The last two decades of human civilization has witnessed fast changing in polity, society, economy and almost every sphere of state activities. The era of new economic order and revolution in the information technology sector has compelled the public administration to adopt the new paradigms. However, the new concepts such as NPM, public choice approach and state minimalism are being questioned in the framework of welfare state and emerging needs of the regulatory administration. It has been realized by almost all the modern and democratic nations that the state and its instrumental part (public administration) are not the evils; rather they are inevitable institutions for mankind. Terrorism, cyber crimes, disaster management, economic meltdown, sustainable development, capacity building, international relations, development of heavy and basic infrastructure and protection of human rights etc. are the prime and exclusive functions of the public administration. The 9/11 attack on US and 11/26 attack on India, plus the recent recession with the global warming worries have proved that we have to move towards state activism.  相似文献

In the third quarter of last century, Malaga experienced a period of important residential growth that produced the construction of great commuter suburbs, in promotions of collective housing in opened block, forming an urban aggregate without any other relation than the juxtaposition of independent pieces. The population that initially occupied these districts came from the countryside, as time went by, this population has been improving economically, notwithstanding this was not reflected in the improvement of the urban surroundings. The architectonic and city-planning characteristics of its conception: precarious constructions without improvement due to the disadvantages of the horizontal property, a public space wrongly defined and invaded by the parking area, deficit of equipment. This situation has favored the departure of a part of the original population and the arrival of another one with greater economic difficulties and important social differences in relation to the first. In some cities, this situation has caused important problems of marginalization and confrontation. Apart from the economic and cultural problems, the total deterioration of the housing, the bad quality of the urban space and the lack of consideration of the new necessities of the residents are factors that have negatively affected these districts.  相似文献

Turkey's media agenda mostly consists of European relations, the Middle East question and Iraq. The rest of this agenda is predominantly economic news. Because of its geographical location, it is difficult for environmental problems to be perceived as leading problems and find places in Turkey's national newspapers. The importance of the local media arises in creating awareness about the environmental issues and forming public opinion in order to find solutions. Due to the immediacy component of news, creating public opinion about the environment through local as opposed to national media is considered to be a more effective method. It is purpose of researcher to determine whether this which is seen to be effective theoretically will also have the same effect in practice. In this research, content analysis will be applied to three local newspapers in Turkey. It has seen that the local media reports environmental news, its source are government and city hall. It has given information to form awareness to the environmental issues.  相似文献

The role of the customer in modern public administration has changed from a passive and subordinate function to that of an active user and partner in the management of society as a whole. This kind of customer not only demands an administration that responds correctly and on time, but also expects quality, user-friendliness and other requirements. Meeting these demands has led public administration to measure and improve its performance and to introduce targeted change policies. The authors present the development of so-called C-LOPE model. C-LOPE model attempts to develop a structural model to determine relationships between leadership, organisational climate, performance, e-administration and the level of customer satisfaction with public administration services. Measurable parameters are defined for each of the four factors, enabling the model to be applied in practice.  相似文献

The "reform order" is belief and generates a lot of regulations and laws. Among these are laws that guarantee the public in obtaining information. It is a sign that the society and the people of Indonesia have changed and entered a century of information society. The information freedom contained in openness also requires the support of public sphere. By Habermas's concept of the public sphere and its structural transformation in his early writings, it is noted how he takes up similar themes in his recent 1990s work within the context of a structural transformation of his own work in his linguistic turn. At the stake is delineating a concept of the public sphere which facilitates maximum public participation and debate over the key issues of the current conjuncture and which consequently promotes the cause of participatory democracy. From the studies conducted by reading the texts of mass media and primary literature sources that also direct observations, it is likely to find new public management model for bridging the transition after the political change in authoritarian Indonesia associated with public access to the freedom of public information transparent to strengthening citizenship.  相似文献

At the beginning of the 21st century, a new situation has developed in Latvia as a result of social and economic transformations. Along with the formation of civil society, issues concerning the social, legal, and spiritual life of student population have come to the foreground. There can be observed new features of behavioural culture and standards of thinking, readiness to live in a democratic environment. The young generation perceives freedom and equality as necessary preconditions for varied activities, as an opportunity for individual's self-actualization. The institutions of higher education play an important role in the formation of social consciousness and serve as the environment for the development of citizenship. One of the most important subjects of educational environment is the aggregate of various student interest groups and clubs, the main purpose of which is to promote students' readiness to live in civil society by developing students' creative potential and public administration skills. The aim of the article is to study, analyse, and evaluate the experience of various student clubs and associations in the institutions of higher education in Latvia aimed at the development of citizenship.  相似文献

