Under the slogan of ‘weiquan’ (defending our rights), homeowners in urban China are increasingly prepared to stand up for their rights of ownership, often through non-confrontational actions organized by homeowners' associations (yeweihui). There is also a growing concern for the need to create collective platforms on which homeowners' associations can support one another, muster their collective resources against powerful developers and lobby for status as legitimate organizations. The activists involved in this work are well aware of its political sensitivity in a regime that is antagonistic towards autonomous organizations, which are seen as posing a threat to its hegemony. Based on a case study in Guangzhou, this paper traces the tactics that housing activists have employed to create horizontal cooperation among homeowners' associations to defend their rights and devise ‘boundary-spanning’ strategies that exploit divisions within the state apparatus. The Guangzhou union of homeowners' associations can be regarded as an experiment in organizational infrastructure which has far-reaching implications. This study sheds light on the complexities as well as the institutional fluidity of state–society interactions in contemporary urban China.  相似文献

This article explores the enduring impact of the Western strategy of ‘peaceful evolution’ (heping yanbian) on China's political security. This non-military strategy is given an added significance in an era of the lone superpower, when American military might can provide the buttress. ‘Peaceful evolution’ can also overlap with the US notion of ‘regime change’, which often entails military intervention to bring about a desired political transformation in a particular state. Specifically, the strategy of ‘peaceful evolution’ still constitutes a serious threat to China because it needs to continue opening up to the West for the sake of economic modernisation.  相似文献

Claims of British bungling and betrayal were repeatedly raised during the prolonged run‐up to the 1997 Hong Kong handover. This paper seeks to evaluate such claims. It examines five controversial episodes of reputed British mishandling of the Hong Kong transition: (1) Governor Murray MacLehose's reputed double faux pas of March 1979, when the governor first putatively erred by prematurely (and unnecessarily) raising the ‘1997 question’ in a routine meeting with Deng Xiaoping and then compounded his error by misrepresenting Deng's less‐than‐reassuring response; (2) Prime Minister Margaret Thatcher's 1982 miscalculation in requesting a 50‐year extension of the New Territories lease when it was already abundantly clear that Chinese leaders regarded the original lease as ‘unequal'—and therefore non‐binding; (3) Britain's 1987 decision to unilaterally postpone Hong Kong's first direct legislative elections, a decision defended on the disingenuous grounds that government surveys had revealed a majority of the Hong Kong public to be opposed to rapid democratization; (4) Britain's ostensible failure, in the aftermath of the 1989 Tiananmen debacle, to secure the inclusion of adequate democratic safeguards in the final draft of the Hong Kong Basic Law, completed early in 1990; and (5) Governor Chris Patten's ill‐starred democratic reform initiatives of 1992–95, which sharply reversed Britain's previous ‘convergence’ policy and ultimately led to the derailing of Hong Kong's vaunted ‘through train’. Examining available evidence on these five episodes (and one or two other, related cases), this paper argues that despite occasional, palpable policy miscalculations and a notable lack of official candor, Britain did not do serious harm to the vital interests of Hong Kong. On the contrary, the paper argues, given the substantial advantage in resources and leverage enjoyed by the Chinese side throughout the transition period, a more favorable outcome could hardly have been achieved. The one residual allegation of British betrayal that cannot readily be countered, however, is the charge that racism within Britain's ruling Conservative Party—manifested in Parliamentary legislation severely restricting the flow of immigrants from British colonial territories—played a significant role in the British Government's choice of tactics in dealing with the ‘1997 question’.  相似文献

The People's Republic of China's turbulent experience during the Cold War (1949–1991) has been followed by a remarkably tranquil period. Although conflict and crisis have certainly not been completely absent in the post-Cold War era, the PRC has managed to undertake three decades of ‘peaceful rise’ or ‘peaceful development’. What explains this remarkably peaceful great power ascent? Prominent scholars, such as Thomas Christensen and Iain Johnston, stress the utility of the security dilemma in understanding the PRC's security behavior since the end of the Cold War. Can the PRC's peaceful rise in recent decades be attributed to a realization of the centrality of the security dilemma in great power politics acquired during the Cold War? This paper concludes that the security dilemma does not seem central to China's thinking about its relations with other powers, including the United States.  相似文献

This paper explores the impact that increased exposure to China during the two and a half weeks of the Beijing Olympics had on American attitudes towards China. A large N longitudinal survey revealed a significant increase in negative attitudes towards China from the beginning to the end of August 2008. Statistical analysis revealed no dominant explanation for this change, however. Instead, personality (openness), ideology (social dominance orientation and right wing authoritarianism), and media exposure each had a small impact on changing attitudes. Further research (including a follow-up experiment manipulating the valence of media coverage of China) suggested both the possibility of an ‘efficiency effect’, whereby China's very success in both hosting and competing in the Olympics generated increased American anxiety about China, and a ‘cheating effect’, whereby stories about underage Chinese gymnasts and deception (e.g. lip synching while another child actually sang during the Opening Ceremonies) diffused broadly through social networks, uniformly and negatively impacting American attitudes towards China.  相似文献

