During the 1980s, armed conflict devastated an increasing number of the world's poorest countries. Non-governmental organisations (NGOs) engaged in relief and development were hard-pressed to determine their most effective response to situations where normal development became meaningless, and yet short-term relief programmes failed to deal with ‘permanent emergencies?s. This article describes the nature of these conflicts, their impact on the poor, and the evolution of NGO programmes in response. It explains why some NGOs have attempted to do development in the face of on-going violence, sometimes employing risky strategies and desperate measures. It argues the need for NGOs to play a part in building a civil society which can help to break the cycle of violence.  相似文献

The nature of the Mozambique ‘emergency?s and its institutional context pose a significant challenge to NGO aid strategies, as these organisations seek to reconcile objectives of short-term effectiveness and accountability with goals of long-term capacity-building and sustainability. The increasing emphasis on the former within the Zambezia Province Emergency Programme may be prejudicing the government's capacity to stimulate economic and social rehabilitation once the Emergency Programme aid declines. Many NGOs working within the Province have shifted from a strategy of executing relief and rehabilitation programmes through existing institutional channels to one which relies heavily on the development of their own parallel structures. The shift has been motivated by the perceived weak executional capacity of the government institutions; however, it is unclear whether the modest gains in aid effectiveness and efficiency offset the lost opportunities for institutional change and learning necessary for programme sustainability and for the longer-term rehabilitation of the economic and social infrastructure in the province.  相似文献

Abstract

This article provides an exploration of the role of the SABC's Afrikaans language programmes in contemporary South African constructions of national identity. It examines the programmes’ engagement with the construction of (a) national identity by addressing the SABC's mandated obligation towards nation building, and exploring how the broadcaster's Afrikaans programmes are positioned in this regard. The article suggests that the SABC's task to ‘narrate the nation’ is complicated not only by the theoretical dilemmas faced by the terms ‘nation’ and ‘nation building’, but also by the broadcaster's historical ties to the apartheid government. This matter is further complicated for the Afrikaans-language programmes on SABC, given the language's binary position as both ‘unifier’ and ‘oppressor’.  相似文献

This article examines a UNICEF/Ministry of Health primary health care programme in Ecuador from a community perspective. It contributes to the debate concerning the way in which the relative ‘success?s or ‘failure?s of participatory projects is measured. It argues for evaluators to distinguish between the perceptions of the different actors involved, and to extend their enquiries beyond the actual lifespan of the project. It also provides lessons for the future by discussing the contribution that technical projects can make to capacity building and the empowerment of community-level organisations.  相似文献

The understanding that disarmament, demobilisation and reintegration (DDR) programmes are essential in helping to prevent war recurrence in post-conflict situations is at the heart of current international aid practice and the academic literature on peacekeeping and stabilisation. However DDR programmes are often launched on the basis of untested assumptions. This article considers the DDR programme in Liberia and analyses the complex relationship between the programmatic efforts to disarm and reintegrate combatants and the programme's actual effects. If we are to understand how DDR works as a tool of post-conflict governance, it is essential to explore the mechanisms of authority and power at stake. The focus is therefore not on whether combatants were successfully disarmed and reintegrated, but rather on exploring unfolding processes and the field of forces within which DDR programmes are implemented. It critically assesses the ideas of disarmament and reintegration and the basic assumptions behind current DDR policy through an analysis of the Liberian case, emphasising the agency and interests of local and international actors in the ‘making’ and ‘unmaking’ of combatants.  相似文献

During Hu Jintao’s period of leadership, careful public diplomacy language was deployed by the People’s Republic of China from 2000–2012 to describe the international system and China’s role within it. The terms looked at in this analysis are those introduced in the 2000s to recalibrate the ‘multi-polarity’ [shijie duojihua] emphasis of the 1990s. These terms have been deployed within a general ‘reassurance diplomacy’ that emphasised concepts like ‘responsible Great Power’ [fuzeren da guo], ‘multi-lateralism’ [duobian zhuyi], ‘good neighbourhood policy’ [mulin zhengce], ‘democratisation of international relations’ [guoji guanxi mingzhuhua], ‘peaceful rise’ [heping jueqi], ‘peaceful development’ [heping fazhan] and ‘harmonious world’ [hexie shijie]. Ambiguities, implications, impact, and tensions surrounding these terms are considered, and China’s deliberate adjustments pinpointed. China’s soft power intentions emerge from its instrumentalist use of diplomatic rhetoric, though a credibility gap also emerged between actions and words by 2012.  相似文献

