This article examines clientelism in Iraq as a case study of one form of corruption. Iraq is an unusual case of corruption, because a key feature of Iraq's corrupt environment is an institutionalised factional political system based on sectarian quotas. The article explores the many links between clientelism and political factionalism, discussing whether clientelism arose because of factionalism, or whether factionalism merely determines the ways that clientelism currently operates in Iraq. Using fieldwork data, the findings show there are two distinct levels of clientelism in Iraq, both of which are linked to political factions: the individual level and the organisational level. First, clientelism at the individual level entails the elites of many political factions regarding ‘money politics’ as a means of influence in Iraq/Kurdistan by buying people's affiliations and thereby governing people. Second, clientelism at the organisational level entails that the spoils of political office are shared out among the elites of the political factions in a proportionate fashion. The article concludes that clientelism is a form of political rather than economic corruption; and that while there may be some immediate value in clientelism, its long-term harm outweighs its short-term value.  相似文献

When Sri Lanka became independent in February 1948 it lacked a well-established party system and instead relied upon patronage and elite social relationships. Though it had a long pre-independence history of constitutional development and evolving democracy, party politics was not deep-rooted and political power continued to be wielded by an elite that had an almost feudal relationship with the masses. The convention based Westminster model Sri Lanka adopted engendered a local system that relied more on relationships than rules. Political parties and institutions were often unable to check and balance the Executive's conduct of power. Sri Lanka's elite operated British institutions in an anachronistic eighteenth-century manner such as in having a patronage-based Cabinet dominated by its prime ministerial leader/patron rather than by collegial attitudes or values. The weakness of party institutionalisation and the ambiguity in the constitutional arrangements laid the foundations for future political conflict and marginalisation of segments of society. The continuity of affairs of state from the colonial era and the known and reassuring leadership of D.S. Senanayake and his ‘Uncle-Nephew Party’ masked the democratic tensions and institutional fragility within the Sri Lankan state that would come to the fore violently only years after what was then seen as a model transfer of power.  相似文献

Dominated by a Fatah/Palestinian National Authority coalition, West Bank politics is characterized by authoritarianism, factionalism and an accommodating policy vis-à-vis the Israeli occupier. These features are prominent parts of what Hisham Sharabi called neopatriarchy, a dysfunctional political system that leaves societies internally repressive and externally weak, marginalizing the young and accommodating colonial interests. The resulting alienation and dissatisfaction among young Palestinians have led to two kinds of reaction that bear on the Palestinian–Israeli conflict: a well-organized but leaderless popular resistance, and destructive, spontaneous outbursts of violence. The onus is on the elite to reform the political culture, as liberation from Israeli occupation will not by itself improve the dysfunctional organization of West Bank politics.  相似文献

The following paper traces the course of elite factionalism in the Islamic Republic of Iran from the Islamic Republic Party's solidification of power beginning in 1981 to the present. With the death of Ayatollah Khomeini, Iran has entered a period of economic and political Thermidor. Throughout the early part of his administration, President Rafsanjani engaged in a policy of rapproachment with conservative clerical factions. Thus the Rafsanjani era (1989–1997) was marked by a fundamental shift within the regime from the left to the right. Recently, there has been a falling out between centre groups and the right and this has resulted in the election of a moderate, Muhammad Khatami, to the presidency. A number of questions remain: What are the factors that facilitated Khatami's victory? And does this spell doom for Iran's conservative wing and mean an end to Thermidor?  相似文献

ABSTRACT

Botswana’s tiny economy is overwhelmingly government-driven and political participation, particularly on the side of the ruling party, is critical for one’s economic survival and prosperity. This has led to enduring intrigue and conflict among the country’s political power elite. Opposition party activists traditionally have embraced leftist policies and claimed to be representing the country’s poor and downtrodden while castigating the ruling Botswana Democratic Party (in power since 1966) of being pro-rich and politically connected business. Ironically, some members of the opposition elite also engage in business ventures with their ruling party counterparts. The scramble for economic opportunities has fuelled debilitating factionalism within both the ruling and opposition parties over the years. In some instances tribalism was mobilised in intra- and inter-party elections for positions of influence even though voters are more interested in service delivery than traditional ethnic issues. Why do politicians in Mexico switch parties? The party‐switching literature suggests that politicians generally switch parties for office‐seeking or policy‐seeking motives, whereas literature on the Mexican party system suggests that switching may be related to party system realignment during the democratic transition. Using data on party switching across the political careers of politicians who served as federal deputies between 1997 and 2009, this study argues that party switching in Mexico can primarily be explained by the office‐seeking behavior of ambitious politicians. Only in rare instances do politicians switch parties because of policy disagreements, and party system realignment fails to explain a large number of party switches. This article also suggests that the ban on consecutive re‐election encourages party switching; after every term in office, Mexican politicians have the opportunity to re‐evaluate their party affiliation to continue their careers.  相似文献

