Abstract

The transformative potential that has come to be associated with networking in all areas of social, economic and political life, not least initiatives designed to tackle urban deprivation, is premised upon the idea that better outcomes prevail when state, market and civil society actors work together in partnership to agree and implement change. Such a perspective is informed by two underlying and related assumptions; first, an understanding of democracy as being essentially deliberative in nature; second, an understanding of social and political change as being essentially consensus based. An agonistic model and alternative explanation questioning these assumptions and the ‘transformative’ claims made on behalf of partnership is presented in this article. In contrast to what is termed a ‘neo-liberal orthodox’ approach an alternative interpretation of regeneration located within a radical conceptualisation of civil society is proposed. Regeneration, it is argued, is better conceptualised in terms of contestation between state, market and third-sector interests with better outcomes for communities prevailing when third-sector actors develop the legitimacy and power to engage politically within the context of a contested public sphere.  相似文献

This paper analyzes how community movement activity in three popular neighborhoods in Belém, Brazil, shaped the dynamics of contention in the public sphere. Popular social forces, elite actors, and the state mutually influence each other across three moments of public interaction: it clarifying popular discourse, it the struggle to be seen, and routine politics. The article reverses the usual picture in movement research, which emphasizes movements as organizational outcomes to be explained, and instead builds on a body of research that explores how movements can contribute to broader processes of political change.  相似文献

The article explores the bidding process for the European Capital of Culture (ECOC) award, an aspect of local regeneration policy reliant upon a specific conception of culture. The process is examined in terms of changes in urban layout, manifestations of cultural and community identity, media representations, and the spectacle of culture, gender, and locality. The process is viewed as an urban managerialist project, driven by private and public sector elites in pursuit of economic rather than cultural goals. A narrow and particular view of culture was employed in the bidding process to achieve essentially managerial goals, and cut adrift from significant issues of gender, identity, and class. “Culture,” as conceived within the ECOC process, is viewed as a policy product of local government, regeneration partnerships, government agencies, and business interests, in contrast to culture as a way of life or lived urban experience. As an elite process, the voices of local culture were largely excluded.  相似文献

In this paper, I show how the consideration of the role of the intellectual in democratic society informs an understanding of the critical project of the sociology of culture. This leads to a review of general sociological approaches to the problem of culture as they contribute to a critical project, suggesting the need for a distinctive conceptualization of the object of inquiry, “culture as the arts and sciences, broadly understood.” This approach requires making crucial distinctions, as well as studying key correlations. The distinctions are between: (1) Culture and Ideology, (2) High Culture and Autonomous Culture, and (3) Power and Knowledge. The correlations are between: (1) The Arts and Sciences, and Everyday Life, and (2) The Arts and Sciences, and Politics. At a time when the alternative to globalization is far from certain (this is what I get from the implicit debate between Calhoun and Beck), when the grounds for critique seem to be based on little more than nostalgic utopianism (this is how I understand Touraine’s prognosis of the end of society) or nostalgic pessimism (see Bauman) or hopeful pragmatism (Beck), I believe it is necessary to get closer to the pits of critical reflection and creative action in the cultural sphere. Casanova points to this in his consideration of religion in public life, even globalized religion (Casanova). Sassen (1998) suggests that we must understand globalization and its alternatives in their concrete local manifestations. Here, I would like to investigate secular alternatives, attempting to localize the critique of the global, showing how the traditions and projects of culture as the arts and sciences inform a collective intelligence with democratic deliberative dimensions (Pierre Levy). This is a call to keep alive critique in the postmodern circumstance, as part of an incomplete project of critical reflection and democratic action, a call for a sociology of culture as a key instrument for a renewed sociological imagination. Management training and development (T&D) plays an important part in enabling managers to deal with complexity and change associated with new public service systems. Using a service-dominant logic approach, this paper explores the relevance of T&D in preparing managers for changing roles, responsibilities and relationships that integrated service systems demand. Exploring the views of service managers working in Community Health Partnerships, the study establishes that present management T&D does not support the delivery of integrated services which require different abilities and new ways of working. New public service systems demand new processes of learning where re-framing the position of managers and their T&D becomes increasingly necessary.  相似文献

The phenomenon of public intellectuals (PIs) continue to be debated, as their status and significance evolve under changing historical circumstances. I suggest PIs still play an important role in democracies, despite alterations in their circumstances, activities, and practices. While most of the familiar questions remain, it is important to take into account a number of changes that impact on PIs, their situation, and their activities. I explore the contingencies that make possible, as well as delimit and alter, the phenomenon of PIs in contemporary democratic societies. The discussion is organised around three sets of evolving circumstances in which PIs are inexorably embedded: the structural setting of mediated public spheres, with a particular emphasis on the online sector; the dynamic realm of practices associate with online civic participation more broadly; and lastly, the cultural and political climate of democratic societies confronted by serious dilemmas. The interface of these circumstances is ushering PIs into a new historical phase, where the web obviously looms large yet where the contours are still taking shape. New public management requires modernization processes, including modern human resource practices, to enhance public sector performance. According to human capital theory, well-qualified and highly motivated public sector employees improve institutional performance; this study investigates the extent to which employee training as human resource practice can enhance one component of employees’ public service motivation (PSM), namely public interest, and their competencies as employee outcome. We examine public interest as a mediator or a moderator of the relationship between satisfaction with employee training and the resulting competence gain. The findings indicate a positive direct effect of satisfaction with employee training on competence gains and a mediating effect of public interest.  相似文献

