'Parallel' divisions of identity in Poland are a thing of the past – and perhaps the future – but not the present. Yet contemporary Poles are still politically divided by identities – albeit by 'nested' Polish/European identities rather than by 'parallel' ethnic identities. They are not divided between Polish and European identities, however, but between exclusive and dual identities – in essence a division between parochial and cosmopolitan identities. Contrary to fears that Europeanism in Poland especially might be narrow, culturally restrictive, or even racist, our data show that dual identities reflect broader cosmopolitan perspectives as well as specifically European or Western sympathies. There is a real significant difference of values between exclusive and dual identifiers which extends well beyond attitudes to Europe – and far beyond attitudes to the EU in particular. To a considerable degree this is a difference – some have argued a conflict – between traditional and modern Poland, between secular and devout Poland, between educated and ignorant Poland, between young and old Poland, and between hopeful and fearful Poland.  相似文献

This article asks why the German Foreign Ministry supported Hitler's radical reconstruction of Germany's eastern policy. Already by the fall of 1933, Germany was turning to an alignment with Poland against Soviet Russia ‐ the reverse of Germany's decade‐long Rapallo policy. The author identifies three principal factors that influenced the conservative, typically anti‐Polish diplomats in the Foreign Ministry to support the scheme: fear of a Polish‐Soviet alliance hinted at by recurrent intelligence reports; internal pressure from army and state police officials; and the constraints of the international system.  相似文献

abstract The historically dominant male breadwinner and female carer model in West Germany has resulted in comparably low female employment rates and a gender‐structured labor market. Since the 1970s, the decline of traditional patterns and sectors of male employment has been accompanied by the expansion of the female‐dominated service sector. Supplemented by women's higher educational attainment, a pluralism of household forms, and German unification, the result has been constant growth in female employment. With more working mothers, the question of combining work and family has provoked policy responses that, in West Germany, have mainly centered on family leave policies. In addressing the question of whether these policies have resulted in a more equitable sharing of paid and family work, this article presents longitudinal empirical data on the working patterns of women entitled to different forms of family leave. These show how changing regulations have led to the institutionalization of a “baby break” for younger women and to the promotion of labor market exclusion.  相似文献

How should party preferences of voters in a multiparty system be measured, compared and aggregated? We use city block metric of distances between the pairwise comparisons of the five German parties (1995 survey data for West and East Germany). Neither in West nor in East Germany, a party gains the absolute majority of voters' preferences. We derive coalition preferences from the party rankings; the governing coalition of CDU/CSU and FDP is not the winner, compared with other feasible coalitions of the German party system. But the party rankings of the CDU/CSU-FDP coalition leaners are more homogeneous than other groups of coalition leaners. In the second part of the article, we analyze the common structure of all consistent party rankings. Do voters apply the same criteria to evaluate the political parties? Although only a slight majority of individual rankings fit the often used ideological left-right scale, there does not exist a competing one-dimensional order of the parties that would capture more voters. The joint scale of individual party rankings is interpreted as the collective order which facilitates political orientation of voters. This collective order is more pronounced in West than in East Germany where individuals are almost as consistent in their party rankings but where the rankings fit the collective order less well than in West Germany.

Poland's major post-Communist party, the SLD, was an electorally successful legacy party during the 1990's. An analysis of Polish National Election Studies data and data from a separate study of new firm creation in Poland indicates their success was built on two important and related factors. One is the growth of new firms, which stimulated the growth of a centrist constituency who voted for parties supporting economic reforms. Second, the SLD adapted to this constituency by themselves becoming more economically liberal, as documented by Grzyma?a-Busse (2002). A conditional logit model of voter choice in the 1997 and 2001 elections relates votes to the distance between voters' preferences on economic policies and the positions of the competing parties. From this analysis we estimate that if the SLD had remained an ideological non-reformist party as did the KS?M in the Czech Republic and the CPRF in Russia it would have been a far weaker party as measured by vote and seat shares. Without the new firm creation, an ideological SLD cum KS?M could have been electorally successful as was the CPRF. The paper concludes by contrasting the the Polish, Czech and Russian post-Communist parties and extending the implications of the results to other developing and industrial economies faced with the need for structural change.  相似文献

