The military threat to national security has substantially diminished, and the need for a stronger focus on economic competitiveness for the US is becoming more pronounced every day. We must find ways to accomplish more-effective technology transfer. This paper outlines four technology-transfer strategies used by the Department of Energy's national laboratories: the passive strategy, the active strategy, the entrepreneurial strategy, and the national-competitiveness strategy. It compares these strategies in terms of organizational structure, performance measures, and staffing, and it discusses the implications of these comparisons of technology transfer. The findings contained in this paper are based on the author's interviews with technology-transfer staff and program directors at the national laboratories and on analysis of the institutional plans.  相似文献

This paper presents the results of an empirical examination of the methods 10 state agencies use in coordinating technology assistance to small manufacturers. The strategies that agencies use to transfer technology are evaluated in light of 15 economic variables. Where appropriate, regression analysis was used to measure the impact of these variables on the growth rate of small manufacturers. State assistance strategies were determined by mailing a questionnaire to the chief technology transfer officer in each of the states. Survey participants were asked to discuss the mission, goals, degree of goal accomplishment, and size of budget/staff. The study compares their responses and discusses how these agencies might improve the transfer process.Five economic variables were found to be significantly related to the number of small manufacturers in a state. However when growth rates of the significant variables and small manufacturers were compared the results were not as clear. The states with the fastest growth rates of small manufacturers did focus their technical assistance on small firms. These states tended to place a priority on providing technical assistance to small manufacturers.  相似文献

The Technology Transfer Act of 1986 clearly brought into focus the importance of technology-transfer activities in the federal government. Recognition of the potential benefit to be realized by access to results of federally sponsored research was acknowledged at the highest levels of government. While many departments and agencies had been transferring technology within the limits of existing authority and budgets, the act stimulated them as well as less-aggressive agencies to further strengthen their transfer operations. This paper reviews the status of selected agency technology transfer in 1985, describes important progress since passage of the act in 1986, and notes issues that remain to be resolved.  相似文献

The research-and-development consortium is a promising means for pursuing development projects that are difficult to justify by the classical criterion of return on investment to the individual firm. New consortia are being formed in many generic and industrial technologies often with the encouragement and support of government. This paper outlines a seven-stage process by which new consortia are being formed and the six strategies that motivate firms to join consortia (pooling, acceleration, sharing, blocking, linking, and multi-path). Differences in the focus, means, and policy concerns of technology transfer are outlined for each stage and strategy.  相似文献

Interest in technology transfer across academic disciplines highlights this paper. We reviewed an abstracting service via computer for the years 1981 thru 1989, concentrating on publication titles that included any of four key terms: diffusion of innovation; intrapreneurshipl internal corporate venturing; and technology transfer. This computerized search located 828 pages in science and engineering and 1765 pages in the social sciences. In science and engineering, about 44% of the pages relate to specific cases of technology transfer, and about 27% have an international focus. The opposite is true in the social sciences: cases comprise about 25% of the pages, while 55% have an international focus. Economics, with 470 pages, dominates the writings within the social sciences, as well as elsewhere. In science and engineering, three areas published the most: electrical engineering (147 pages), agriculture (127), and multidisciplinary science (126). The findings suggest that researchers interested in technology transfer would benefit by adopting a multidisciplinary perspective. His experience in technology transfer includes work as a research aerodynamicist for Bell Helicopter Company. More recently he has focused on the marketing problems associated with new products from the federal laboratory system. He has been editor of the Marketing Educator.  相似文献

Korean public research institutes (PRIs) are experimenting with a consortia approach for promoting public-to-private technology transfer. This research examines the effectiveness of five regional technology transfer consortia operating in Korea from 2002 to 2006 and explores their characteristics including motivations, facilitators, barriers, and challenges. The paper reports both quantitative and qualitative evidence. Archival and survey data were collected on the effectiveness and characteristics of the technology transfer consortia. The proposition was supported that membership in these consortia can enhance the technology transfer performance of participating PRIs. Reasons on how consortia increase PRI performance are discussed and four key drivers are seen as being critical to increasing the effectiveness of consortia. Conclusions focus on lessons learned for policy makers, PRIs, and consortia.  相似文献

