The decade of the 1980s signalled major changes within public administration and development-oriented activities. As a consequence of the internationalization of the agendas of practitioners and academics working in these areas, there is today a growing convergence among public policy, public management, public administration and political science. Given the complexity of the public sector cross-nationally, what has become necessary in public management education is the design of programmes that meet specific needs and priorities and which are responsive to very different national settings. This particular case study is centred around one endeavour to achieve more effective interfacing between theory and practice, in the teaching of public management and the design of development programmes in the United States (US). It is based on an assessment of a 10-year co-operative endeavour between the National Association of Schools of Public Affairs and Administration and the US Agency for International Development. The outcomes of this project provided not only leverage for important changes in the teaching programmes of schools concerned with international management education but also built a new relationship between government and a non-governmental organization through the contacting out of management development work.  相似文献

公共管理作为一门综合性的学科,其前沿理论五花八门,但其中比较宏观和有持续影响力的当属20世纪年70代末和80年代初兴起、到现在还在继续的长达二十多年的政府改革思潮.这一思潮的主要理论基础是20世纪60年代出现的公共选择学派.新公共管理、新公共行政/服务以及治理等前沿理论都与公共选择理论有着密切的关系,是公共选择理论的发展或是在批判公共选择学派的过程中形成的理论.这几个理论相关又不尽相同,与西方思想界都有着十分深厚的渊源,反映着不同思想阵营和不同理论之间的博弈,并没有达到能够相互替代的程度.它们的风行在中国的公共管理学界也引起了层层涟漪和概念上的混淆.从西方公共管理改革实践的历史背景出发,重点就这四大理论的特点、渊源和理论效度进行综述和评论,并讨论了它们对中国公共管理发展的启示.  相似文献

《公共行政学:管理、政治和法律途径》一书是美国著名行政学家戴维·H·罗森布鲁姆和罗伯特·S·克拉夫丘克的力作,是一部在国际公共行政学领域中享有盛誉的经典著作.首先总结了该书提出的三种不同视角的公共行政观、公共行政未来发展九大趋势及坚持传统公共行政范式,力图将(新)公共管理纳入其框架之中的主要观点.其次,分析了该书将法律途径纳入研究视角、多视角地研究公共行政的多元公共行政观及重视公共行政中民主宪政的重要性三方面的贡献及创新之处.再次,指出本书中的三点不足之处:其一是并未达到作者所预期的"合各种途径"的目的;其二是结构略显庞杂,论述不够深入、细致;其三是视角较为狭隘,仅局限于美国.最后,对于该书对我国的借鉴与启示作用,认为:一方面由于中、美国情差异很大,应该慎重对待该书中的相关理论;另一方面应借鉴该书中适用中国的经验、方法,推进中国公共行政理论与实践的发展.  相似文献

Among Vincent Ostrom's many contributions to the study of public administration, policy, and political science, the concept of polycentricity remains his single most important legacy. This essay locates the origins of this concept in Ostrom's early research on resource management in the Western United States and demonstrates its continuing influence throughout The Intellectual Crisis in Public Administration, The Political Theory of a Compound Republic, and his other major publications. Although typically pigeonholed within the confines of the public choice tradition, Ostrom's body of work should be widely appreciated as an early statement of the critical importance of network forms of governance in democratic societies.  相似文献

Editor's Note: V.O. Key's article bemoaning "The Lack of a Budgetary Theory" was reprinted in the previous issue of Public Budgeting & Finance. The problems identified by Key are normative; they go to the basic values arid purposes of society and, hence, cannot be resolved by budgetary solutions alone. But a dozen years after Key wrote, Verne Lewis sought to anchor a theory of budgeting in marginal analysis, His article, printed here by permission of the American Society for Public Administration, first appeared in the Public Administration Review in 1952, Rather than seeking a full-blown political philosophy. Lewis thought that budgetary choice could be rationalized at the margins, by comparing the marginal costs and benefits of competing claims on public resources, While his hopes for a theory of budgeting have not been fulfilled, Lewis laid the groundwork for forms of marginal analysis introduced by PPB and ZBB in later decades. Indeed, there is a remarkable affinity between the budgetary structure proposed by Lewis and the one used by zero-base budgeting in the 1970s.  相似文献

