Through a case study of Ghana, this article focuses on the relationship between decentralisation and local democracy. The Ghanaian constitution emphasises decentralisation as the key means to ‘making democracy a reality’, reflecting the view common amongst international development agencies that decentralisation enhances local democracy and leads to more responsive government. This article questions such views and investigates whether decentralisation in Ghana has led to increased political participation at the local level and to downwardly accountable local government. Empirical findings are two-fold. On the one hand, relatively high levels of participation in local democratic processes are indicated. On the other, accountability mechanisms have not been strengthened, with a number of limitations and shortcomings identified at local level that undermine citizens’ attempts to hold local government and their elected representatives to account. Yet, in seeking to explain this delinkage between participation and accountability, such local issues do not provide a full explanation. Attention is thus refocused on the national context, where structural obstacles to devolved government are identified in the form of legal, political, administrative and fiscal constraints. Such obstacles are not easily overcome, however, due to the politics of decentralisation, notably central government's reluctance to relinquish control over its powers. Recent proposals for reform in Ghana's decentralisation system are considered, but political change is unlikely given the built-in advantages to the ruling party, whichever is in power. Without such reforms, though, local democracy is likely to remain more appearance than reality.  相似文献

This article examines the evolving British perceptions of the Ottoman Empire from the onset of the Tanzimat to Abdülhamid II. The article aims to attest the emergence of a positive image of the ‘reforming Turk’ and the erosion of this positive assessment following the disillusionment with the achievements of Tanzimat. The article discusses the Christian dimensions of the positive and negative attitudes towards the Ottomans and ‘moral racism’ inherent in both the positive and negative assessments. The article ends with concluding that this reference framework from which the British discourses on the Ottomans derived had eclipsed with the demise of the British nineteenth-century political elite and culture in tandem with the waning of the Ottoman political culture and elite.  相似文献

Based on a comprehensive reading of the 1912–1914 issues of the journal Turkish Homeland, the highbrow intellectualist periodical of the Turkist intellectuals and the ruling Committee of Union and Progress, this article argues that sublime Turkishness envisaged by the Young Turks can be construed as a character build-up. The article also examines how history was utilized as an arsenal from where the sublime ‘Turkish character’ was extracted in a decade in which interest towards Turkic history burgeoned, arguing that valiant Turkic heroes from the glorious Turkic past were discovered or rediscovered to stand out as exemplary men and epitomes of incorruptibleness inspiring the new youth.  相似文献

This paper explores the way in which historiography produced in Turkey (or by Turkish scholars abroad) approaches foreign military/diplomatic interventions in the Ottoman Empire during the long nineteenth century. It focuses on three case studies where ‘humanitarian reasons’ formed the discursive basis/justification of such interventions. The author argues that when the distinction between victims and perpetrators, civilians and combatants, emerges as an interpretive dilemma in the debates of the historical period examined, similar interpretive and normative challenges are inherited by the historiographical accounts of it. The paper distinguishes two contrasting ways in which Turkish historiographical scholarship responds to such a dilemma. The first remains confined by the way Ottomans themselves viewed the world around them and uncritically reproduces rigid categories of selfhood and otherhood between ‘us’ and ‘them’. The second trajectory offers tools for understanding the conflicts behind the construction of the category of the human worth of international protection, and disentangles itself from the normative bind described above.  相似文献

Within the e-campaigning activities of political actors in Germany, the Wahl-O-Mat has emerged as a popular ‘non-party’ online tool which has been used by millions of voters before elections in Germany. An analysis of the users can provide information about the characteristics of people resorting to this and other types of online pre-election tools. Based on an application-specific approach, hypotheses about the users are developed in light of the uses and gratification theory, taking into consideration normative expectations associated with the rise of the Internet. Whether the Wahl-O-Mat helps fulfilling these expectations is analysed by drawing (1) on data generated by an online exit survey of the Wahl-O-Mat users and (2) on datasets of the German Longitudinal Election Study 2009. The findings show that users of the Wahl-O-Mat largely belong to a group of young and politically interested voters who resort primarily to the Internet to collect political information.  相似文献