There have been efforts to establish agencies as part of a strategy to improve service delivery world-wide. In Nigeria, agencies have also been established at both the national and state levels. The Lagos State Government has also established various agencies to fulfill different government functions in the state. After many years, the activities of these agencies have improved the delivery of services to the people in Lagos State, but there is still much to be done. This is why this study examines agencification of public service delivery in Nigeria with reference to Lagos State. The study uses mixed methods and triangulated data to achieve the research objectives. Questionnaire was used to collect data from service users and departmental officials. Face-to-face interviews were conducted with key officials of the selected agencies. Key documents were also reviewed. The findings reveal: lack of human resources capacity, inadequate financial management skills, and poor management of service providers, and the environment of the people of Lagos State are not considered in the conception and the implementation of the service-delivery-driven agencies. The study therefore recommends that agencification of public service in Lagos State as conceived if properly implemented can contribute to effective public service delivery.  相似文献

The focus on networks in public administration has grown rapidly in recent years and prompts modifications of traditional planning and control systems of public entities. Public networks have been defined as a response to the criticalities of New Public Management and they represent a recurring approach for policy implementation and service provision in the theoretical framework known as New Public Governance. This article addresses the question whether public entities are aware of being part of a network and whether they have actually changed, as such, their planning and control system. Focus is made on the case of Italian regional governments which are particularly significant for different reasons. First of all, the recent process of administrative devolution and federalism in Italy has reinforced regional governments' powers and responsibilities as well as their importance as actors in the political and economic scenario, where they can influence the behaviours of many public and private organizations. Furthermore, Italian regional governments have extensive autonomy and so they can actually modify and integrate traditional documents of their planning and control system. The article proposes a framework for mapping different approaches toward being part of a public network. This framework can support the interpretation of the behaviour of public entities involved in networks and take the initiatives to develop them.  相似文献

From the point of a normative idea of equality, all citizens are entitled to equal access to the cities public spaces. In the public debate, the media have often been blamed for contributing to people's fear and insecurity and the avoidance of public places, especially after dark. In this paper, the author addresses the question of how and to what extent experiences of risk and threats in the media, perceptions of crime coverage in the media and third-person-effects of risk and threats influence the degree of avoidance of public places and the variation in people's experiences of the sensation of feeling fear and insecurity in public places. The main results presented here are primarily based on survey data from a well known regional survey (Western SOM) performed in 2001-2007 on approximately 3,000 inhabitants in the local region of Gothenburg, Sweden. Experiences of risk and threats through the media are of minor importance for the independent effect on the experiences of the sensation of feeling fear and insecurity in public spaces. The main role of the media is through the perceptions the respondents have on media coverage on crime and media influence on their own and others experiences of threats and risks. Those that believe that media coverage on crime is understated have to a greater extent avoided public places and experienced the sensation of feeling fear and insecurity than those that believe that media coverage of crime is coherent with reality or overstated. The third-person-effects that occur also have consequences. Those that believe that media influence experiences of threats and risks have to a greater extent experienced the sensation of feeling fear and insecurity than those that don't believe in media influence (on both others and themselves). The main conclusion presented in this paper is that the avoidance of public places and variation in people's experiences of the sensation of feeling fear and insecurity in public places is more related to people's perceptions of media content and media influence regarding risk and threats than experiences of risk and threats through the media. This, however, doesn't mean that the experience of risk and threats through the media doesn't matter. Experience of risk and threats through the media matters, but do so through reinforcing personal and social experiences of risk and threats.  相似文献

Over the last two decades, government has made essential changes in order to improve public administration functioning. These changes were driven by a new government philosophy. The key concept in this new public policy is to connect information society, and public administration. In this context, the purpose of this study is through analyzing the process of computerization of public administration to determine the specific services provided electronically to the National Revenue Agency (NRA) in Ministry of Finance. Ministry of Finance and NRA are the administrative bodies that are reformed significantly in this field. E-governance is a political concept and philosophy which includes principles and the public administration working mechanism. E-government is electronic services provision platform that uses information and communication technology. The extensive monitoring and analysis lead to conclusions in two key areas--legal and technical organization. The lack of consistency between governments and the total reorganization of some areas of the state causes difficulties in implementing cyber plan in administrative services. There are other essential weaknesses that corrupt the system electronic reforms. It is important to be created a digital broadband market in Bulgaria. This will integrate the network systems of Bulgarian official institutions in a common electronic network.  相似文献

