A Kurdish proverb says that the Kurds have ‘no friends but the mountains’. This was not what the Turkish authorities believed. Using new and previously unexploited archives both in English and Turkish, this article offers a new interpretation of Turkey's perception of the Kurds. By analyzing Kurdish activities and their alignment with Communist movements and Soviet activities, it shows how Turkey's threat perception was shaped by international contexts, especially through the Cold War. In addition, the Kurdish nationalist movement in the Middle East played a pivotal role in regional intelligence cooperation between Turkey, Iraq and Iran. This article argues that Soviet and Communist activities had an important role in shaping Turkey's threat perception of the Kurdish minority in the country. Turkey's perception of subversive threats involved an intertwining of Communists, Soviets and Kurds. This affected the Kurdish bid for independence for most of the twentieth century.  相似文献

This article maintains that the Kurdish identity is determinant in almost all areas of Turkey's foreign policy. It discusses this significance by using in general the instruments of constructivism and in particular the instruments of rule-oriented constructivism of Nicholas Onuf. In this context, it puts forward three claims. First, Kurdish identity leads to the construction of a collective identity which determines Turkey's relations with its neighbours and near environment. Second, as the subject of a human rights question it causes a negative identification regarding Turkey and thus affects its relations with western states and institutions. And finally, involving the construction process of the Turkish national identity, it excites Turkish nationalism and hence inserts the foreign policy decisions and behaviours in a nationalist framework.  相似文献

Russia has been the Kurds’ patron for more than two centuries, motivated primarily by the cynical desire to use them against adversaries in broader great-power games while casting itself as a champion of the Kurdish cause. Russia's longstanding and multifaceted relationship with the Kurds demonstrates that when it comes to geopolitics, the United States has more than brute force to contend with. The Russian state also utilizes soft power as an authoritarian state defines it: a tool of pragmatic leverage. While the Kurds are not a monolith, they are anxious about the trajectory of US politics and feel they cannot rely on anyone. The Russian state has opportunities to undermine American interests in places such as Syria and Iraq through its connections with Kurdish groups. This article reviews tsarist, Soviet, and post-Soviet policies toward the Kurds, including Kurdish communities in Russia. It concludes with a discussion about implications for the United States, given that Moscow will not let go of its Kurdish card, including in the context of the Ukraine invasion.  相似文献

ABSTRACT

The pro-Kurdish nationalist mobilization in Turkey was mostly built on the right to self-determination aligned with the Marxist-Leninist ideology for the insurgent Kurdistan Workers’ Party (PKK) in the early 1980s and ethnic minority rights for the secular-leftist pro-Kurdish legal parties in the 1990s. The Turkish state mostly framed the legal and illegal pro-Kurdish mobilization as ‘the enemy of the state’ and ‘the enemy of Islam’ in its counter-insurgency efforts. However, in the 2000s, the PKK and the pro-Kurdish legal parties became more tolerant and inclusive toward Islamic Kurdish identity by mobilizing their sympathizers in events such as ‘Civic Friday Prayers’ and a ‘Democratic Islamic Congress’. This move aimed to function as an antidote to the rising popularity of the ruling conservative Justice and Development Party (AKP) and the Kurdish Hizbullah in the early 2000s. In other words, Islam and pious Muslim identity has increasingly become contested among Turkish Islamists, Kurdish Islamists, and the secular Kurdish nationalists. This article seeks to unpack why, how, and under what conditions such competing actors and mechanisms shape the discursive and power relationships in the Kurdish-Turkish public sphere.  相似文献

