Teaching Constructive Dialogue as a Social Medicine Tool for Peace

The social medicine learning communities of which we are a part comprise individuals from Uganda, Rwanda, Zimbabwe, Haiti, the United States, Canada, and Lebanon among other countries. United in an interest to understand and address the social and structural determination of health, learners have spanned a wide range of religious, ethnic, socioeconomic, and racial backgrounds. These diverse social locations have shaped lives in unique ways and given rise to profoundly divergent perspectives on sexual orientation, gender norms, reproductive health, and the role of medicine and health professionals in society among other issues. To navigate these differences and to equip our students with an integral tool for social justice and health equity, we teach constructive dialogue as a tool, amongst many others, for health professionals.

Does One Size Fit All? A Note on the Harmonization of National Warranty Law as a Tool of Consumer Protection

The European Union's Directive on the Harmonization of national warranty laws directed interest to this particular legal institution. From an economic point of view warranties have different functions. In this note it will be argued that the change in the law of warranties leads to a loss of informational value and to a welfare loss resulting from constricted transaction possibilities, which has not been widely recognised in the recent discussion on warranties.     

Global Health Diplomacy as a Tool of Peace

There is no question that peace and health are inextricably linked. War affects human health through the direct violence of military arms and through the structural violence that leads to major interruptions of the socio-economic systems people use to address their health needs. Those disruptions are compounded by natural disasters and manifold vulnerabilities that force countries to divert economic resources from health services. Clearly war and violence are a public health concern. We argue here that not only can health be a bridge to peace, but as well, what the world is witnessing now is the emergence and growth of health diplomacy which can potentially become a robust medium for strengthening that nexus between health and peace.     

The Direction of Deception: Neuro-Linguistic Programming as a Lie Detection Tool

There is a myth in popular psychology, often echoed in police literature, but as yet untested, that specific eye movements pertain to lying and truth telling. According to this line of thought, eye movements to the sender??s right indicate lying, as the sender??s eyes are drawn to the side of his/her brain where their fabrication is being created. We have put this hypothesis, derived from ??Neuro-Linguistic Programming?? to the test in two experiments. In Experiment 1, a total of 204 participants (all air passengers) were interviewed at an international airport about their forthcoming trip. All participants answered one question truthfully and one question deceptively. Some participants answered a third question truthfully, whereas others answered the same question deceptively. No conclusive evidence was found for a relationship between specific eye movements and deception. In Experiment 2, a total of 31 participants discussed their real occupation in one interview and a pretend occupation in another interview. Only three of the 31 participants revealed the eye movement pattern predicted by NLP. Reasons for the existence of the myth that liars display specific eye movements are discussed.     

Public Art as a Tool for Environmental Outreach: Insights on the Challenges of Implementation

Artistic works can be utilized in an environmental-focused educational capacity, particularly when installed in the public realm. While some research on “ecological art” has been conducted in other countries, little attention has been paid to its application in Canada. This article addresses insights derived from in-depth interviews with members of three not-for-profit art organizations in the City of Toronto that are engaged in producing public artworks intended to provoke thought about the environment. Our findings reveal three key impediments to the application of public art as a tool for environmental outreach.     

National Identity as a Means of Reducing Ethnic Negativism

This article discusses how national identity in Russia is understood by the public and among experts who study ethnic issues. The author separates the notion of national identity into categorical identity and associative identity (i.e., the consolidating type of identity which is based on a strong feeling of connection with other citizens). The latter type of identity is present only among a third of people who identify themselves as Russian. The author further analyses the connection of this type of identity with inter-ethnic negativism. She finds that national identity does not remove bias toward abstract “others.” However, it affects direct inter-ethnic communication in the labor and family spheres. The positive impact of national identity on inter-ethnic attitudes is more apparent in the Astrakhan region, which has longer experience of inter-ethnic communication. It is argued that one obstacle to national identity having a positive impact on inter-ethnic attitudes is the lack of a clear and consistent understanding of national identity among education experts, social scientists, and journalists. The study utilizes data from Wave 24 of the Russian Longitudinal Monitoring Survey conducted by the Institute of Sociology (“The dynamics of social transformation of modern Russia in the socioeconomic, political, sociocultural, and ethno-confessional contexts,” Wave 4) and several separate regional polls conducted by the Department of Ethno-sociology of the Institute of Sociology, Russian Academy of Science between 2014 and 2016.

Legal Steps Outside the Climate Convention: Litigation as a Tool to Address Climate Change

This article examines the recent academic interest in litigation as a tool to address climate change, as well as the surge of legal actions worldwide to bring the problem to the attention of judiciaries. This new interest reveals the frustration of legal scholars and activists at the slow rate at which policy makers are addressing the climate change problem. This article shows the slow build-up of academic interest in litigation, before moving on to analyse the kinds of legal causes of action that are being used in different parts of the world. Most of these cases have not been fully resolved, and it is more than likely that the judgments may not always be favourable to the plaintiffs, but at least a first step has been made to involve yet another forum for addressing the climate change problem.     

Medicare program; HHS' recognition of NAIC Model Standards (National Association of Insurance Commissioners) for regulation of Medigap policies--HCFA. Notice

This notice contains a list of the ten standardized Medicare supplemental insurance benefit packages that may be offered to Medicare beneficiaries consistent with the requirements of section 1882 of the Social Security Act (the Act), as amended by sections 4351 through 4358 of the Omnibus Budget Reconciliation Act of 1990. This list is included in section 9 of the Model Regulation adopted by the National Association of Insurance Commissioners (NAIC) on July 30, 1991, which is reprinted at the end of the notice. Until the publication of this list, certain provisions of section 1882 of the Act relating to this type of insurance were inapplicable to sellers who are not also the issuers of health insurance policies being sold to Medicare beneficiaries.
