The huge quantitative literature on postwar social spending almost entirely neglected war as a possible explanatory factor of social spending dynamics. Given the mass carnage and the enormous social needs caused by the Second World War, this is quite astonishing. This article examines for the first time, whether, and in what ways, the Second World War affected cross‐national differences in public social spending of 18 Western welfare states over the course of the Golden Age. Using panel regressions, it is found that the war strongly affected social spending until the late 1960s. The evidence demonstrates that the Second World War is not simply a temporal watershed structuring different phases of welfare state development, but rather a crucial factor for understanding cross‐national differences in welfare efforts and social expenditure dynamics in the postwar period. 相似文献

Holocaust denial has appeared in Russia only recently and has attracted almost no attention in the academic sphere, and relatively little from monitoring organizations. The research for this article - examining the place of Holocaust denial in contemporary Russia - was conducted over three months in Russia and on the Internet. The results indicate that the phenomenon remains of marginal significance and that the majority of material is of western origin. While there are several factors that make the development of Holocaust denial probable - the comparatively high level of antisemitism in Russia, post-Soviet suspicion of historiography and lack of education about the Holocaust - the Soviet war experience and associated anti-Nazi feeling arguably act as restraints on those who would propagate it. Rock concludes that Holocaust-denial material is of less importance than other antisemitic revisions of Russian history that have entered the mainstream of contemporary Russian society. 相似文献

International criminal tribunals are weak institutions, especially since they do not have their own police forces to execute
arrest warrants. Understandably then, much of the existing literature has focused exclusively on pressure from major powers
and on changing domestic politics to explain the apprehension of suspected war criminals. In contrast, this article turns
attention back to the tribunals themselves. I propose three ways in which the activities of international criminal tribunals
impact compliance with arrest warrants: through the selection of individuals to indict, demonstrated leniency on some suspects
and outreach to domestic legal professionals. Using a duration model that accounts for sample selection and data collected
on the International Criminal Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda, I test
these theories alongside other existing explanations. I find that court activities can have an independent effect on the successful
implementation of international criminal law.

Cultural policy during the Great War, rather than radiating from the central government, evolved from contemporary culture—propaganda, movies, and mass media. The state was a player, but quasi‐public organizations such as propaganda agencies, non‐state actors like the YMCA, and “public opinion” played important roles. The Committee on Public Information (CPI)—the government's propaganda committee—influenced Americans through books, advertisements, posters, and cartoons. This essay examines two of the CPI's efforts: the Bureau of Cartoons and the Division of Pictorial Publicity. In these materials, we can see the intersection of class‐based notions of gendered idealism and a developing media state's use of a sentimental culture of the Victorian middle‐class to represent and motivate the nation. With staff drawn primarily from advertising agencies and newspapers, the Committee's work shows how the formulation of cultural policy is the result of complex negotiated processes involving state interests, cultural liaisons, and ideological assumptions. 相似文献

Stone engages with his subject on two levels, the theoretical and the empirical. On the theoretical side, he argues for the meaningfulness of the term 'collective memory' by showing how the response to the Holocaust in Britain served certain communal needs. 'Collective memory' here is the way in which a group produces narratives of the past which enable it to perpetuate itself, to take account of the past without disturbing its own self-definition. On the empirical level, Stone shows that this response was one which domesticated the horror of what had occurred in order to make its narration bearable. The process was by no means a deliberate whitewashing of the murders; it demonstrates how, in the construction of collective memory, the most painful episodes are unconsciously written out or integrated into more uplifting stories. For example, the murder of the Jews of Europe was frequently tied into a narrative of catastrophe and redemption in which the Zionist cause signalled the Jews' ultimate triumph over adversity. Looking at well-known texts and figures such as James Parkes, as well as lesser-known ones, Stone shows that 'collective memory' is a useful term for understanding the way in which texts and rituals combine to construct (whether consciously or otherwise) a certain understanding of the past. In the case of the British response to the Holocaust in the immediate post-war period, this meant a failure to recognize the full enormity of what had taken place, and the incorporation of the murders into culturally familiar narratives. 相似文献

