Since the early 1980s, "linguistic" and "cultural" influences have shaped the study of history and the broader social sciences worldwide. In Australia these influences have developed more slowly than in comparable countries such as Great Britain or the United States. Yet the colourful language and "culture wars" of Australian politics have long been key ingredients of political history's appeal in and outside of the academy. Many practitioners perceive that the so-called "turns" constitute a threat to the study of political history. This article contends that, on the contrary, they have enlivened historiographical concerns.  相似文献

Contemporary Fijian politics is shaped by a colonial legacy of extraordinary complexity and political tension. Since gaining independence from Great Britain in 1970, Fiji's history has been distinguished by incoherent and inconsistent accounts of political power. These concern the political rights belonging to indigenous peoples as first occupants vis‐à‐vis the claims to political recognition by the descendants of Indian indentured labourers. The relative power between the indigenous aristocracy and commoners is a further complicating variable. Following three coups (1987 and 2006) and a putsch (2000), indigenous paramount authority has been positioned against various forms of democracy and military oversight of the political process. However, none of these political arrangements has enhanced indigenous self‐determination. This article argues that indigenous self‐determination is more likely to be realised through a form of differentiated liberal citizenship consistent with the United Nations’ Declaration on the Rights of Indigenous Peoples. This reasonably requires the extension of the Declaration's provisions to indigenous Fijians, who, as a recent majority indigenous population, are constrained by colonial legacy in a similar manner to the minority indigenous populations for whose benefit the Declaration was primarily adopted.  相似文献

Political historians traditionally privileged the political activities of men and masculine political institutions. This vision of political history was revised from the early 1970s, first by "women's history" and later due to the influence of the "gender turn". The latter encompassed a recognition that conceptions of masculinity and femininity contribute to the shaping of political power. Both developments challenged but ultimately reinvigorated political history. However, as this article will argue, political history and feminist history remain to an extent quarantined from one another, despite the radical potential for feminist scholarship to change the way politics is conceived.  相似文献

ABSTRACT

The monarchy and the country’s military dominate discussions of Thai political history. The country’s democratic history meanwhile is much less well known. To many people, historiography – the history of the writing of history – is a dull affair that only concerns academics. But the changing representations of the origins of democracy in the 1932 revolution that ended the absolute monarchy show the politics of history as a continuous problem that still shapes Thai society. The interpretations have been bound to the bitter partisanship that has accompanied a history of political instability. This article examines the changing interpretations of 1932 in their historical contexts and demonstrates the central antagonism towards the ideal of popular sovereignty, despite its long history in the country, that is still held by the military and monarchic elite.  相似文献

This article argues that a distinct repertoire of social and political contention associated with migration and the presence of immigrants in the UK plays a large part in structuring responses to ostensibly 'new' migration challenges such as people smuggling and human trafficking. This repertoire includes the elision and confusion of migration categories (particularly in this instance between irregular migration and asylum); the impact of state policies on the creation of 'unwanted' migration flows; fears of floods and invasions by 'unwanted' migrants; concerns that the state is losing control of migration; the depiction of migration and migrants as causes of increased support for the extreme right; the existence of labour market pull factors that provide economic spaces for both regular and irregular migrants; the symbolic power but limited effect of an international human rights regime and discourse; and problems of policy implementation. The contemporary twist is provided by the links made between irregular migration and the 'war on terror' and the ways in which migration has become a component of bilateral relations between the UK and other states, particularly those structured by EU competencies.  相似文献

Recent processes of political decentralisation and the parallel movements asserting indigenous identity and autochthony have led to a resurgence of academic interest in ‘traditional’ and local forms of leadership and authority. Based on ethnographic research on the hirimu age-set system and related forms of traditional authority in the Zanzibari village of Jongowe, this article explores how these systems rooted in local history and identity are mitigated by contemporary national and international political circumstances. By examining how ‘traditional’ systems both create and circumscribe space for gendered expressions of power and how they work with the emerging forms of non-governmental organisation characteristic of contemporary development, the article considers how these dynamic local systems of governance maintain their legitimacy through both association with the past and engagement with contemporary politics. It argues for an understanding of ‘traditional authority’ that expands beyond hereditary leadership positions, and suggests that such forms of power, though embedded in historical collective identity, are expressions of contemporary forms of governance.  相似文献

In this article Cristiana Senigaglia seeks to elucidate Hegel's conception of the coup d'état. This is necessary because Hegel did not systematically expound his view in this writings, notably it is not treated in his central work, Die Philosophie des Rechts. But a consistent view can be found in his historical and philosophical writings. The article suggests that Hegel did consider there were circumstances in which a use of force to change an existing political order, or lack of it, were justified. He cited the political chaos in early modern Italy, or the constitutional instabilities in France in his own time as examples where the forces of history justified illegal and forceful interventions, be they from above or below, or the intervention of the decisive historical individual, a Caesar or a Bonaparte. To be justified, in Hegel's view, such irregular actions must be consistent with the contemporary underlying forces driving the historical process: they must have the effect of creating a new, acceptable legal order to replace that which is overthrown; and in consequence must result in a new normalization. In order to be justified, and thus to succeed in the long term, the exceptional situation created by the coup must be temporary and limited. Hegel saw Robespierre and Bonaparte as examples where a justified coup was initiated, but then the will of the initiators became an obstacle to a new normalization.  相似文献

