Hisahiro Kanayama graduated from the University of Tokyo with a B.A. in Economics in 1981, then joined the Nippon Steel Corporation. Several years later, he took a two‐year sabbatical to obtain his MBA from the University of Washington in Seattle. Upon returning to Japan, he became a manager at the Plate Sales Division of the Tokyo Head Office. Seconded to IIPS as a senior research fellow in July of 1992, his work is focused on Japanese policy in Asia and he has published several policy papers including “Economic Zones in China” (104J) and “The Marketization of China and Japan's Response” (115E).  相似文献

Using historical analysis of relations between city-states and other international actors in Central Asia during the eighteenth and nineteenth centuries, this article evaluates new structural theories of international politics, chiefly those of David Lake and Jack Donnelly. Pre-colonial Central Asia offers a usefully tough case for structural theories, since it so little resembles the modern international order that these theories were developed to describe. Empirically, the article proceeds by evaluating the region's city-states' relations with three groups of actors: one another; neighbouring empires; and the many non-state actors present at the time. It concludes with an assessment of the merits of the new structuralisms, and a discussion of their value for constructivist international-relations theories of international change.  相似文献

Abstract

In 1961, Sélim Abou, then a young doctoral student and now chair of cultural anthropology at the Université Saint-Joseph in Beirut, published his thesis. It argued that Lebanon's most formative national characteristic is its French-Arabic bilingualism. Moreover, he proposes that Lebanese communities should be defined not by confession but by language. Abou’s work raised red flags for partisans of Arabic in Lebanon who argued that bilingualism was nothing more than a conceptual 'fig leaf' for maintaining French and an established cultural and political status quo that worked in favour of Lebanon’s Maronites. Critics suggested that his design was nothing more than a thinly veiled promotion of sectarian politics. Through an examination of his work, and of the critical response it provoked, this article examines the possibilities of language as an alternative category of analysis in Lebanon. While Abou’s bilingualism most certainly served as an apology for French colonialism and for Maronite interests, his work nonetheless illustrates alternative local categories of use other than “confession.” Instead of focusing on the criticism of Abou and his category, we must examine how language can provide possibilities that might crack open the hermetic and fragile structure of confessionalism, highlighting the types of moveable communities in the post-colony.  相似文献

ABSTRACT

This special issue introduces new research on informal markets and trade in Central Asia and the Caucasus. The research presented here was conducted in Armenia, Georgia, Kazakhstan and Kyrgyzstan, as well as Beijing, Guangzhou, Yiwu and the Xinjiang Uyghur Autonomous Region in China. The following eight articles illustrate how informal markets and trade in Central Asia and the Caucasus provided spaces for people across the region to negotiate state and society in the last three decades; the articles also suggest that informality should be seen as constitutive of a normative order for polities in Central Asia and the Caucasus. Informal markets and trade in Central Asia rest on three factors: the inability of the state to measure commercial transactions; markets and trade becoming places from which citizens built personalized networks that required individualized networking and oral agreements based on social relations, particularly trust; and markets being embedded within states in which clientelism frequently thrives.  相似文献

This article focuses on the uprising in 1918–1922 of Ismail Agha of Shikak (a.k.a. Simko) in Iranian Kurdistan and how he has been portrayed in Persian historiography. Painting Simko simply as another Kurdish rebellious chief with no nationalist aspirations leaves important questions unanswered. Simko introduced a number of firsts in Kurdish political history to Iranian Kurdistan, yet his innovations have generally been overlooked. Simko was conscious of, informed by, and founded his politics upon the communal distinctions deemed to legitimize varying degrees of Kurdish self-rule. In addition to his political and military activities, Simko co-founded the first Kurdish school in Iran, published the first Kurdish–Persian newspaper, and made Kurdish the official medium of his reign. This article draws on memoirs, personal accounts, and other unexplored primary documents to show a more complex picture of Simko's resistance, problematizes some idées reçues about Simko and his ethno-nationalism, and explores inconsistencies in the existing literature on the subject.  相似文献

ABSTRACT

The Tonkin–Yunnan railway constituted a significant piece of transport infrastructure of the French colonial empire in Asia. The 848-kilometer railroad was a technical achievement that took ten years to complete (1900–1910) at the cost of thousands of lives. Albert Marie, a young French engineer, worked on the construction of the Chinese section of the railway over a three-year period, from August 1904 to May 1907. Through the letters he sent to his family and the photographs he took during his assignment, vignettes of everyday life in the expatriate community and the local population, as well as of the daunting work on the construction sites in a hostile physical environment, are narrated in a very candid manner. The hardworking, ambitious, and (at times) bewildered engineer, like many of his contemporary fellow countrymen, was hopeful about French rule in parts of mainland Southeast Asia and southwestern China in the early twentieth century. Technology, in particular, was believed to be the instrument of civilization and modernity that would drive France's imperial expansion in the region and elsewhere; in 1907, Albert Marie left Yunnan to work on another daunting colonial railroad project, the Constantinople–Baghdad line.  相似文献

Abstract

J.B. Jeyaretnam was Singapore's most celebrated opposition leader when his career came to an abrupt end in 2001, but he is better known for the injustices he has suffered at the hands of the People's Action Party regime than for anything he has achieved or said. Bankrupted, imprisoned, deprived of his livelihood and expelled from Parliament twice, he has acquired the aura of martyrdom, yet little is known about his life, his ideas or his motivations. Drawing on interview and archival research, this article studies him with a view to better understanding both the man himself and — probably of greater significance — what his experience can tell us about the dynamics of the Singapore policy.

