The article provides an analysis of Russia's image that the Kremlin has been projecting in Western countries in the years of Vladimir Putin's presidency. The negative character of Russia's image in the West was recognised as one of the major security threats for the country, and an energetic public relations campaign was launched to improve it. The article explores the core elements of this ‘constructed’ image, and examines how they are related to the self-images of Russia held by Russian political elites. Finally, it considers the implications of the ambition to create this ‘desired’ image for Russian foreign policy.  相似文献

This article surveys the evolution of party systems in South America in terms of their level of institutionalisation. In recent times political competition in much of South America has become less structured by political parties proper and has moved in the direction of candidate-centred movements and electoral vehicles led by political entrepreneurs. Most countries in South America (Brazil, Chile and Uruguay are exceptions) have experienced party system de-institutionalisation during the 1990s and 2000s, as voters have systematically punished traditional parties, often rendering them marginal or forcing their disappearance. The scale of decomposition varies across cases but it has affected countries with historically well institutionalised party systems (Colombia, Venezuela) and those with inchoate party systems (Ecuador, Peru, Bolivia) alike.  相似文献

Turkey’s experience with economic reforms and democratization since the early 1980s underscores the importance of the political parties and the party systems in the interactions between these two processes. The country’s experience with democratic politics and a multiparty system made a significant contribution to the resumption of electoral politics and redemocratization following three years of military rule in the early 1980s. However, the opening up of the political space and the reemergence of competitive party politics ultimately created problems for the successful completion of the economic reforms, as one-party dominance and majority-party governments gave way to fragmentation in the party system with weak coalition governments. The Turkish case is instructive of the difficulties facing countries that seek to simultaneously consolidate their democracies and liberalize their economies. Sabri Sayari is executive director of the Institute of Turkish Studies and research professor at Georgetown University’s School of Foreign Service. This article examines the direct impact of Europarties on domestic party development, taking the case of Bulgaria when it was a European Union (EU) candidate country. It combines arguments from party theory and the Europeanisation literature and focuses on the overlap of these two fields of study and it investigates the direct impact of Europarties on the choice of electoral strategies made by political parties in candidate states. The study begins by proposing an analytical model that explains the electoral behaviour of political parties based on traditional propositions in comparative party studies. Then it proposes to view international impact as an additional constraint on that behaviour. The main argument is that, in certain situations, Europarties have intervened in domestic party politics and have played a role in the decision of parties to choose certain electoral strategies. It is suggested therefore, that viewing party electoral behaviour purely from the perspective of domestic politics would not only be misleading, but would also lead us to expect behaviour that might not have been a possible alternative for the parties at a given point in time.  相似文献

Although much IR theory focuses on balancing, this paper examines a version of the wedge strategy, what Stalin allegedly called being “the laughing third man in a fight.” This is the practice of advancing one's goals by setting up other states to fight each other. The first case study is Soviet strategy in Europe from September 1939 until June 1941. The second is Soviet strategy in the Far East in 1941–45. What I am looking at here is a policy of deliberately encouraging the start of a war and/or aiding its prolongation in order to weaken both sides. The two case studies indicate that the Soviet Union used such a strategy at times in place of the usual forms of balancing, discussed in the international relations literature. Additionally, analysis of Moscow's conduct, statements by Soviet leaders, and the policies of a number of foreign communist parties indicate that, in addition to any security goals, Stalin's agenda included furthering the USSR's goal as a revolutionary state, even thought this had at times to be constrained by realpolitik.  相似文献

Democratic transitions by many African countries have generated much analysis of the organisational features of political parties or their role in voter mobilisation during elections. Yet, scholars have largely overlooked how parties negotiate economic policymaking or interact with the private sector in countries that are incipient democracies and emerging markets. This article argues that the stability or fragmentation of the party system affects patterns of private sector development and shapes linkages between the state, business and labour. It compares Mozambique and Zambia to demonstrate how variations in party system characteristics influence the relationship between economic and political interests.  相似文献

中东欧民粹政党有大量社会底层支持者,农民是最有代表性的民粹主义基础。从历史制度主义的视角看,以农民为代表的中东欧民粹支持者与历史上保守势力的支持基础有类似的逻辑。在农业仍为关键产业的中东欧国家,当传统经济受到转型后突如其来的外部经济影响时,既有经济结构和生产关系受到严峻挑战,在本土保守势力的推动下,竞争力不足的中东欧国家呼吁保护传统经济,反对以西欧为代表的新自由主义的价值腐化、以威权整肃国内腐败、强调历史上的民族荣光、复兴宗教及家庭伦理等。这一思潮被民粹政党用以获取政治权力。在外部经济压力下,农民、城市底层民众、经济民族主义者、保守的政治精英、大文化中心论者共同构成支持民粹主义的基础,民粹政党的兴起是精英和大众共同推动的结果。中东欧民粹政党自该地区转型后就出现在政治舞台,其影响深度和广度是欧洲其他地区所不及的。有鉴于此,探索一条以民粹主义基础为导向的策略路径,整合政府、企业和民间机构三类实践主体,有助于强化中国在中东欧的影响力。积极推进民粹政党或执政党的对华合作,是中国强化和拓展中东欧地区利益的重要方向。  相似文献

