Strikers event in Greece to explore the material conditions of possibility for migrant politics in times of crisis. It identifies three elements that played determinant roles in the articulation of the event: the politics of equality enacted by migrants, the ethics of hospitality and witnessing enacted by the Greek activists and host populations and the sacredness of the event. Critically engaging with the theories of Rancière, Derrida, Agamben and Durkheim, this paper demonstrates how these elements encountered and how their encounter helped migrants to achieve rights, albeit limited and temporary. Moving beyond the particularity of the event, this paper also highlights the event’s importance for migrant politics in times of austerity, and increased surveillance and racism against migrants. Despite its limited and temporary success, the event demonstrates how a politics of equality, ethical openness and respect for human life can form the basis of true cosmopolitan universality. The event also demonstrates how cosmopolitan universality is constructed from below by the migrants, who despite their undocumented status, engaged in an act of citizenship to demand equality.  相似文献

The flow of attention in the policy process is dynamic and disruptive. While we know changes in issue attention often result in policy change, the causal mechanisms underlying the different stages of the attention allocation process remain unclear. This article uses Punctuated Equilibrium Theory to examine an underdeveloped aspect of issue attention within policy‐making institutions: how specific policy indicators influence the entry and exit of issues on policy‐making agendas. Partisan issue attention in the House of Representatives is used to analyze a significant change to U.S. offshore oil and natural gas drilling policy in 2008. The results highlight how historically high gasoline prices precipitated a shift in attention to offshore drilling and subsequent policy change. Moreover, gasoline prices Granger‐cause attention to energy policy in partisan speeches over time. The analysis further reveals how competing policy frames and a salient focusing event shaped congressional and public discourse, leading to subsequent changes in attention. Taken together, the findings broaden our understanding of the policy process by identifying the specific forces behind the entry and exit of issues on the policy‐making agenda.  相似文献

随着中国社会的日益富裕,改革进入了矛盾冲突的多发期,贫富差距和遏制腐败成为公众关注的焦点。因为反腐败作为保障分享式发展的基础环节,不仅要惩戒贪腐,而且要提供一个公平、透明和利益分享的公共秩序,从而让更多的中国人富裕起来并且富而有礼。实现这一目标,关键是看能否在既得利益、权力和人情的复杂纠葛中探寻到腐败扩散的机制,进而通过制度推进和公民参与来阻断它并进行主动防御。这便是公民文化框架下的防腐扩散机制。它包括微观结构上的资源开放、规则透明、问责制等流程,和宏观秩序上基于“民治才能民有”的制度建设和形成“人人起来负责”的参与氛围。这种微观结构与宏观秩序的互动,将有效稳妥地解构既得利益圈子,使熟人文化走向公民文化,形成对腐败的普遍抵抗机制,从而克服古典治理的困境,冲破“历史周期率”的命运,最终完成中国社会从传统治理向现代治理的转型。  相似文献