The new information and communication technologies (ICTs) are radically redefining the world's social, economic and political landscape. People live in the information age and their environment and needs are changed by the development of ICTs. The Republic of South Africa as a democratic country also faces the challenge in the information age. The Government of South Africa has embarked on a number of measures to ensure that information and communication technologies (ICTs) play a vital role in society. The Department of Home Affairs (DHA) plays a central and indispensable role within the public service, impacting on the lives of all the citizens and the people who visit South Africa. The DHA has felt the pressures emanating from South Africa's transition to democracy and the tremendous growth in the demand for its services. It is important for the DHA to adopt the ICTs in its services to deliver them conveniently and efficiently to citizens. The paper presents the research undertaken of the present status and application of e-government in the Department of Home Affairs in Republic of South Africa as well as the analysis of challenges the DHA faces in the quest to deliver services with ICT. Feedback obtained from clients was reviewed with the aim of offering recommendations on how the DHA can improve service delivery using ICT.  相似文献

Smart specialisation is an innovative policy concept which emphasizes the principle of prioritisation in a vertical logic and has attracted a wide interest in recent years, being implemented in many national technology and innovation strategies. Clusters are considered to be a major driver of innovation and competitiveness and for years, have been assigned a key role in various economic development strategies around the world. The paper looks at the interrelationship between clusters and smart specialisation. While clusters are an important building block of Smart Specialisation Strategies ($3), cluster policies are also influenced by the concept of smart specialisation as they have increasingly started to target specific industries. The principal objective of the paper is to provide an overview and evaluation of the cluster policy pursued in Bulgaria during the last decade. The extent to which the country has used the principle of smart specialisation in its cluster initiatives is assessed. It has been argued that namely due to the lack of clear focus and prioritisation, Bulgaria's cluster policy proved to be highly inefficient. Finally, some policy recommendations for its improvement are put forward.  相似文献

This paper is an exploratory study that investigates the status of new public management (NPM) and the obstacles to its implementation within the Republic of Lebanon. The study employs a qualitative approach that examines two complementary data sources. The first data source is obtained from an extensive review of documents related to NPM that are available in the public domain such as policy initiatives and governmental projects. The second data source is obtained from in-depth semi-structured interviews with 40 stakeholders. Data is analyzed, using an iterative thematic content analysis. The findings suggest that the main obstacles that have inhibited the implementation of NPM in most public agencies in Lebanon include: the politicization of administration in the public sector, the lack of stability in the country, the non-targeted inconsistent and insufficient training, several institutional dysfunctions and organizational challenges, the absence of a country-specific applicable model of public management and the unsystematic and non-institutionalized link between concerned international organizations and the Lebanese public agencies. This research is significant as it provides a foundation for institutional practices to improve the design and implementation of NPM in the country. It also contributes to the relevant academic literature and fills a gap in the research on NPM in Lebanon. The paper provides policy recommendations needed to respond to the recurrent calls for administrative reforms in the Arab world especially in the aftermath of the popular uprisings in many of its countries.  相似文献

In Taiwan, the initiated policy for receiving foreign workers from the early 1990s has created prerequisite for workers and migrants from the Southeast Asian countries to access Taiwan labour market, including a great quantity of migrants from Vietnam. The appearance of new wave of immigrants over the past decade has created new ethnoscapes in Taiwan society. This paper considers the formation and characteristics of Vietnam ethnoscape in the urban context. The author adopts Tainan Park as public space--an ethnoscape with big concentration of Vietnamese in Tainan city for analysis. Based on geographical advantage factors and traffic convenience, Tainan Park became an important sociospatial pattern of Vietnam immigrants gathering. The paper then analyzes the locations and roles of immigrant gathering places as sites of ethnicity networks maintenance. The author studies the way to maintain directly opposite relationships in Tainan Park context. This park is an important space pattern for Vietnamese ethnicity networks maintenance.  相似文献

This article exercises theoretical analysis tax-for-fee reform in politics and governance perspective method and attempts to understand the logic of country in China. The article considers that it presents two kinds of very differences phenomena in politics and governance angle of view on China country "tax-for-fee reform". The reform has basically improved state-peasant tension relationship and enhanced political validity in political angle of view. But absenting on method and shrinking on resources of governance, town-village organization reduced supplies on public service and public goods, new governance crisis formed. If politics and governance deviate for a long time, political validity has the possibility to glide away because of new governance crisis.  相似文献