This paper aims to analyze the politico-military cooperation among the Central Asian countries viewed as a key factor in ensuring the regional security. Today, the geopolitical tension in the surrounding regions, the worsening situation in Afghanistan, as well as intraregional socio-economic problems directly affect the security situation in Central Asia. In this regard, the question arises as to how well the Central Asian states are able to meet these challenges. The analysis of the situation in the region in the 1990s and at the beginning of the new century shows that attempts have been made to establish a regional security system based on military cooperation among Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan. However, unregulated interstate relations in Central Asia, the lack of political will to cooperate with leaders of neighboring countries and the combination of external and internal threats have contributed to the creation of a regional security system based on the multilateral structures with the involvement of external actors.  相似文献

Abstract

The Indian state has undergone significant transformation since the late 1980s, most notably the extensive decentralisation of power, with consequences for the formation and implementation of Indian foreign policy. This article explores the role of India’s constituent states explaining the extent and limitations of their autonomy and influence. It deploys and extends the state transformation approach to incorporate considerations of issue area and coalition type. Under coalitions led by typical national parties, subnational governments are less likely to influence foreign and security policy. Under the same coalition type, they are more likely to behave autonomously on non-traditional security issues such as sharing of water resources with neighbouring countries. They are less likely to behave autonomously on security issues such as the transnational expression of ethnic solidarity. Under coalitions led by atypical national parties or regional parties, subnational governments are likely to exercise a moderate level of autonomy and influence on issue areas such as transnational expression of ethnic solidarity. They are likely to exercise a high level of autonomy and influence on non-traditional security issues such as sharing of water resources. The framework is illustrated through Tamil Nadu’s activism on Sri Lanka, and West Bengal’s position on water-sharing with Bangladesh.  相似文献

This article examines the emotion-based status-seeking logic in Russia's foreign policy vis-à-vis the West, presenting the example of Russia's reactions to NATO's military campaign against Serbia in 1999. It is argued that Russian assertiveness in combination with expressive rhetoric must be understood as a result of the ruling elite's need to have Russia's identity and self-defined social status as an equal great power in world politics respected by its Western interaction partners. Russia's reactions to NATO's intervention, which was not authorized by the UN Security Council, must be read as a strategy coping with the emotion anger about the perceived humiliation and provocation of status denial and ignorance by the West. We find various elements of such a coping strategy, among them the verbalization of the feeling of anger among Russian political circles and the media; uttering retaliation threats, but no ‘real’ aggressive, retaliatory action; minor and temporary activities aimed at restoring Russia's image and status as an influential an equal power. On the surface, the Kosovo episode did not result in any visible break or rift in the Russian–Western relationship. However, emotionally it has lead to a significant loss of trust in the respective partner on both sides.  相似文献

The article focuses on Central and Eastern European (CEE) countries' experiences related to Afghanistan, Iraq and Libya, three non-European theatres of Western military operations, in predominantly Muslim lands, in the decade between 2001 and 2011. CEE countries readily became involved in two of these foreign missions (Afghanistan and Iraq) because of their deep ties to Western politico-economic structures, without direct security interests compelling them to do so, but not without normative convictions regarding what were seen by them as virtues of the two missions. In Libya, however, they were reluctant to join the Western intervention. In light of this, the article is interested in examining how political elites within the region relate to the generally constrained security policy agency that they have. A key argument advanced is that such agency may be located in how external hegemony is mediated in elite discourses of threat and legitimacy construction. This as well as the three case studies outlined in the article show that the seeming changes in CEE countries' behaviour in fact boil down to a simple set of rules guiding their behaviour. Having identified this “algorithm” as an implicit pattern of CEE foreign policy behaviour, originating in the intra-alliance security dilemma within the North Atlantic Treaty Organisation (NATO), the article formulates its conclusions about the alliance policy of these countries largely within a neorealist framework.  相似文献

Abstract

What structured the fundamental nature of Indian security for the first 50 years of the country's independence? This article draws out four normative parameters that have been tempered and normalised during this period through India's international interaction along with her internal political developments. Using notions of ‘security identity’, the article unpacks these normative parameters in order to investigate holistically the interaction between both domestic and foreign influences in India's international relations. As such, the article finds a relative consistency to how security has been conceived of in India—displaying sustained threats to its territorial integrity, a continued democratic tradition, ongoing fears of communal violence plus an engrained desire for a greater global role. In turn, it has been the interface between internal and external factors that has structured, and continues to structure, Indian security.  相似文献

This article sheds light on the Euro-Atlantic discourse in Georgia by situating it in a wider frame. It provides an analysis of its Euro-Atlantic orientation by presenting it as a continuation of past efforts to involve European powers in Georgian affairs and highlights changing trends in this aspect of contemporary foreign policy. Far from determining whether or not the Georgians are European, the different arguments that have been used to support Georgian “Europeanness” are evaluated to assess its role in the national identity construction process. Focusing primarily on the United National Movement government led by Mikheil Saakashvili, we demonstrate how the Euro-Atlantic discourse has been employed domestically by the political elite as a legitimacy management strategy and explore its function in seeking Western patronage, a key foreign policy goal.  相似文献