This article examines the victory of Recep Tayyip Erdoğan in Turkey's 2023 presidential election, the role of fear-oriented populist nationalism in Turkish politics, and the implications of the results for society. It argues that Turkey faces a deep moral and social crisis rather than a mere political problem. The article explores the sociocultural origins of polarization, as competing communities with few shared values contribute to divisions. It also analyzes the formation and ideologies of the People's Alliance and the Nation Alliance, the two major blocs involved in the 2023 elections, providing insights into their visions for Turkey. Last, the article scrutinizes the cult of the strongman, the widespread use of nationalism and religion, the utilization of state resources by Erdoğan's administration, and the influence of media—largely controlled by Erdoğan—on public opinion. This includes investigating the impact of alternative truths and narratives on the electoral process. The analysis highlights the deep-rooted moral bankruptcy Turkey faces in the third decade of Erdoğan's rule.  相似文献

Following the First World War, empires were replaced with nation-states for good and the map of the Middle East was redrawn. Traced back to the final decades of the nineteenth century, Kurdish nationalism did not result in a nation-state in the modern Middle East. Therefore, the Kurds inhabiting the borderlands of the four nation-states of Turkey, Iran, Iraq and Syria came to be perceived as ‘trouble’ by these nation-states. Through the use of a wide array of published and unpublished Kurdish, Turkish, Persian and French archival documents, memoirs and oral and written literary pieces, this article unearths the role of a Kurdish tribal chief by the name of Ferzende in Mount Ararat Revolt in the late 1920s and early 1930s against the Turkish and Iranian nation-states. An exceptional contribution of this study is its exploration of the petition submitted to the Iranian Parliament by Ferzende's wife Besra. This study thus is a fresh contribution to the study of social history of the Middle East from the margins.  相似文献

Abstract

This study discusses the dynamics of de-Europeanisation and the changing impact of Europe on the politically mobilised civil society involved in the public debates concerning Turkey’s Kurdish question. The article first critically assesses how and in what ways the legal and constitutional reforms on the freedom of assembly required by the European Union (EU) changed the political structure in which civil society organisations (CSOs) operate in Turkey. It then examines the views of CSOs on the potential roles and limitations of the EU in the Kurdish question and the peace process which lasted between March 2013 and July 2015. It also delineates the reasons why the political context of Europeanisation is not seen as instrumental by these CSOs to framing and justifying their arguments.  相似文献

Literature on the status of the Armenian population during the State of Israel's first decade is virtually nil; a scholarly investigation regarding why Armenians were not drafted into the Israel Defense Forces (IDF), when other small, non-Arab and/or non-Muslim minorities were, has not yet been written. While recognizing the paucity of available documentation, this article will seek to address both of these issues/questions in light of what sources are publicly available as well as in light of the author's own previous research into minority recruitment policies in post-independence Israel. This article will argue that while the Armenians appeared to fit nearly all of the IDF’s criteria for minority recruitment, an Armenian presence in the army ultimately would have provided few tangible advantages to the state from both a domestic and regional perspective. However, due to their non-Arab and non-Muslim identity, the Armenian population was treated as a ‘special minority’ and possessed certain unique privileges denied to other minorities in Israel. This was particularly noticeable in Haifa. However, in other ways, Armenians were treated by state authorities in a very similar manner to the far larger and more distrusted Arab population.  相似文献

This article scrutinizes a highly gendered nationalist discourse shaped by a group of Kurdish nationalist men who sought to break with their Ottoman past while exiled in Syria and Lebanon in the 1930s and 1940s. Based on a critical reading of publications edited by Jaladet and Kamuran Bedirkhan, this study elaborates how the vision of Kurdish nationalism put forward by the Bedirkhan brothers, despite its emphasis on the emancipation of women, held the same patriarchal aspects of their rival Kemalist Turkish counterparts. A gendered approach is clearly discernible in Kurdish nationalists' views regarding major issues such as the failure of recent Kurdish nationalist rebellions and the prescribed national duties of women and men. Their reflections on the Second World War during the war years reveal another aspect of the Kurdish nationalist discourse. Kurdish nationalists, admirably watching the Allied European soldiers' sacrifices and victories, unwittingly expressed a crisis of masculinity emanating from their perceived inability to do anything for their own country.  相似文献

