The number of Internet news media outlets has skyrocketed in recent years. We analyze the effects of media proliferation on electoral outcomes assuming voters may choose news that is too partisan, from an informational perspective, i.e., engage in partisan selective exposure. We find that if voters who prefer highly partisan news—either because they are truly ideologically extreme, or due to a tendency towards excessive selective exposure—are politically “important,” then proliferation is socially beneficial, as it makes these voters more likely to obtain informative news. Otherwise, proliferation still protects against very poor electoral outcomes that can occur when the number of outlets is small and the only media options are highly partisan. Our model’s overall implication is thus that, surprisingly, proliferation is socially beneficial regardless of the degree of selective exposure.  相似文献

This article assesses the normative and positive claims regarding the consequences of biased media using a political agency framework that includes a strategic voter, polarized politicians, and news providers. My model predicts that voters are always better informed with unbiased than with biased outlets even when the latter have opposite ideological preferences. However, biased media may improve voter welfare. Contrary to several scholars' fears, partisan news providers are not always bad for democracy. My theoretical findings also have important implications for empirical analyses of the electoral consequences of changes in the media environment. The impact of left‐wing and right‐wing biased outlets depends on the partisan identity of officeholders. Empirical findings may, thus, not be comparable across studies or even over time within a study. Existing empirical works are unlikely to measure the consequences of biased media, as researchers never observe and can rarely approximate the adequate counterfactual: elections with unbiased news outlets.  相似文献

We offer a model of media as a multisided platform, providing entertainment and news to viewers, commercial opportunities to advertisers, and political influence to politicians, thanks to the presence of influenceable voters among the media audience. We characterize a political economic equilibrium, determining simultaneously media choices and politicians’ electoral positions. We show that as the value of political influence increases, the media transitions from catering to commercial advertisers to selling political influence, resulting in policy choices that hurt influenceable voters.  相似文献

This paper studies the location decisions of political parties. We propose a game where agents vote according to ideology and valence, and media create candidates’ charisma. The results we obtain show that candidates realize the power of media and therefore, locate themselves at some point between the position of the median voter and that of the media. We further obtain that depending on the media outlets the voters choose to see, the equilibrium location of candidates may differ. Thus, when voters choose among the outlets, candidates may differentiate their platforms. Differently, when voters are exposed to all the outlets, candidates tend more to moderate their ideology, in an attempt to get the favor of all the media.  相似文献

A significant majority of the world's constitutional courts publicize their decisions through direct contact with the national media. This interest in public information is puzzling in so far as constitutional judges are not directly accountable to voters. I argue that the promotion of case results is consistent with a theory of judicial behavior in which public support for courts can undermine incentives for insincere decision making. In this article, I develop a simple game theory model that identifies how case promotion is linked to judicial choice. Results of a simultaneous equations model estimating the Mexican Supreme Court's merits decisions and its choices to publicize those decisions by issuing press releases to national media outlets support an account of constitutional review in which judges believe they can influence their authority through case promotion.  相似文献

This article analyses what makes political candidates run a party‐focused or personalised election campaign. Prior work shows that candidates face incentives from voters and the media to personalise their campaign rhetoric and promises at the expense of party policy. This has raised concerns about the capacity of parties to govern effectively and voters’ ability to hold individual politicians accountable. This article builds on the literature on party organisation and considers the possible constraints candidates face from their party in personalising their election campaigns. Specifically, it is argued that party control over the candidate nomination process and campaign financing constrains most political candidates in following electoral incentives for campaign personalisation. Using candidate survey data from the 2009 EP election campaign in 27 countries, the article shows how candidates from parties in which party officials exerted greater control over the nomination process and campaign finances were less likely to engage in personalised campaigning at the expense of the party programme. The findings imply that most parties, as central gatekeepers and resource suppliers, hold important control mechanisms for countering the electoral pressure for personalisation and advance our understanding of the incentives and constraints candidates face when communicating with voters. The article discusses how recent democratic reforms, paradoxically, might induce candidate personalisation with potential negative democratic consequences.  相似文献

Existing evidence shows that media exposure is associated with increased political popularity, but we know less about how the electoral effects of media coverage may vary with the content of the coverage. By collecting hundreds of thousands of media articles, which we then sort by content using automatic topic modelling, we build a unique dataset of political candidates, their popularity, and the quantity and type of media exposure that candidates receive. Analysing this dataset, we find that media attention is, indeed, an electoral asset. Further, and crucially, we find that voters reward politicians for politically relevant exposure, while non-political exposure is ignored, or even penalised. Consequently, this is good news for how democracies work; voters hold politicians accountable based on relevant information. The findings are of relevance to students of media, political behaviour, parties and political competition, as well as normative democratic theory.  相似文献