Since the late 1990s, Russia has been among the countries most painfully affected by terrorism and President Putin has shown little doubt and even much enthusiasm in joining the U.S.-led "war" against terrorism. Intertwined as they are, counterterrorism and Chechnya are still significantly different matters in Russian security policy, and this article aims at examining how the struggle against terrorism shapes essential features of Russia's foreign and domestic policies during Putin's first presidency. Internally, the struggle against terrorism provides for a sufficient mobilization of the dysfunctional society around the "mutant" regime that has consolidated its control over mid-term political agenda. Internationally, high-profile counterterrorism strategy has helped Russia to secure for itself a more prominent role than the sheer size of its "assets" would justify. This war is fundamentally not about victory; it is about many "collateral" benefits for the regime that Putin is presiding over.‐  相似文献

Abstract

The essay investigates the survival strategies of foreign-funded Russian non-governmental organisations (NGOs) in the face of the so-called ‘foreign agents’ law of 2012. Conceptualising NGOs as autonomous social systems and drawing on two qualitative case studies of Russian NGOs in the fields of human rights protection, we show how these organisations manage to cope with the state’s withdrawal of legitimacy by creatively handling their diverse environmental dependencies. Through shifting the relative importance of different audiences and generating new sources of legitimacy, they have eventually created and maintained small supportive ecologies within the overall environment of a political regime that does not tolerate them.  相似文献

This article is devoted to the problem of the reaction to the Eastern Partnership by Russia's both the political establishment and the expert community. The question of reactions to the Eastern Partnership in the target countries has been extensively posed in academic literature. However, the question of Russia's reaction to the Eastern Partnership, one of the most important actors of the region, has been rarely raised by the academic community. A wide array of factors impacted Russian elites' perception of the Eastern Partnership – from problematic issues in the EU-Russia relations to the post-Soviet states' political and economic transformation. Studying the dynamics and peculiarities of Russia's perspective on the Eastern Partnership makes it possible to draw meaningful conclusions on the nature of Russia's phobias that fuel its domestic and foreign policy.  相似文献

Alliance with sworn political opponents is becoming a growing phenomenon within the realm of political alliances. Here, two or more competitive political parties join hands to defeat a particular common opponent. During election, alliance partners face election together and distribute electoral seats mutually to avoid vote share. However, ensuring vote in favour of opponent alliance candidate is only possible when voters prefer to cast vote for the alliance candidate. Thus, this is crucial to know influencing factors that shape voters’ voting intention in favour of opponent alliance candidate. This study is an attempt to empirically investigate factors that have significant influence to shape voters’ voting intention for opponent alliance. The result shows that opponent alliance perceived fit impacts opponent alliance voting intention positively. Opponent alliance brand trust has a positive impact on opponent alliance voting intention. In addition, opponent alliance preference impacts opponent alliance voting intention positively.  相似文献

This article describes and analyses the transnational relations of Russian extreme right entities. It classifies the Russian extreme right into categories according to their ideological orientation (ethnonationalism and civilisational nationalism) and forms of activity (political parties and interest groups, intellectuals, the autonomous neo-Nazi scene, and paramilitary formations). For each category important contacts are described in terms of the travels abroad of Russian extreme right activists, visits by foreign extremists to Russia, and the establishment of transnational organisation branches in Russia. The article concludes that although so far the Russian extreme right has mostly had ad hoc contacts abroad, it has been involved in the gradual building of stable networks.  相似文献

This paper argues that ethno-nationalist models of state organization encourage and strengthen sectarianism by accentuating differences between respective majority populations and those with non-majority characteristics as problematic, and identifies and explains the impacts of this for intra-state security in the West and for building partnerships with non-Western populations, citing negative implications on how we understand political behavior and for influence in military operations. The paper uses nineteenth-century Russian identity as a case study, considers the conflation between modernization and Westernization occuring at the time and uses Russian Art of the period as an analytical tool to uncover nuances that are relevant to debates concerning security, identity, and political behavior.  相似文献

Electoral theories of democracy imply electoral competition insures accountability. Using data on local elections, socioeconomic factors, and municipal budgets from more than 5,000 municipalities in Brazil for the years 1996, 2000, and 2004, we find that municipalities with more competitive elections allocate less to social spending compared to municipalities with little political competition. We argue that previous theory on political competition and public goods obscures the critical role that financial resources play in shaping the dynamics of social spending and political competition. Municipalities with small budgets lack the resources necessary to engineer convincing electoral victories. Where resources are negligible, voter turnout is low, and incumbents rarely win reelection. Incumbent parties in municipalities with large financial resources win big. Armed with adequate resources, incumbent parties mobilize voters and win by large margins. This new argument and evidence reconcile contradictory findings in the existing literature on competition and public goods.  相似文献