Before the 2003 Iraq war, the political leadership of the United States and United Kingdom had to sell the case for war to their people and the world. This was attempted through a number of speeches that employed rhetorical justifications for the war. Two prominent justifications used during this period involved the employment of security and humanitarian narratives. The security narrative focused on claims regarding Iraq's undermining of international law, possession of weapons of mass destruction and threat to the world. The humanitarian narrative revolved around claims about human suffering in Iraq and the need to liberate its people. While it is widely assumed that security is the dominant casus belli in the post-9/11 world, there is much evidence to suggest that the humanitarian justifications that played a critical role in the military interventions of the 1990s were still important after 9/11. The use of humanitarian justifications for the Iraq war clearly has implications for the ‘responsibility to protect (R2P)’ movement, which has gained prominence since the December 2001 publication of the International Commission on Intervention and State Sovereignty (ICISS) report. Based on an extensive content analysis of speeches by the US and UK political leadership before the war, this article will quantify the relative importance of each narrative and analyse what the findings mean for the ongoing debates within the ‘responsibility to protect (R2P)’ movement. 相似文献

This paper focuses on the issue of the electoral andideological cycles in state government budget for the elevenWestern German Länder. We verify this hypothesis over theperiod 1974–1994 for the following budgetary variables: totalexpenditures, surplus/deficit, administration, health care,education, roads and social security benefits. While overallour results seem to show that generally the party variabledoes not play a systematic role in spending decisions, theyprovide some support to the opportunistic cycle theory showingthat the only relevant phenomenon is the effect of theupcoming election on the government spending inclinations. 相似文献

Cento Bull's paper takes as its starting point Ernesto Laclau's and Chantal Mouffe's conceptualization of populism as counter-hegemonic, and argues, with reference to the Italian case, that populism not only takes the form of a rejection of the establishment and political elites, but also entails a construction of ‘the people’ that requires, as well as the development of empty signifiers as shown by Laclau, also the deployment of common myths based on a collective memory of an imagined past. Cento Bull therefore argues, in line with Ritchie Savage, that the role of memory in populist discourse has been underestimated. Specifically, many populist movements and leaders engage in a fundamental redefinition of who constitutes ‘the people’ accompanied by mistrust and demonization of the Other, which is predicated upon (and justified with recourse to) a reimagining of the nation's and/or democracy's ‘founding moment’. Furthermore, many populist movements make use of a political rhetoric revolving around the ‘anti-subversive impulse’ and aimed at instilling fear and a sense of being under threat. 相似文献

The ‘politics of productivity’, an attempt to raise levels of industrial productivity in Europe by transcending class conflict and creating a consensus in society for economic growth, was a prominent element in Marshall Plan thinking. It constituted a central focus of the European Recovery Program's labour programme administered by American trade union officials who staffed the Marshall Plan's Labor Division. This programme was initially supported by the American Congress of Industrial Organizations (CIO), until hostility to collective bargaining in the local business community, combined with the unwillingness of senior Marshall Plan administrators to insist on collective bargaining as the price of receiving American assistance, blighted the project. This contribution contrasts the CIO's initial support for the productivity programme with the American Federation of Labour's (AFL) more direct strategy of combating communism at the level of organization and propaganda. It concludes by describing how the competing claims of these two American labour organizations for US government funding became a significant factor in American labour's conduct of Cold War politics. 相似文献

The first part of the paper briefly describesinstitutional aspects of the German federal system andexamines the economic and fiscal performance of theGerman Laender since 1970. Taking into account theinstitutional settings, especially the fact that theGerman Laender cannot set tax rates individually, wedevelop a highly stylized model of subnationalgovernments that do not have access to the tax rateinstrument and thus have to use expenditures as apolicy variable. The model implies an expendituresmoothing policy of subnational governments andcomplements the famous tax smoothing model. Theempirical section examines whether governments ofvarious ideology show significant differences infiscal stabilization policy. Our results indicatethat regional differences in public debt accumulationand public expenditure policy in general is largelydetermined by interregional differences in economicperformance, whereas we do not find any significantimpact on the ideological composition of the Laendergovernments. 相似文献