Although Germany is the principal proponent of the EU's eastern enlargement, it has at times found it difficult to reconcile this aim with its desire to promote deeper EU integration. The use of role theory illustrates these conflicting priorities. West Germany's post‐war role in European politics was that of a promoter of deeper integration; the deepening of West European integration thus became part of the self‐conception of West German foreign policy‐making élites. The changed situation after 1990 placed new demands on German foreign policy makers. West Germany's traditional self‐conception as an integration deepener conflicted with the desire on behalf of unified Germany to press for EU enlargement. However, although German policy makers employed a variety of strategies in order to pursue their incongruous foreign‐policy aims, their principal concern remained with the deepening of western integration.  相似文献

Bobako’s paper examines two genres of Polish Islamophobic discourse, a liberal and a nationalist one, and links their specificity to the semi-peripheral position of Poland. It argues that the liberal endorsement of Islamophobia is a way to confirm symbolically Poland’s belonging to ‘the West’ and its commitment to the normative project of European modernity, with its affirmation of individualism, human rights, sexual freedom and secularism. On the other hand, Bobako shows that the Islamophobia of the resurgent nationalist forces in Poland is, paradoxically, the outcome of a rejection of this very project, which is perceived as a threat to national political sovereignty and cultural autonomy. She connects this rejection to Poland’s post-Communist trajectory of economic marginalization and instability, providing a context for the widespread dissatisfaction with Poland’s place in the European Union.  相似文献

Austria has had much higher naturalization rates than Germany. Two arguments are made based on institutional regime theory and left political power. First, the imperial experiences of the Austro-Hungarian Empire that colonized 11 different nations explains Austria's relative openness, and the monocultural experience of the German Reich that tried to impose German language and culture on partitioned Poland casts light on Austria's open and Germany's rather closed approach to ethnic integration. This first argument covers initial state formation focusing on ethnicity, the Austrian colonization versus German occupation, different ethnicities and languages in the military and bureaucracy, and comparisons involving the partition of Poland and religion in Bavaria. The second argument is a political analysis of legislation concerning how institutionalized regime types and left/green party power influenced the naturalization policies that were enacted into law from 1946 to 2005. The post-World War II analysis shows the positive effects of left/green party power on naturalization, but the institutional regime hypothesis is still necessary to fully explain these differences. In the end, regime differences, and in the later period, left/green party power demonstrate why these two very similar countries have such different naturalization policies.  相似文献

This article suggests reframing the study of migrant women's mothering from a question of integration to an engagement with citizenship. Drawing on research with Polish migrants to the UK, it illustrates how migrant mothers and children construct complex belongings, referencing local, national (UK and Polish), transnational and supra-national levels of belonging. Migrant mothers' sense of ethnic distinctness goes hand in hand with universalistic discourses of belonging. The notion of competent mothering is a key aspect constituting the migrant mothers' narratives of ‘good citizenship’. Their narratives challenge the devaluing of their mothering practices as migrants, negotiating not only national but also class and racialized identities so that the figure of the well-educated Polish child symbolizes legitimate mobility and belonging. The article concludes by developing elements of a research agenda on migrant women's mothering as a citizenship practice.  相似文献

Tokarska-Bakir’s paper considers the deep-rooted cognitive habits among informers and reporters belonging to the Polish post-war, anti-Communist underground organization Wolno?? i Niezawis?o?? (Freedom and Independence) with regard to their perception of Polish Jews. The organization's archive is preserved in the National Archives in Krakow in Poland, and it thoroughly documents its members' social beliefs and fears. A theory of pogroms formulated by Senechal de la Roche understands the pogrom as an act of social control. Using the archival documents with that theory in mind, Tokarska-Bakir analyses Wolno?? i Niezawis?o?? in relation to the anti-Jewish pogroms that took place in Rzeszów, Krakow and Kielce in the years immediately following the Second World War.  相似文献

This article focuses on key themes in the liberal philosophical debate over multiculturalism, as well as the responses of Canadian social and political actors to the September 11, 2001 attacks in New York and Washington. Since September 11, there has been a renewed popularity of arguments positing a 'clash of civilizations' between Muslim and Christian societies, and a new legitimacy advanced for 'ethnic profiling' in the name of security. The rapidity with which this has happened in Canada is particularly striking because of the country's liberal-democratic and multicultural tradition. The introduction of a national policy of multiculturalism in 1971 provided a new understanding of Canadian citizenship that was more inclusionary of immigrants and ethnic and racial minorities. Multiculturalism has also become a hotly debated ideal among Canadian, American and European political philosophers concerned with addressing the possibilities and limits of liberalism given ethnic diversity, and the limits of ethnic diversity given liberalism. Multiculturalism is typically presented as a 'problem' for liberal politics and ethics. Building on how multiculturalism policy in Canada has provided a more inclusionary discourse around citizenship, a defence of multiculturalism is advanced which rejects the essentialist treatment of 'culture' and 'cultural' groups. It is suggested that the unfolding discussions in Canada since September 11 demonstrate the ongoing tension between cultural essentialism and liberal individual rights. The Canadian experience points to the value of an anti-essentialist multiculturalism in challenging discrimination given that neither liberalism, nor liberal democratic states, are neutral in their allocation of resources and legitimacy among more and less powerful ethnic groups. It is argued that rather than multiculturalism, it is essentialist thinking, imagery and ideas which present the greatest 'problem' to the ethics of liberalism and the politics of liberal democracies like Canada.  相似文献