High public interest today in political communications such as ‘spin’ and in political participation such as electoral turnout suggests that there may be value in exploring the processes by which political messages are produced and consumed, and their inter‐relationship with participation. It may be that what citizen‐voters think of message production influences how they consume political news and publicity (through observing and evaluating), and that the propensity to political participation is subsequently affected. This paper offers a model which traces the production of political communications, starting at their origins in the political class, and flowing via traditional political journalism or controlled media and new media to citizen‐voters who both observe and evaluate them (ie consume them) before, during and after making any political choices. It is hypothesised that the observation and evaluation of message production and content by political consumers influences both their types and levels of participation. Research of this nature into political organisations is relatively rare. Similarly, there is little evidence of investigations into other aspects highlighted in the model: attitudes of the political class towards political communications, the production of political communications before they reach the media and how they are received by the media, and their consumption by citizen‐voters in relation to the propensity to participate in politics. It is commonly believed that the general public is heavily dependent on the media for its political news and views and that, as a consequence, the media exercise a strong influence over public opinion and behaviour. However, many millions in the Western world strongly believe things that are barely ever mentioned in the mainstream media, just as many millions also firmly reject or ignore some of the messages that are repeated incessantly by them. This confirms sixty years of experimental psychology research showing that most individuals are capable of preserving their beliefs, even in the face of overwhelming evidence, argument and logic to the contrary. Consistent with this, political science research finds little evidence of strong media influence on the party voting, political attitudes and election agendas of citizens. They have their own ways of gathering political information about the world around them, and they do not necessarily believe what they read in the papers, unless they are so inclined to start with. Consequently, media influences on mass opinion and behaviour are weaker than commonly assumed and, such as they are, their effects are more beneficial than harmful for democracy.  相似文献

The way people absorb and process politically relevant information is central to their subsequent political behaviour (in terms of turnout and vote choice). Nonetheless, little is known about how young voters – who might be more impressionable than more experienced voters – respond to the provision of such information. In this article, we design a between-subject randomised controlled trial that exposes a sample of university students to positive, neutral or negative information about central government performance before the 2017 Portuguese local elections. We find that young voters update their perceptions more when exposed to negative news. This negativity bias is stronger for first-time voters. We also find that negative information significantly affects turnout of initially undecided young voters. Our results imply that sensitivity to information is heterogeneous and that some young voters may be prone to manipulation through the provision of negative news.  相似文献

This paper examines the effects of our modern media environment on affective polarization. We conducted an experiment during the last month of the 2012 presidential election varying both the choice of media sources available about the major presidential candidates, and the tone of political advertisements presented to subjects. We posit that voters in a high-choice, ideologically-diverse media environment will exhibit greater affective polarization than those in a “mainstream” ideologically neutral environment. We also hypothesize that subjects who are exposed to negative rather than positive political advertisements will show increased affective polarization. We provide causal evidence that the combination of a high-choice ideologically diverse media environment and exposure to negative political ads, significantly increases affective polarization. We also find that both overall information search and selective exposure to information are influenced by our experimental manipulations, with the greatest amount of search, and the most biased search, conducted by Romney supporters in the Negative Ads, Diverse Media condition.  相似文献

This article investigates how election information such as opinion polls can influence voting intention. The bandwagon effect claims that voters ‘float along’: a party experiencing increased support receives more support, and vice versa. Through a large national survey experiment, evidence is found of a bandwagon effect among Danish voters. When voters are exposed to a news story describing either an upwards or downwards movement for either a small or large party, they tend to move their voting intentions in the according direction. The effect is strongest in the positive direction – that is, when a party experiences increased support, more follows. Consistent effects are found across two different parties for a diverse national sample in a political context very different from earlier research on the bandwagon effects. Considering previous research and the fact that evidence is not found that suggests that the effect of polls vary across sociodemographic groups, the results imply that bandwagon behaviour is based not on social or political contingencies, such as media or political institution, but on fundamentals of political cognition.  相似文献

This article demonstrates that political institutions influence the level of corruption via clarity of responsibility. The key hypothesis is that when political institutions provide high clarity of responsibility, politicians face incentives to pursue good policies and reduce corruption. These incentives are induced by the electorates' rejection of incumbents who do not provide satisfactory outcomes. However, if lines of responsibility are not clear, the ability of voters to evaluate and punish politicians—as well as to create incentives for performance—declines. The findings confirm that countries with institutions that allow for greater clarity of responsibility have lower levels of corruption.  相似文献

As an institution, the American news media have become highly unpopular in recent decades. Yet, we do not thoroughly understand the consequences of this unpopularity for mass political behavior. While several existing studies find that media trust moderates media effects, they do not examine the consequences of this for voting. This paper explores those consequences by analyzing voting behavior in the 2004 presidential election. It finds, consistent with most theories of persuasion and with studies of media effects in other contexts, that media distrust leads voters to discount campaign news and increasingly rely on their partisan predispositions as cues. This suggests that increasing aggregate levels of media distrust are an important source of greater partisan voting.  相似文献

