Conventional scholarly wisdom has it that most Italian Americans in the United States were loyal supporters of the policies of Fascism in the inter-war years but eventually rejected the antisemitic measures that Benito Mussolini's regime adopted in their ancestral country in 1938. Contrary to such an interpretation, Luconi argues that many Italian Americans themselves held antisemitic attitudes and, therefore, did not distance themselves from Fascism after Mussolini launched his campaign against Italian Jews. He also contends that these attitudes resulted less from an ideological commitment to Fascism than from both the strained relations between Italian Americans and Jewish Americans, and the antisemitic climate of opinion that characterized American society in the 1930s. Italian Americans and Jews were partners in the labour movement and the Democratic Party. Yet the former resented the latter's distrust in Italian Americans' labour militancy, as well as the earlier rise of Jews in the hierarchies of the unions and the Democratic Party. Furthermore, Italian Americans and Jews competed for jobs, political patronage, cheap housing and relief benefits, especially during the Depression years. Such ethnic rivalries and the appeal of right-wing organizations to Italian Americans contributed to make the latter prone to antisemitism. As a result, few Americans of Italian descent came out against the racial policy of the Fascist regime.  相似文献

In urban sub-Saharan Africa, leaders should appeal to voters of diverse ethnic backgrounds for electoral success. Yet, the political salience of ethnic inequality demands their attention to ethnicity issues in campaign messaging. This study examines the impacts on voter preference of appeals to ethnic equality by using a conjoint experiment conducted in Nairobi, Kenya. Appeals to ethnic equality were varied randomly as follows: (1) no appeal to ethnic equality, (2) appeals to equal opportunities for all ethnic groups (pan-ethnic appeal), and (3) appeals to opportunities for ethnic minorities (pro-minority appeal). The study found a substantial increase in support for politicians making appeals to ethnic equality, while pan-ethnic appeals increased voter support for candidates more than pro-minority appeals. Pan-ethnic appeals were more effective than pro-minority appeals because they bolster support from co-ethnic voters who are also from the candidate's party, while not alienating non-co-ethnic voters or voters affiliated with other parties.  相似文献

Direct influence over communication media is a potent resource during electoral campaigns, and politicians have an incentive to gain control of the airwaves to advance their careers. In this article, we use data on community radio license applications in Brazil to identify both the causal effect of incumbency on politicians’ ability to control the media and the causal effect of media control on their future electoral prospects. Using a regression discontinuity design, we compare city council candidates who barely won or barely lost an election, showing that incumbency more than doubles the probability of an application’s approval by the Ministry of Communications. Next, using genetic matching, we compare candidates who acquired community radio licenses before an election to similar politicians who did not, showing that a radio station substantially increases one’s vote share and probability of victory. These findings demonstrate that media control helps entrench local political power in Brazil.  相似文献

Why are voters influenced by the views of local patrons when casting their ballots? The existing literature suggests that coercion and personal obligations underpin this form of clientelism, causing voters to support candidates for reasons tangential to political performance. However, voters who support candidates preferred by local patrons may be making sophisticated political inferences. In many developing countries, elected politicians need to work with local patrons to deliver resources to voters, giving voters good reason to consider their patron's opinions of candidates. This argument is tested using data from an original survey of traditional chiefs and an experiment involving voters in Zambia. Chiefs and politicians with stronger relationships collaborate more effectively to provide local public goods. Furthermore, voters are particularly likely to vote with their chief if they perceive the importance of chiefs and politicians working jointly for local development.  相似文献

Can prominent female politicians inspire other women to enter politics? A woman occupying a high‐profile office directly impacts women's substantive representation through her policy actions. Here, we consider whether these female leaders also facilitate a mobilization effect by motivating other women to run for office. We posit that prominent women in politics serve as role models for other women interested in political careers, causing an increase in female candidates. We test this theory with data from the American states, which exhibit considerable variation in the sex of state legislative candidates and the high‐profile offices of governor and U.S. senator. Using a weighting method and data spanning 1978–2012, we demonstrate that high‐profile women exert substantively large positive effects on female candidates. We conclude that women in major offices are crucial for women's representation. Beyond their direct policy impact, they amplify women's political voice by motivating more women to enter politics.  相似文献

