This article seeks to contribute to the debate on collaboration between national and international NGOs. It argues that it is vital for the development of stable, independent, and viable civil societies that international NGOs promote a bottom-up approach in their support to and collaboration with local NGOs, especially among those emerging from situations of conflict or other profound social disruptions. From a study carried out in East Timor, the author concludes that there is a noticeable discrepancy between rhetoric and practice with regard to such support. The multiple challenges the international NGO community faces on this front persist despite the existence of abundant learning opportunities accumulated through years of development work. The author argues that such challenges are less a question of standards and rules than of basic approach, attitudes, and power relations. She maintains that if international NGOs and the wider international community do not alter their approach, they will suffocate rather than foster the development of a viable and autonomous civil society in the countries in which they operate.  相似文献

This article examines the impact of nongovernmental organization-sponsored contact and communication on fostering peaceful solutions to ethnic conflict via case studies of the activities of the Project on Ethnic Relations (PER) in Romania, Macedonia, Montenegro, Kosovo, and Serbia. It explores five operational principles that guide PER activity: creating credible, neutral forums for dialogue; maintaining momentum; working within political realities; encouraging indigenous solutions from within existing processes; and acting with the backing of powerful states. These principles explain PER's success as a "weak mediator" of ethnic conflicts. According to this analysis, PER also exhibits organizational characteristics that contribute to success, including nonpartisanship, area expertise and extensive networks of local contacts, and an ability to secure the trust of local actors.
A significant indicator of the success of PER activities is the establishment by conflicting parties of institutionalized mechanisms for addressing their differences. Contrary to the view that electoral competition contributes to conflict, this study finds that the possibility of achieving an electoral advantage by participating cooperatively in conflict resolution activities creates incentives for local actors to recognize opportunities offered by PER activities and leads local actors to heed PER's advice. Finally, the article offers a cautionary observation. While PER's perceived influence with major international actors may contribute to its local successes, once a state actor with the power to impose a solution has committed itself to ending a conflict, its preferences outweigh any local interests in determining the outcome and renders the efforts of a "weak mediator" such as PER irrelevant.  相似文献

Technological capability underpins economic development, but analysis of interviews with workers in international, UK-based NGOs suggests that it is rarely addressed explicitly when considering support for development work. Instead, the core values of these NGOs tend to determine their attitudes towards technology, with the result that their impact on the development of technological capability can be contradictory. This is borne out by analysis of eleven small-scale enterprises in Zimbabwe which receive NGO support. Some do have a high potential to develop technological capabilities, but others appear trapped in a vicious circle of low skills, poor entrepreneurial qualities, and an overwhelmingly hostile economic environment. NGOs need to develop appropriate technological criteria in order to exert a positive impact on the development projects they support.  相似文献

Many NGOs are moving beyond conventional project work, with its emphasis on 'doing', and are attempting to enhance their impact through 'influencing'. There are four interconnected approaches: Project Replication, Grassroots Mobilisation, Influencing Policy Reform, and International Advocacy. Each calls for a more strategic relationship between NGOs and governments. For NGOs to move to an effective 'influencing' mode, new skills and a new relationship between Northern and Southern NGOs are required. The Technological Age, with its emphasis on physical projects, must give way to an Information Age, whose 'software' comprises access to official information, decision makers, and networks; and access to skills in communication, lobbying, and research. Northern NGOs must recognise that these requirements are becoming more important to their Southern counterparts than funds. If they do not, they will find their relationships becoming out of date, and their former counterparts will seek more appropriate allies — for example, among pressure groups in the North.  相似文献

The literature on democracy suggests that new democracies should have difficulty emerging during war or in the aftermath of armed struggle, yet Portugal's current democracy emerged simultaneously with the end of the nation's unsuccessful war in Africa. This article addresses the reasons and argues that democracy triumphed not simply in spite of the war but also, in part, because of it. The costs and geography of the war itself, the capacity and rootedness of the state that waged the war, the political culture of the regime's military officers, and the war-related timing of Portugal's first elections all helped prevent the emergence of an anti-democratic coalition and contributed to ensuring a successful transition to democracy. The article ends with three ideas that merit closer examination: that different sorts of wars leave different legacies for democracy; that wars that leave state bureaucracies intact or stronger are more likely to be followed by lasting democracy than those which do not; and, finally, that the ideologies of military elites are pivotal to the outcome of post-war democratic transitions.  相似文献

