How do informal institutions influence the formation and function of formal institutions? Existing typologies focus on the interaction of informal institutions with an established framework of formal rules that is taken for granted. In transitional settings, such typologies are less helpful, since many formal institutions are in a state of flux. Instead, using examples drawn from post-communist state development, I argue that informal institutions can replace, undermine, and reinforce formal institutions irrespective of the latter’s strength, and that the elite competition generated by informal rules further influences which of these interactions dominate the development of the institutional framework. In transitional settings, the emergence and effectiveness of many formal institutions is endogenous to the informal institutions themselves.  相似文献

To participate in the global economy authoritarian states are pressed to offer international business a legal order that protects the interests of investors, customers, and sellers, but the creation of a modern legal order threatens to undermine the leaders’ control of public life. An increasingly common way to resolve this dilemma, I argue, is developing formal legal institutions that appear to meet world standards, while using informal practices to maintain control over the administration of justice when needed. In this paper I show how the governments of post-Soviet Russia (with its hybrid or competitive authoritarian regime) and the fully authoritarian People’s Republic of China as well, have used this approach in their relations with judges and defense lawyers in their respective countries. The analysis underscores the utility of investigating informal practices along with the reform of formal legal institutions, especially in the context of transition.  相似文献

Conspiracy theories in Ukraine draw on inherited Soviet political culture and political technology imported from Russia where such ideas had gained ascendancy under President Vladimir Putin. Eastern Ukrainian and Russian elites believed that the US was behind the 2000 Serbian Bulldozer, 2003 Georgian Rose and 2004 Orange democratic revolutions. The Kuchmagate crisis, impending succession crisis, 2004 presidential elections and Orange Revolution – all of which took up most of Leonid Kuchma’s second term in office – were the first significant domestic threats to Ukraine’s new, post-communist ruling elites and in response Ukraine’s elites revived Soviet style theories of conspiracies and ideological tirades against the US and Ukrainian nationalism. Opposition candidate Viktor Yushchenko became the focal point against which the conspiracies and tirades were launched because his support base lay in ‘nationalist’ Western Ukraine and he has a Ukrainian-American spouse. The revival of Soviet style conspiracy theories has become important since Viktor Yanukovyc’s election as Ukrainian president in 2010 because this political culture permeates his administration, government and Party of Regions determining their worldview and influencing their domestic and foreign policies.  相似文献

The purpose of this article is to clarify the relationship between forms of political legitimacy employed by communist regimes in East and Central Europe and subsequent models of revolutionary change in 1989. The conceptual basis of the analysis lies in Max Weber's theoretical framework of legitimacy. The four cases selected for comparison are Bulgaria, Hungary, Poland and Romania. The attempts of de-Stalinization and reformation of these party-state regimes through the introduction of paternalistic and also more goal-oriented measures could not prevent their disintegration in the 1980s and their subsequent collapse in 1989. But, I argue, it was the withdrawal of ideological support by elites that ultimately brought communism to an end. The differences in revolutionary scenarios and transitions to democracy in the four cases indicate the importance of a shift in both rulers and masses towards interest in dialogue and compromise. Hungary and Poland represent the clearest scenarios in which communist parties acted as agents of regime change in a rational-legal direction. The Bulgarian case stands as an intermediary case between these two and Romania. Finally, Romania represents an extreme case of violent revolution and the overthrow of a traditionalist and sultanistic regime and illustrates the difficulties following a complete collapse of political authority.  相似文献

What are the mechanisms of legitimation in non-democratic and linguistically divided states? How do regimes in these states use and manipulate the ideology and nation-building for the purposes of regime legitimation? The article focuses on the concept of compartmentalized ideology in non-democratic regimes with substantial divisions in the so-called titular and minority group where socio-linguistic divide allows regimes to construct diverse audiences and even political communities with their own distinct narratives and discourses about the nation, state and the regime. The compartmentalized ideology is only sustainable under the conditions of the regime's power to control and facilitate these discourses through the system of authoritative presidential addresses to the nation and/or other forms of regime's communication with the polity. The shifting of these discourses and themes contribute to the regime stability but also may constitute its re-legitimation.  相似文献