Chinese leaders in recent years have been following a coherent policy toward Asia that emphasizes moderation and accommodation while preserving core PRC interests. China's prevailing ‘good neighbor’ policy approach—backed by improvement in US–China relations—provides important opportunities and challenges for Taiwan. It clearly inclines the PRC leaders to avoid more aggressive or harder‐line tactics in the mix of carrots and sticks that makes up China's recent approach toward Taiwan. To follow a more disruptive course would undermine the influence and advantage Beijing has been seeking with its ongoing moderate approach toward the United States and other Asian powers. The main challenge for Taiwan is how to deal with the current balance of carrots and sticks in China's policy. Much depends on the ability of Taiwan's leaders and populace to turn the prevailing balance in PRC policy to Taiwan's advantage. This presumably will involve reviving their economy, promoting effective governance and prudent defense, while consolidating relations with the United States and managing tensions in cross‐Strait relations to the advantage of Taiwan's future security and development. Unfortunately, there is no political consensus on Taiwan to mobilize domestic resources and opinion in a concerted effort to protect Taiwan's future as an entity independent of PRC control. Those outsiders who have followed with positive interest Taiwan's remarkable development over the past decades hope that Taiwan makes good use of the opportunities posed by China's good neighbor policy to adopt prudent and concrete measures beneficial to Taiwan's long range prospects.  相似文献

The changing face of China's politics is to be found as much in the cadre force as in the categories of ‘new rich’ engendered by economic reform and rapid development. A series of interviews undertaken in 1996 and 1997 with local cadres—at sub-provincial, county and section levels—in Shanxi Province provides evidence as to the extent of change and continuity in their social backgrounds, careers and political attitudes. Analysis focuses in particular on five common hypotheses about the cadre force in reform China: that they are conservative upholders of the status quo; a priviligentsya; imposed ‘from without’; the source of a ‘new class'; and one which has come in the reform era to be dominated by ‘technocrats' (rather than former revolutionaries). Though local political and administrative leadership in the 1990s appears to have become more localist, and even in some senses parochial, such analysis must be kept in perspective. The local cadre force is considerably less local, parochial and ‘privileged’ than their counterpart local business elites; and the agency of the provincial organisation of the Chinese Communist Party is still very much in evidence.  相似文献

Investigating how the PRC responds to democratization in Taiwan and Hong Kong, this paper argues that the Chinese Communist leadership has mainly developed three strategies in managing the complicated crises, including Beijing's own legitimacy crisis and the integration crisis of the Chinese nation, caused by the rise of offshore Chinese democracies. These strategies are: identity politics, sovereignty politics, and economic penetration. With ‘identity politics’, Beijing identifies ‘identification with the Communist leadership’ as the sole Chinese national identification, and utilizes the nationalistic passions of mainland and even overseas Chinese people against democrats in Taiwan and Hong Kong, by labeling the latter as ‘separatists’ or ‘national traitors’. Further, Beijing defines ‘sovereignty’ in a way in which the ‘central’ government monopolizes all possessions of the nation, and excludes ‘people's sovereignty’ from the politics of national reunification or the ‘one country, two systems’ model actualization. While appealing to both ‘soft power’ based in ‘patriotic nationalism’ and ‘hard power’ embedded in national sovereignty, however, the Chinese regime also mobilizes business resources and opportunities provided by China's growing economic power and China's dominance in Greater Chian economic integration for its political purposes of curbing offshore Chinese democracies.  相似文献

This paper examines how growing insecurity in Pakistan—affecting the security of Chinese expatriates and neighboring Xinjiang—impacts China's policy towards its ‘all-weather’ friend. It argues that managing the terrorist risk in a changing regional environment has led to a double adjustment in China's policy towards Pakistan. First, counterterrorist cooperation has moved up the policy agenda, albeit with a peculiar modus operandi, focused on sustaining a pro-Chinese ‘United Front’ in Pakistan. Second, Beijing has positively reassessed Pakistan's strategic value and moved towards strategic reassurance, although the construction of a trade-and-energy corridor between Gwadar and Xinjiang has been negatively affected by the risk of violence.  相似文献