This article analyses key elements of the Thaksin government's public sector reform program since 2001 in the context both of a longer history of public sector reform in Thailand, and of Thaksin's style of political rule. Carefully chosen instruments of new public management reform such as budgeting for results and performance management have been accompanied by an agenda of wholesale restructuring of the bureaucracy. However, these instruments do not include many familiar items of the public management reform agenda. The reforms are best viewed as part of a politicisation strategy aimed at asserting political control at the centre. Managerial reforms are being deployed to reshape the bureaucracy into an instrument of the Thaksin government's political program. In the process, the traditional power of the bureaucracy is being challenged and undermined. The long-term impact of the bureaucratic modernisation program on administrative performance is less certain.  相似文献

The introduction of Protestantism into the Middle East by American missionaries in the nineteenth century met with limited success while the responses and internalizations of local converts proved incredibly diverse. The two resultant theological descendants are Palestinian Christian Zionists and Palestinian Liberation Theologists. The article provides a short history of these two movements and highlights influential voices through interviews and media analysis. This article argues that hybrid religious identifications with nation and place has transcended, in some cases, political struggle for territory.  相似文献

The article argues that the monarchy's religious authority and its use of rituals of power limit the ability of political parties to contest the monarchy's legitimacy. It goes beyond most institutionalist accounts of authoritarian persistence by exploring the micro-dynamics of symbolic power and the extent to which the regime's ritualization of power creates a political culture conducive to the monarchy's supremacy in the socio-political realm, thus promoting regime stability in Morocco. These rituals have been institutionalized in the political system and have become part of the political discourse in Morocco. The monarchy's religious authority and its use of rituals of power impede the ability political parties to mobilize and to penetrate Moroccan society, and force them to adopt positional strategies in limited elections.  相似文献

This article deals with the political thought of Mi?elis Valters (1874–1968), whose early writings are considered to contain the first clearly articulated argument for independent and democratic Latvia. Until now, Valters's writings haven′t been analyzed in their own historical and intellectual context, being subjected to Marxist and nationalist ‘proleptic mythologies’ instead. However, such an analysis provides us with important insights about the intellectual origins of Latvian political nationalism. Valters's early argument for independent Latvia derives much from the legacy of Russian narodnichestvo and from German liberal legal theory, rather than from Austro-Marxism, as suggested by previous commentators.  相似文献

Over the last decade, in response to the metropolitan, heavily political concerns of the “China's response to” school in Western research on modern Chinese history, there has been a move toward local (regional, provincial, county and urban) studies. A focus on localities has meant increased emphasis on social and economic change and their linkages with political events. A new sub-field has emerged—Chinese cities. David Buck's ambitiously titled Urban Change in China is the first monograph to appear from the urban history sub-field. Its publication should, therefore, be an occasion for assessment of the parameters it assumes for the sub-discipline.  相似文献

The relationship between Australian political and social history has received little historiographical attention. Political history has been lauded or, more often, dismissed as traditional historical practice, while from the 1960s social history took its place as a catch-all phrase for various "new" histories concerned with everyday life. This article examines the place of political and social history in the nascent Australian academic historical profession of the 1950s to the early 1970s, and then explores the impact of the new social history on academic political history. It will suggest that while there was only limited exchange before the late 1980s, in the last twenty years social history has contributed modestly to a reconstituted understanding of political history as part of lived experience.

Traditionally, the origins of International Relations as a stand‐alone academic discipline have been traced to the inspiration of a generation of so‐called liberal idealist thinkers. 1 1 This article uses an IR understanding of the terms (liberal) idealism or utopianism, usually treated as synonyms in the discipline. While in political theory socialism and Marxism are often described as idealist/utopian, this paper does not consider them as such. Rather than idealist, Marxism actually claims to be materialistic. Ideas might be important, but the material basis of production and social relations throughout history are the basis for the methodology of Marxism (historical materialism). This article uses (and challenges) an IR understanding of the concept of utopianism/idealism as a liberal approach which traditionally overestimated the power of morality, cooperation and reason, and supposedly paid little attention to facts and power. Since the late 1990s, however, a growing revisionist literature has challenged this assumption. The case of J.A. Hobson has also been part of revisionist efforts. Paradoxically, however, he has been at times placed in alignment with “idealist” values. This article aims to employ Hobson to challenge IR orthodox narratives. Through an analysis of Hobson's writings on imperialism, the article aims to reveal a little acknowledged and yet significant underlying theoretical socialist influence on his international theory.  相似文献

