ABSTRACT

This paper is a case study chronicling and analyzing the strategic considerations given to industrial relations in a proposal to develop a coherent and deliberate strategy for industrial relations by the U.K. subsidiary of an American multinational oil company. The study is based on interviews and substantial internal documents provided by the case study managers. This represents a unique illustration as to the extent a major company goes through in considering the way in which it needs to consider industrial relations issues. Seldom has a document such as this been able to be analyzed by industrial relations researchers, and it illustrates the lack of strategic thinking, even in such a large sophisticated organization.  相似文献

ABSTRACT

Using original documents, this paper describes and analyses the case study of one of the productivity bargaining agreements from a leading exponent of productivity bargaining, Mobil’s Coryton Refinery. As well as being important in the UK oil industry these agreements spread throughout the economy. They resulted in major concessions by the unions to relax inter-craft and craft-production trade boundaries and to changes in work methods. These are illustrated in detail and placed in context. Such changes were heralded as ‘new look industrial relations’ and as such were based on a conception of joint regulation. However, other interpretations are possible, and these are then explored and discussed.  相似文献

ABSTRACT

The article tracks the relationship between the Italian welfare state and the social relations of production at a Fordist factory, showing how social policy influenced the pattern of workers’ contention on the industrial shop floor. Welfare state analysis has concentrated on the institutional aspect of social policy but neglected the role that state benefits played in industrial organization and workplace relations. The article ‘nests’ the analysis of social policy in a micro-history of the factory, using the case study of Arese – a plant owned by the carmaker Alfa Romeo – Milan, Italy. Tracking the history of Arese, the article shows how the Italian system of short-time work subsidies, the Cassa Integrazione Guadagni (CIG), served to quell industrial unrest and target unions’ organizational resources. From the late 1960s, the CIG was used by managers to suspend workers during strikes and acted as a deterrent against their mobilization. As redundancies increased during the 1980s, workers were put on short-time for prolonged periods and prevented from entering the factory. This degraded their professional identity and eroded their political ties with the workplace, curtailing the basis of unions’ organizational strength within the factory.  相似文献

ABSTRACT

A great deal of literature focuses on exogenous forces transforming industrial relations in liberal and neoliberal contexts. Further, most scholars claim that the transformation occupies a similar trajectory of convergence across the globe. However, very little is known about the evolution of industrial relations in Nepal. Therefore, this paper considers the labor movement of 1947, the royal coup d’état of 1960, the ban on the trade unions, and the alliance of the trade unions with the political parties and political economy as endogenous drivers in explaining the evolution of industrial relations in Nepal. Thus the objective of the paper is to investigate the evolution of industrial relations in Nepal through an evolutionary perspective. This analysis shows that the evolution of industrial relations in Nepal is a ‘punctuated’ (discontinuous or revolutionary) one compared with a traditional, incremental model, which employs the construct of the institutionalization of industrial relations, using a standard, union-based paradigm of employment relations against the growing nonstandard employment model of more flexibility and irregular work that is growing in the West and Asia. Further, the theoretical contributions are put into perspective in the context of the broader industrial relations backdrop.  相似文献

ABSTRACT

This Malawi study examines whether agroecology can be effectively used by smallholders to address food sovereignty. We build on the concept of the metabolic rift, arguing that repairing this rift includes social relations. Agroecological methods can be important strategies, but are labour and knowledge intensive, and require addressing power dynamics within and beyond households in order to address food sovereignty. The case study included participatory methods of dialogue, experimentation and horizontal learning to foster change. We argue that feminist concepts of intersectionality and participatory praxis are central to mobilizing agroecology to build food sovereignty and work to transform social relations.  相似文献

ABSTRACT

A significant proportion of critical agri-food literature has, to date, focused on the uneven relations of power between the Global North and the Global South, and the neoliberal characteristics of the corporate food regime. This literature has often overlooked the nuances in varieties of capitalism, particularly in East Asia. China is re-emerging as a powerful state actor in an increasingly multipolar global food system. It is also an important hub of capital, facilitating agribusiness mergers and acquisitions, as well as new East–South and South–South flows of agri-food trade, technology and capital. This paper aims to contribute to understanding state-led capitalism in China and neomercantilist strategies in the agri-food sector. The paper provides a critical analysis of a case study of China's state owned agri-food and chemical companies ‘going global’. It contends that the current food regime is in a period of transition or interregnum a period of fluidity separating the continuity of successive regimes. Arguably, the analytical contours of a contemporary food regime in transition cannot be adequately comprehended without recognising the incipient importance of state-led capitalism and neomercantilism, and how contemporary socio-political and economic dynamics are reshaping relations of power in the global political economy of food.  相似文献