News media play a central role in democratic politics, yet we know little about how media affect the behavior of policy makers. To understand the conditions under which news media influence political elites, we advance a theory of strategic responsiveness, which contends that elected representatives are more likely to heed their constituents' preferences when voters are attentive. Accordingly, news media's influence on legislative behavior should be most apparent near elections and dependent on the partisan composition of the constituency. We capitalize on the incremental rollout of the conservative Fox News Channel in the late 1990s to evaluate our theoretical predictions. Fox News caused both Republicans and Democrats in Congress to increase support for the Republican Party position on divisive votes, but only in the waning months of the election cycle and among those members who represent districts with a sizable portion of Republican voters.  相似文献

The premise of political priming is that public evaluations of political leaders are made on the basis of issues that are on the top of citizens' minds. This study investigated the impact of a national referendum campaign about a European integration issue on the evaluation of the incumbent government, the prime minister, and the opposition leaders. Drawing on a content analysis of news media and a two-wave panel survey, the results showed that as the topic of the referendum (the introduction of the euro) became more visible in the media during the campaign the importance of the euro issue for formulating general evaluations of political leaders increased. The incumbent government that was seen to handle the referendum poorly was penalized by the referendum. Exposure to news media outlets that covered the referendum extensively and offered negative evaluations of political leaders boosted the decline in the overall performance rating of political leaders by politically less involved respondents. These results stress the necessity of considering the campaign and the specific content of the media to understand fluctuations in public opinion during a referendum campaign. The study concludes with a discussion of the implications of a referendum campaign for political leaders.  相似文献

Politicians are often assumed to be opportunistic. This article examines both whether there is a limit to this opportunism and whether voters reward policy makers for opportunistic behaviour. By looking at currency crisis situations, the article presents a graphic rational opportunistic political business cycle model in which incumbents face a tradeoff between their wish to signal competence and the economic constraints imposed by the crisis. It analyses how electoral incentives affect policy makers' management of currency crises and how this management in turn affects the subsequent election outcome. The empirical results of probit models with selection using a sample of 122 crises in 48 industrial and developing countries between 1983 and 2003 confirm the model's prediction that under certain circumstances some types of policy makers do indeed have incentives to deviate from optimal policy in the run-up to elections – and that voters reward this behaviour by re-electing policy makers who follow such strategies. However, there is a limit to the readiness to manipulate: when speculative pressure is too severe, incumbents no longer manipulate policy but implement the least painful policy option instead.  相似文献

We propose a framework for understanding how the Internet has affected the U.S. political news market. The framework is driven by the lower cost of production for online news and consumers' tendency to seek out media that conform to their own beliefs. The framework predicts that consumers of Internet news sources should hold more extreme political views and be interested in more diverse political issues than those who solely consume mainstream television news. We test these predictions using two large datasets with questions about news exposure and political views. Generally speaking, we find that consumers of generally left‐of‐center (right‐of‐center) cable news sources who combine their cable news viewing with online sources are more liberal (conservative) than those who do not. We also find that those who use online news content are more likely than those who consume only television news content to be interested in niche political issues.  相似文献

This study explores the role of the news media in asymmetrical conflicts after countries have signed a peace agreement. While most research has focused on the inherently negative role the press plays in attempts to bring peace, this study attempts to look at this issue using a more dynamic perspective. The theoretical argument focuses on how political factors affect the quantity and quality of the news flow and some of the ways in which leaders can sometimes overcome the obstacles they face in promoting encouraging news about peace. The model considers two political factors that have a major impact on media performance: the relative level of political power of the two sides and the varying amount of hostility. To illustrate the importance of these factors we focus on the flow of news between Jordan and Israel between 1999 and 2002. The major findings from content analyses of news articles ( N  = 859) appearing in both countries show that while Jordanians are exposed to massive amounts of mostly negative information about Israel, the Israeli public reads almost nothing about Jordan. Despite all this, it was also found that the initiation of diplomatic relations between the former enemies allowed for the creation of important 'news slots' that were previously unavailable. This development created space for less threatening types of news and also allowed leaders from both Jordan and Israel to initiate some positive stories about peace, even during some of the darkest periods.  相似文献

The history of poverty lines suggests that they are determined jointly with poverty policy in the same political game. If the definition of poverty is endogenous, however, why do altruistic voters allow poverty to persist indefinitely, as seems to be the case in real life? A simple redistribution model shows that the persistence of poverty imposes fairly strong restrictions on the nature of voter altruism. Specifically, a voter's compassion for the poor must rise as the defined severity of the poverty problem worsens. Given such preferences, political actors face incentives to define poverty as a severe problem and then to use redistribution to reduce it significantly. There is no direct incentive to eliminate poverty, however; indeed, voters may prefer a state in which policy always attacks poverty vigorously and yet never defeats it. It follows that social policy should not be judged by its success in eliminating poverty, which may be directly counter to voter interests and therefore practically impossible. Rather, we should ask whether poverty policy provides enough help to people whom voters currently consider to be poor.  相似文献