ABSTRACT

One of the greatest changes organisations in South Africa experienced through the country's democratisation is the introduction of ‘legitimate’ activism in organisational settings. Organisational communication literature – specifically as manifest in the excellence theory – compounded this through views on the potentially positive impact activism could have on organisations by ‘pushing’ them beyond equilibrium to a state of dynamic equilibrium – mediated through strategic and effectual communication. This view, however, is somewhat fouled by occurrences such as those at Marikana, and concomitant strikes in the country's platinum industry, which have held the economy ‘captive’ in various ways. Organisations – especially the mining industry – need to ask ‘How much activism is too much activism?’ and organisational communication practitioners need to introspectively consider whether this theoretical contribution should not perhaps have come with greater guidance in terms of the chary (if not restrained) implementation of this potentially positive, yet almost insidiously dangerous, communicative feature. this article aims to explore activism in the mining industry of South Africa, specifically from the vantage points of industry heads, as it concerns the changed communicative landscape in this industry post-marikana. to this end, the article will report on seven qualitative, semi- structured interviews – along with existing literature on the topic – as it offers up six considerations in applying the aspect of excellence and ‘positive activism’ within organisations in South Africa's mining industry.  相似文献

Abstract

This article considers some of the ways in which black gay men are marginalised within the queer community and have limited ‘visibility’ in mainstream queer visual culture. The formation of a minority within a minority (or the ‘other’ Other) is ultimately what the article sets out to expose. Thus, we argue that images of black gay men are far less ubiquitous than, for example, those of white, male and middle-class gay men. In order to illustrate this, a purposive sample from the South African gay men's lifestyle magazine Gay Pages is considered and critiqued. We argue that the visual mode of Gay Pages gives the impression of promoting a hegemonic gay male identity. This identity appears to be ‘natural’, but is in fact one-sided and stereotypical, as are most cultural constructions and representations. The narrow and limited representation of gay men endorses an exclusive, homogenous and inaccurate portrait of the queer constituency (in the minds of heterosexual and gay South Africans alike) and suggests the question that leads this investigation: If ‘belonging’ is articulated through the consumption of queer culture, what then of those queers who do not fit the ‘mould’ standardised by mainstream gay print media? This exploration of queer visual media deals not only with that which is frequently represented (white homomasculinity), but also, more significantly, with that which is not (black homomasculinity).  相似文献

Yumeno Kyūsaku (1889–1936) has been labeled a writer of henkaku detective fiction since submitting his debut story, ‘Ayakashi no tsuzumi’ (‘The demonic hand drum’), to Shinseinen magazine for a competition in 1926. The term henkaku is rooted in the historical context of the 1920s and 1930s as a modifier of a subgenre of mystery fiction that eschewed puzzle-solving in favor of gothic atmospheres and strange happenings. This article considers the relationship between henkaku and gendered, early twentieth-century discourses of hentai (abnormality). Transitioning from an early emphasis on ‘abnormal sexology’ to ‘abnormal psychology’, Kyūsaku used the affective potential of visceral henkaku narratives to not only entertain readers, but to shock them into an examination of their own psyches and the limits of modern, rational thought. Kyūsaku's skepticism toward the ‘isms’ of his day resonated with a new audience, bringing the spirit of henkaku into the post-Second World War period when his works were rediscovered in the context of 1960s sub- and counter-culture.  相似文献

The article examines the popular YouTube clip Battle at Kruger and its National Geographic spin-off Caught on safari: The battle at Kruger. In seeking to account for the clip's popularity and National Geographic's motivations for making the hour-long feature, the author draws on the burgeoning studies of wildlife film in an effort to contextualise this new ‘eye-witness’ approach within the traditions of documentary films focusing on nature – particularly animals. The contention that ‘democracies do not ?ght one another’ has gained widespread acceptance in the discipline of international relations, as well as among policymakers and international institutions. In the post-Cold War era, this contention has formed part of the justi?cation for making development assistance conditional on democratic reforms in recipient countries. This article explores the democratic peace thesis in relation to Sub-Saharan Africa, and argues that the relationship between peace and democracy is much more complex than commonly allowed for in conventional liberal analyses. Contemporary development policies that are intended to promote peace, democracy and stability are frequently implicated in the production and continuation of con?ict. Accordingly, the article contends that many of Africa’s conflicts and so-called ‘failed states’ are best understood in light of policies inspired, in part, by the principles of the democratic peace thesis. The argument is illustrated with reference to four countries on the African continent: Côte d’Ivoire, Rwanda, Sierra Leone and Zambia.  相似文献

