This article identifies semi‐sovereignty as the defining characteristic of the Bonn Republic. This is associated with an external role of reflexive multilateralism, a concentrated party system, a co‐operative opposition and a moderate policy style. Speculation concerning a dominant or hegemonic role to be played by a unified Germany in a post‐cold war Europe is misplaced. The extent to which the Federal Republic of 1949–89 has been caricatured as an economic giant but a political dwarf has undermined an appreciation of the manner in which successive Bonn governments have used multilateralism in foreign policy to further Germany's political influence in Europe long before national reunification. At the same time, it is unlikely that reunification will bring a dramatic change in German foreign policy. The nature of the Federal Republic's domestic politics, as well as the relationship with the European Community, apply substantial constraints on the ability, or the desire, to bring about a radical reorientation. The principal architect of change in Germany's relationship with its neighbours will be the country's expansive corporate sector. The gap between the restrained nature of Germany's diplomacy and the extrovert dynamism of its industry, furthermore, promises to make the Federal Republic's adjustment to a new international role awkward.  相似文献

The following paper traces the course of elite factionalism in the Islamic Republic of Iran from the Islamic Republic Party's solidification of power beginning in 1981 to the present. With the death of Ayatollah Khomeini, Iran has entered a period of economic and political Thermidor. Throughout the early part of his administration, President Rafsanjani engaged in a policy of rapproachment with conservative clerical factions. Thus the Rafsanjani era (1989–1997) was marked by a fundamental shift within the regime from the left to the right. Recently, there has been a falling out between centre groups and the right and this has resulted in the election of a moderate, Muhammad Khatami, to the presidency. A number of questions remain: What are the factors that facilitated Khatami's victory? And does this spell doom for Iran's conservative wing and mean an end to Thermidor?  相似文献

文学在后苏联没有消亡,甚至年度的文学生产量远超过苏联时代的每年文学创作.然而,后苏联文学的存续及其所显示出的生命力,不能视作是反意识形态的产物,也不可以仅仅看作是文学产业化的结果,倒是应该看到,文学在后苏联的独特性是后苏联社会进程的一个部分,同时也是对其审美的表达.这种情形接续了文学在俄国的传统,从而继续与欧洲文学相区别.造成后苏联文学的如此特质,正在于俄罗斯自身的帝国传统在俄联邦时代不是中断了,而是公开化和合法化了,使俄国重建有了国民认同的依据,文学则成了在审美上促成俄国人认同俄罗斯国家的重要力量.  相似文献