Abstract

In this article we argue that the almost exclusive focus of political communications research on national political actors and agencies has led to an inadequate understanding of the functioning, the relevance, and the influence of local political communications strategies. This paper seeks to redress this neglect through exploring political marketing strategies of national political actors and agencies which have implications for local political communications; and political marketing strategies of local political actors and agencies and their implications for local political communications, with specific reference to the local newspaper coverage of the local campaign in the 2001 UK General Election. Drawing on a unique and extensive analysis of local newspapers' election reporting, combined with detailed interviews with journalists, editors, politicians and their agents, we argue that news management strategies enacted at a local level were characterised by an exchange relationship in which, although parties traded information for editorial space, the local news media retained a dominant role. Thus, although parties were, to differing degrees, successful in securing coverage of their candidates and policies, this success was always achieved in the context of local newspapers setting the broader agenda.  相似文献

Psychological models of forming impressions about other people assume that this process is strictly connected with social categorization. Therefore, it is clear that the results of many studies show that the evaluations of other people are based on two crucial and separable criteria: morality and competence. Obviously morality and competence are two fundamental and distinct dimensions of the perception of politicians. These dimensions substantially influence voters’ behavior toward politicians and are clearly visible both in the preelection polls as well as in the scientific analyses concerning forming the images of politicians. The evaluations of politicians on the morality and competence dimensions are central in forming the interpersonal attitudes in which the dominant elements are affect and respect toward the evaluated person. Consequently, affect and respect are crucial factors in establishing the support of candidates for political offices. The morality and competence dimensions trigger the causal structures in the voter's mind in which formed attitude creates affect and respect, which determine voting behavior.  相似文献

The article presents the conception of positioning politicians based on a three-stage approach to political branding. The main assumption is that a political brand—and politician's image as its crucial component—is conceptualized as consisting of a node in memory to which a variety of associations are linked. These associations—positive, negative, or neutral—must be shared with other rival candidates as well as with an prototypical ideal candidate, understood as a model and standard of comparison while developing detailed marketing strategies. One of the most valuable methods that has been used to measure these associations is associative overlap technique developed by Szalay. This measure is based on free verbal associations and it expresses the degree of similarity among objects (words, persons, groups) based on the number of similar responses (associations) they elicit in common. The first stage of branding, candidates’ positioning in various segments of voters, focuses on such affinity between politicians and is based on multidimensional scaling techniques. At the second stage, mutual relationships between particular elements (positive and negative, common and distinctive), of which a politician's image consists, are defined. The third level of political branding links the results of positioning to voters’ decisions. This framework of branding political candidates is presented on the basis of empirical research focused on Polish presidential candidates’ perception and evaluation in the 2005 presidential election. The results of the performed research show that it is not only the strengthening of politicians’ positive features but also neutralizing the negative ones that contributes to his higher expected quality.  相似文献

The 2010 election proved critical for ethnic minority representation in Britain. The number of minority Members of Parliament reached an unprecedented high. Furthermore, the virtual monopoly of the Labour party on minority parliamentary representation ended. In explaining this development, this article moves away from the traditional discussion of disadvantages facing minority candidates and turns to the role of the political parties. It argues that a new commitment to increased minority representation exists and shows, on the basis of new data, that in the 2010 election both Labour and Conservatives employed a variety of strategies for increasing ethnic minority representation. The strategy to select more minority candidates in ‘white’ seats was not only a key to increasing the numbers of minority parliamentarians but also signals a departure from the traditional pattern of ethnic minority politicians being elected by ethnic minorities.  相似文献

