This article presents a Scottish case study of early modern ideas on parliamentary representation and popular political participation. By scrutinizing the context and content of a treatise published in 1669 by the lawyer James Stewart of Goodtrees, the article seeks to demonstrate that views had shifted on the nature of the Scottish Parliament. In addition, it is argued that the promulgation of Scotland's covenants – that is, the National Covenant (1638) and the Solemn League and Covenant (1643) – unwittingly created space for the development of popular political engagement. However, the implications of this were not fully realized until a group of middling and lower class men rose in arms to uphold the Covenants after their rescission in law by parliamentary statute in 1661.  相似文献

ABSTRACT

Botswana’s tiny economy is overwhelmingly government-driven and political participation, particularly on the side of the ruling party, is critical for one’s economic survival and prosperity. This has led to enduring intrigue and conflict among the country’s political power elite. Opposition party activists traditionally have embraced leftist policies and claimed to be representing the country’s poor and downtrodden while castigating the ruling Botswana Democratic Party (in power since 1966) of being pro-rich and politically connected business. Ironically, some members of the opposition elite also engage in business ventures with their ruling party counterparts. The scramble for economic opportunities has fuelled debilitating factionalism within both the ruling and opposition parties over the years. In some instances tribalism was mobilised in intra- and inter-party elections for positions of influence even though voters are more interested in service delivery than traditional ethnic issues. Russians entered Iranian military service in this period in two waves, each wave characterizing a specific period in Iranian–Russian relations. The first was subaltern in origin and came in the form of the deserters from the Russian imperial army who fled to Tabriz in the early nineteenth century and who made a significant contribution to Iranian efforts to build a modern army. The second took place in the late nineteenth–early twentieth century and consisted of representatives of the tsarist military elite, Russian Cossack officers, who came to Iran between 1879 and 1920 and formed the Iranian Cossack Brigade, and their opposites, Caucasian revolutionaries who joined the constitutional movement in order to continue their struggle against the Russian imperial regime. The article raises a series of questions, not only about the extent of Russian influence suggested by the presence of Russian soldiers, but also about its character. Why did Iran place such a high value on Russian military expertise? Who were the Russians who served in the Iranian military? How were they received in Iran? What effect did Iranian society exercise on them and to what extent did the changes transforming Russia affect the roles they played in Iran?  相似文献

SUMMARY

This article offers reflections on the power relations between the executive and legislative branches of the Chilean state by examining the way political parties leveraged the electoral system to balance the weight of each branch in the configuration of government. The period from 1874 to 1924 is framed by a cycle of reforms to Chile’s 1833 constitution that were pushed through by liberal sectors to limit the power of the executive under the country’s presidential regime, efforts that contributed to a final breakdown of the presidential regime following civil war in 1891. That year the victorious revolutionary forces implemented a parliamentarian system that remained in place until it was overthrown by a military coup. The literature on this process has studied the use of legislative manoeuvres such as obstruction, accusation and filibuster by political parties to weaken the executive power. Little has been written, however, about the way parties exploited the rules and procedures of the electoral system and, specifically, the use of official complaints and the process known as calificación (qualification) by which congress audited final election results. This article will help fill that void, focusing on understanding how both practices worked and the effects that the election reforms of 1874, 1884 and 1890 had on them.  相似文献

ABSTRACT

This article traces the military employment patterns of the highlanders of Dibra in the late eighteenth and early nineteenth centuries. It addresses how the Albanian highlanders found different opportunities for military employment in a period largely associated with political instability. The Albanians as ‘mountain bandits’ have been regarded as the primary culprit of the violence that ravaged the Balkans. The same bandits, this article shows, constituted at the same time the irregular forces the Ottoman army came to rely on in the late eighteenth century. By demonstrating different prospects of employment with which the Albanian irregulars were preoccupied, it provides a broader perspective to observe the turmoil the Balkans underwent in a period of political instability. This article also deals with the intricate interplay between the Albanian irregulars and the Ottoman military administration. It reinserts the Albanian bandits-cum-irregulars into the background of the military reforms. Showing how different prospects for military employment that ranged from freelance plunder to service either for the imperial army or the retinue of the rogue Albanian pashas came to clash with the discourse of military reforms, this article also traces the increasing tension between the Albanian irregulars and the modernising Ottoman army.  相似文献

This paper focuses on diverse forms of parliamentary violence (blocking the orators' platform and the chairman's podium, destruction of equipment, and violent brawls) during 2006–2012 in the Ukrainian parliament, and analyzes them as a repertoire of habitual parliamentary actions. The paper attributes these violent incidents to two external factors. First, they must be understood in the context of the general de-pacification of relations among principal political actors in Ukraine as well as exacerbation of political and ideological tensions among those actors. Second, the emergence of more violent episodes in the Rada, breaking with a more routine modus operandi of disruptions, has its origin in the earlier, prepolitical careers of certain members of parliament and their propensity to bring into politics particular dispositions (i.e., propensity to use violence) acquired in those previous professional experiences.  相似文献

ABSTRACT

Petitioning was universal across early modern Europe, but worked differently within distinct polities. Denmark-Norway became, after 1660, an absolute hereditary dual monarchy, with no further meetings of the Estates, and no other formal representative structures. The crown, however, did fully acknowledge the right to petition, confirming the mechanism and the legal basis for doing so in the full law code of 1683, Danske Lov. Petitions from all levels of society were processed in the central bureaucracy, and those processed through the Chancellery (Danske Kancelli) can be analysed systematically. However, a number of petitions were handled separately in the Exchequer (Rentekammer) or through the legal system. This article discusses the different types of petitions to the Danish crown, and analyses some examples that illustrate not merely the complicated negotiation of power within an absolute monarchy, but also the kind of language and cultural conventions necessary for the system to work.  相似文献

This article argues that the agrarian expansion that took place in Chile's southern frontier region after the military occupation of the Mapuche territory (1862–1883) was the first phase of the development of agrarian capitalism in the region. This process was shaped by ecological conditions. In a territory covered by forests, sharecropping with tenant labourers was crucial for land clearance in the formation of the hacienda system, when landowners needed to create fields for commercial crops. As the domestic demand for agricultural products increased, mechanisation intensified, sharecropping declined, and wage labour became dominant. Frontier capitalist agriculture expanded dramatically, and consequently the region became the breadbasket of Chile.  相似文献

The aim of this article is to establish if expressed attachment to Russia, amongst surveyed Russian-speaking youths in 2004 and 2010 in Latvia, demonstrates any noteworthy correlations with factors promoting integration and feelings of belonging to Latvia. The correlation analysis shows that a sense of belonging to Russia and a sense of belonging to Latvia are not mutually exclusive. However, those Russian speakers in Latvia expressing a closer sense of belonging to Russia are also more likely to prefer an all-Russian environment, are skeptical of their rights and influence in Latvia, and are more likely to perceive discrimination in terms of citizenship status and ethnicity. These preferences suggest either a lack of integration or an “external homeland” influence.  相似文献