Over the past 20 years, Japanese politics has changed significantly. There have been many improvements over the old LDP politics. At the same time, however, the rules of the game, which were predicated on the dominance of a single political party and on factional politics, have inevitably changed, and, in accordance with this situation, the conventions that prescribed the party-political order have fallen by the wayside. Given this situation, new conventions are now required that will make Japanese politics function. This article will discuss the most pressing topics: they are the appointment of the prime minister, the political cycle, bicameralism and party politics, intra-party governance, and the relationship between ministers and bureaucrats. These rules will not derive from new laws or institutions, but will be based on new conventions agreed to by the political parties. Political parties are to be the key actors in creating the new conventions, which should provide the rules of the game for Japanese politics.  相似文献

In the past few decades, independent local lists in German municipalities have become serious competitors to political parties. However, despite their widespread presence and success, party researchers have largely ignored this phenomenon. Empirical evidence concerning the attitudes of their members towards political parties is rare. Thus far, it remains unclear whether their self-described image as non-parties or anti-parties is restricted to the sphere of local politics or accompanies a general rejection of parties in federal politics. First, the article conceptualises anti-partyism and proposes an analytical distinction between their intensity and related political level. It then analyses the consequences of different patterns of local politics and group characteristics as well as individual determinants to explain the degree of anti-party sentiment. This study improves our understanding of independents and whether they promote party democracy or are a product of political dissatisfaction. Based on a cross-sectional postal survey, multi-level regression models are used to test the hypotheses. The results show that anti-partyism is particularly strong towards party politics at the local level, whereas the general legitimacy of party democracy is not questioned in federal politics.  相似文献

Judges of the German Federal Constitutional Court can be seen as both judicial and political elites. Yet up to now there is no systematic work on the Court's' judges and especially their careers prior to their appointments. Using sequence analysis, this article identifies four relatively distinct clusters of career characteristics: academia, administration (and administrative courts), ordinary jurisdiction and politics. Judges whose career background is limited to the judicial sphere mostly advance from a level below the Länder to the Länder and then on to the federal level, while those with a background in politics or administration switch less often among them. Furthermore, little evidence was found to suggest that differences in the judges' career paths can be explained by reference to the body that elected them (Bundestag or Bundesrat) or the party that nominated them (CDU/CSU or SPD). The article also illustrates the possibilities of sequence analysis for elite studies.  相似文献

Since the 1980s the technocratic elite has controlled the Mexican economy, regardless of whether the country is governed by the Partido Revolucionario Institucional or an opposition party. On top of showing an uncommitted stance in ideological or party terms, the elite has maintained a strict control of national public finances thus generating considerable political and electoral consequences in the country. Regardless of whether there exist or not different economic options, the main problem lies in that this elite has been unable to gain the society's support. The rationality that characterizes this elite does not admit communication with society nor does it take into consideration its opinion concerning the decisions they take. This has led to an extreme politicization of economic decisions of political parties. This article intends to expose the features of the Mexican technocracy, its development and survival during the transition, as well as the mediation flaws that have impeded communication between the society and governmental authorities concerning the development and implementation of economic measures.  相似文献

This article assesses the state of opposition politics in the period of early democracy in South Africa, 1994–95. It contrasts the reality of a broad range of vigorous political opposition with the actuality of relatively poor parliamentary party‐political opposition. In considering these two trends, this article argues for an inclusive conceptualisation of opposition politics ‐ a conceptualisation which includes the whole range of forces of political contestation, and not just party politics. The range of these forces is explored in the article, which while acknowledging that opposition politics can be vibrant, despite limited party‐political opposition in parliament, concludes by pointing out that it is only one step towards a more realistic understanding of their role in the consolidation of democracy. The other essential requirement is full government transparency regarding all matters involving political contestation.  相似文献

Abstract

In recent decades, Islamic political movements, and their subsequent political parties, have been increasingly recruiting and nominating women to high-level decision-making positions despite the fact that the ideology they espouse often acts to dissuade women from assuming positions of political leadership. My ethnographic research on religious women’s activism in Iran and Turkey helps explain this unexpected trend by shedding light onto the role of Islamic party women in challenging the gender discriminatory attitudes and behaviours of their male party leaders. In particular, I highlight the role that a number of high-ranking Islamic party women with close ties to the ruling elites played in pressuring their male party leaders to address women’s political underrepresentation in formal politics. Women’s close ties to the ruling elites consisted of formal ties with key Islamic leaders that evolved thanks to women’s long-term devotion to the Islamic movement or learning at Islamic seminaries. I demonstrate that such close ties to the leaders, as well as the presence of a public discourse in favour of women’s increased access to politics, enabled influential Islamic women to leverage a form of ‘internal criticism’ as an important strategy to enhance women’s political rights and status from within the Islamic movements.  相似文献