This paper presents women's militant activities outside the binary framework of ‘victimhood’ and ‘agency’ and invokes postmodern feminist international relations analyses to engage with women's material and ideological contribution to militant activities and political violence. Women who support and indulge in both discriminate and indiscriminate violence against institutions of the state and unarmed civilians not only redefine notions of nationalism, gender and religious identity, but also highlight their complex and problematic relationship with feminism. To what extent does participating in militant activities and armed combat provide women with opportunities to transcend conventional gender roles? In other words, do they remain the ‘other’ within ‘the other’? How are militant women influenced by these political movements and how do they influence these movements? What happens when the ‘protected’ and ‘upheld’ become the ‘protectors’ and ‘upholders’? How does/should feminist international relations approach these militant women? I attempt to address these questions through a study of women militants and their constructions as gendered political subjects in Kashmir and Sri Lanka.  相似文献

The term ‘country ownership’ refers to a property of the conditionality attached to programmes, processes, plans, or strategies involving both a ‘domestic’ party (generally a nation state) and a foreign party (generally the IMF, the World Bank, the Regional Development Banks, and other multilateral and bilateral institutions). Under what circumstances and how can the concept of country ownership be relevant to a country with a myriad heterogeneous and often conflicting views and interests? Or to a country whose government's representational legitimacy or democratic credentials are in question? The author argues that the term has been abused to such an extent that it is at best unhelpful and at worst pernicious: a term whose time has gone.  相似文献

This article responds to the debate provoked by the author's ‘Does capitalism need the state system?’ (Cambridge Review of International Affairs, 20:4 2007, 533–549) and his exchanges with Justin Rosenberg (Cambridge Review of International Affairs, 21:1 2008, 77–112). It is divided into three parts. The first restates the issues, situating them in the context of a growing Marxist preoccupation with the international in recent years, and contrasts the ‘high road’—Rosenberg's attempt to use Trotsky's concept of uneven and combined development to provide a transhistorical perspective on intersocietal relations—with Callinicos's own preferred ‘low road’ of more focused analysis centred on the prevailing mode(s) of production. The second addresses the fundamental criticisms addressed to him by Hannes Lacher, Benno Teschke and John M Hobson, all of whom deny that there is a necessary relation between capitalism and the interstate system. The third considers the more specific comments offered by Neil Davidson, Gonso Pozo-Martin, and Jamie Allinson and Alex Anievas, before concluding with an appeal for a move off the terrain of abstract theory to more empirical studies that can test the relative value of rival conceptual constructions.  相似文献

The last few years have seen a major rethinking of some of the hallowed assumptions of range ecology and range-management practice. The usefulness of terms such as ‘vegetation succession?s, ‘carrying capacity?s, and ‘desertification?s is being reassessed, particularly for the dry rangelands which are dominated by highly variable rainfall and episodic, chance events such as drought. This article examines the management and policy implications of this thinking for pastoral development in dryland areas. It briefly examines the consequences of environmental variability for pastoral development planning, range and fodder management, drought responses, livestock marketing, resource tenure, institutional development, and pastoral administration. By offering new directions for development workers, researchers, and policy planners, the article illustrates, in practical terms, a future for pastoral development in dryland Africa that recognises both the importance of pastoral livelihoods and the significance of environmental variability.  相似文献

There have been enormous political, economic, and social changes in West Papua. Every governor of West Papua has designed programmes to boost economic development and reduce poverty. The influx of migrant workers under the ‘transmigration programme’ into West Papua has limited the job opportunities for indigenous people in the labour market. This article concludes that the local government's strategies failed to deliver suitable development programmes to the local people, which resulted in increased poverty, the continuing poor development of the education system, and the deterioration of the population's health condition, with a rise in the number of Papuans infected with HIV and AIDS.  相似文献