Technology transfer can take place in a wide variety of ways and at many levels. Nonetheless, the topic of technology transfer between countries has hitherto dealt mainly with planned transfers, particularly from developed countries to either developing countries or less-developed countries. This discussion first points out that technology transfer is not confined to the above dyads; it then, more importantly, broadens the horizons of such transfers by touching on and elucidating the phenomenon of random transfer of technology. In the process, it focuses on an important source of random technology transfer; namely, foreign students studying in the U.S. Rajan Nataraajan is Assistant Professor of marketing at Auburn University and Executive Editor ofPsychology & Marketing, a scholarly journal that focuses on the psychological aspects of marketing phenomena. With the renewed interest in technology transfer in academia, industry, and government, there is a need to focus the field. This article identifies the key elements of the domain of technology transfer, surveys the key terms used in the literature and offers some research directions. Technology transfer is viewed as a multidisciplinary phenomenon, and as a field of knowledge, hence this call for a sustained effort to build a TT theory and to generate research streams across disciplinary boundaries.  相似文献

The cooperative extension system in American agriculture is widely viewed as the paradigmatic public sector technology transfer system. Empirical evidence supports the view that research and extension are complementary inputs in increasing agricultural productivity. Cooperative extension, however, does not perceive itself as a technology transfer system; but as an informal education system. Many participants at the federal, landgrant university, or county levels in cooperative extension would not recognize their work within a technology transfer framework. Moreover, many would object to such a characterization of their work. The differences in perspective is accounted for, in part, by the fact that agricultural extension is part of the larger system of cooperative extension. This system, which encompasses agriculture, home economics, 4-H and community and rural development, requires a more encompassing framework than technology transfer to provide an integrated rationals for its program elements. Within the technology transfer framework, the roles of the different components of the system across the states are both highly variable and changing. Based on site interviews in nine states, analysis is presented of the current and prospective roles of extension specialists and county agents.  相似文献

This article looks at the newly-issued JCAHO standards and their increased focus on patient safety in performance standards for healthcare organizations. As part of these standards, hospitals are required to inform patients of outcomes of care, including unanticipated outcomes. This article examines this requirement and suggests varying interpretations of it. After looking at the current legal and ethical standards requiring disclosure of errors or negligent acts, the article suggests that hospitals are faced with many difficulties in implementing the standard. Specifically, the article argues that more details are necessary regarding what events must be reported and what hospitals are required to do when members of the medical staff refuse to inform patients of medical error.  相似文献

A technology transfer project began in 1982 in the California Department of Corrections. They contracted with a research organization to assist them in the identification and evaluation of new technology in the areas of personal alarm systems, electronic perimeter security systems, and contraband control. In addition the contractor was to develop in the department the capacity to maintain an ongoing technology transfer process at the conclusion of the project. After two years positive results have been achieved in each of the three areas of technology. The department has also established a permanent Technology Transfer Committee and created a full-time position to provide staff services.  相似文献

In this paper we relate university licensing revenues to both university research expenditures and characteristics of the university and the university technology transfer office. We apply the Hausman–Taylor estimator for panel data with time-invariant explanatory variables and the Arellano–Bover dynamic panel model to unbalanced panels for the years 1991–2003 and balanced panels for the years 1995–2003. We find conflicting evidence regarding the short-term impacts of research expenditures on licensing revenues. On the other hand, both early initiation of technology transfer programs and staff size increase expected licensing revenues. Staff size and early entry appear to be substitutes, however. One-year lagged licensing revenue has strong predictive power for current licensing revenue. Further research is necessary to analyze changes in technology transfer office efficiency over time and the contribution of technology transfer to larger university missions.  相似文献