The New Public Management is a field of professional and policy discussion—conducted internationally—about public management policy, executive leadership, design of programmatic organizations, and government operations. Scholars specializing in public administration/political science have contributed to this discussion for a decade; however, their contribution has yet to be examined as a whole. The paper—a bibliographical essay, rather than a literature review—attempts to fill this gap. Studies published in the 1990–96 period are examined in detail, while subsequent works are briefly discussed. The paper aims to help scholars situated outside the original English-speaking precincts of the NPM discussion to benefit from and contribute to this maturing literature. This aim is pursued here in three main ways: first, by reviewing each study’s distinctive methodological and theoretical approach; second, by contrasting each item with a common benchmark; and, third, by including two studies about Latin America within the review. The bibliographical essay can be used for envisioning the public administration/political science contribution to the NPM discussion in its second decade, as well.  相似文献

Public choice theory (PCT) has had a powerful influence on political science and, to a lesser extent, public administration. Based on the premise that public officials are rational maximizers of their own utility, PCT has a quite successful record of correctly predicting governmental decisions and policies. This success is puzzling in light of behavioral findings showing that officials do not necessarily seek to maximize their own utility. Drawing on recent advances in behavioral ethics, this article offers a new behavioral foundation for PCT's predictions by delineating the psychological processes that lead well‐intentioned people to violate moral and social norms. It reviews the relevant findings of behavioral ethics, analyzes their theoretical and policy implications for officials' decision making, and sets an agenda for future research.  相似文献

公共管理学科领域经历和正在发生着的变化及其趋势至少主要表现在五个互相承续的方面。一是新公共管理在理论上和政府再造实践上的并行所形成的强烈的管理主义取向;二是公共组织理论与公共治理理论共同凸显为公共管理两大支柱理论;三是政府治理模式与政治角色定位这两个层次问题的契合;四是管理学范式与政治学范式在分野基础之上的整合;五是紧贴政府问题的事实关注与价值判断的结合。这些方面的变化使得与之相关的理论与实践问题被推到公共管理学科发展的前沿。其发展趋势正逐步趋向于:公共价值判断下的管理科学取向;公共治理框架内的组织理论创新;公共行政的宪法捍卫者前提下的公共行政执行者的角色定位;作为政治科学的公共行政与作为管理科学的公共行政双重身份的整合;公共行政研究者强烈使命感与社会责任感驱动下的公共管理学的学术发展。  相似文献

‘New Public Management’ (NPM) ideas gained widespread acceptance all over the world in the 1980s and 1990s. In developing countries, notable examples of its influence include the Brazilian ‘Master Plan for Reforming Public Administration’, launched in 1995 by president Cardoso, and the Mexican ‘Federal Public Administration Modernisation Programme’ created in the same year by president Zedillo. Both reflected NPM doctrine and advanced changes for the organisation of the Executive. This article explores the evolution of these two countries' managerial reforms and the extent to which they eventually continued converging (or not) around similar principles, such as those often referred to as ‘Post-New Public Management’ (Post-NPM). By applying quantitative textual analysis of official documents and an analysis of self-reported institutional changes, the article concludes that despite their governing parties' strong political differences Mexico and Brazil did converge during the 2000s, improving controls from the centre, and prioritising the adoption of transparency and participation tools. The comparison of the trajectories of the administrative reforms of these countries between 1995 and 2016 contributes to international debates on policy convergence and Post-NPM reforms.  相似文献

Public administration is an interdisciplinary field, building on a variety of disciplinary approaches and values. But how well does the field of public administration reflect those values and processes? In contrast to previous arguments regarding the degree to which the field does or should incorporate values and lessons from other academic disciplines, this study provides a systematic assessment of the field’s reliance on research and theory from the fields of law, management, and political science. An analysis of journal citations across these fields suggests that research in public administration is largely isolated from the three disciplines that are commonly believed to form its foundation.  相似文献

Abstract. The aim of this study is to assess the relative strength of the reciprocal causal relationships between the political agenda (the party agenda), the mass media agenda and the public agenda. Although the research literature is rather confusing and inconclusive, three causal patterns have often been suggested. The economic theory of representative democracy ('public choice' theory) assumes bottom-up agenda-setting. The political agenda is assumed to respond to the public agenda. However, theories on political communication suggest top-down agenda-setting. The political agenda would set the media agenda, which in turn would set the public agenda. The central tenet of mediacracy theory is the proposition that the media agenda sets both the public agenda and the political agenda. This article uses data on economic issues in the Netherlands in the period 1980–1986 and linear structural equations models to test these three causal patterns. The results warrant both bottom-up and top-down agenda-setting, but the mediacracy model is rejected. The conclusion should be that the economic theory of democracy, which prevails in the political science journals, has to incorporate findings from political communication research.  相似文献

