This article explores the process of ‘cognitive Europeanization’ of territorial policies and how this process is impacting on multilevel governance. Over the last two decades, a number of European spatial programmes have developed similar norms of action at the local and regional level. Focusing on the interactive character of the Europeanization process, the author considers sub-national actors as key elements in the adaptation of domestic political systems to these European norms. Drawing on a comparative study of territorial policies in France and Spain, the article illustrates how the policy transfer of EU-level norms is producing structural changes in territorial governance. Socialized to a European model of local development, it is argued, both regional actors and regional institutions are Europeanizing their policies without EU legislation.  相似文献

Although it is widely accepted that a decentralised system can enhance policy learning and the spread of best practices, an under‐researched question is where that learning process takes place. Using data on the diffusion of health care policies in Switzerland, this article analyses the role of institutionalised intergovernmental cooperation and its impact on the spread of successful policies. The results show that joint membership of policy makers in health policy specific intergovernmental bodies is related to the diffusion of best practices.  相似文献

Placed within EU Cohesion policy and its objective of European territorial cooperation, macro-regional strategies of the European Union (EU) aim to improve functional cooperation and coherence across policy sectors at different levels of governance, involving both member and partner states, as well as public and private actors from the subnational level and civil society in a given ‘macro-region’. In forging a ‘macro-regional’ approach, the EU commits to only using existing legislative frameworks, financial programmes and institutions. By applying the analytical lens of multi-level and experimentalist governance (EG), and using the EU Strategy for the Danube Region as a case, this article shows that ‘macro-regional’ actors have been activated at various scales and locked in a recursive process of EG. In order to make the macro-regional experiment sustainable, it will be important to ensure that monitoring and comparative review of implementation experience functions effectively and that partner countries, subnational authorities and civil societies have a voice in what is, by and large, an intergovernmental strategy.  相似文献

The 7/7 London suicide bombings of July 2005 and numerous subsequent Islamist terror plots have highlighted the reality of an 'internal' threat to Britain. One governmental response has been the 'Preventing Violent Extremism' (PVE) programme. Whilst the educational aspect of its focus on Muslim young people is to be welcomed, there are serious concerns as to whether PVE policy, as currently designed, is falling between two stools. To date, the programme focuses exclusively on Muslim communities in flat contradiction to the integration policy priority of community cohesion, so risking further defensiveness from Muslim communities and resentment from white working class communities. Whilst ignoring the right-wing extremism growing in some of those white communities, PVE work with young people is actually failing to engage openly and robustly with the real political issues driving Muslim anger and minority extremist support. The confidence, understanding and skills of educational practitioners are vital here.  相似文献

In response to the recent Productivity Commission report into mental health, the previous Federal Government announced its intention to produce a new national agreement that lays the platform for Australia's sixth national mental health plan. It has been recommended mental health move to a more regional model of governance and planning, away from a centralised, top-down approach, partly in response to broader reforms affecting health care, and partly in direct response to consistent inquiry evidence that the mental health system remains in crisis. The past 30 years of mental health planning have been centralised. Successive national plans set a broad framework, with real decisions about mental health funding and service allocation made in the health departments of our capital cities. Will the next plan sponsor or inhibit regionality in mental health planning? This paper assesses Australia's historical approach to health planning particularly as it affected mental health and the costs arising. In learning these lessons, we propose the necessary ingredients to facilitate a regional, innovative, and effective approach to decentralised planning, for better mental health outcomes. We cannot afford to replicate the failed planning approaches of the past.  相似文献

The lack of significant efforts at the national level to reduce greenhouse gas emissions (GHGs) in the United States has provided the impetus for a number of state programs. This article assesses the efficiency of these programs in making real progress in GHG reductions. It also explores the effect of state programs on the eventual adoption of a strong national GHG mitigation policy. While state programs are likely to demonstrate the viability of new mitigation approaches, they are also likely to create a set of expectations and precedents that will make a strong and coherent national policy more difficult.