In 1971, E. P. Thompson published a seminal article on eighteenth century English bread riots which was to become a foundational text for the study of such protests. Challenging older elite notions of the irrationality, illegitimacy and even criminality of the ‘mob’, Thompson situated popular direct action in times of food crises within a very specific historical, economic and, most importantly, cultural context. This context produced a deeply held adhesion among the poor to the concept of a ‘moral economy’ and an equally profound rejection of the free market as enshrined in the new political economy of the eighteenth century. This article returns to Thompson's original text in order to assess to what extent his paradigm may be useful in understanding bread riots in Iran. In particular, it examines the evidence which supports the notion that Iran experienced a ‘golden age’ of bread riots in the 1890s and early 1900s, just before and indeed contributing to the outbreak of the constitutional revolution.  相似文献

Rural internet use, although still limited, is growing, raising the question of how rural people are using social media politically. As a vehicle of communication that permits the rapid transmission of information, images and text across space and connections between dispersed networks of individuals, does technological advance in rural areas presage significant political transformations? This article investigates this question in the light of a poor result for the Cambodian People’s Party in the 2013 elections, and the subsequent banning of the main opposition party, before the 2018 elections. Expanding internet use in rural areas has linked relatively quiescent rural Cambodians for the first time to networks of information about militant urban movements of the poor. Rural Cambodians are responding to this opportunity through strategies of quiet encroachment in cyberspace. This has had real effects on the nature of the relationship between the dominant party and the rural population and suggests the declining utility of the election-winning strategy used by the party since 1993. However, the extent of this virtual information revolution is limited, since neither the urban nor rural poor are mapping out new online political strategies, agendas or identities that can push Cambodia’s sclerotic politics in new directions.  相似文献

Political dynasties seem to flourish in Asia, whatever the political system. But this is not a relapse into traditional rule. Political dynasties are modern hybrids in which elite political aims are linked to popular norms of charismatic legitimacy. They are found in non-democratic regimes, electoral democracies and democratic movements, providing key advantages in a context of weak institutions or institutional decay. The author's detailed analysis of the situation in countries as varied as North Korea and India, Singapore and Thailand, Japan and the Philippines, shows that the descendents of charismatic leaders play a major role in politics in Asia. For they are often the key to the survival of a regime, a party or a movement.  相似文献

This study aims to explain the victory of Hugo Chávez and his party in the 2000 Venezuelan elections, to analyze the factors that made this victory possible, and to examine the consequences for future developments in the Venezuelan political system. The decay of traditional party loyalties without the emergence of new parties deeply rooted in society (dealignment without realignment); underdevelopment; and an institutional setting dominated by a president elected by a plurality electoral system have opened the door to personality-centered politics and weak parties, which are the main features of the current political situation. Compared to the 1993 and 1998 elections, the 2000 elections once again confirm an increase in personality politics and the decay of parties as instruments for articulating interests, representation, and governance. As a consequence, this article argues, instability is likely to remain a feature of Venezuela's party system for some time.  相似文献

Little is known about the ideological relationship between the Swiss political elite and the general public. Based on the Selects 2007 candidate and voter surveys, we compare the value orientations of both groups by applying ordinal factor analysis. First, we test whether political leaders or their supporters are more ideologically polarized. Second, we investigate whether ideological congruency between the electorate and representatives varies from party to party. Third, we examine whether winning candidates are ideologically more remote from their party supporters than unsuccessful candidates. We find that ideological polarization is larger within the political elite than within the general public. As a consequence, representatives of parties with rather extreme value orientations represent the moderate electorate rather poorly. Similarly, successful candidates are found to be more distant from their party supporters than unsuccessful candidates. These findings challenge traditional spatial voting theory but accord nicely with the directional model of voting behavior.  相似文献

In response to the mostly Dhaka-centered research on student politics in Bangladesh, this article aims to understand political competition, the role of patronage networks, political organizations, violence, and student organizations in the provincial city of Rajshahi. The article explores how student politics in Bangladesh shapes (and is shaped by) the political dynamics in “middle Bangladesh.” Student groups in Bangladesh are closely affiliated to political parties and serve as their most important source for mobilization in a party-political regime commonly referred to as a “partyarchy.” Campus politics is deeply integrated into the urban party-political machine in Rajshahi. Controlling Rajshahi University (RU) provides a steady flow of party workers for the local party machine. Thus, the RU campus is a space for organizing political (and violent) labor as well as an important source of revenue for and the distribution of benefits by local party bosses. The urban party machine, however, is not mechanically held together merely by the dispensation of inducements – instead, it is more chaotic and contingent on a form of strategic ambiguity that disguises the structuring effects of patronage power that keeps members motivated and engaged.  相似文献

This paper argues that money has become the deciding factor in Nigerian politics. It has served the purposes of consolidating elite rule as well as the political exclusion of the non-elite. A discernible ‘ritual of money politics’, has enabled the power elite to remain in power, and new comers to develop the elite character. This paper concludes that money politics is at the heart of the general crisis of democracy and governance in Nigeria, and unless this is mitigated, reforms aimed at bringing about good governance and curbing other anomalies in the political system may not produce the desired results.  相似文献