During the 2005 General Election the Chancellor of the Exchequer, Gordon Brown, suggested that the invasion of Iraq was in 'the national interest'. Whether he knew it or not, this phrase has often referred to controversial decisions taken by governments, away from scrutiny and subject to criticism when made public, but which they believe are in the best interests of the British state.
The article summarises the consequences of the invasion in terms of the subsequent criticism and official inquiries before addressing the question of what is the national interest. The article then considers what exactly was the threat, and whether or not it was exaggerated, and what evidence is now emerging to indicate that the decision to invade was taken 'in the national interest'. ABSTRACT The massive communal violence that occurred in East Pakistan in 1971 received worldwide attention at the time, but has been largely ignored since. Some scholars and other writers have denied that what took place in Bangladesh was a genocide. Journalists’ reports, expatriate testimony, refugee reports and an investigation by the International Commission of Jurists in 1972 all indicate, however, that the Pakistani army did commit genocide in Bangladesh in 1971. The political and ideological circumstances that led to the secession of East Pakistan were conducive to religious and ethnic genocide. Beachler examines the treatment by memoirists and scholars of the 1971 crisis in East Pakistan and seeks to explain the reasons why the genocide in Bangladesh has been largely ignored since the early 1970s. No ideological or partisan faction in the United States has stood to gain much from the study of the Bangladesh genocide. And the governments of Bangladesh and Pakistan have not been interested in promoting study of the mass murder and rapes that took place in 1971. 相似文献

Data protection has emerged as a major corporate and government concern worldwide. The focus is on secure handling of data so as to ensure privacy of customer data and security of corporate data. Privacy and security laws in countries are not harmonized; compliance regulations are different too. As the global hub of outsourcing, India is faced with a challenge of demonstrating compliance with varying compliance regulations in countries. The Data Security Council of India (DSCI) considers the Best Practices Approach as a practical and realistic way to enhance adherence to data security and privacy standards, and to enable a service provider to demonstrate compliance. Getting these standards recognized through contracts can promote data protection. An industry association can act as a third party self‐regulatory organization to promote these standards and enforce them among its members through certification or privacy seals, thereby helping implement data protection in international data flows. 相似文献

The Global Financial Crisis of 2008 led to a substantial write‐down in the value of investments such as collateralised debt obligations (CDOs) with one class of investors being NSW Local councils. This article analyses interviews with four different investor types (or sets) of local councils, each of which took a substantially different approach to CDO investment. This categorisation into sets was based on interviews of 28 individuals working within 14 local councils as well as commentaries on legal cases involving a class action of local councils suing Lehman Brothers Australia as well as Grange Securities over losses in their investments. This article adopts Bourdieu's Theory of Practice to describe and explain behaviour regarding decisions to invest (or not) in CDOs. Interesting themes arise regarding differing views on the appropriate role of local councils, and on the degree and form of ‘capital’ (which includes knowledge, competencies, skills, and economic resources) that a council should have before investing in sophisticated financial products. This article explores the role that field, habitus, and capital played in moderating and influencing council investment making decisions. The analysis shows that these Bourdieuian concepts can be utilised to help explain individual behaviour. This case study shows that excessive capital left in the hands of individuals may result in suboptimal decision making. Local councils may need to consider ways of implementing policies and procedures that can be used to moderate individual action. 相似文献

The last few decades have witnessed the emergence of global civil society advocacy networks as major players in global governance. The Global Call to Action against Poverty (GCAP) is one of the recent phenomena in this arena and epitomizes high-level involvement of a multiplicity of actors in GCAP, with various multilateral governance institutions, as well as states. This article analyses the origins of GCAP, motivations for its formation, evolution, and operations, with specific references to its structures and architecture. It argues that alliances are very different from ‘normal’ forms of organizations because they are made up of diverse forms of organizations, coming together voluntarily to achieve a specific purpose and therefore are by their very nature complex, unstable, and difficult to co-ordinate. The result of such, within GCAP, is an organization that is somewhat amorphous and exhibits both aspects of anti-systemic protest (in Polanyian terms) as well as a pacifying force (part of the hegemonic historic block in Gramcsian terms). I argue that the loose nature of global civil society alliances is a positive contributor to mass mobilization but causes frustrations in decision-making and actions. This, in effect, calls for a more bureaucratized and institutionalized architecture, albeit with a potential to alienate some constituencies. A key lesson from GCAP's evolution, structures, and strategies, I posit, is that it is not possible to push through individual positions without compromising so as to accommodate others. 相似文献