公共行政学有三种研究取向:解释性、诠释性以及批判性研究,其中实证主义在公共行政学领域曾一度占据着主导地位。一些西方学者以实证主义的有效性标准来评估公共行政学的研究现状,另一些学者则对此展开了批判与质疑,他们认为不同的研究取向都有其自身的价值,不能用主流社会科学的衡量标准来评估诠释性研究与批判性研究,并由此引发了对西方公共行政学研究现状的反思。中国公共行政学研究在方法上也存在一些问题——理论脱离实际倾向严重;基本的公共行政学学术规范还没有建立起来,研究方法极不严谨,研究质量存在严重的问题;对定性研究存在认识上的误区;等等。在比较分析的基础上提出改善中国公共行政学研究状况的对策思考,尤其强调要注意区分公共行政学研究在不同国家所处的阶段不同。  相似文献

In the constitutional debate that has been encouraged by Public Choice theory, there has been repeated referenses to Knut Wicksell. The purpose of this article is to place the contribution of Wicksell on just taxation in a historical context. At the same time it is pointed at other contributions to the Scandinavian debate, in particular it is introduced the contribution of the Norwegian economist, Einar Einarson, that was written prior to Wicksell's celebrated treatise. Some recent research into the historical experience, referred to both by Einarson and Wicksell, of political decision making by consent is also presented. Firstly an overview of the debate is presented, then the contribution of Einarson and Wicksell is compared, and finally the implications of this Scandinavian controversy about just taxation on Public Choice theory is discussed. It is asked whether some recent interpretations of the constitutional content of Wicksell and the Scandinavian controversy about just taxation, are correct.  相似文献

Public choice theory in many ways provides a fruitful economicinstrumentarium to be applied to the phenomena of internalizationand globalization. International political economics offers muchpotential for the analysis of real and relevant aspects ininternational relationships. This paper sketches out a few selectedaspects of the globalization question for which public choicetheory could offer a useful explanatory contribution. 通过“新公共管理运动”而从传统公共行政理论范式中分化出来的“公共管理”,体现了一种新的理论范式整合。传统的公共行政,以韦伯的官僚制来破解庇护主义,以政治/行政分开来化解政党分肥,以官制度来建构行政组织的基本规范,以泰勒主义来保证效率行政的主导地位。这种行政改进逐渐变成公共行政中的教条主义。结果,官僚制成了官僚主义的代名词,政治/行政两分成了“两张皮”,官制度变成了族主义,效率主导变成了缺乏效果的效率。求解这些疑难导致了传统公共行政范式向“新公共管理”范式的转移。而突出公共性、现代性和综合性的公共管理的理论建构,就是以公共行政为底色而对新公共管理或管理主义、政策分析以及20世纪80年代兴起的公共治理理论的一次理论整合。  相似文献

Critical theorists in the mid-twentieth century argued that behavioral social science by its nature conceptualizes knowledge as the power to predict and control. As such, rather than serving as a source of enlightenment or emancipation, social science risked functioning as a tool for dominating and manipulating the public. The power of this criticism, however, was undermined by the behavioral revolution’s initial failure to produce theories that offered much prognostic power. Recent methodological and technological developments in the social sciences have begun to generate an impressive ability to predict human behavior, especially when combined with new innovations in marketing and computer science. Disturbingly, political campaigns and interest groups, especially in the US, appropriate this new knowledge to try to alter the beliefs and behaviors of voters. This development bodes ill for US democracy and other liberal democracies where the use of these techniques is likely to increase. It turns citizens into objects of manipulation and undermines the public sphere by thwarting public deliberation, aggravating political polarization, and facilitating the spread of misinformation.  相似文献

This article surveys developments in recent social theory in the course of outlining a new rationale for Politics following the subject's own expansion and in the light of developments in post-empiricist thought. It suggests reasons for thinking of Politics as a cultural rather than a positive science. It outlines a number of core or primary political problems which comprise the intellectual foundations of the discipline. It suggests, overall, that Politics is especially concerned with maintaining and improving the viability of human association(s) in the light of conditions created by the rise and expansion of complex societies.  相似文献