ABSTRACT

This article examines how local state officials operated the Los Angeles Regional Labor Board, 1933-1934, a regional branch of the National Labor Board. Amid a surge in workers mobilizing strikes and organizing unions, which faced fierce business opposition in LA, one of the period’s most anti-union cities, local state officials discarded initial solutions to industrial conflict – solutions based on state paternalism and involved parties’ voluntary compliance – and proposed more robust state interventionist tools. Such efforts were to enhance state authority and power and forge greater class equality by accepting worker rights and limiting business prerogatives, while the officials also obsessively encouraged the economic ‘wheels be kept turning and the pulse quickened.’ Drawing on regional-based archives, we trace local officials navigating and shaping social relations, and investigate the unpredictable, everyday workings of local responses to national-level policy-making. Earlier scholarship on the period highlights the role of leaders, like FDR or Senator Wagner, or business elites crafting seemingly pro-working-class policy, alongside the accounts of structural political economy. We emphasize local state agencies tasked with policy implementation becoming sites of contention for class actors and state officials, reflecting more general patterns but also initiating institutional procedures with enduring implications for US capital-labor relations.

ABSTRACT

This paper makes two major contributions: firstly, following on recent research, it offers a more detailed critical analysis of the historical role and structure of Employers’ Associations (EAs), concentrating on a detailed analysis of the range of member services offered by a local Employers’ Association within the Engineering Employers Federation (the EEF) during the 1970s. This focus is in contrast to the literature which has concentrated on the EAs national or ‘central peak’ level. It secondly addresses the ‘countervailing power’ hypothesis, and in so doing it illustrates the key roles of the disputes procedure. The study, as a typical or representative case, uses a qualitative methodology of documentary research combined with triangulation interviews of former officials: evidence which has so far not been prominent in the literature. This paper is, therefore, a significant addition to our understanding of these institutions.  相似文献

Abstract

This article examines labour organisation in Gibraltar and its hinterland from c.1914 to 1921. It demonstrates that the traditionally strong links which had existed between organisations in Gibraltar and neighbouring Spain, links based upon a shared belief in anarchist ideas and practices, had, by 1921, broken down due to the adoption of gradualist and constitutionalist politics and industrial relations by workers on the Rock. Two principle agents drove this change. First, in 1919, the British Workers’ Union established a branch in Gibraltar which successfully worked to establish itself as principle negotiator and representative of workers on the Rock. Second, a reforming governor in Gibraltar undertook to open up political spaces in Gibraltar which offered the potential to work with, rather than against, the state in the colony. By the end of the period, anarchism, and anarchist ideas, was not extinguished in Gibraltar, but they would never again serve as the inspiration for industrial and political campaigns on the Rock, much to the delight of both Gibraltarian employers and the British colonial authorities. This case-study invites further consideration of how British style trade union activity in the empire displaced indigenous forms of organising, a subject which has heretofore received scant attention.  相似文献

ABSTRACT

The paper highlights the mechanisms through which outgrower contract farming creates dependencies at the local level. Using sugarcane case study in Malawi, we show that dependencies are created through redefinition of use rights to customary land and through the redefinition of cash flows into outgrower communities. Through this two-dimensional process, corporations can secure access to land, exert control over local communities and transform the local social relations of reciprocity serving as the pillars of resistance. Our results indicate that contract farming changes rural agrarian relations, transforms local family institutions by carefully selecting a few household members with influence into the scheme and selectively dispossessing the poor community members.  相似文献

ABSTRACT

Provocation was an important common law doctrine, separating murder from manslaughter: a matter of life and death. It was particularly significant in the context of ‘domestic violence’. This article examines the doctrine as a lens through which to view gender relations in the long twentieth century. The doctrine developed from its origins in the early modern period until mid-twentieth century. Throughout this lengthy period provocation was narrowly confined for both genders. However, case law developments in mid-twentieth century gave rise to a doctrine which was unforgiving for abused women. At about the same time, statutory and case law changes produced a much broader partial defence of provocation available to men who had killed their wives. It was not until the very end of the century, and the beginning of the twenty-first century, that a more gender-neutral concept of provocation began to emerge as a result of feminist campaigning.  相似文献

