It is clear the United States and other major powers see drone warfare as the wave of the future. Today more than 70 countries possess drone technology and many others are seeking to acquire it. It is expected that within 20 years, there will be swarms of drones and many autonomous fighters and bombers in use around the globe. If the trends continue as anticipated, these drones will usher in a ‘boundless and borderless war without end’. The development of technological improvements will eventually lead to a militarisation of foreign policy and unnecessary conflicts. While the circumstances in Pakistan are unique, the questions surrounding the US drone programme in non‐combat zones such as Pakistan raise important issues regarding how drone use should be governed in the future. This article is an attempt to analyse legal and ethical issues raised by the US use of drone technology in non‐combat zones such as Pakistan, and it looks into its underpinnings and also its repercussions as tool in prospective warfare.  相似文献

How can people and organisations best respond to emergency events that are significantly beyond the boundaries of what they had generally anticipated, expected, prepared for – or even imagined? What forms of organisations are likely to be best able to cope with such events – and what procedures and practices will aid in their ability to do so? Obviously, extreme events – events that are in scope or scale or type beyond the range of our ordinary experience and expectations – by definition will occur only relatively rarely (and very rarely to any given emergency organisation). Nonetheless, when they do occur they tend to be of defining importance to the people and institutions that are thrust into them and that must find their way through them. September 11, 2001 in Manhattan and at the Pentagon in Arlington, Virginia; the Indian Ocean Tsunami in 2004; Hurricane Katrina on the Gulf Coast of the United States (US) in 2005; major earthquakes like the ones in Pakistan in 2005, Wenchuan in 2008, Haiti in 2010, Chile in 2010, and Christchurch in 2010 – these and other catastrophic events catapult people and response agencies into a new, unfamiliar, and largely unexplored dimension.  相似文献

China and Pakistan have initiated a mega project with the name of CPEC (China‐Pakistan Economic Corridor). CPEC projects in Pakistan are an initial stage, and government officials and policymakers expected that CPEC projects are beneficial for local Pakistani community, as this project generates several business and employment opportunities for local citizens. This research study examines the benefit of the CPEC projects and its influence on local Pakistani citizen's living standards. Data were collected online using the Google platform from 310 citizens, residing in all provinces of Pakistan. In total, 310 samples were analyzed and reported, and for data analysis, SPSS version 21 and AMOS 8.0 tools were used; the findings of this study validate most of the hypothesis. Based on results, this study discussed the local Pakistani community benefits with numerous factors such as perceived education, income, and employment. Results of this study will guide the officials and policymakers of CPEC to gain local citizen's support for the CPEC development projects and designs policies accordingly for the future projects. This study also provides important guidelines for CPEC policymakers and officials.  相似文献

This article will address the themes of partition, gender and trauma within two independent films from Pakistan, Sabiha Sumar's Khamosh Pani (2003) and Mehreen Jabbar's Ramchand Pakistani (2008). The article will consider how the events of 1947 – partition of India and creation of Pakistan – recur within the films as disruptive trauma. The article will consider what an engagement with the characteristics of trauma such as involuntary recall and disruption can bring to my readings of the films. Connections are established between women's experiences of ethnic tensions within the contemporary settings of the films and the gendered experiences of 1947. These are expressed in distinct ways, however; the prominence of the themes of trauma within both work to create a powerful presentation of women's subjectivity in Pakistan. Further to this, they draw attention to the possible inevitability of trauma being central to identities and locations forged out of a partition that entailed border creation, large-scale disruption, and violence. The article will conclude that close readings of both films highlight the role of the traumatic in the formation of gendered national identities.  相似文献