Why did he enter opposition politics and keep coming back for more in the face of persecution? Why did the government set out to destroy him with such vehemence? What does this tell us about the limits of political tolerance in Singapore, both today and in the past? What lessons can other opposition figures learn from his experience? And why has Jeyaretnam been treated so harshly while the government nurtures some other opposition MPs as responsible and courteous players?  相似文献

This paper examines the interplay between the life and ideas of a Catalan anarchist and autodidact, Salvador Torrents, who migrated to Australia in 1915. Until his death in 1951, Torrents, from his isolated farm in North Queensland, contributed regular commentaries and articles in libertarian newspapers in Spain, France and the United States. With the exception of the years of the Spanish civil war, Torrents remained outside mainstream Australian labour politics. Like many non-English speaking immigrants, a lack of the language was an obstacle to participation. As well, as an anarchist, Torrents considered political parties and electoral politics a waste of time in achieving social and political change. Instead he propounded, and practised, the transformative powers of self-education and the revolutionary role of the autodidact in fomenting radical change. His ideas had been forged in the turbulent politics of Catalonia in the first decades of the century. In Australia he continued to apply the same analysis in what he perceived as the similar context which Southern European immigrants confronted in North Queensland. Although invisible on the Australian Left, Torrents functioned as a left wing intellectual, contributing to a particular public discourse, which took place in a space that was separated from the mainstream Australian Left by language and different radical traditions.  相似文献

An account of the four expeditions to Chinese Central Asia made at the beginning of the twentieth century by the Hungarian scholar, Aurel Stein; his discoveries and excavations in the ancient cities of the Silk Road, including the famous cache of scrolls he found at Dunhuang. The second part of the article covers the present day activities of the International Dunhuang Project and an expedition made in 2008 to retrace Stein's footsteps and replicate his photographs.  相似文献

Michael Denison read Modern History at Keble College, Oxford University, where he was the Royal Historical Society's Frampton Prize scholar. He completed an MA at the University of Leeds in European Security Studies and is now writing his PhD at Leeds on the domestic and international dynamics of personal rule. He spent the summers of 2001 and 2002 in Central Asia conducting fieldwork. During the last 15 years several important sources have been published allowing the appraisal of the role of ulema during the Iranian constitutional movement (1906–11) and thus opening new lines of research. The 2006–7 edition compiled by Muhsin Kadivar from several unknown documents written by Akhund Muhammad Kazim Khurasani (d. 1330/1911) make it possible to measure his importance and his impact on the evolution of the events as well as his ideological influence. The usuli rationalist jurist Akhund Khurasani was considered at the beginning of the constitutional movement as one of the principal mujtahid and marja’-i taqlid of the Shiite world, and was possibly the best-known. After introducing the life and work of Akhund Khurasani and the theoretical principles (nazari) that he uses to define the constitutional movement, the main topics that arise in the study of this literature are identified. Particular attention is paid to his position as a rallying point and legitimizing force, his enthusiasm for an ambitious progressive policy, his intricate relations with western powers and his links with the Qajar.  相似文献

For the past fifty years the Japan‐US alliance has provided the framework for Asia‐Pacific security, says Jusuf Wanandi, Chairman of the Centre for Strategic International Studies in Indonesia and former research fellow at IIPS. The region's political and economic dynamics are changing, Wanandi says, and the Association of South East Asian Nations (ASEAN) supports an increased Japanese security role, with regional organizations acting as a conduit. But before Japan will win the confidence of some Asian neighbors, he says, Japan must open its economy, reform its domestic politics, and come to terms with its militaristic past.  相似文献

Abstract

The most appropriate review of Professor Pye's “psychocultural” study of Chinese politics would be an analysis of his personal motives for writing it. This might be approached via his childhood experiences as a missionary's son in China, or, alternatively, through his connections with the CIA in adult life. However, since this review argues that such an analysis (i.e., the method of his book) is unfair and irrelevant because it is an attempt to discredit ideas without examining the truth they may contain, I will try to set an example by confronting instead the ideas he presents and the assumptions which underlie them.  相似文献