Local Public Spending Bodies (LPSBs) occupy an important position in the contemporary structures of governance in the UK. As exemplars of many of the diverse characteristics of the New Public Management, LPSBs inhabit the fuzzy space between the public and private spheres, both in terms of organizational structure and service delivery. One finding from recent research into the internal governance of three kinds of LPSBs – Further Education Colleges, Housing Associations and Training and Enterprise Councils – was that the language of strategy predominated over that of policy on the boards of such organizations. In this article we assess the significance of this finding. We contend that the two terms are not interchangeable and that a vital distinction needs to be maintained between them. Specifically we argue that policy refers to collections of decisions grounded in public values whereas the concept of strategy, particularly as currently understood in the context of the New Public Management, refers to the positioning of an organization in its struggle to survive and grow. We conclude that LPSBs have been invited to behave strategically within a framework of increasingly centralized policy objectives and resource allocations.  相似文献

This article examines the mediating role of public service motivation (PSM) on the relationship between employees’ perceptions of corporate social responsibility (CSR) and organizational citizenship behavior (OCB). A sample of employees working in public sector banks in Egypt completed a structured questionnaire comprising of questions regarding CSR perceptions and PSM. Immediate supervisors rated the OCB of employees who responded to the survey. Results reported in the paper found the following: a) Employee perceptions of both internal and external CSR had a positive influence on the development of employee desire to serve the public; b) PSM partially mediated the relationship between internal CSR perceptions and employee OCB; c) PSM fully mediated the relationship between external CSR perceptions and OCB. This study extends current knowledge of the theoretical foundations surrounding CSR at the individual-level of analysis and offers practical implications by stressing the importance of employee desire to serve the public.  相似文献

Policy makers are increasingly recognizing the importance of helping ex-offenders into employment. This article outlines the disadvantages faced by those with a criminal record in the labour market and evaluates several approaches to meeting the needs of ex-offenders seeking work. It finds that, despite recent policy developments, the changing nature of British public administration is undermining the ability of practitioners to respond appropriately to the needs of ex-offenders. The article concludes that the real concern of policy makers is to show that they are doing something about the social context of criminal behaviour while at the same time drawing attention away from the increasingly centralized and authoritarian nature of our public agencies.  相似文献

This article investigates the impact which the institutional development of the European Union (EU) and the new public management (NPM) have had on the process of recruitment and training of senior public officials in the United Kingdom between 1970 and 1995. Information provided by directors of personnel and training has enabled the extent of change observed in three government departments – Agriculture, Transport and Health – to be measured on a numerical scale. This is combined with a historical analysis rooted in practitioner experience. The evidence from both sources suggests that whereas NPM pressures have had a relatively similar impact on recruitment and training practices in all three departments, the response to EU pressure is much stronger in the Ministry of Agriculture than in the Departments of Transport and Health. The EU impact in Agriculture is particularly strong in respect of recruitment and career progression, the only area and the only department in which our index suggests that policy has been more heavily influenced by European pressures than by NPM. These findings reflect the strength of the political commitment to NPM and the power of the central departments in imposing it across Whitehall; and in the case of Agriculture the development of a cadre of senior officials who have almost all had experience of working in or with the EU institutions.  相似文献

ABSTRACT

Globalization forces are colliding with international and national systems of governance, giving rise to a limited sovereignty of the nation-state. Globalization has also negatively affected poor countries and, in its wake, contributed to violence, hunger, and deprivation despite its powerful technological innovations and new economic, cultural, administrative, and political initiatives. This study conceives globalization, good governance, and the culture of governing as inextricably connected. After reviewing positions by proponents and opponents, the authors conclude that the dysfunctions of globalization are threatening the very foundation of developing nations’ systems of effective governance. Based on a review of developments in countries of the Middle East and South Asia, the authors believe that to serve the transformative process, leading to good governance and democratic development, globalization has to take account of important indigenous value systems.  相似文献

With governments around the world needing to attract talented professionals, this exploratory, cross-cultural research analyzes career values of 384 MPA and MPP students at major universities in the capitals of China, Malaysia and the United States. Malaysians and Americans structured 23 goals along dimensions that contrasted sharply to those of the Chinese. Moreover, Malaysians and Americans cared more about self-actualization and less about co-worker comradeship than did the Chinese. All three groups prioritized elements of altruism and affluence. Segmentation analysis uncovered six distinct subgroups (Acheivers, Altruistic Analysts, Administrators, Altruistic Affluents, Acquiescents, and Apathetics) with their distributions varying by country.  相似文献