This article examines the complexities of women’s increasing participation in international development programming for gender equality. Taking a specific setting in rural Kyrgyzstan where one such project has been operating, the researchers discover adverse effects on the local women’s livelihoods, status and health. Women’s contradictions are attributed to the women’s own failures and lacks, creating confusion and frustration among them. Adopting Smith’s institutional-ethnography approach, we explicate and map out the hidden processes which must be held accountable for these reactionary outcomes, taking women’s experiences as entry points to inquiry. We find that the reactionary effects are not accidental but organized, powerfully, systematically but invisibly, by taken-for-granted institutional practices serving the purposes of global development institutions, where women are seen as instruments of global economic growth. The analysis provokes critical discussion of ‘how’ and ‘what’ it takes to transform Central Asian women into ‘empowered’ people.  相似文献

Abstract

The article argues that the primary purpose of education, both formal and non‐formal, is the development of interrelated and interdependent sets of human capacity to think, to know and to act by honing social consciousness or awareness, values and skills. Investing in education is therefore viewed as investment in the development of social capital that combines with material resources and other non‐material phenomena to produce goods and services, as well as a favourable spiritual environment for human sustenance and development.

Education in Africa needs a fundamental paradigm change which entails, among other things, focusing on confronting, with a view to correcting and departing from, hegemonic knowledge and knowledge systems that are predicated on racist paradigms that have deliberately and otherwise distorted, and continue to distort, the reality of who Africans really are. The article visits some of the terrains most in need of this change: contestations about the roles Africans and Africa have played in human civilisation during the four main historical periods to date: Africa's leadership as the cradle of humankind or the Naissance of Humanity; Africa's leadership in all fields of knowledge and human achievements at the beginning of modern civilisation up to about the fourteenth century AD; the fifteenth century AD to the present which marks the only period in human development when Africa and Africans have been dominated and marginalised by mainly European civilisation and its global projections; and, the emerging era of the renaissance of Africa and other marginalised peoples.

A model curriculum that requires supplementation by the specific characteristics of each country that adopts it is suggested as a step towards this paradigm change. This modest effort at constructing a model curriculum is informed by the understanding that all Africans and peoples of African descent need to possess some basic, shared common knowledge about Africa, the Diaspora and the world ‐ and to acquire critical approaches to contextualised learning.  相似文献

Albert Hirschman's exit‐voice scheme provides a useful starting point for making sense of the East German revolution. Following Hirschman, it is argued that the conjunction of emigration and protest was key to the mass upheaval of 1989. Going beyond Hirschman, however, ‘exit’ is seen as relevant not only as the cumulative effect of individual emigration, but also as a political force in its own right. Different constellations between voice and exit groups then help to explain why the revolutionary upheaval originated not in East Berlin, but in Leipzig.  相似文献

This paper problematizes the imagineering of study abroad, especially in terms of set objectives and learning outcomes. The authors propose a shift away from a ‘pure’ cultural and intercultural preparation of mobile students, which tends to ignore the fact that unrealistic expectations and preconceived ideas about study abroad can be as much of a hindrance as e.g. ‘culture shock’. The concept of imaginaries is used to prepare international students, some from Asian countries, to reflect on, discuss and ‘reform’ their perceptions of study abroad. Imaginaries, which are constitutive of human beings living in groups, are of course necessary components of the study abroad experience. The results show that the students are able to deconstruct critically their own as well as others’ doxic discourses on the characteristics of study abroad. Yet at the same time, as one should expect, the students develop new imaginaries on mobility. We argue that by allowing them to develop more counter-narratives about study abroad—and thus multiplying imaginaries—the students can feel more apt to face the complexities and contradictions of the study abroad experience.  相似文献

This article focuses on the policy of population dispersion and the plan that transferred new Jewish immigrants from North Africa to settlements in Israel's periphery during the mid-1950s. Populating the frontier was a national task. The lack of candidates among old-timers contributed to the idea of sending new immigrants to those areas. The first wave of immigrants, immediately after Israel's independence, came at such a speed that a direct connection to population dispersion was almost impossible. The transit camps, created as temporary accommodation for the immigrants in populated area of the country, became permanent. With the second wave of immigration, a policy of directing the immigrants to the frontier was adopted. This policy required tight control on the immigrants and very efficient processing. This second wave of immigrants included mostly North African Jews. However, this policy was abandoned when East European Jews immigrated to Israel. The population dispersion of the 1950s shaped Israel's spatial gaps, and had long-lasting influence on the creation of an ethnic gap in Israel.  相似文献

This piece will deal with one of the main Jihadist actors currently involved in the Syrian war: Al-Nusra Front. This will highlight the history of the movement, its sociology and strategies, the factors that have allowed its integration into the Syrian landscape, and how it has evolved from 2011 to early 2016. It will more precisely raise the issue that focusing on military and ideological grounds for explaining al-Nusra’s success is far from being sufficient. We are talking about a true ‘Syrianization’ process that has been smartly managed in the framework of an increasing sectarian divide.  相似文献

