In May 1945, as France celebrated the end of the Second World War in Europe, its foremost overseas dependency, Algeria, erupted into rebellion. Revisiting the roles and responses of the colonial security forces to what came to be known as the Sétif uprising, this article suggests two things. One is that the intensity of repressive violence pursued becomes more explicable once we consider the part played by political intelligence gathering in the operation of French colonial government in Algeria. The other is that the decision to use the political intelligence amassed before, during, and after the rebellion to coerce the Algerian population at the rebellion's epicentre signified a fundamental shift in the nature of the French colonial state in Algeria. Intelligence-led security policing, much of it later adopted by police agencies in metropolitan France at the height of the Algerian War, became more repressive, less selective, and highly violent.  相似文献

Between 1958 and 1960, the French domestic security and intelligence services came to establish a close, multi-layered, and secret working relationship with their German counterparts. The purpose of this collaborative arrangement was to enlist German support in combating the subversive activities of the Algerian Front de Libération Nationale, whose members had taken refuge in Germany. In particular, the metropolitan authorities sought to impose on their German counterparts some of the same methods of colonial policing and intelligence that characterized their own counter-insurgency in France. These efforts proved counter-productive, however, for in internationalizing the Algerian war, they drew public attention to the colonial nature of France's hold over Algeria.  相似文献

Abstract

During the 1980s and 1990s, a critical mass of Chicana feminist scholars established a space and a voice to express an identity of opposition. This paper is an overview of Chicana Studies writings since 1991, emphasizing the pain, recovery, and celebration expressed by Chicana writers. In addition, and perhaps most importantly, I discuss the anti‐patriarchal, anti‐colonial challenges posed by Chicana theorists and feminists. I also confront the impacts of “internalized colonialism” that influence relations among Chicanas. Finally, I pose questions about the future writing agendas of Chicana feminists. An examination of Chicana feminist writings reveals the anti‐colonial features of her process of recovery and survival. The greatest potential value of Chicana feminist writing, especially certain lesbian writing, is “speaking secrets” to challenge the structure of power, the colonial patriarchy, and our participation in perpetuating it. The “collective good” continues as a dream and as a goal for the anti‐colonial Chicana feminist.  相似文献

One of the most unintended consequences of colonial rule in French West Africa was the Islamization of large parts of it. Islamic movements have often been interpreted in specifically plitical terms, as instances of ‘collaboration’ with or ‘resistance’ to colonial domination. They can better be understood in terms of the emergence of a qualitatively new ‘Islamic sphere7rsquo; conceptually separate from ‘particular’ affiliations such as ethnicity, kin group membership or salve origins, as well as from the colonial state. This paper considers two cases in detail: the Hamawiyya, a branch of the Tijani Sufi order whose leader was exiled by the French and which was brutally repressed in the 1940s; and the ‘Wahhabiyya’, an anti-Sufi movement which emerged after World war II.  相似文献

Four commonly held interpretations of the development of European social thought in the nineteenth and early twentieth centuries are analysed and criticised, with particular reference to Durkheim's writings. These four myths are: the notion that Durkheim's sociology developed in substantial degree as a response to the ‘problem of order’; the conception that Durkheim's work is to be understood in terms of its origins in ‘conservative’ social thought; the view that Durkheim's writings, together with those of some of his contemporaries, mark a radical break in the transition from ‘social philosophy’ to ‘sociology’; and the idea that the type of intellectual tradition represented by Durkheim, concerned with the ‘problem of order’, can be usefully compared with a divergent tradition concerned with ‘conflict’ and ‘change’. It is argued that while these myths each contain a kernel of truth, this can only be extracted if Durkheim's writings are examined in relation to the historical context in which he developed his sociological concerns.  相似文献

This article evaluates Hannah Arendt's contribution to ‘thinking citizenship’ in light of her controversial account of the modern rise of ‘the social’. It argues that Arendt's writing on the social is best understood not primarily as analytical and normative but as an historical argument about the effect of capitalism and modern state administration on meaningful citizenship. This short piece analyses one important element of Arendt's story about the historical rise of the social: that it is a peculiar hybrid of polis and oikos, a scaled-up form of housekeeping, and its threat to the public, political world.  相似文献

During the Algerian war of independence (1954–62), Federal Germany became the theatre of a series of unexplained bombings and shootings that targeted Algerian nationalists and German arms dealers. At the time, these crimes were attributed to the Red Hand, a counter-terrorist organization or parallel secret service with a mission to defeat the enemies of l’Algérie française. This article argues that the attacks on West German territory were executed neither by vigilantes nor by renegade agents. Instead, they were carried out by the French foreign intelligence service SDECE with the full approval of the highest political authorities in Paris. Using the case of Federal Germany as an example, this article seeks to reveal how and why covert action – including state-sanctioned murder – became an integral and important part of the Algerian war, particularly of France's campaign to undermine the Algerian rebels' efforts to procure military and non-military supplies. The article will show that the Red Hand served merely as a cover to detract from the state's resort to such violent and criminal means.  相似文献

