The Nolan Report will celebrate its twenty-fifth anniversary in 2020, and for most of this last quarter-century, it has provided the underlying ethical basis for public life in the United Kingdom. However, its principles are now being called into question in a number of areas, following the Conservative government’s loss of its parliamentary majority in the 2017 election, with the interests of party taking precedence over adherence to both the spirit and the codified practical implementation of some of the ultimate outcomes of Nolan, namely the Ministerial Code and the Commissioner for Parliamentary Standards. This article argues, with explicit evidence and examples, that ministerial conduct which would not have been tolerated before 2017 is now being routinely ignored in the interest of maintaining party unity in order to deliver some form of Brexit. The article concludes by asking whether Nolan norms still command consensus post-Brexit.  相似文献

As terrorist actions, both state and non-state, have spread in both frequency and destructive power since the 1960s, the topic has become an enduring source of narratives, fantasies, and myths that have contributed to Hollywood filmmaking with its familiar emphasis on international intrigue, exotic settings, graphic violence, and the demonization of foreign threats. Images of political violence have a strong appeal in the US, where the gun culture, civic violence, crime sprees, and a thriving war economy permeate the landscape. The al Qaeda attacks of 9/11 heightened public fascination with terrorism, fueled by mounting fear and paranoia, and this was destined to inspire a new cycle of films in which on-screen terrorism dramatizes elements of real-life threats that now include possible weapons of mass destruction. The “war on terror,” driven as much by US strategy to reconfigure the Middle East as by the events of 9/11, serves as the perfect backdrop for film industry productions of violent high-tech spectacles, now a major staple of media culture. For cinema as for politics, the “Middle East” now exists as a mystical category largely outside of time and space, a ready source of dark fears and threats. At the same time, corporate-driven globalization, viewed as a cultural as well as economic and political process, feeds into modern terrorism as political violence (including militarism) sharpens its capacity to attack, disrupt, and surprise—the same features now so integral to the Hollywood film industry. We see jihadic terrorism as not only a virulent form of blowback against US imperial power but as possibly the darkest side of neo-liberal globalization.  相似文献

The difficulty of satisfying competing needs of both national and sub-national officials and commanders for intelligence support capabilities that are too sensitive and expensive to duplicate for both sets of requirements emerged with the growth of industrial-scale imagery and signals intelligence assets and production during the Cold War. The literature of intelligence history and intelligence studies covers the symptoms of this problem, but says less a rigorous and well-documented nature on its causes. Thanks to recent declassifications in the United States, however, we can now read key documents in an American attempt to understand and deal with the dilemma. A study prepared for President Richard Nixon in 1971 and now dubbed the ‘Schlesinger Report’ has been published virtually intact by the US Department of State. In addition, the Central Intelligence Agency has released two official histories which indirectly have added significant detail to the story. With these new releases, it is now possible to explain the genesis of the Report and chart its effects through the remainder of President Nixon's presidency. The Schlesinger Report marked a watershed for the intelligence community, helping the Nixon Administration to conceive and enact reforms that were both consequential in themselves and presaged the findings of later surveys and inquiries. A better understanding of the Report's background, text, and results can shed light not only the policymaking process in the Nixon Administration but also the trajectory of the intelligence community – and of foreign intelligence establishments that may, in some respects, be following in its path.  相似文献

In this article, Sayyid’s focus is on the relationship between the emergence of Islamophobia and the crisis of Europeanness. What is it about Europeanness right now that makes one of its most vocal expressions an insistence on the Muslim question? To answer, or perhaps address, the question of why the Muslim question and why now, Sayyid places the formation of European identity in a postcolonial context. That is, the horizon opened by the decentring of the West not only geopolitically or economically but also culturally and philosophically is explored. East Central Europe in its various permutations—historical and cultural—provides an excellent platform to study the impact of the postcolonial on Europeanness. The East Central European experience of the postcolonial is inflected through a history of imperial articulations and peripheralizations that demonstrate not only the contingency of the idea of Europeanness but also its imbrication with the Orient.  相似文献

North Korea conducted its fifth and most powerful nuclear test on 9 September, and is moving towards mounting a nuclear bomb on ballistic missiles of increasing range. The Obama administration's policy of strategic patience may now be insufficient. Three phases of development of the subject of evaluation are identified. Up to 1979 it was still in its infancy, with the main impetus coming from the USA (the World Bank and US AID), and from one or two large UN organizations, although the OECD also did some useful work in bringing evaluators together. The second phase (1979-1984) saw rapid ‘take-off’, with greatly increased resources going into evaluation work, and a veritable ‘explosion’ of interest worldwide. All the main donors had by now set up evaluation units and were amassing enough material to begin to ‘synthesize’ the findings. The OECD provided a focus and a forum through its Expert Group on Aid Evaluation. The third phase, from 1984 onwards, finds the subject having ‘come of age’, its maturity being marked by the publication of major works such as Cassen's Does Aid Work?. The emphasis now is switching from ex-post evaluation towards improving project design through such techniques as the logical framework.  相似文献

Since 1995, the offshoring of services to India has rapidly evolved from a curiosity only studied by a few scholars to a phenomenon portending a major shift in the geography of global economic activity. The article examines the evolution of Indian global services provision quantitatively and qualitatively through the use of four case studies. The first case study examines the challenge that the Indian information technology systems integrators (ITSIs) pose to the formerly larger—but now roughly comparable in terms of employment—incumbent developed-nation ITSIs. Because IT systems have become central to nearly every enterprise, the second case study illustrates the wide variety of enterprises that now have significant Indian offshore operations. The third case study describes the rapid growth of offshore integrated circuit design in India, a nation with now commercial-scale integrated circuit production. The final case study describes the emergence of high-opportunity entrepreneurial startups in India and the increasing number of Silicon Valley startups that very early in their lives or even as part of their business model have significant operations in India. The concluding discussion situates India within the global economy and speculates upon its future evolution.  相似文献

Professionalisation in the public services is regarded as essential but the concept is ambiguous and organisationally weak. Moreover, if not jeopardised by managerialism, public service professionalisation today faces some major barriers or limitations. Nonetheless, the public service may be able to maintain greater professional status with increased emphasis on job security, occupational closure and horizontal organisation. The prospects for such conditions may now seem remote, but with this criteria in mind Australia will neglect the professionalism of its public service very much to its cost.  相似文献

The Indigenous Land Corporation (ILC) is a relatively new Commonwealth statutory authority which commenced its operations on 5 June 1995. It is new not only in the sense of its short existence, but also in the unique framework enshrined in its enabling legislation that aims to provide improved outcomes in Indigenous land acquisition and land management. This article explores this unique policy and operational framework, contrasts it with past Commonwealth policies and practices for Indigenous land acquisition and management, and assesses the ILC's performance in its initial five years. The article argues that notwithstanding this new framework, the potential for future success will lie in the ability of the ILC to substantially address long-standing issues in the management of the Indigenous estate which now comprises in excess of 15 percent of Australia.  相似文献

A report issued in 1996 commemorated the 10th Anniversary of this Fund, outlining its origins and purpose, briefly identifying the 21 recipients of grants from the Fund up to that time, and describing the projects for which the grants were awarded and outcomes of those grants (IPAA/UC 1996).