Abstract

Thadeus Flood died of cancer on December 11, 1977. The last ten years of his life were devoted to promoting revolutionary change and resisting American imperialism in Thailand. His life and work reveal the contradictions of American education and imperialist policy. This is not only because of what he wrote about, but because his life and scholarship transcended his conservative and “apolitical” education, moving him from academic scholarship to political commitment, forcing him beyond the functions within the university for which he had been intended. American imperialism in Southeast Asia gave him a political awareness which his education had consistently denied him. In this brief article I would like to indicate the important lessons which Asian scholars and others can learn from his transformation, and to attempt to assess his seminal contribution to the study of Thailand. I seek to draw, from his life and work, political lessons which can further our common struggles.  相似文献

This article aims to make a long overdue re‐examination of Indo‐Australian relations in the early Cold War years. By drawing on available secondary sources, it reassesses the existing literature on Australian engagement with Asia. In so doing, it seeks to understand the reasons why the Menzies government found it so difficult to forge a close partnership with India. Canberra's rather frosty relations with New Delhi during the Menzies‐Nehru years had little to do with Menzies' alleged condescension towards the Asians or his personal antipathy towards Nehru. Rather, it had to do with the two leaders' different readings of Cold War politics as well as their responses to the structural changes taking place at the international level following the end of the Second World War.  相似文献

During 1871 and 1872 the Victorian Premier, Charles Gavan Duffy, led his minsters on a banqueting tour of the colony during which he made a series of speeches in defence of his Government. Little noticed since but controversial at the time, Duffy's tour called into question the centrality of parliament and the meaning of colonial democracy. Earlier interpretations, derived from the study of colonial New South Wales, paint Australian politics in this period as ideologically somnolent and unprincipled. Yet Duffy's tour and the associated hullabaloo reveal the intellectual vitality and vigour of democracy's brash antipodean form. Its significance has been overlooked by historians. However Duffy's oratory tour was undertaken almost a decade before Gladstone's 1879 apparently pioneering Midlothian campaign, and the electioneering practices he initiated in the early 1870s shaped elections in the years that followed.  相似文献

Reflecting Gorbachev's demands for glasnost' (openness), the Central Statistical Administration recently published several key statistical series which had not been available in the USSR for the last 5 to 35 years. These included data on grain harvests, life expectancy and infant mortality, and production and consumption of alcohol. Persian language manuals uniformly adopt national categories such as Persian/Farsi (Iran), Dari (Afghanistan) and Tajik (Tajikistan). These categories at once impose an imagined contrast between the languages at the high register that is in fact marginal, while occluding profound linguistic variation within these nation-states at colloquial registers. Similar schemas apply to Central Asian Turkic languages such as Uyghur and Uzbek, which are closely related at the formal/literary register, but regionally diverse at lower registers. This dominant instructional approach ill prepares language learners for engaging the region on its own terms, rather than through the lens of nationalist aspirations. Students would be better served by an integrative method that teaches a transnational high language (in the case of Persian) while introducing a diverse range of dialects.  相似文献

For a very short period after the attacks on 9/11, as the United States bombarded Taliban positions and the alleged training camps of Osama bin Laden's al-Qaida organization, Afghanistan was center stage. Then, as the mundane mopping up, the political haggling, and the international community's efforts to manage the postwar mess took over, the spotlight turned to Iraq. Yet even while Afghan landscapes, politics, and economic and social practices were the focus of the world's attention, the country's history and its place in Central Asia and in the wider realm of Asian and global geopolitics were little covered by the media. This essay outlines how Afghanistan has figured in the imperial designs of regional and international powers for more than two thousand years. From the Mongol invasions of the “civilized” world in the thirteenth century to the U.S. intervention just after the turn of the second millennium CE., the “deep” political history of Afghanistan is described with a view to “locating” the country in a wider political-economic context. Afghanistan's relationship to the great regional empires of Persia, India, and China in the late medieval and early modern periods is discussed, as is its role in “the Great Game” of imperial politics between Russia and British India during the nineteenth century. The regional impact of the Russian Revolution and of efforts to consolidate the USSR are described, as is the rising nationalism and Islamism of the peoples of the region during the final years of the Soviet Union. The Soviet intervention in Afghanistan and the longer term implications of U.S. support for the mujahiddin – support that ironically contributed to the movement that gave rise to al-Qaida -- are analyzed as the final episodes before 9/11 and the recent dramatic U.S. military and political intervention.  相似文献

This article proposes that Turanism played similar roles in Turkey and Japan in terms of forming a common Asianist thought, which can also be considered an anti-Western intellectual notion. Central Asia was depicted as irredenta, and Turanists in each country dreamed of independence for Turan-origin people in the region. Some of them even took action, as seen in the examples of Imaoka and Enver Pasha. Russia, as a member of the West, was othered in both countries. Togay, as a Russian Turkic-origin thinker, believed that Japan was a Turan-origin country, which had potential to dispose the Russian influence on Turkic people, which could enable their independence. Apart from Russians, Han Chinese played the villain's role due to the Mongolian, Manchurian, and East Turkestan questions. Turanism, which has been almost forgotten today, formed a common Asianist intellectual root in Turkey and Japan in the first half of the twentieth century.  相似文献
