The implementation of health programmes by external health professionals (‘givers?s) in disadvantaged communities (‘receivers?s) faces a variety of interactional barriers, some of which can be appreciated within the framework of the doctor-patient relationship. This article identifies the problems of cultural dissonance, unrealistic expectations, hostility, and non-cooperation that sometimes arise within the giver-receiver relationship, and outlines strategies to deal with them. The recognition and resolution of these issues are important to ensure the success of health programmes.  相似文献

This article reports on a 2016 field-based multiple case study of three communities in peri-urban Port Vila, Vanuatu. It offers robust empirical evidence that participatory planning, partnerships, and programme evaluation, as espoused in the literature from the last two decades and readdressed in Habitat III Conference on Housing and Sustainable Urban Development, is not regularly occurring in aid-based housing programmes. The study identifies that in sacrificing consultation – community cohesion, capacity building, resiliency, and innovation, are also sacrificed. This research differs from peer literature by employing an inductive and underutilised methodology, storytelling, and by focusing on an at-risk country which receives little academic, NGO, or development attention.  相似文献

The aim of this article is to contribute to the debate on emergency rule, a practice that democratic theory has struggled to conceptualize. Accordingly, this article differs from existing approaches, which mainly focus on the constitutional design of regimes of exception and tend to identify the institution of the Roman dictator as their source. In contrast, we offer a comprehensive approach, considering other historical sources of emergency rule, going beyond the dichotomy of constitutional and de facto emergency, and focusing specifically on the types of emergency powers involved: executive, legislative and judicial. We propose a different way of conceptualizing emergency rule, following a political rather than a constitutional logic, and we illustrate this different conceptualization by offering evidence from Bolivia, Chile and Guatemala to demonstrate how this comprehensive approach works in practice.  相似文献

Empowerment of poor people is the declared aim of many NGOs and official development agencies. However, the failure to recognise the culture of poor people, and to use their own forms of organisation as a point of departure, means that many such programmes are in fact counter-productive. This article argues that NGOs which wish to support people's empowerment need to demonstrate their faith in poor people by respecting and supporting their own decisions.  相似文献

In the same way that people can have a political or a personal ideology, their professional identities and how they practise a craft or an occupation may be influenced by what can be labelled as a “professional ideology”. Through conducting interviews with the producers of the South African Broadcasting Corporation (SABC) Afrikaans radio programmes Monitor, Spektrum and Naweek-Aktueel, this article reports on research which showed that there is indeed such a thing as a “journalism ideology”. The interviews focused on how “internal influences” – such as a journalist's background and training, newsroom routines – and “external influences” – such as the audience – influenced the decisions they made in choosing news stories and producing content. This “journalism ideology” influences the producers and in turn the news content of these current affairs programmes that are listened to daily by almost two million listeners. The conclusion drawn from the study is that, although the participants’ “journalism ideology” largely determines the news stories for their programmes, structural forces, newsroom routines and organisational constraints often dictate their actions. Finally, although all the participants saw themselves as “watchdogs of democracy”, internal pressures within the SABC could endanger that role.  相似文献

The last few years have seen a major rethinking of some of the hallowed assumptions of range ecology and range-management practice. The usefulness of terms such as ‘vegetation succession?s, ‘carrying capacity?s, and ‘desertification?s is being reassessed, particularly for the dry rangelands which are dominated by highly variable rainfall and episodic, chance events such as drought. This article examines the management and policy implications of this thinking for pastoral development in dryland areas. It briefly examines the consequences of environmental variability for pastoral development planning, range and fodder management, drought responses, livestock marketing, resource tenure, institutional development, and pastoral administration. By offering new directions for development workers, researchers, and policy planners, the article illustrates, in practical terms, a future for pastoral development in dryland Africa that recognises both the importance of pastoral livelihoods and the significance of environmental variability.  相似文献