This study examines the effect of electoral competition on politicians’ trade policy preferences using candidate observations from the House of Representatives in Japan’s 2012 general election. The study clarifies the effects of constituency size and the electoral strength of constituencies on candidates’ political stances. The empirical results provide evidence that politicians’ preferences for trade policy are sensitive to electoral pressure, but their reactions differ depending on the characteristics of each constituency. The results reveal that for a broad constituency with a large concentration of agricultural workers, election candidates are more likely to support protectionism than their counterparts running in a narrow constituency. For city district election candidates, electoral strength measured by the vote margin significantly affects their trade policy preferences. Candidates in close elections are more likely to be protectionist than candidates elected by a substantial majority, suggesting that electoral pressures deter politicians from supporting trade liberalization.  相似文献

ABSTRACT

The question whether online social networks allow political challengers equal access to incumbents (equalization) or perpetuate the gaps between candidates (normalization) during an election campaign is central to political science studies. While so far, studies have relied on top-down analyses of citizens’ engagement with politicians’ messages to address the issue, we complemented this method with a bottom-up approach via analysis of independent citizen discussions of the different contenders on Facebook during the 2015 Israeli elections campaign. This approach is particularly relevant to social networks, where citizens are not only consumers but also producers of political information. Our study revealed that, whereas PM Netanyahu's posts attracted the most engagement, indicating normalization, on the citizen discussions realm contenders Herzog and Livni attracted more mentions, as well as Shares, Likes and participants than did PM Netanyahu. In addition, contender Bennett's posts managed to generate more Likes than PM Netanyahu, indicating equalization on the bottom-up level. These optimistic results highlight citizens’ discussion realms as a platform characterized by a more desired democratic discourse than that which can be found on politicians’ pages and emphasize the importance of including this realm in future analyses of equalization versus normalization.  相似文献

The results of the 2013 South Tyrolean elections, held on 27 October, caused major changes in the political system of the autonomy. For the first time since the Second World War the South Tyrolean People's Party (SVP) lost its absolute majority. While the German secessionist parties increased their electoral support, the Italian parties suffered heavy electoral losses, thus leading to an under-representation of Italian speakers in the political institutions. The election report shows how the electoral results affect the South Tyrolean system of ethnic proportional representation, which is characterized by an increasing asymmetry.  相似文献

Abstract. During the investigations into political corruption in Italy, judges emerged in the eyes of the public as the 'heroes' of a peaceful revolution against the 'villainous' politicians. The established explanation for the active role of the judiciary against corruption stresses the unusual degree of independence of Italian judges. Without denying the importance of this institutional variable, analysis of the interactions between politicians and judges in the history of the Italian Republic allows one to discuss the role of other two important variables: the informal networking between politicians and judges, and the professional culture of the magistracy. The three sets of variables are in fact used to explain two different strategies adopted by Italian judges in their interaction with the political system: a strategy of 'role substitution', acccording to which some judges act as a surrogate power for the protection of the citizens against corrupt politicians, and a 'collusive strategy', consisting of various levels of hidden exchanges between judges and politicians. This article is based on an examination of judicial documents relating to 40 episodes of political corruption, in–depth interviews with experts, reports of relevant Parliamentary Inquiry Commissions, requests for indictment of Members of Parliament, official statistics and the daily and weekly press.  相似文献

The interface between politicians and the electorate is a vital component of the infrastructure of democracy and politicians now have many more tools available to communicate and engage with the electorate. Direct contact between politicians and the electorate is associated with increased levels of civic engagement. In this article, we examine the responsiveness of politicians in the UK by conducting: (i) an innovative test of responses to an undecided voter's email and (ii) follow-up interviews with electoral candidates. We found that a majority of electoral candidates had an identifiable email address and more than half responded to our undecided voter's email. However, there were considerable differences in the content relevance of the responses. There were also very few follow-up emails or further contact from the electoral candidates, suggesting only limited evidence of an integrated communication strategy. Electoral candidates also expressed concerns about communicating in a way that was ‘on record’. The findings provide a unique insight into the dynamics of communication between politicians and the electorate and the changing nature of the representation interface. Whilst the Internet has the scope for more personalized and two-way communication and for electors to hold politicians to account, it seems that politicians are more focused on campaign advantage rather than renewing the representation interface.  相似文献