In this article, the Republikaner party's ideology and policies are explored on the basis of programmes and other public statements. There will be an emphasis on economic policies and issues of national and ethnic identity. It will be argued that the Republikaner party is targeting a broader electoral coalition than its main competitors and predecessors on the extreme right. In its attempt to mobilise a broad and heterogeneous protest coalition and to attract voters beyond the narrow confines of traditional right‐wing extremism the party makes contradictory promises to various sectional groups without being able to integrate them into a consistent framework of economic policy. These contradictions are covered up by the party's radical nationalism, extreme xenophobia and populist propaganda.  相似文献

This paper examines the Greens’ support of the conservative Liberal Rundle minority government in Tasmania (1996–98) in the context of Tasmania's political greening, and with an interest in the operation and experience of this government, and its policy impact in a number of key areas. Although Green support of a conservative government is a unique experience thus far in Australia's history, it is not unknown for Greens to support or even to serve in conservative governments elsewhere at the subnational and the national level. The paper begins by examining these circumstances, before turning to account for Tasmania's political greening, the Liberal‐Green minority government experience, its breakdown, policy impacts, and lessons relevant to the broader literature. It addresses the lack of attention to minority government and support parties in political scholarship, 1 and the experience of green parties participating in government at the subnational level.  相似文献

This article analyzes the politics of preaching in Turkey in the last decade by focusing on the appointment of women as preachers and vice-muftis by the Turkish Presidency of Religious Affairs (Diyanet), a state institution established for the protection of secular foundations through religious service. It asks what happens when women wearing headscarves become civil servants and give religious guidance in a secular state, which prohibits headscarves in public offices and schools. It shows that the context, the use and the interlocutors of preaching make ordinary religious activity a complicated political practice that interacts with gender, ethnicity and state sovereignty. It argues that exceptional integration of headscarved women into public offices would seem to be an achievement given the long lasting political activism of women over the headscarf, but in the final analysis it serves the sovereign power of the state, which aims to absorb both Islamist and Kurdish challenges by mobilizing women preachers.  相似文献

Despite the return to violence and state repression in the Kurdish conflict, the ruling Adalet ve Kalk?nma Partisi (Justice and Development Party – AKP) has remained the only alternative to the Kurdish National Movement (KNM) for Turkey's Kurdish citizens. What local-level strategies did the AKP employ in Kurdish areas to reinforce its national-level appeal to Islamic values? Under what conditions did local vote-seeking strategies help the AKP to overcome its pro-Kurdish rivals at the ballot box? This article examines the politics of local coalition building in the periphery of the Kurdish landscape – Bingöl and Mu?. Despite their many similarities, the two cities voted for different political parties in national elections. This article examines how the AKP's local party organizations interacted with local authority structures, recruited influential local elites, and pursued new voters. The vitality of clan networks in parts of Bingöl enabled the AKP to build a reliable local coalition. The gradual weakening of clan networks in Mu? and their permeation by the KNM prevented a similar coalition. Instead, the parties of the KNM were able to take advantage of divided clan networks to win national electoral contests in the province.  相似文献

From 1921 to 1923, Turkey and the United Kingdom contended for control of the Vilayet of Mosul, now known as northern Iraq. The United Kingdom was the mandatory power in Iraq at that time. Although this crisis, which is known as the Mosul affair, was settled in 1925 in favour of Iraq, Turkey never totally relinquished its historical claim to this strategically important border region. Turkey's persistent claim to the area, and the fact that the region is predominantly inhabited by Kurds whose nationalism shows no signs of waning, make northern Iraq a potentially destabilizing factor in the region. The article will discuss the historical roots of Mosul frontier affairs, which is a legacy of colonialism in the Middle East. This international conflict has many dimensions, but the article will confine itself to the study of the distinguished career of Ali Shafiq, also known as Ozdemir, a Turkish statesman and the architect of Turkish policy during the Mosul affair. This is, to a large extent, a political history of the conflict and the author utilizes British and Turkish archival material and contemporary memoirs, journals, and relevant secondary sources in Arabic, Kurdish, Turkish, and English.  相似文献