This article considers Pussy Riot as a feminist project, placing their actions and the regime's reactions in the context of three post-9/11 developments in gender and sexuality politics in Russia. First, I assert that Pussy Riot's stunts are a logical reaction to the Kremlin's masculinity-based nation-rebuilding scheme, which was a cover for crude homophobic misogyny. Second, Pussy Riot is part of the informal feminism emerging in Russia, a response to nongovernmental organization (NGO) feminism and the regime's repression of NGO feminism, albeit likely to be outflanked by regime-supported thuggery. Third, the members of Pussy Riot were so harshly prosecuted because they – swearing, covered up and disloyal – violated the political cleaner role that the Kremlin has given women in the last few years. Feminist social scientists have long looked for politics outside of formal institutions and processes. The Pussy Riot affair makes clear how much gender is central to the informal politics that gender-blind observers of Russia have come to see as crucial to understanding Russia's regime.  相似文献

This paper endeavors to show the importance of history for any study in the social and political sciences. Following theorist and Nobel laureate Douglass C. North, it attempts to show how the past and the present are connected through the continuity of a society's institutions even when those formal institutions undergo a radical change, that is, revolution. To that end I will be comparing two agricultural societies – Russia and China – beginning with their Imperial periods – to show how their attitudes towards their peasantry have endured through the upheaval of both revolutions and the potential impact on development. Although scholars have made great progress over the last few years studying the international dimension of democratisation, questions remain about this complex relationship, especially about the understudied area of external promotion of authoritarianism. This article seeks to develop more refined understanding of specific mechanisms linking one type of external involvement, financial assistance, to regime change. Financial assistance can increase the capabilities of either pro-democratic or pro-authoritarian elites and therefore contribute to regime change. These mechanisms are examined by looking at democracy assistance in Slovakia and Belarus and Russia's support for authoritarianism in Belarus.  相似文献

Abstract

Based upon interviews and ethnographic fieldwork conducted in Kazan (Tatarstan, Russia) and Ürümqi (Xinjiang, China), the article proposes an explanatory framework consisting of structural and agential factors to address how and why normative and implemented bilingualism may differ across ethnically based autonomous regions. It argues that higher inter-ethnic integration can boost the capacity of titular elites to bargain with the centre, leading to more formal recognition of the titular language, even if not immediately augmenting its use in daily life; conversely, a more pronounced inter-ethnic divide can serve to sustain more vigorous informal use of the titular language, while at the same time impeding improvement of its formal status.  相似文献

Will revolution, either of the democratic or the Islamic fundamentalist variety, spread throughout Central Asia? Such a question cannot be answered definitively. I will address this question by examining what is going on in Central Asia in light of different theories of revolution, including the ones focusing on relative deprivation, regime type, state breakdown, external factors, democratic revolution theory, and the role of the military. This study will show that several theoretical approaches suggest that the ingredients for revolution in Central Asia are either there now or will be in the not too distant future.  相似文献

Reforms undertaken in Peru in the early 1990s might have resulted in a slight reduction of the informal sector. Costs associated with becoming and staying informal, and benefits of becoming formal might have increased. This, when a legalistic definition of informality is used. Earnings differentials between formal and informal self‐employed workers are negligible although they persist between formal and informal salaried workers. Skilled workers are more likely to be found in the formal sector and informal wage earners tend to be younger and less skilled. The earnings generating process for both the formal and the informal self‐employed workers is similar.  相似文献

Recent comparative politics scholarship on regime change has not taken state capacity seriously. Prominent works on the relationship between democracy and economic inequality center on the expectation by economic elites that democratization will lead to economic redistribution. But state capacity is necessary for redistribution, and where extractive capacity is lacking, rational economic elites should not fear that suffrage expansion would lead to effective redistribution, nor should the masses expect to gain economically from democratization. State capacity thus acts as a scope condition for the effect of inequality on regime outcomes. This prediction is confirmed through replication and extension of the analysis in Boix (2003), with the addition of the presence of a regularly implemented national census as a proxy for state capacity. In strong states, the effect of inequality on regime change is confirmed. But where the state is weak, inequality is shown to have no effect on regime outcomes. Thus, including state capacity in theories of regime change calls into question general claims about the “economic origins” of dictatorship and democracy.  相似文献

As opposed to the current literature which argues that informal politics pervades formal institutions in Kazakhstan and Central Asia more widely, this article argues that Nur Otan, the political party of the President of Kazakhstan, acts as a formal institution to counter the instability generated by informal networks competing for access to political and economic resources. This is achieved by consolidating the political parties associated with these networks into Nur Otan and the synchronisation of the party and the state apparatus. However, the extent to which Nur Otan can provide this stabilising function in the long term is dependent upon regime dynamics.  相似文献