The present study discusses the intricacies of the political landscape in Pakistan and its compatibility with the modern political marketing theory. The election campaigns of the three largest political parties Pakistan Muslim League Nawaz, Pakistan People's Party, and Pakistan Tehreek‐e‐Insaf in the general elections 2013 were critically analyzed in the print media to comprehend the political marketing trends in Pakistan. It was found out that that the three parties largely employed mutually exclusive strategies in order to garner the support of the electorate. The success ratio of the political parties in the general elections 2013 signifies the importance of certain advertising appeals, advertising themes, and aggressively attacking the opponents. The study also questioned the veracity of the exaggerated and delusive claims made in the advertisements. The findings have implications not only for future electioneering in Pakistan, but also other countries with similar demographics and socioeconomic setups. This research explores a very important issue arising from the initiation of China–Pakistan Economic Corridor (CPEC) in Pakistan, as the major impact seems to be focused towards small businesses and how they will cope in this competitive market once Chinese businesses enter in the country. According to scholars and officials, CPEC will generate several business opportunities for the local Pakistani community. However, studies related to the CPEC project are limited and only focused on the development of the CPEC project in various aspects alone. The existing study examined the local entrepreneur's attitude and intention in the context of CPEC using a sample of 255 survey questionnaires. Structural equation modeling was used to test the proposed hypotheses. Data were gathered from the existing business community in Karachi, Pakistan. The results validated most of the hypotheses showing positive attitude towards entrepreneurs and intention towards CPEC development project. Specifically, local transportation and accessibility of cities show a significant relationship with a positive attitude. Similarly, the attitude of entrepreneurs also shows a positive relationship with entrepreneur's intention towards CPEC development projects. Findings have important theoretical and practical implications for policymakers of CPEC in creating an overall entrepreneurial ecosystem.  相似文献

Abstract

This paper posits four ranked, generic goals of state foreign policy, maps them against the American ‘pivot,’ and concludes with possible handicaps of that shift. Drawn broadly from realism and liberalism, those abstract goals are as follows: national security, economic growth, prestige among the community of states, and the promotion of cherished national values. Applying this framework specifically to Northeast Asia, the USA, regarding security, is likely to increasingly ‘hedge’ China, and its North Korean client, with regional allies, off-shore balancing, and a shift toward AirSea Battle. On trade, the USA will continue its decades-long effort to reduce Asian mercantilism by tying Asian traders into multilateral, neoliberal rule sets. Regarding prestige, the ‘Beijing Consensus’ is a growing challenge to US soft power which the pivot seeks to refute. In addition, on values, the USA will continue to nag especially China to conform to US standards of law and human rights. The USA will continue to push the broad liberalization of Asian polities and economies. The democratic peace and liberal trade are the ideological frame and motivation of the pivot. Nevertheless, significant US handicaps may slow the pivot: American cultural distance from Asia means little public support and understanding of its necessity; strong regional allies will tempt the USA toward offshore balancing on the cheap; and the dire US budget shortfall will reduce the resources necessary to fund it.  相似文献

This paper argues that Western democracies will have to renegotiate their constitutional and psychological relationship with their intelligence agencies. This follows from the changing role of the intelligence services after the end of the Cold War and recent events surrounding the beginning of the Gulf War. The paper examines the impact of spies and the public affairs function in a world of failed and failing states and concludes that, however uncomfortable, public affairs should not deny its relationship to power. China and Pakistan have initiated a mega project with the name of China–Pakistan Economic Corridor (CPEC). This study examines how local residence support of CPEC is shaped in Pakistan. This study employs a social exchange theory to explain how perceived impacts affect an individual's level of support for CPEC development. Findings reveal that social exchange theory fits the data well by confirming that the more residents perceive impacts positively, the more they are likely to support CPEC. Data were collected online using the Google platform from 280 citizens, residing in all provinces of Pakistan. Findings of this study validate most of the hypothesis. Positive impact shows significant effect on personal benefit and support for CPEC development. Similarly, personal benefit also shows significant effect on support for CPEC development. However, negative impact shows insignificant effect on personal benefit and support for CPEC development. Findings of this study will guide the government officials and policymakers of CPEC about the perception of local people residence, both positive and negative impact. Policymakers can use the findings of this study to gain local citizen's support for the CPEC development projects and designs policies accordingly for the future projects.  相似文献

China has provided billions of dollars in loans to African countries with no strings attached compared with Western financial aid. Although the argument that China is exploiting Africa for its resources has often clouded Beijing's continued support for Africa, many African leaders have welcomed China's economic assistance and have begun to see China as a more reliable partner compared with the West. By strictly examining relevant literature on Sino–African relations, this study comprehensively explores the dynamics, implications, and benefits of Chinese investments in Africa. Whether China is indeed exploiting Africa, which will continue to be debated, it is clear that Chinese investments have contributed significantly to the development of Africa and will continue to do so as the West has been replaced by Beijing as Africa's biggest trading partner. African countries are therefore likely to continue strengthening their relationship with China further jeopardising the interests of West in the continent.  相似文献