After the democratic transition to post-Communist Poland, ultraconservative groups found themselves legitimately able to propagate a nationalist ideology. They focused on an idea of ‘national identity’ that clearly and restrictively defined the boundaries of the national community. In the late 1990s a far-right movement supported by a radical faction of the Roman Catholic Church gained wide public support and, eventually, political legitimization. The fears of those for whom the transition of the socio-economic system did not bring a change for the better have been exploited by activists and institutions that consistently point to various foreign ‘threats’ (external and internal) against Poland’s political and economic independence and against national integrity. Starnawski analyses forms of anti-pluralist backlash as strategies undertaken by the ultra-conservative media. Provided is a case study of Nasz Dziennik, one of the major Polish newspapers to disseminate a far-right discourse that combines a concept of ‘national identity’ with radical Catholicism. Such nationalistoriented media use rhetoric that claims to be representative of the dominant group, and attempt to provide the audience with a restrictive sense of identity that is based on the construction of elements that are considered foreign and threatening to a sense of nationhood, a mobilization of the audience against foreign ‘threats’, and the exclusion or marginalization of elements depicted as incongruous with collective identity, especially the cultures of national and ethnic minorities (both ‘native’ minorities and recent immigrants), minority religions and alternative cultures, as well as liberal advocates of diversity. Since Polish society is in large part culturally homogeneous, its members are more often exposed to stereotyped images of minority groups than they are to face-to-face contact with members of minorities. Therefore, Starnawski argues, exploring the contemporary nationalist discourse in ‘pluralizing’ societies such as Poland is no less essential for the diagnosis of anti-democratic obstacles than studying the actual conditions of minority groups themselves. The future of social and cultural pluralism in Poland heavily depends on the majority’s awareness of diversity and its ability to promote attitudes of openness to and understanding of cultural differences on the one hand, and a readiness to extend the notion of ‘Polishness’ to a wide range of cultural and social categories on the other.  相似文献

Knight discusses both domestic and foreign aspects of the post-war Austrian 'landscape of memory', going back to the Anschluss and the antisemitic violence that followed it. In the years after 1945 this memory was sidelined, first by the West in the interests of the Cold War and then by the Soviet Union, although it has persisted in a subterranean sort of way. Since the 'Waldheim affair' it has surfaced to join a new international politics of sensibility about the Holocaust and related issues. Austria started in 1945 from a position similar to that of Germany but thereafter took a different course in respect of the 'national question' and the creation of a governing party coalition. Paradoxically, at a time when Austria has ceased to be exempt from scrutiny, sections of its society have become more sensitive about the magnitude of Nazi crimes than they ever were before.  相似文献

In a recently published article in this journal, Ross Campbell argues that adherence to socialist values establishes a hitherto neglected factor when it comes to the explanation of differences in East and West German citizens’ political trust. As the results of his study indicate, adherence to socialist values impacts negatively on citizens’ political trust, this effect is more pronounced and more stable over time for East German as compared to West German citizens and is sufficiently strong to eliminate aggregate‐level differences in political trust between East and West Germany. However, this research note suggests that Campbell's article contains several substantial inconsistencies and obscurities that question the reliability and validity of the empirical findings presented. It provides a re‐analysis of Campbell's main arguments and shows to what extent his initial conclusions can be upheld after the shortcomings have been remedied. The results of this re‐analysis suggest that socialist values indeed exhibit a negative impact on German citizens’ political trust, which is relatively stronger for East as compared to West German citizens. However, contrary to Campbell's initial results, the negative effect of socialist values on political trust is robust over time for both East and West German citizens. What is more, there is no empirical evidence confirming that differences in adherence to socialist values between East and West German citizens are sufficiently strong to account for aggregate‐level differences in political trust. In light of these findings, two of Campbell's three main conclusions are dubious and call for further examination.  相似文献