Listening to communities is valued by UK’s Department of International Development (DFID) for contributing to “beneficiary” empowerment and programme efficiency. This article is based on interviews with elite DFID officials to explore their understandings on how they expect NGOs to engage with local languages and the role of language intermediaries. It uncovers their perceptions of the ways that languages and cultural knowledge shape NGO relationships with communities. It finds that the officials assume that listening is unproblematic for NGOs, and ask few questions about translation and interpretation. The article concludes by reflecting on policy implications and directions for further research.  相似文献

The challenges posed by economic globalisation make it imperative that civil society organisations break down the barriers that have traditionally divided them, in order to ensure that the rights of those who are marginalised or vulnerable are kept firmly on the international agenda. In particular, globalisation brings fresh impetus to the need to forge alliances between the trade union movement and NGOs concerned with social and economic development. While there is plenty of evidence of successful cooperation, major problems, fears, suspicions, and at times hostilities remain between them. Some of these are substantial and sharp policy differences, but others are the consequence of colliding political or organisational cultures, prejudices, financial competition, and a mutual lack of understanding of respective roles and objectives. Debates surrounding the organisation of workers in the informal economy, including the ILO discussion in June 2002, provide a useful case study.  相似文献

The associations that the term ‘NGO’ has acquired in development discourse need to be critically analysed in relation to practice on the ground. Drawing on an analysis of the rise of NGOs in Palestine, the author suggests that the development of the NGO movement served to demobilise Palestinian civil society in a phase of national struggle. Through professionalisation and projectisation brought about by donor-funded attempts to promote ‘civil society’, a process of NGOisation has taken place. The progressive de-politicisation of the women's movement that NGOisation has brought about has created a vacuum that has been increasingly filled by the militancy of the Islamic Movement (Hamas). As this case shows, ‘NGOs’ may be a development buzzword, but they are no magic bullet. Rather than taking for granted the positive, democratising effects of the growth and spread of NGOs as if they represented ‘civil society’ itself, this article contends, a more critical approach is needed, one that takes greater account of the politics of specific contexts and of the dynamics of institutionalisation.  相似文献

The context for NGOs in the Global South – delegitimising discourse, restrictive policies, and decreasing international funding – leads to major concerns about the sustainability of organised civil society. As a result, NGOs are exploring new means to contribute to social development. This article explores developing university–NGO collaborations through the case of Ecuador. It contributes to development research on two fronts. First, it examines the role of the university in the South and their collaborations with NGOs. The Bosnian War (1992–1995) was one of the most brutal conflicts in Europe since the end of World War II. Thirty‐four cease‐fires failed to produce peace in Bosnia and Herzegovina until the late American diplomat, Richard Holbrooke, brokered one that set the stage for a series of negotiations—starting in the Balkans and ending in Dayton, Ohio. The Dayton peace process finally terminated the Bosnian War. The interplay of military intervention by the North Atlantic Treaty Organization and diplomacy by the United States was remarkable. This article highlights thirteen conflict resolution lessons or “Holbrookeisms” that can be learned from the Dayton peace process. Some aspects of Holbrooke's approach toward the peace process helped him to successfully mediate an end to the Bosnian War, while others contributed toward some of the existing cleavages in today's Bosnian society.  相似文献

In an era when democratization is stalled or in retreat in many parts of the world, it is important to highlight the successful democratic experience of East and Southeast Asia in recent decades. Five consolidated democracies have emerged since the mid-1980s; only Thailand has seen some backsliding with the 2006 coup. The Asian cases provide insights into several major debates in the democratization literature, including the relative importance of culture, history, economic structure, and the optimal sequencing of political and economic reform. This article reviews these issues, with particular attention to the role of outside powers in underpinning democratization. Ultimately, the Asian cases offer evidence for optimism about the prospects of a Fourth Wave of democratization.  相似文献

拉美国家的可治理性总体上处于缓慢持续提高的过程,可治理性持续改善的制度基础、体制条件、政策条件和民众基础均有所改善.但是,拉美国家在可治理性方面仍有许多难题,远未实现理想的可治理性.随着民主化进程的深化和经济转型的实现,拉美国家的可治理性缺陷更加明显,在体制、制度和政策设计、政府执政能力和执政水平、经济和社会权利等各个方面均有所体现.可治理性缺陷加剧了社会矛盾,损害了社会环境,降低了民众的认同感和对未来的预期,损害了社会凝聚.拉美国家社会凝聚的增强,在一定程度上有赖于可治理性程度的进一步改善.  相似文献