The phenomenon of ‘social antisemitism’ is well known. By the beginning of the twentieth century, however, an idiosyncratic variant had emerged in France. Where, elsewhere, social antisemitism tended to be ingrained and unthinking, this French variant was (typically) more theoretical, and its practitioners tended to be among the most prominent authors and thinkers. It stressed the essential cultural differences between the ‘French’ and the ‘Israelites’, and the ‘separateness’ of the Jews within France, and also developed a series of facile generalizations about the essentially inferior nature of the Jewish intellect. Griffiths examines this phenomenon, both for its characteristics and for its widespread existence in French intellectual circles, by taking a specific subject: the reception of Lacretelle’s 1922 novel Silbermann. A wide range of writers and critics—a number of whom had in other circumstances a reputation for liberal values and attitudes, and had been among those who had deplored the excesses of the antisemitic mob during the Dreyfus affair—are found to echo the views put forward by Lacretelle in that novel, and even to elaborate on them. Many of these writers were to adopt a completely different attitude towards the Jews after the Second World War; when the position of the Jews was fully realized, their earlier ‘social antisemitism’ proved less powerful than their human sympathies. But this is not to devalue the importance of the danger posed by social antisemitism, which could provide the basis for far more virulent forms of racism to flourish.  相似文献

ABSTRACT

This paper investigates Hannah Arendt’s writings on tragic unreconciliation and pariah humour as offering creative strategies for confronting the deadening of emotion that enables people to become reconciled to what they should refuse or resist. She offers a distinctive contribution to debates on reconciliation and justice, I suggest, by articulating a tragic approach to unreconciliation. Yet Arendt recognised that tragic accounts of violence can reinforce denial and resignation. In writings on the ‘hidden tradition’ of the ‘Jew as pariah,’ Arendt suggests that humour can be an important response to tragic accounts of political violence and a strategy for awakening an emotional response in those who cannot perceive tragedies to which they have become reconciled. As arts of refusal, tragic unreconciliation and pariah humour invoke and subvert the tragic imagination to reveal possibilities for solidarity, responsibility, and transformation that challenge problematic forms of reconciliation – reconciliation to one’s role as a participant in, or bystander to abuse, reconciliation as self-abnegating assimilation, and reconciliation as compromise, scapegoating, or denial.  相似文献

Marx's concept ‘Asiatic mode of production’ doesn't conceptualize production in Asia, which Marx knew very little about and never attempted to theorize, but the hypothetical remote ancestry of modern bourgeois production, which he knew a lot about and spent a lifetime theorizing. In Marx's writings from 1857/8 onwards, the AMP figures as the aboriginal, primitively communal mode of production much as in his writings before that date the family, tribe, or clan figure as the aboriginal, primitively communal social formation. Its putative charactenistics derive, less from Marx's examination of its actual structure, than from his retro-spective rational reconstruction, out of the ‘categories’ of the capitalist mode of production and the logic of dialectical development, of a schema which would embrace ‘all’ modes of production in a single progressive (though not straightforwardly successive) system of the economic formation of society.  相似文献

While Alexis de Tocqueville's commentary on America is famous, Max Weber's is far less so. However, in scattered writings, he addresses two of the themes at the centre of Tocqueville's analysis of the ‘manners and mores’ of the American political culture: the potential for a ‘tyranny of the majority’ in the US and the critical role of civil associations. By reference to these two themes, this study seeks to examine the divergent perspectives of these classicial theorists upon the political culture of the US, contrast Tocqueville's more structural and interest‐based mode of analysis to Weber's emphasis upon the significance of values and beliefs, and comment upon, in light of the insights offered by both theorists, the sociological origins of citizenship. Unlike Tocqueville, Weber sees an odd juxtaposition—an accentuated, ‘world mastery’ individualism and an accentuated orientation to civic sphere ideals—at the centre of the American political culture.  相似文献

ABSTRACT

In the ‘poor’ result achieved by Jean-Marie Le Pen in the 2007 presidential elections, many commentators saw the demise of the Front National. However, when asked by a journalist whether it was the end of her father's political career, Marine Le Pen smilingly replied: ‘I don't think so. In any case, this is the victory of his ideas!’ In this question and answer lies the whole story of the Front National and its impact on mainstream politics in the past two decades. First, Le Pen's defeat was exaggerated, the same way his victory had been in 2002. What Mondon argues in this paper is that the 2002 presidential elections did act as an ‘earthquake’ within French politics. However, this ‘earthquake’ did not trigger a tsunami of support for Jean-Marie Le Pen, but rather a tidal wave of misinformation and misunderstanding as to the real significance of the election results. By concentrating on the 2002 and 2007 presidential elections, Mondon highlights how this reaction led to the consecration of right-wing populist politics, best exemplified in the landslide election of Nicolas Sarkozy in 2007. He also provides an insight into the slippery slope Sarkozy's government took after its election, leading to an extremely rightward-leaning 2012 presidential campaign and new heights for the Front National.  相似文献