This article examines several bilateral and multilateral programmes that were designed to forward El Salvador's transition from a war‐torn society to a democratic polity. Both procedural and substantive democratic strengthening measures were pursued by external donors within the national framework for reconstruction, and independently through larger Central American initiatives. Because links between development and democracy are not clearly understood this article questions the implicit assumption accepted by foreign donors that democracy will be a by‐product of development assistance. To illustrate this point, state‐level procedural reforms and local level reconstruction and reconciliation interventions are assessed. Particular attention is paid to the Development Programme for Refugees, Displaced and Repatriated in Central America (PRODERE) which is compared with two other local level interventions. In a comparative setting, PRODERE highlights the potential of development assistance to open a hitherto exclusionary political arena and add substance to procedural democratic reforms. The article concludes that development interventions that fail to simultaneously address the causes as well as consequences of war‐torn societies cannot claim to alter the balance of power. Hence, they cannot be considered as development assistance that is supportive of transition to democracy.  相似文献

This article uses Michel Foucault’s Discipline and Punish to examine how de-radicalisation programmes in the War on Terror transform power–knowledge relations, mental discipline and punishment by attempting to instil self-governance through non-violence. Foucault’s theories on the evolution of discipline and punishment can be applied to de-radicalisation programmes, but only after considerable revision. By asking questions on the nature of knowledge, practice, state involvement and recidivism of de-radicalisation, I contend that many programmes may be ultimately limited by a disproportionate focus on religious rehabilitation rather than political dialogue regarding the motivations for such violence.  相似文献

ABSTRACT

This article deals with an investigation into the need for Afrikaans television programmes among Afrikaans viewers in the changing media environment in South Africa. Viewers' needs were researched by means of a case study among grade 10 learners in Pretoria. The uses and gratifications approach serves as the theoretical framework of the study and a number of variables affecting respondents' need with regard to Afrikaans television programmes are investigated. These variables are television driven (supply, content and structure of Afrikaans programmes), technology driven (new media technologies such as satellite television and the Internet) and viewer driven (socio-cultural, personal and demographic factors). The study finds a relation between these variables and the need for Afrikaans programmes among respondents. The supply, content and structure of Afrikaans programmes do not gratify respondents' needs. New media technologies broaden respondents' socio-cultural horizons, enabling them to watch, interpret, associate with, and enjoy English programmes comfortably. The changing socio-cultural and demographic environment is liberalising traditional Afrikaans views on television use and is exposing an increasing number of Afrikaans viewers to global television. Within this context the need for Afrikaans programmes is diminishing, placing a question mark over the future of Afrikaans as a television language.  相似文献

Governments in developing countries need effective programmes to advance public policies and improve social welfare. NGOs often have well-tested programmes and research outcomes that are relevant to such needs, yet the scaling up of pilot programmes to national level is difficult to achieve and frequently unsuccessful. This article presents a case of successful scaling up for an adolescent sexual-health and psychosocial-competencies programme in Mexico, through an NGO–government partnership involving IMIFAP, a Mexican NGO. The case illustrates how an NGO can create a successful partnership with government to scale up effective programmes, in ways that meet key needs of the target population while protecting the NGO's core values.  相似文献

Abstract

This article provides an exploration of the role of the SABC's Afrikaans language programmes in contemporary South African constructions of national identity. It examines the programmes’ engagement with the construction of (a) national identity by addressing the SABC's mandated obligation towards nation building, and exploring how the broadcaster's Afrikaans programmes are positioned in this regard. The article suggests that the SABC's task to ‘narrate the nation’ is complicated not only by the theoretical dilemmas faced by the terms ‘nation’ and ‘nation building’, but also by the broadcaster's historical ties to the apartheid government. This matter is further complicated for the Afrikaans-language programmes on SABC, given the language's binary position as both ‘unifier’ and ‘oppressor’.  相似文献

This article conceptualizes multimethod research as doing cross-case causal inference—statistical analyses, experiments, or Qualitative Comparative Analysis (QCA)—together with within-case causal inference in the form of case studies. In addition, game theoretic multimethod work is explored as combining a game theoretic model with case studies. The role of case studies is to explore causal mechanisms which cannot be captured in the cross-case, for example, statistical analyses. The article then describes the logic of case selection for case studies in order to explore causal mechanisms. Various combinations of X and Y variables are analyzed, some of which are useful for causal mechanism analysis and others which are not. Finally, the Avoid Overdetermination Rule is presented, which deals with issues of confounders, control variables, and alternative explanations.  相似文献