Policy‐making is a political process involving a network of actors with varied interests. This article uses policy network as an analytical framework to understand the politics of decentralisation policy‐making in Ghana from the perspective of interactions among interest groups. The article is based on a research study, which utilised semi‐structured interviews and documentary sources in its data collection. It argues that the lack of progress in decentralisation in Ghana can be explained by the politics surrounding government–interest group relations. The article also provides evidence to indicate how varied interests represented within the decentralisation policy networks affected politics and in turn influenced decentralisation policy‐making and outcomes. Initial analyses of the ‘devolution deals’ that form the cornerstone of current efforts to devolve power within England assess the policy against conventional governance criteria: accountability, transparency, and the quality of governance systems. In fact, English devolution policy has little connection with territorial governance. Instead, it closely resembles a contractual process, with central government determining the terms on which it will outsource specified programmes and projects to local governments, complete with requirements for ‘business readiness’, implementation plans, evaluation requirements, and future joint working. Accountability, governance and even geography take second place to the aim of improving central policy outcomes via a contract-style relationship. This perspective is styled ‘post-territorial devolution’: it accounts more effectively for the shape of the policy so far than traditional governance perspectives, which are often laced with normative positions.  相似文献

This article analyzes the recent changes in naturalization policies in three Nordic countries, Norway, Denmark and Sweden. Considering the homogeneity of the region in terms of culture, social structure and polity, the discrepancy in current citizenship regulation is remarkable. Similar problem definitions have generated diametrical opposite solutions. This is even more striking as the three countries, hailing on perceived ideas of common interests and various experiences of shared rule in different political constellations for the best part of the last 500 years, also cooperated closely in forging their national citizenship legislation from the 1880s up till 1979. The article gives perspective to this novel variation, analyzing the interplay between aims and means in the naturalization policies. Basic questions like citizenship rights, the social and cultural cohesion of the nation state, national ideology and questions of identity will be addressed.  相似文献

In this article we explain Italy’s partial persisting difficulties in EU cohesion policy implementation by focusing on one specific variable: regional administrative capacity. In line with research findings based on the national level (Tosun, 2014 Tosun, J. (2014), Absorption of regional funds. A comparative analysis, Journal of Common Market Studies, Vol.52, No.2, pp.371387. doi: 10.1111/jcms.12088[Crossref], [Web of Science ®] [Google Scholar]), our working hypothesis is that administrative capacity is the most important explanatory factor of EU cohesion policy implementation also at the regional level. In the article, by adopting a ‘most similar research cases’ design approach, we test the hypothesis with reference to two Italian regions: Campania and Puglia. In addition, we seek to adequately define the concept of ‘administrative capacity’ and operationalize it properly. In the concluding section, we consider the competitive advantage of our definition and operationalization of the notion of administrative capacity also with reference to other policy sectors beyond cohesion policy.  相似文献

Since the late 1990s, civic integration has become the dominant immigrant integration policy in Western Europe. This article reviews three debates surrounding the new policy: first, whether there is policy convergence or persistent variation along national models of integration; secondly, whether civic integration marks a retreat from multiculturalism, or is merely layered on resilient multiculturalist policies; and, thirdly, whether the new policy is liberal or illiberal, and whether it entails a return of cultural assimilation. It is argued that civic integration converges cross-nationally with respect to policy goals and instruments, while extant variation is often incoherent or touching more on the form than the substance of policy; that civic integration is national-level policy that tends to coexist with ongoing de facto multiculturalism, especially at local level; and that civic integration mostly remains in a liberal register, as it is still integration and not assimilation, which would connote forced identity change.  相似文献