This article examines India’s historical efforts to spy inside Pakistan from the mid-1960s to the early 1970s. It draws from memoirs of notable Indian spies who were jailed for espionage in Pakistan and spy ‘fiction’ written by former Indian intelligence and military officers who allege their writing is based on actual cases. The article highlights commonalities among Indian spies using the words of Indian officers to better understand human intelligence efforts inside Pakistan. It finds that Indian spies in these books have initially been Hindus or from multi-religious families, from the Indian-Pakistan border and have been poorly treated by the Indian government and its intelligence services.  相似文献

The killing of Osama bin Laden in Pakistan was justified by the Obama administration as an act of self-defense. Proponents of an expanded notion of self-defense argue that sovereignty implies responsibility not only for the protection of human rights, but also for the provision of public goods more generally, including effective territorial control. States which are unable to control their territory frequently become safe havens for militants who threaten the security of other states. Pakistan is a paradigmatic case of a ‘sovereignty dodge’ who, in the eyes of the United States, has forfeited its sovereign right to non-interference because of its failure to live up to its responsibility to control. In this article I explore the legality of US strikes against militant targets in Pakistan. I conclude that while international jurisprudence continues to adhere to a conservative reading of the rules on the use of force, states themselves have interpreted the law on self-defense more broadly, evincing a desire to keep the rules as indeterminate as possible.  相似文献

Abstract

Economic and political changes at the global level have simultaneously shifted Malaysia's interests in the Arab Gulf countries. The economic liberalisation and transformation agenda that emerged in these economies are argued to be contributing factors to Malaysia's interest in expanding its economic relationships with the countries. Although the current cooperation between Malaysia and the Arab Gulf countries is aimed at reaping economic benefits, religious values also constitute an important foundation for these relationships. This article seeks to understand why politics, economics and religion remain the key drivers in determining Malaysia's relations with the Arab Gulf countries. The paper also suggests a future direction for engagement between Malaysia and Gulf Cooperation Council countries.  相似文献

Up to the Arab uprisings, Middle Eastern exceptionalism served as an important paradigm for analyzing politics in the Arab world. With the numerous upheavals of the Arab uprisings, which caused fundamental political change in significant parts of the Arab world, this paradigm has been challenged for analyzing the domestic affairs of contemporary Middle Eastern politics. The present article aims at contributing to the debate by focusing on the regional dimension of Arab Middle Eastern exceptionalism. The Arab uprisings vitalized regional institutions, particularly the Arab League and the Gulf Cooperation Council. Two main arguments are critically discussed. First, in sharp contrast to the revolutionary period of the 1950s, the conservative Gulf monarchies, particularly Saudi Arabia, have been spearheading regional politics since the Arab uprisings. Second, in striking difference to the conservative character of the Gulf States’ domestic agenda, the means that the Arab League (and the Gulf Cooperation Council) has recently used are innovative—for instance, policies of softening the principle of noninterference in the domestic affairs of other states. However, despite the recent animation of regional institutions under the leadership of Saudi Arabia, it is unclear whether the recent trend of new regionalism will be sustained.  相似文献

As defence becomes a political football once again this article examines the relationship of the UK's military with the country from which it is drawn and which it serves. It argues that all three elements of the classic Clausewitzian trinity: the state, the people and the military, there are major problems. These are undermining the capabilities of the armed forces and will ultimately place far greater limitations on future government's use of the armed forces in support of British policies overseas. This will have significant implications for Britain in the future if it wishes to continue to "punch above its weight".  相似文献

In addition to reducing terrorist threats, US President Donald Trump's new Afghanistan policy seeks to roll back the Taliban on the battlefield and pressure the group into an acceptable political settlement with far fewer US troops than Barack Obama deployed. Trump has also proposed involving India more closely in Afghanistan's economic development, which stands to antagonise Pakistan, the Taliban's key backer.