Pragmatism has been a leading feature of Communist Party policies since Mao Zedong's death. The attitude to religion has been something of an exception with many restrictions to the freedom of religion stipulated in the constitution. In recent years, while stressing the ‘harmonious society’, there has been a change in the view of religion. Recognizing the ‘spiritual vacuum’ in China after Mao, the party has seen the need for a controlled spiritual development that could also support the economic development. However, in this process the party has tried to control not only religious activity but also religious content and to use it for its own purposes. This is in direct opposition to Marx and Lenin's views on ‘religion as opium’ and indicates that the party is de facto using ‘a reversed opium theory’.  相似文献

Although the essence of China's Taiwan policy has not changed from the era of Jiang Zemin to the present, the era of Hu Jintao, Jiang's and Hu's attitudes are different. Jiang was impatient with the delay in the unification of China and Taiwan, talking about timetables for unification; however, Hu has so far been patient, saying that he is not afraid of delaying unification. The purpose of this paper is to explain why their attitudes are different. I argue that two factors combine to result in Jiang's impatience and Hu's patience: conflicting ‘perceptions of Taiwan's domestic politics and Taiwan's China policy’ and differing ‘perceptions of the US behavior and attitude regarding Taiwan’.  相似文献

The paper reviews a number of substantive issue‐areas in China's foreign economic sector (the foreign trade system, industrial and geographical targeting, foreign investment regulations, and the foreign exchange regime), finding that conventional mercantilist accounts of China's recent success in world markets are overstated. In fact, the paper argues that the most salient changes occurring in China's foreign economic sector are now in many respects beyond the immediate control of the state. In this vein, it is argued that most scholars have seriously underestimated the structuring impact of the international political economy on China's reform and opening. Indeed, the paper maintains that there is a ‘global’ logic to the evolution of the Open Policy, just as others have identified an ‘economic’ or ‘political’ logic to foreign trade reform, the creation of the SEZs, liberalization of investment laws, the loosening of foreign exchange controls, and other such changes. The paper concludes, therefore, that there is much about the course of China's reform and deepening integration into the world economy that can be understood as a function of its position as a latecomer in the international system.  相似文献

In order to consolidate its membership basis and maintain its political leadership in the non-state sector of the economy, the Chinese Communist Party (CCP) has been rebuilding its primary party organizations (PPOs) in China's urban business districts. Since residents' committees are either weak or do not exist in many urban business districts, local party authorities create umbrella party organizations to foster and territorially restructure PPOs. Four general models of establishing umbrella party organizations can be found, and the CCP has been building its ‘service-oriented PPOs’ to accommodate the needs of the business world. While such party building strategies demonstrate the resilience and adaptability of the CCP, they might also pose potential risks to the Party.  相似文献

Taiwan is a revisionist power. Its independence movement challenges a vital status-quo interest of mainland China's opposition to a de jure Taiwan declaration of independence and maintaining, however ambiguously, Taiwan's commitment to the ‘one-China’ formulation. Why is it that a small and vulnerable island off the coast of a great power has continued to challenge the vital interest of that great power and risk war? Adopting a ‘levels of analysis’ approach to Taiwan's mainland policy, this paper addresses this question by examining four prevalent explanations for Taiwan's revisionist diplomacy: (1) the mainland deterrent is ineffective, reflecting Taiwan doubts about either mainland capabilities or mainland resolve to wage a retaliatory war; (2) in an example of the security dilemma in alliance politics, US commitment to Taiwan, although aimed at deterring PRC use of force, encourages Taiwan to challenge the status quo because the Taiwan leadership is confident of US intervention and US ability to defend Taiwan; (3) because of the development of a ‘Taiwan identity’ and of corresponding domestic political pressures, the Democratic Progressive Party has been compelled to adopt a pro-independence policy; (4) Chen Shui-bian has a personal commitment to Taiwan independence and has been willing to challenge the mainland's interest in one-China, despite risk of heightened conflict and regardless of domestic political considerations.  相似文献

For emerging democracies, how to reach state–society equilibriums conducive to both democratization and effective governance has been a most challenging issue. Illustrating such a predicament, in present-day Taiwan a situation of ‘divided government’ has been widely regarded in the literature as implying frequent legislative–executive stalemate and ineffective governance. In this article, we argue that while power games among the three conventional branches of government—the executive, legislature, and judiciary—may continue to produce a governmental stalemate equilibrium, the entry of increasingly important media and interest group players into the policy-making arena in Taiwan has shown strong potential to make up for the institutional failing of divided government. Drawing on the adoption process of the 2001 Financial Holding Company Law, we examine the conditions under which effective governance can still be achieved in Taiwan. Our analysis shows that concerted media pressure can succeed in forcing Taiwan's major parties to jointly pursue beneficial legislation. The analysis also suggests that interest group involvement in Taiwanese policy-making does not necessarily lead to crippling ‘regulatory capture’ but, on the contrary, can entail welfare enhancing change.  相似文献