This study analyzes how Kurdish women experience the violence and other consequences of the armed conflict raging between the PKK and the Turkish state. Interviews conducted in Istanbul, Ankara, and Diyarbakir suggest that Kurdish women experience the conflict both as members of an oppressed minority and as women. The study first focuses on identifying sources of conflict related stress that are specific to women, such as the need to be silent to protect their families, and then analyzes the strategies that Kurdish women use to deal with this stress as women, including networking and education.  相似文献

This article has three interrelated objectives: firstly, it challenges monolithic depictions of the 2013 Gezi protests and conceptualizes the so-called ‘Spirit of Gezi’ as a highly influentialalbeit temporarypower in the politics of Turkey. Secondly, it traces the success of the HDP (Peoples’ Democratic Party) in the 7 June 2015 parliamentary election back to Gezi while acknowledging the roots of the party within the Kurdish political movement. Thirdly, it examines the manifestation and subsequent decline of what is termed the human security moment in Turkey. The arguments of the work are mostly based on interviews with Gezi activists. It is argued that Gezi produced a discursive challenge to the national security-oriented understanding of the ‘Kurdish question’. Yet, even though the human security-oriented Gezi discourse had brought the Kurdish political movement and the Turkish left together, it ultimately failed to permanently transform Turkish politics due to the collapse of the peace process in June 2015. In addition to contributing to the literature on Gezi, the article also draws insights for security studies. It concludes that alternative discourses to the state-centric securitization approach to conflicts such as the Kurdish question can only have a lasting effect under conditions of ceasefire.  相似文献

This article compares the evolution and characteristics of Chinese and Japanese aid, assessing the impact of their aid policies in sub-Saharan Africa from the 1950s to the present. It argues that China and Japan's aid programmes share more similarities than dissimilarities. Both pursue aid strategies that spread allocations across a region rather than concentrating upon specific countries. The article seeks to clarify the following questions. In what way are Chinese and Japanese aid strategies different from each other and Western donors? Should their aid be seen as a form of South–South co-operation that provides an alternative to the West's hegemony in Africa? Or is aid from these donors simply another strategy to control African resources and state elites in the guise of a partnership of equals?  相似文献

ABSTRACT

Based on a continuous and relational understanding of state-formation, as conceptualized by Charles Tilly, and inspired by Gramsci’s formulation of ‘war of position’, AKP regime in Turkey can be identified as a process of (re)-entrenchment. The AKP’s original claim to de-securitize the state–society relationship in Turkey has re-entrenched, re-aligned and re-institutionalized positions of power and democratic participation within the state to overcome the old-guard and establish its own hegemonic rule. The conspicuous disappearance of a booklet from 2013, i.e. the Silent Revolution, that was supposed to be the historical documentation of the AKP’s ambitious original claims from all AKP-related media effectively indicates its abandonment of these goals. This document reveals the contentious (re)entrenchments while the party ascended to power challenging deep-rooted security-oriented positions of the statist nationalism. This ascent to power was indeed a ‘war of position’ during which international opportunities created by the EU were effectively navigated and legislation and executive actions a) pertaining rule of law, human rights and freedoms, administrative accountability and transparency, b) economic and social reforms regarding vulnerable social groups, anti-corruption measures and labour relations, c) de-securitization and civilianization of government agencies and d) issues of Kurdish citizens were utilized as ‘trenches.’  相似文献

This paper presents some related processes in Turkey which have been initiated or influenced by the World Bank's execution of the Social Risk Mitigation Project (SRMP). It argues that the Justice and Development Party (AKP), as a party that redefined social assistance as charity by incorporating Islamic values with neo-liberalism, benefited from the SRMP for increasing its public support. It also demonstrates how the AKP's use of this project for its political aims led to some unintended consequences, causing the production and spreading of discourses about the poor, the Kurdish population and the emergence of a culture of poverty in the country.  相似文献