This article examines the experience of political, social and cultural rights for Malaysia's ethnic minorities. Using a survey method, our research finds that while Malaysia has made substantial economic progress, lack of attention to political, social and cultural rights for ethnic minorities in Malaysia has meant that ethnic minorities have become increasingly dissatisfied with their experience of citizenship. Experiences of institutional and social discrimination within Malaysia's ethnically differentiated model of citizenship are common. Such experiences can lead to low levels of confidence in Malaysia's national institutions and have the capacity to undermine the kind of political support that is necessary for good governance and national stability.  相似文献

This article, building on the emerging theoretical corpus of “reputation theory” provides an alternative explanation about how successful policies are obtained in contexts of bureaucratic weakness and volatile politics. The argument is that politicians choose to intervene in delivering successful policies based on how contributable such policies are to construct their political reputations. The findings suggest that in both countries, less tenured politicians face higher incentives to build their reputations, so they choose to deliver better policies to accumulate “successful experiences” as vitae for electoral purposes. Tenured politicians, in turn, opt for inaction or strategic delivery, to preserve their already won political reputations. The present article brings evidence from the education sector of Peru and Bolivia, a sector that has been at the core of these countries' priorities for decades. Through a mixed methods approach involving a panel regression and in-depth interviews, results obtained largely confirm this article's claims.  相似文献

Past work suggests that partisan attachments isolate citizens from encountering elite messages contrary to their points of view. Here, we present evidence that partisan attachments not only serve to filter the information citizens receive from political elites; they also work in the other direction, isolating politicians from encountering potentially contrary perspectives from citizens. In particular, we hypothesized that Americans prefer expressing their opinions to politicians who share their party identification and avoid contacting outpartisan politicians. Three studies—drawing on a mixture of observational, field experimental, and natural experimental approaches—support this hypothesis: Citizens prefer to “preach to the choir,” contacting legislators of the same partisan stripe. In light of evidence that contact from citizens powerfully affects politicians’ stances and priorities, these findings suggest a feedback loop that might aggravate political polarization and help explain how politicians of different parties could develop different perceptions of the same constituencies.  相似文献

Parents, the press and political scientists have increasingly shown interest in the influence of the entertainment media on young adults' political beliefs. This research examines the impact of celebrities' endorsements of certain political beliefs on the attitudes on young Americans, and finds that young people are significantly more likely to agree with a position when it is endorsed by a celebrity. Causes and candidates are cautioned to select celebrity endorsers carefully, because not all celebrities are created equal when it comes to influencing public opinion, with the evidence suggesting celebrity status in and of itself may not be most important factor, but credibility and appropriate match-up between idea and endorser matter as well.  相似文献

Under what conditions do women participate in executive power in multiethnic societies? Previous research has examined how political institutions, socioeconomic factors, and cultural norms affect the appointment of women as cabinet ministers. However, no study has assessed the extent to which the politicization of ethnicity—a cleavage that shapes political life in many countries—affects women's cabinet appointments. Focusing on sub‐Saharan Africa, we argue that women are less likely to become cabinet ministers where incumbents use such appointments to build patronage‐based alliances with politicians who act as advocates for ethnic constituencies. Using an original dataset on the composition of cabinets in 34 African countries from 1980 to 2005, we show that women's share of cabinet appointments is significantly lower in countries where leaders must accommodate a larger number of politicized ethnic groups, but it rises with higher levels of democracy and greater representation of women in parliament.  相似文献

We examine equilibrium voting strategies for elections with interested politicians facing uncertainty about voter pReferences. If politicians' utilities are defined over the set of strategies that voters select (instead of being dependent only on the probability of winning an election), equilibrium strategies will diverge (instead of converging to the median voter's pReferences) as long as politicians have different pReferences. We present conditions (i) for political compromise, and (ii) for politicians with different utility functions to merge into parties with complete strategic agreement.  相似文献