In current armed conflicts around the world, over 90 per cent of casualties are civilians. This article reviews medical and anthropological evidence of the psychosocial effects of extreme experiences such as torture, mutilation, rape, and the violent displacement of communities. The consequences for women and children are considered in particular. The author argues that the social development programmes of non-governmental development organisations should be extended to support social networks and institutions in areas of conflict, and ends by giving guidelines for mental health promoters working in traumatised communities.  相似文献

The nature of the Mozambique ‘emergency?s and its institutional context pose a significant challenge to NGO aid strategies, as these organisations seek to reconcile objectives of short-term effectiveness and accountability with goals of long-term capacity-building and sustainability. The increasing emphasis on the former within the Zambezia Province Emergency Programme may be prejudicing the government's capacity to stimulate economic and social rehabilitation once the Emergency Programme aid declines. Many NGOs working within the Province have shifted from a strategy of executing relief and rehabilitation programmes through existing institutional channels to one which relies heavily on the development of their own parallel structures. The shift has been motivated by the perceived weak executional capacity of the government institutions; however, it is unclear whether the modest gains in aid effectiveness and efficiency offset the lost opportunities for institutional change and learning necessary for programme sustainability and for the longer-term rehabilitation of the economic and social infrastructure in the province.  相似文献

The article identifies some of the problems encountered in using information technology in developing countries. It is based on field research into the use of computers in health programmes in East Africa and Nepal. The visits were part of an ODA-funded project to design guidelines on the selection, use, and maintenance of computers in a developing country. The object of this article is to illustrate the extent to which continuing education can be applied as a public relations instrument in alumni relations. Alumni as a prime target group in any university's public relations programme can exert an influence on the university. Apart from their own direct involvement in the canvassing of funds and students, alumni can also exert a meaningful influence in the interest of the university as opinion leaders and decision-makers within the community.

In carrying out a public relations programme, the public relations instruments must be made available to the university in such a way that alumni may be reached to best advantage. The connection between alumni and their university must be strengthened by involving them substantially in the prime concern of the institution – namely education.

In the article, it is suggested that continuing educational programmes aimed at alumni are ideal public relations instruments for supplementing existing programmes.  相似文献

During the 1980s, armed conflict devastated an increasing number of the world's poorest countries. Non-governmental organisations (NGOs) engaged in relief and development were hard-pressed to determine their most effective response to situations where normal development became meaningless, and yet short-term relief programmes failed to deal with ‘permanent emergencies?s. This article describes the nature of these conflicts, their impact on the poor, and the evolution of NGO programmes in response. It explains why some NGOs have attempted to do development in the face of on-going violence, sometimes employing risky strategies and desperate measures. It argues the need for NGOs to play a part in building a civil society which can help to break the cycle of violence.  相似文献

Mozambique during the 1980s and 1990s has provided a challenging context for non-governmental organisations seeking to collaborate with its government in national development. One British NGO, Save the Children Fund, has set out to work in partnership with the government on a range of programmes at central level and in Zambezia province. Longer-term and emergency inputs form part of a conscious strategy aimed at securing sustainability. Institutional and practical constraints, however, make the achievement of this goal difficult, particularly in relief and rehabilitation projects. Changes in donor policies and in the Mozambican government's own evolving political priorities make it imperative to review this strategy on a regular basis. Lessons are drawn from Save the Children Fund's practical experience of development in Mozambique during the last eight years.  相似文献

The understanding that disarmament, demobilisation and reintegration (DDR) programmes are essential in helping to prevent war recurrence in post-conflict situations is at the heart of current international aid practice and the academic literature on peacekeeping and stabilisation. However DDR programmes are often launched on the basis of untested assumptions. This article considers the DDR programme in Liberia and analyses the complex relationship between the programmatic efforts to disarm and reintegrate combatants and the programme's actual effects. If we are to understand how DDR works as a tool of post-conflict governance, it is essential to explore the mechanisms of authority and power at stake. The focus is therefore not on whether combatants were successfully disarmed and reintegrated, but rather on exploring unfolding processes and the field of forces within which DDR programmes are implemented. It critically assesses the ideas of disarmament and reintegration and the basic assumptions behind current DDR policy through an analysis of the Liberian case, emphasising the agency and interests of local and international actors in the ‘making’ and ‘unmaking’ of combatants.  相似文献