Recent years of community engagement under the war on terror in the UK have seen the co-option of bridge-building initiatives into wider narratives of securing communities. Through ethnographic insights into a peace building inter-faith initiative that made it onto the news as a ‘deradicalization’ workshop, I show how encounters in such projects are susceptible to being reframed into the very narrative in which encounters are sought after in the first place as a political settlement to growing inter-ethnic tension and conflict. This paper contributes to the growing geographies of encounter literature by making more explicit the narratives that shape how encounters function.  相似文献

Improving public policy efficiency and effectiveness in land use planning is an established priority on the prevailing political agenda in the UK. Practical measures to enhance policy formulation in local land use development plans in Scotland offer an interesting case study of an attempt to improve policy consistency, and to secure efficiency gains in policy authorship. This article considers the specific focus on the drafting stage of public policy‐making drawing on insights provided by research into the production of model policies in Scotland. It questions the extent to which such an initiative will promote a more robust public policy‐making discipline in light of the policy cycle. The discussion of the case study illustrates a practical attempt by central government to enhance public policy‐making at the local level, while raising questions about the dangers of invoking a technocratic and instrumentalist approach to policy analysis.  相似文献

This article focuses on the politics of regulating natural gas fracking operations in Colorado and Texas. Between‐state differences in the economic importance of natural gas production, political traditions, environmental impacts of drilling activities, and local governmental responses to risk reduction, and entrepreneurial activities are discussed in relation to policy‐making initiatives. In the concluding section, I suggest that Colorado's regulatory approach offers a greater degree of environmental protection than Texas. Key reforms adopted in 2007–8 can be largely attributed to electoral victories that ensured unified party control over state government and the determined efforts of the proenvironmental governor to make changes in both the regulatory commission and in the substance of natural gas drilling policies.  相似文献

This commentary explores the roles of planning and urban design in contemporary US urbanization following the global financial crisis in Fall 2008. We focus on the tendency to discuss the planning profession in recovery metaphors – a perspective that has been emphasized in establishing how the profession's past and future relevance may be asserted. In the recent past the planning profession has sought to recover its standing and policy relevance through its contributions to real estate development. In doing so, the profession has gravitated toward design and determinism in order to satisfy pluralist demands within the loosely regulated political economy of neoliberal urban growth. But while design determinism offered numerous practical advantages to the planning profession for the short term, it also served to preclude the profession from engaging with social justice, the social construction of place, and civil society.  相似文献

Governments across Europe have stepped up their efforts to manage social diversity politically, often specifically targeting Muslim populations. Lewicki interrogates the policy tools that the British and German governments deploy to ‘integrate’ an increasingly stigmatized and racialized population, zooming in on whether and how they problematize patterns of inequality. Complicating the ‘one country, one citizenship’ rationale of the citizenship regime literature that assumes a one-dimensional interpretation of history, cultural identity, political institutions or legal norms, she points to four salient liberal citizenship discourses that currently frame policies of diversity management. These are civic republicanism, multiculturalism, civic universalism and cosmopolitanism. Her analysis demonstrates that all four liberal citizenship discourses have blind spots when it comes to problematizing structural hierarchies and the logics of racism. Over the last two decades, liberal citizenship and integration policy frameworks have thus contributed to the retention of binary distinctions between superior citizens and inferior Others, distinctions that can now easily be exacerbated and used for mobilization by right-wing populist movements.  相似文献

This article analyses if, how and why Scandinavian integration policies converged as a result of the refugee crisis in 2015, studying policies of permanent residence, citizenship, family reunification and access to social benefits. The analysis of policy processes finds that a logic of regulatory competition led to goal convergence, as all three countries explicitly adapted their policies relative to other countries’ policies. Nonetheless, when comparing the configuration of policy instruments and their settings, the cross-national gap persists as all three countries took restrictive steps, thus showing traits of path dependency. The conclusion discusses a severe challenge in the current policy convergence debate in the integration literature: how an insufficient level of precision (1) concerning different dimensions of the policies and (2) concerning how to assess convergence could lead to inaccurate and even opposite conclusions when interpreting empirical analyses.  相似文献