Effective technology transfer across borders is very complex and difficult. There are so many factors that affect the effectiveness of technology transfer across borders, and the host country’s institutional profile is a critical factor. The country institutional profile reflects the institutional environment in that country and is defined as the set of all relevant institutions that have been established over time, that operate in that country, and that are transmitted into organizations through individuals (Kostova 1997, 1999; Kostova and Roth 2002) [Country institutional profiles: Concept and measurement. Academy of Management Best Paper Proceedings, pp. 180–189; Transnational transfer of strategic organizational practices: A contextual perspective. There have been some studies about the relationship between institutional profile and technology transfer, but there are few studies with a Chinese context. Technology transfer plays an important role in developing countries and has been as one of vital strategies to build an innovative nation in China. Therefore, it is urgent to focus on the relationship between China’s institutional profile and technology transfer. The results of structural equation modeling, the subject of this paper, were based on an empirical study of 167 foreign ventures sampled in China, but they did not fully confirm what the institutional theory emphasized about the effectiveness of technology transfer. The normative dimension of the country institutional profile was shown to have a significantly positive effect on the effectiveness of technology transferring across borders, but contrary to expectations, the regulatory dimension of the country institutional profile was shown to have a significantly negative effect on the effectiveness of technology transfer, while the cognitive dimension has no significant effect on it. The concluding section of the paper discusses some practical implications and potential future study directions.   相似文献

This paper examines the process of technology transfer and associated learning effects experienced by the Greek telecommunication equipment manufacturer INTRAKOM as a result of its involvement in public procurement processes and the technological shift towards software-driven digital switching and transmission systems. Drawing upon the role of Government procurement as an instrument for industrial policy and the learning potential of a technology transfer process, the paper argues that the Public sector's industrial policy considerations, exercised through the procurement practices of the Greek Public Telecommunication Operator (OTE), as well as INTRAKOM's own timely focus in establishing a long-term collaboration agreement with a leading international vendor (ERICSSON) played a catalytic role in the accumulation of domestic capabilities in the manufacturing of selected telecommunication equipment products.  相似文献

Advisory groups     
Technology transfer to local governments has often been accompanied by the formation of advisory groups of expert scientists and engineers. This paper argues that such groups are difficult to manage and that overcoming their weaknesses is more than a question of the good intentions, public dedication, and managerial competence found in the Mayor's Science and Technology Advisory Council of Philadelphia. The necessary management requires tough negotiation in focusing on a limited agenda of issues, formal preparation of experts by city staff, and follow-through on non-technical aspects of the innovation process. Such managerial requisites can seem contrary to the very notion of an expert panel of scientists and engineers. He also is co-editor of this journal. Previously, he was deputy assistant secretary for science and technology at the US Department of Commerce.  相似文献

Despite the growing interest in university-to-industry technology transfer, there are very few studies on the governance of universities’ technology transfer offices (TTOs). The few existing ones tend to focus on US universities and generally tackle one dimension of the governance. The present paper aims at contributing to this literature in two ways. First, it takes into account the diversity of organizational models with a theoretical perspective: the paper presents a discussion on which combinations of four structural dimensions should yield viable configurations. Four main types of TTOs are identified: (1) classical TTO; (2) autonomous TTO; (3) discipline-integrated Technology Transfer Alliance; and (4) discipline-specialized Technology Transfer Alliance. Second, the paper relies on 16 case studies of universities located in six European countries in order to address the pros and cons of the four types of TTOs. The results provide both a conceptual understanding and an empirical overview of how universities organize their technology transfer and intellectual property management.  相似文献

Technology transfer and utilization is a process that has a profound impact on the survival of the firm, particularly in today's high technology market where technological changes are rapid and often dramatic. The market place both locally and internationally is replete with business failures resulting from the inability of firms to maintain a competitive edge in technology utilization and/or transfer. We contend that many such failures could be avoided by establishment of in-house programs developed specifically to address the utilization and transfer of technologies associated with the firm. This paper proposes a general methodology to identify and establish such an in-house program regardless of the technology area of interest. Once implemented such program can be used as engines of technological innovation by working in an active versus reactivemode.  相似文献