In this article Mikel Urquijo seeks to explain the evolution of the coup d'état as a feature of the political history of Spain in the nineteenth century. The repeated interventions based on the armed forces, with a greater or lesser contribution from the civilian politicians, are seen as the method by which some alternation in government between the political factions was made possible. The article traces the development from the purely military coup, or pronunciamiento of the early years, intended to exclude civilian politicians, to the mixed coups of the mid-century. In the absence of a truly democratic political system, or a developed national and civic consciousness, in a system where the ruling party could decide the outcome of elections by executive action, the coup was the accepted method of changing the regime. But the increasing participation of civilian politicians in the process culminated in the coup of 1868, which had some of the characteristics of a democratic revolution, and overthrew for a time the Bourbon monarchy. This represents a true civic-military coup d'état.  相似文献

This article accounts for why and how democratisation in Korea, although facilitated by social forces from below, has contributed to deepening social polarisation by accelerating economic liberalisation. In assessing this seemingly paradoxical dynamic of democratisation in Korea, this article offers an analysis of contemporary Korean politics and political economy alternative to currently prevailing approaches. Prevailing approaches tend to frame recent socio-economic and political changes in Korea brought about by democratisation and the financial crisis of 1997-98 as the encroachment of the market over the state, and of the external (the global) over the internal (the national), as if these bipolarised categories assume zero-sum relations. This article posits democratisation processes as class and social struggles and such factors as the global economy, the positioning of Korea in the world-system and the history of US intervention, that are typically perceived as external constituents, as active social and class forces. Informed by this framework, this article explores contemporary Korean politics and political economy as a set of contradictory processes of political and economic liberalisation, democratisation and “de-democratisation.”  相似文献

There has been a considerable increase in the number of political histories written by journalists since the 1960s. Three types of journalistic political histories have emerged in this period: the quickie, the longer history and the investigative work, and the works of Warren Denning, Alan Reid and Paul Kelly have been particularly influential in the development of the genre's present characteristics and concerns. This article finds that the genre's increase is the result of a combination of factors: the expansion of a tertiary-educated readership; the introduction of university training for journalists; increasing economic pressures faced by publishers, and the rise of celebrity culture.  相似文献

ABSTRACT

Anti-Special Economic Zone (SEZ) mobilisation in Haryana failed to generate a mass movement. This is despite the political strength of farmers and their deep resentment of the government’s policy to build up land reserves for industrial purposes. This article argues that there are two main reasons for this outcome. First, the state government put in place a series of significant policies to compensate landowners and give them a stake in the industrial project, primarily through payment of an “annuity.” Second, the main anti-SEZ movements were led by dominant landowning castes who did not incorporate the concerns of landless labourers and tenant farmers who faced equally or even more dire consequences from the government’s land acquisition policy. Moreover, mobilisation relied on traditional caste institutions such as khap panchayats and farmer unions strongly associated with Jats, rather than adopting a more broad-based approach. Entrenched caste animosity and pre-existing conflicts of interest between landed Jats and Dalits, who have traditionally worked as agricultural labourers, further explain the limited scope of the mobilisation among rural groups. The analysis underscores how hierarchical relations shape social movements, define the claims they make and ultimately impact their effectiveness.  相似文献

A typical trait of the fiscal system of the ancien régime was the farming out of state revenue, most often represented by England and France. This article contributes to the ongoing discussion on the articulation of political economy and discourses on private and public organization in the early modern period, using the Swedish Riksdag as the focal point. Furthermore, it adds to historical research on private organizations for the operation of public services, and to a theoretical discussion on institutional development in the early modern period. In this article the Swedish General Customs Lease Company (Generaltullarren-desocieteten) 1723–65 is used as an example, arguing that Sweden represents an alternative model for the organization of revenue collection in early modern Europe; demonstrating that the General Customs Lease Company includes characteristics found both in England and in France. The analysis focuses on the political level, using parliamentary debates about the organization of the customs service. Thus, the explanation pays close attention to arguments wielded in favour, or against, farming out state revenue to private individuals. The political debates show an increasing critique against the large profits made by the shareholders in the Customs Company, as well as condemnations against the Customs Company for promoting self-interest at the expense of the common good.  相似文献

This article presents an analysis of some of the most important works on the persistence of the economic elite in Mexico during the first half of the twentieth century. The study seeks to answer the following question: How did the formation and character of the Mexican economic elites change during this period? It examines the effect of events such as the Mexican Revolution (1910–1920) and the agrarian reform programmes, as well as political instability and institutional uncertainty, on the persistence or weakening of the landowning and industrial elite who had consolidated their power during the Porfiriato period (1876–1911).  相似文献