The institutionalisation of performance management in the South African public service is a post-1994 intervention necessitated by the need to counteract the legacy of poor performance in public service institutions. Performance management as an integrated system is not a standalone intervention, but has direct links with other organisational processes. At both the micro- and macro-levels, PMS (performance management system) recognises institutional performance relationships between individuals', teams' and departments' performance contributions for attaining government performance targets. These institutional performance relationships in the South African public service have attracted excessive attention, whilst their performance impact in communities has been overlooked. In addition, the interdependence between the dichotomies of PMS: institutional performance relationships and performance impact have also been overlooked. In the South African context, this condition creates a disparity in terms of which government employees are rewarded for outstanding performance, whilst targeted beneficiaries express dissatisfaction, often with violent protests, over government's performance in the delivery of basic services. The protestors cite poor service delivery in prioritised key performance areas of the South African Government. The granting of performance rewards to government employees is an expression of performance excellence, which should translate into quality service delivery. Such delivery should not only meet the levels of service delivery expectations of targeted communities, but should also result in their total satisfaction. The article is founded on the basis that any disparity between targeted beneficiaries' service expectations and level of satisfaction can be linked directly to government progress in PMS implementation.  相似文献

In Angola where poor and scattered communities extend over great distances, an efficient transport system is very important. Nevertheless, in the post-war context its reconstruction has an ambivalent character. On the one hand, it is an indispensable part of the process of economic reconstruction and development where it is possible to identify complementary linkages influencing the dynamics of road and railway reconstruction that can reduce poverty. On the other hand, the post-war transport economy, like the war transport economy, is a site of private accumulation and change where social stratification goes in parallel with increased socio-economic inequality and unfavourable conditions in the labour transport market. The infrastructural reconstruction process is not fulfilling its potential for generating domestic linkages or multiplier effects through wage employment of Angolans. The creation of employment and other income earning opportunities have been limited, meaning that communities might lack the financial capacity to make use of the transport network. The ambivalent character of the modernisation of the transport system was already a feature in the first half of the 20th century as the transport network's creation of regional and national spaces with new centres and peripheries established a new hierarchy of social groups and gave rise to significant cultural changes. The effects of roads, railways, and other new means of transport were experienced in very different ways by different actors (means of wealth as well as poverty; inroads of repression as well as paths to personal liberation; and as tools of fragmentation as well as of unification).  相似文献

Historically, immigration has had a significant impact on the changing demographic of the Canadian society. Each year more newcomers enter the country. There are more than 45 ethno-cultural associations and more than 100 different ethno-cultural groups residing in Nova Scotia. In the recent past, social science researchers are becoming increasingly involved in identifying ways of effectively addressing the social and health needs of this culturally diverse Canadian population. There is very limited literature on the Nova Scotian experiences of immigrant women especially those of African descent. For the government to develop public policy that ensures the inclusion of vulnerable and high-risk populations in our society such as recent immigrants and black people, their perspectives should be considered. Some steps are being taken by individual researchers to illuminate these perspectives. The paper will discuss the findings of a project that examined the health care experiences of immigrant women in a Canadian province with a goal of illuminating health care needs of recent immigrant women and facilitating community capacity building to create positive change for more accessible health care. The data collection method was primarily focused group meetings and workshops held with the individual immigrant communities. Although the project was conducted with immigrants from five regions of the world, this paper will focus on the experiences of first generation immigrant women of African descent with emphasis on their perspectives on the process mothering in a multicultural society. The paper will discuss their childrearing needs and their attempt to address these needs within the spaces of multiculturalism, the two predominant ones being the Canadian culture and that of their countries of origin. The paper will conclude with some suggestions for change at both the practitioner and policy level in order to effectively address the social and welfare needs of this population.  相似文献

This paper presents the new version of public policy for government transparency, outlining state's required functions, in the context of economic globalization, to enable fulfillment of social demands and Brazil's competitive insertion in international markets. In this sense, public policies were adjusted to the role of social and economic development promoter and regulator: Strengthening government capacity for formulating and evaluating them; increasing governance, i.e., government's ability to implement public policies, from the viewpoint of efficiency, efficacy, and effectiveness through the introduction of new organizational models and new partnerships with civil society; establishing management contracts, agreements, and partnership terms; and finally modernizing public management. E-government (e-gov) includes three of the seven lines of action of the information society: universal service, government available for all and advanced infrastructure. The Integration and Intelligence Government Information System (i3-Gov) was developed in open platform. Thus, new trends in shared and interagency management for public, productive, and growing third (voluntary) sectors are contemplated. The paper presents the results obtained with the Federal Government Voluntary Transfers Integrated System (SICONV), which adequately fulfills the expectations of service and transparency, but needs improvement in regard to government participation without state interference.  相似文献