The article focuses on the co-constitution of political subjectivities, political regimes and global political economy by exploring experiences of international travel by ordinary Yugoslav citizens. Political non-players (Ashis Nandy (1998) The intimate enemy: loss and recovery of self under colonialism (New Delhi: Oxford University Press)) and their everyday practices are key protagonists in the narrative of border crossings, migrations, translocations and regime sustenance. Taking a cue from Peter Taylor's (Modernities (Minneapolis: University of Minnesota Press, 1999)) analysis of ‘ordinary modernity’, the article examines the ways in which foreign travel helped create ‘ordinary comfort’ for ‘ordinary citizens’ in the Yugoslav communist experiment. The temporal focus is on the 1970s—time of grave economic crisis in Western Europe and the United States—and, thanks to petro-dollar debt, the time of unprecedented prosperity and largesse in Yugoslavia. By looking at the variety of ways ordinary Yugoslavs travelled abroad and the representations of ‘abroad’ at home, the article explores the ways in which inostranstvo (the foreign world, the international) and its imaginary came to the rescue of the national, and how the liberty of travel (always contrasted to the ‘prison’ of other communist countries) obfuscated political and economic problems within.  相似文献

This article examines art criticism of the 1980s that sought to address the context and continuity of postwar Japanese avant-garde art. The emphasis is placed on the notion of ‘the genus of art [rui to shite no bijutsu]’, which the art critic Chiba Shigeo discussed in his Gendai bijutsu itsudatsushi (1986). Chiba argued for an autonomous current of postwar Japanese art separate from Western art history but the argument has been largely overshadowed by his ostensible nihonjinron. The term ‘the genus of art’, therefore, has not yet received an adequate critical treatment. The article rephrases this notion as a call for a more inclusive definition of art designed to challenge the conditions that regulate non-Western art. Rather than simply being a nationalist polemic against Western art history from a marginalized place, Japan, ‘the genus of art’ was intended to revitalize and redefine the aims of the avant-garde within the context of ‘contemporary art’. By fleshing out the textual details of ‘the genus of art’ and situating the notion within a larger discourse that interrogated the semiotic role of ‘Japan’ in a global exhibition context, the study repositions Chiba's writing as a potential argument for unconditional acceptance, or unconditionality, as one important ethical contribution of contemporary art.  相似文献

Abstract

This article explores the relationship between certain South African media corporations, growing post-apartheid Zulu media platforms, the size and diversity of Zulu-speaking media consumers, and the historical socio-cultural construction of ‘Zuluness’. This relationship, this author observes, manifests largely through media corporations’ increasing recognition of Zulu people's pride in Zulu (i.e. the language) and ‘Zuluness’ – all of which are historical products of various forms of socialisation. Coopting this pride, profit-driven media corporations are commodifying Zulu and ‘Zuluness’. This commodification via the establishment of Zulu media outlets is paradoxical: 1) it is a transformation of a public and open Zulu cultural sense of ‘being’ into institutionally determined commodities exchangeable for revenue, for the ultimate benefit of media owners other than the masses of Zulus themselves; 2) it is a form of commoditisation that gives Zulu a linguistic profile that has historically been accorded only to English and Afrikaans. This article's argument is further briefly articulated through various intellectual frames: Graham Murdoch and Peter Golding's conceptualisation of critical political economy of communications and culture (2005); John and Jean Comaroff's anthropological analysis of commercialisation of ethnicity (2009); and, for South African specificity and precedent, through Herman Wasserman's reading of Afrikaans media corporations’ commercialisation of Afrikaans language and identity. Abstract

This article aims to understand the ‘non-Western self’ and the different ways its ontological insecurity can manifest, through the example of Turkey, by contrasting Kemalism’s modernizing vision with Erdo?an’s current populism. We argue that the constructions of political narratives in Turkey (and by implication in other similar settings) derive from two interrelated aspects of the spatio-temporal hierarchies of (colonial) modernity: structural insecurity and temporal insecurity. Modern Turkey’s ontological insecurity was constructed spatially, on the one hand, as liminality and structural in-betweenness, and temporally, on the other, as lagging behind the modernization of the West. After discussing how Kemalism offered to deal with such insecurities in the twentieth century, we analyse the Justice and Development Party (AKP) period of the twenty-first century as an alternative attempted answer to these problems and explain why efforts to dismantle the Kemalist framework collapsed into its populist mirror image. The example of the Turkish case underlines the importance of focusing on the different ways in which the structural and temporal insecurities of ‘the non-Western self’ take shape at a given point and manner of entry into the modern international order.  相似文献