This article addresses fundamental questions about power in colonial states by analysing the role and performance of intelligence agencies in response to internal rebellion. What was the relationship between intelligence agencies and the coercive instruments of imperial power? How far did intelligence-gathering help to maintain state authority? And what role did intelligence agencies play as architects of colonial state formation? These questions are discussed here with reference to two French overseas dependencies that proved especially turbulent in the 1920s: the Moroccan protectorate and the Syrian mandate. It will be suggested that colonial rule in these locations was so heavily dependent on intelligence-gathering that both could be termed ‘intelligence states’.  相似文献

‘Machiavelli's solitude’ is a new English translation by Ben Brewster of a lecture delivered by Louis Althusser in 1977, so far unpublished in French. O'Hagan presents it as exemplifying a side of Althusser which is often neglected: his skill as lecturer and stylist. He compares the content of this 1977 lecture with that of an earlier series of lectures on the same theme, delivered by Althusser at the École Normale Supérieure in 1972. He suggests that there is a striking shift in emphasis in Althusser's political and philosophical position between the two, in particular a move towards a more negative view of the role of the law in a popular democracy. In passing O'Hagan reflects on changing fashions in the writing of intellectual history.  相似文献

France is considered a strong state, but French governments have always fiercely defended the interests of French farmers in European and global negotiations. Why would a ‘strong state’ be unable to resist farm lobby pressure? Is agriculture an exception to the French ‘strong state’ rule? This article offers a structural model of varying state sensitivity to interest group pressure, and argues that farm lobby pressure cannot fully explain French foreign policy on agriculture, as governments often go against farmers' preferences and as the level of pressure varies more than the continuity of governmental preferences. From an analysis of the negotiations on the CAP and the GATT in the 1960s and in the 1990s it emerges that ideational constraints played a major role in French obstinacy. The defence of French identity as La Grande Nation, necessitating a presence in world agricultural markets, and the defence of a strong Europe under French leadership as a counterweight to the United States, have guided French preferences without regard to the farmers' positions.  相似文献

Ehlers's analysis revisits Foucauldian conceptualizations of the history of sexuality in order to map the inextricability of race, gender and sexuality as they emerged in the context of the early American colonies. The salience of such an analysis lies in its ability to extend the terrain of Foucault's history, and brings new considerations to bear regarding the specific configurations of race, gender and sexual intersections in North American history. If, as Foucault insists, sexuality is a set of effects produced in bodies, behaviours and social relations, Ehlers reorients these claims to consider how these effects were racialized within the rubric of colonial anti-miscegenation rhetoric. Through such a tracing, it becomes evident that, from the early colonial context, sexuality was deployed to produce ‘ideal’ sexuality as a bastion of whiteness: that is, to configure and maintain ‘ideal’ sexuality as white.  相似文献

Judges on France's ordinary and administrative courts make law and policy by interpreting and applying statutes, but the Constitutional Council is overtly involved in policy‐making. The Council serves as a type of ‘third’ chamber of the French parliament, where it may annul unconstitutional legislation, ‘constitu‐tionalise’ various legal principles, and sometimes even prescribe the precise terms of legislation. This ‘court‐like’ body, thus, plays a significant and growing role in French policy‐making.  相似文献

Little is known of the history, structure and operations of the Italian intelligence services in the Mediterranean and the Middle East. The challenge brought by Fascist Italy to the security of the British and French imperial systems is at the heart of this article, which sets out to assess not only the imperial dimension of Fascist intelligence but also the response provided by Britain's and France's colonial authorities to Mussolini's ambitions in the Mediterranean and the Middle East. An examination of British and French intelligence archival material sheds new light upon perceptions of power and threat afforded by British and French policy-makers keen to maintain political control over their colonial and client states. The paper suggests that despite comprising a multitude of competing agencies, the Fascist services could rely on the work of motivated individuals and on the support of Italian diplomatic representatives overseas. Their ability to establish relations – although short-lived – with Arab nationalist leaders and their intense activities in British colonies, protectorates and mandates generated concern within the British Foreign and Colonial Offices. Meanwhile, poor intelligence coordination and assessment coupled with misguided assumptions about the nature of Arab nationalism hindered Britain's response to the challenge mounted by Mussolini's regime.  相似文献