ABSTRACT

Protection of the workers’ health in countries with developing economies is increasingly important because of the adverse effects of globalization, along with changing industrial relations, the rise of precarious work and outsourcing, and the decline in unionization. In this study, I examine whether the institutes created by universities might serve as an interface between workers, academia, and state agencies, and provide assistance for both improving workplace conditions and enforcing occupational health and safety rules. I describe the history of one such effort: The Labor Occupational Safety and Health Program (LOSH) at the University of California, Los Angeles (UCLA). Using a review of written sources along with participatory observation and interviews as methods, I found that the challenges faced by LOSH historically have important parallels in countries with developing economies today. Ultimately, university-based occupational health programs like LOSH need to be followed in other parts of the world and be supported by governments if the mission to reduce workplace injuries and diseases is going to be realized in the United States and in other countries.  相似文献

Abstract

This article examines the content and process of imperialist discourse on the ‘Indian woman’ in the writings of two North American women, one writing at the time of ‘first wave’ feminism, the other a key exponent of the ‘second wave’ of the movement. By analysing these writings, it demonstrates how the content of the discourse was reproduced over time ith different but parallel effects in the changed political circumstances, in the first case producing the Western imperial powers as superior on the scale of civilisation, and in the second case producing Western women as the leaders of global feminism. It also identifies how the process of creating written images occurred within the context of each author's social relations with the subject, the reader and the other authors, showing how an orientalist discourse can be produced through the author's representation of the human subjects of whom she writes; how this discourse can be reproduced through the author's uncritical use of earlier writers; and how the discourse can be activated in the audience through the author's failure to challenge established cognitive structures in the reader.  相似文献

ABSTRACT

In the spring of 1987, the Printing and Kindred Industries Union (PKIU), Federal Executive Committee, reluctantly concluded that membership decline and the resultant fall in income meant that the union needed to find an amalgamation partner. In common with many Australian unions, which felt similarly compelled to merge, there was initially a lack of consensus over a preferred merger partner. In most other unions these disagreements were eventually resolved, an amalgamation deal negotiated, and membership endorsement of the merger secured. This was not the case in the PKIU. Instead the union remained in intense internal conflict, throughout the seven-year amalgamation process. Scholars have suggested that the PKIU’s amalgamation fissures were caused by political, economic, industrial and institutional disagreements. Other authors have gone further and argue that dramatic shifts in the PKIU’s and other unions amalgamation policies, during the 1980s and 1990s, were the result of alterations in the strengths of different internal political factions, or the rejection of a union’s merger policy by the membership. This article, while accepting that political, economic, industrial and institutional factors all influenced the PKIU’s internal debate, puts forward an alternative hypothesis. It asserts that micro-political factors, specifically personal animosities, friendships and loyalties, played a significant role in determining the eventual choice of an amalgamation partner, and the contrasting results of its two merger ballots.  相似文献

From the middle of the eighteenth century, the Irish linen industry grew on the basis of unequal relations of exchange between spinning and weaving households. This regional division of labour in turn depended on unequal relations of production between women and men within rural industrial households. The ‘proto‐industrialisation’ thesis has tended to obscure this process by focussing on the household as a bounded entity, and by failing to recognise the significance of inequalities within the household production unit. Once gender relations are made central to the thesis, it can be expanded to explain regional differences in rural industrialisation and deindustrialisation.  相似文献

ABSTRACT

Various authors have referred to the use of ‘purposive’ or ‘strategic’ approach to proactively excluding trade unions from collective bargaining. The assumption has been that exclusion is an end in itself, a return to managerial prerogative, a move back from involvement with trade unions. However, there is a ‘lacuna’ of research into negotiating processes. This research study aims to fill that lacuna in using a case in the UK where access was given to relevant documents and staff over a period of months following the derecognition process in a major process plant; this comprised two separate derecognition processes: internal and external, both affecting two craft unions. This empirical evidence questions the simple dichotomy of ‘purposive’ versus ‘reactive’ derecognition and illustrates the complexity of the processes. Further, the care with which this firm approached the issue of improving productivity illustrates that managerial power is a dynamic, not a static necessary condition for coercive change.  相似文献

工业机器人在中国制造业企业的应用迅速增长,对制造业劳动关系造成冲击还是有助于改善劳动关系治理、提供高质量就业,这是制造业机器人自动化技术进步趋势下经济高质量发展需要探究的重要问题。本研究采用中国企业—劳动力匹配调查(CEES)数据构建劳动关系指标体系,分析了工业机器人应用对劳动关系和就业质量的影响。研究表明:应用工业机器人有助于制造业企业构建和谐劳动关系,在考虑内生性下,结论依然成立;应用工业机器人企业的劳动者收入水平相对更高,企业内部收入差距更小,员工社会保险更完善,劳动者就业满意度更高。  相似文献