In the context of ideological confrontation, Hong Kong is portrayed as a delicate princess violated by an overbearing and all-consuming dragon. The 2010 shooting of 13 miners at Zambia's small, privately-owned ‘Chinese’ Collum Coal Mine (CCM) has been represented by Western and Zambian politicians and media as exemplifying the ‘neo-colonial’ and ‘amoral’ practices of ‘China’ and ‘the Chinese’ in Africa. CCM has been used to provide a sharp contrast to the supposed ways of the Western firms that own most of Zambia's mines. Embedded in racial hierarchy and notions of strategic competition between the West and China, the discourse of the CCM shootings further shapes conceptions of global China and Chinese overseas. While examining all the oppressive conditions that have given rise to protest at the mine, we contextualize the shooting and subsequent conflicts. In analyzing CCM's marginal and troubled development, we discuss aspects of the 2010 shooting incident known to miners and union leaders, but ignored by politicians and media. We look at the shooting's political fallout, focus also on the epilogue that was the 2012 CCM riot—in which one Chinese person was murdered and several others seriously injured—and trace the sometimes violent discontent manifested at other foreign-owned mines in Zambia since their privatization in the late 1990s. The empirical data for this detailed study derive from hundreds of documentary sources and interviews with union leaders, workers, officials and others in Zambia from 2011 to 2013.  相似文献

This article is a study of aesthetic idealism that characterizes the fictional works written by the contemporary Chinese writer Wang Anyi during the 1990s. I start with a comparison of Wang Anyi with Zhang Ailing, arguing that Wang's ambivalence towards Zhang's aesthetics of details is translated into a dilemma the former faces in her own writing. On the one hand, Wang Anyi appreciates Zhang's passion for life's details. Wang's own works show a high penchant for details. On the other hand, Wang is critical of Zhang's aesthetic leap from the sensuous (detail) to the nihilistic (meaning). Wang's anxiety over the ultimate value of detail can be attributed to her ideological allegiance to a May Fourth leftist tradition as well as to her awareness of the derogatory association of detail with women's writing in China. So in what way can Wang Anyi say no to Zhang Ailing? How does she try to steer clear of the danger of ‘materialistic’ trivialization that she sees lurking in details? I observe that in Wang's fiction there is neither a full embrace of idealism nor a total rejection of detailed realism à la Zhang Ailing. Instead, Wang Anyi treasures the use of details as a signifying practice to embrace her idealism.

In her 1990s' fictional works, Wang Anyi's effort to circumvent the dichotomy between detail and idea is complicated by her attempt to use details to reconstruct pictures of the past. There are several aspects to this issue. First, although nostalgic details in Wang Anyi's ‘memory stories’ help to give expression to idealistic longings of the author, they also tend to conspire with the official ban on the discourse of the traumatic socialist past. Second, while details are regarded as important in sum total, they are actually relegated by the writer to a secondary place as mere constructing materials to serve the function of bringing out the larger idea. In terms of actual narration, the highly ‘authoritative’ voice often suppresses the depth of individual subjects in her fiction. Third, Wang's ambiguity with regards to details and ‘feminine materials’ affects her characterization of women. A reading of Wang's two fictional works, The Song of Everlasting Sorrow (Changhen ge) and Fu Ping (Fu Ping), demonstrates that the writer's instrumental approach tends to render female characters stranded between allegorical figures and individual subjects.  相似文献

This article explores the notion of ‘China's exceptionalism’ in Africa, a prominent feature in Beijing's current continental and bilateral engagement. ‘China's exceptionalism’ is understood as a normative modality of engagement that seeks to structure relations such that, though they may remain asymmetrical in economic content they are nonetheless characterised as equal in terms of recognition of economic gains and political standing (mutual respect and political equality). This article considers the burden that the central Chinese government has assumed through its self-construction and mobilisation of a position of exceptionalism and, concurrently, the imperatives that flow from such rhetorical claims of distinctiveness in terms of demonstrating and delivering difference as a means to sustain the unity and coherence of these rhetorical commitments.  相似文献

Policy experimentation has been widely considered a ‘magic bullet’ of policy improvement and key to economic prosperity in China. This article, however, argues that policy experimentation in China does not always seek policy efficiency. Rather, it can be manipulated as a political symbol without actually affecting practices. By taking a case study on Wenzhou's financial reform, this article illustrates that local policy experimentation can serve as a mechanism for the central government to legitimately delay reform practices—in the case of Wenzhou's financial reform in 2012, out of a desire to maintain socio-economic stability during the power succession at the 18th Party Congress. In this reform, socio-economic stability was deemed more important than developing a sustainable and effective long-term policy. This article provides a new perspective on understanding policy experimentation in China by proposing the idea of ‘symbolic reforms’.  相似文献