Abstract. This article challenges the assumption that there is an essential difference between a West European 'civic' and an East European 'ethnic' conceptualisation of the nation. If there were such a distinction, one should be able to trace a distinctive 'ethnic' concept of the nation among the populations of East European countries. The article analyses public opinion in three East European countries – Latvia, Poland and Lithuania – using a survey of more than 1,100 respondents in each country. This data suggests, first, that we must question the model of a general East European definition of the nation as an ethnic unit. Second, it is evident that the respondents of each country define the nation differently. For example, Latvian respondents presented a specific concept of the nation – one with clear ethnic undertones. A certain number of the Latvian respondents defined members of the nation according to a single criterion: having Latvian as one's mother tongue. The article also shows how we can deconstruct the concepts of the ethnic versus the civic nation, and thus analyse their separate components. This makes the distinction less rigid, and encourages the discovery of different combinations of ethnic and civic arguments. The result should be more nuanced studies of concepts of the nation and of national belonging.  相似文献

The ‘Historikerstreit’ in West Germany was opened by the non-historian Habermas who sought to expose what he saw as a ‘scandalous’ revision of aspects of the history of German fascism on the part of leading conservative historians like Nolte, Hillgruber and Stürmer. Habermas sees this revisionism in the wider context of the perceived need to foster a new German nationalism as a means of legitimation. The attempt to decontaminate German history would seem to derive from the need to resist the demands for political realignment in West Germany and to establish a strong pedigree of German anti-communism which takes in National Socialism and its membership of the Anti-Comintern Pact as well as West Germany's membership of NATO. Habermas's critique of conservative historians and the non-rational assumptions of their philosophy of history is essentially linked to his critique of Nietzsche, Heidegger, Derrida and Foucault and his identification of a common paralyzing influence on discourse.  相似文献

During the Algerian war of independence (1954–62), Federal Germany became the theatre of a series of unexplained bombings and shootings that targeted Algerian nationalists and German arms dealers. At the time, these crimes were attributed to the Red Hand, a counter-terrorist organization or parallel secret service with a mission to defeat the enemies of l’Algérie française. This article argues that the attacks on West German territory were executed neither by vigilantes nor by renegade agents. Instead, they were carried out by the French foreign intelligence service SDECE with the full approval of the highest political authorities in Paris. Using the case of Federal Germany as an example, this article seeks to reveal how and why covert action – including state-sanctioned murder – became an integral and important part of the Algerian war, particularly of France's campaign to undermine the Algerian rebels' efforts to procure military and non-military supplies. The article will show that the Red Hand served merely as a cover to detract from the state's resort to such violent and criminal means.  相似文献

Drawing on intelligence documents that were recently declassified, this article assesses the quality of US intelligence analysis during the 1980–81 Polish crisis and the impact of the intelligence analysis on US policy toward Poland and the Soviet Union. After discussing the value and limitations of the declassified materials, the article raises questions about US policy during the crisis and discusses how intelligence inputs helped to shape policy. The newly available documents confirm that the US intelligence community's analytical products were often deficient and that these shortcomings put a crimp on US policymakers' choices.  相似文献

In recent years, there has been much debate over whether post‐unification Germany, often termed the ‘Berlin Republic’, represents a substantive change from the ‘Bonn Republic ‘, that is, West Germany. This article analyses Germany's immigration and citizenship policy against this background by examining various dimensions of immigration before and after unification. The article argues that both unification itself and Germany's changed international environment have resulted in far‐reaching changes in policy, which have forced a reappraisal of Germany's traditional self‐image as a ‘non‐immigration country’.  相似文献

The 1991 Census form for households in Great Britain included, for the first time, a question about ethnic group. The question had nine boxes, eight for named ethnic groups and one for 'any other'. One box had to be ticked for each member of the household. Brian Klug discusses his own reaction to the (so-called) ethnic question, and explains why, as a Jew of European extraction, he did not tick the box marked White. He examines several issues raised by the ethnic question, including the following: why this question is different from other questions on the form; the definition and use of the words 'racial' and 'ethnic'; the vocabulary of colour ('black', 'white' etc.) in the language of race; the idea that 'white' is an ethnic category; the claim that the ethnic question is an instrument for combatting racism; one proposal for improving the question by removing the 'racial' components in the categories.  相似文献