In Mexico, links have been made between the COVID-19 pandemic and China that point to the continuing deprecation of the Chinese and the perpetuation of anti-Chinese logics reflecting the legacies of ‘race’ science. This short article argues that these dynamics reflect a systemic and collective anti-Chinese sentiment that stems from Mexican eugenics and the modern conceptions of mestizaje. The purpose of this piece is to observe how discourses of ‘race’ link with the COVID-19 pandemic in order to explore how these ostensibly natural occurrences exacerbate pre-existing social inequalities.  相似文献

This article studies the origins and functions of a belief in Jewish race in the Arab fin de siècle through a case study of the writings of Shahin Makaryus and al-Muqta?af, the influential journal he co-edited. The article begins by examining the racial definition of the Jews proffered by Makaryus and al-Muqta?af. It situates this view, first, within the then-recent controversy surrounding Darwinism and the problem of secularism within the Arab renaissance of the fin de siècle and, second, within the contemporary Egyptian discourse about race concerning Egypt's rule over the Sudan. It then studies the presumed implications of this categorization of the Jews for their supposed racial relatives, the Arabs. It argues that it was precisely the imagined racial link between Jews and Arabs that made race an attractive category for understanding the Jews in the minds of certain Nahda thinkers. Next, it examines Makaryus's approach to Jewish nationalism and Zionism and contends that his apparent sympathy toward the movement may be understood, at least in part, in relation to his racial definition of the Jews. Finally, it concludes with some reflections on the implications of this study for our understanding of secularism in the world of the Nahda.  相似文献

Most analyses of the African Union (AU) have focused on the politics of the state and the presidents. There are very few analyses that have focused on aspects such as youth development. The point of departure for this article therefore, is youth development. I argue that although the youth were always part of important historical developments in Africa, they remain on the periphery. In recent times, particularly since the transformation of the Organization of African Unity (OAU) into the AU in the 2000s, the youth development agenda has begun to receive the attention at policy level. In 2015 the AU, through Agenda 2063 went a step further by including youth development into mainstream continental policy frameworks. While we welcome all these developments it has emerged that the continent remains hesitant in the area of youth development. Where the AU and its member states have adopted the discourse of youth inclusion—in cases where youth political participation is often limited, such efforts are not met with fitting institutional and practical policy arrangements. The article posits that the African elite is in for a rude awakening as we have witnessed—since 2011—given the discovery by the African youth of new methods of political participation in post-colonial Africa. The article advocates for the adoption of the African community outlook to youth state policy, argues for the youth to be linked to the project of economic freedom, and implores the African elite to embark on the decolonial project to resolve the bearing coloniality of being, power and knowledge.  相似文献

Observers have long noted Brazil's distinctive racial politics: the coexistence of relatively integrated race relations and a national ideology of “racial democracy” with deep social inequalities along color lines. Those defending a vision of a nonracist Brazil attribute such inequalities to mechanisms perpetuating class distinctions. This article examines how members of disadvantaged groups perceive their disadvantage and what determines self‐reports of discriminatory experiences, using 2010 AmericasBarometer data. About a third of respondents reported experiencing discrimination. Consistent with Brazilian national myths, respondents were much more likely to report discrimination due to their class than to their race. Nonetheless, the respondent's skin color, as coded by the interviewer, was a strong determinant of reporting class as well as race and gender discrimination. Race is more strongly associated with perceived “class” discrimination than is household wealth, education, or region of residence; female gender intensifies the association between color and discrimination.  相似文献

Revolutionary protests in Ukraine in winter 2014 resulted in the annexation of Crimea by Russia, and an anti-terrorist operation launched by Kiev in eastern Ukraine. What was a totally internal manifestation of displeasure with governmental policy transformed into an international security crisis. While Kiev considers it a Russian–Ukrainian conflict, Moscow perceives it as a Russian–West confrontation, claiming that the crisis was provoked by NATO’s desire to enlarge into the region where Russia’s vital interests lie. The article analyses the sources of the current Ukrainian–Russian conflict and looks into Russia’s place in post-crisis Ukraine. As history has shown, even those states which used to fight each other for centuries managed not only to find peace but to establish constructive relationships. Still, with the shift from material to ideological confrontation, there are fewer and fewer options for compromise.  相似文献
