Using the student organization Groupe d'union et de défense (GUD) as a case-study, Griffin argues that the radical-right groupuscule should not be treated as an embryonic or stunted form of the inter-war 'armed party' epitomized by the Italian Fascist and German Nazi parties. Rather it is to be seen as a genus of extra-parlia-mentary political formation in its own right, perfectly adapted to the inhospitable climate of relatively stable liberal democracy and capitalism in which revolutionary nationalism has had to survive since 1945. As such the groupuscule's true significance lies in its existence as one minute entity in a swarm of similar organisms which can be termed the 'groupuscular right'. This takes on a collective force greater than the sum of its parts by conserving and transmitting fascism's diagnosis of the status quo and its vision of a new order despite its acute marginalization from mainstream politics. Having surveyed GUD's history and activities over the years, Griffin focuses on its ideology, which he identifies as a form of Third Positionism theoretically allied to anti-western Arab nations and heavily influenced by the Nouvelle Droite notion of 'cultural war' against the homogenizing effects of globalization and on behalf of a reborn Europe. He then considers the extraordinary network of historical and contemporary radical-right associations emanating to and from this one formation, a process considerably facilitated by the Internet. He concludes by suggesting that the importance of the groupuscular right, apart from its formation of cadres who may be recruited by mainstream parties such as the Front national, lies in its function as a self-perpetuating, leaderless, centreless and supra-national 'energy field' of neo-fascist beliefs, which, like the Web, is unaffected by the weakness or loss of individual nodal points (organizations).  相似文献

Led by William Pierce, a former officer in the National Socialist White People's Party, America's National Alliance has achieved particular notoriety as a result of Pierce's authoring of a genocidal political thriller called The Turner Diaries. Pierce argues, both in his fiction and elsewhere, for the recruitment of an elite that will one day lead to an armed struggle against The System. The argument of others on the extreme right in the United States, however, that only individuals or at most small cells can successfully overthrow the state represents a grave challenge to the Alliance's groupuscular logic.  相似文献

Ethiopia's federal design has a number of anomalies interesting for comparative federalism. The explicit right to secede provided to member states has become, however, real political dynamite in the country. This article deals with this right, its constitutionalization, its constitutional and ideological underpinnings, and its practical impacts on federal construction in the country for the last two decades. It challenges the political expediency views on its constitutionalization and argues that the inclusion of the right in the federal constitution is motivated by ideological reasons. By having a look at the powers member states are provided by this ‘generous' constitution, it reveals its staggering paradoxes. As far as the practical impacts of the right are concerned, the hefty controversy the constitutionalization of the right has continued creating in the country, the article argues, is a significant federal nuisance.  相似文献

Federalism in Soviet state structure, granting nominal equalityin political rights to major nationality groups residing indefined ethnoterritories, perserves to some extent, the culturalidentity of communities defined by common national or religiousheritage. Centralism in party ideological work seeks to integratea heterogeneous population by inculcating loyalty to a transcendentSoviet identity and to prevent mobilization along nationality(or other) social cleavages. Party personnel policy gives mobilityopportunities to national elites within, but rarely across,national republics, while reinforcing Moscow's domination ofparty and government relations with individual republics. Allpublicly disseminated information is subject to party ideologicalcontrols, but communications channels based in federal ethnoterritories,using native-language media, foreign radio broadcasts, and word-of-mouthchannels tend to strengthen the identity of nationality andreligious groups. Religious ties and contacts with members ofthe nationality abroad also counteract ideological centralization.However, segmented communication helps in turn to reinforcepolitical centralism and Russian dominance.  相似文献

In 1947, just two years after the fall of Nazi Germany, an American expatriate living in Ireland named Francis Parker Yockey wrote Imperium, a massive tome that advanced a new strategy for post-war European fascism. Yockey insisted that fascists abandon their narrow nationalist viewpoint and, instead, fight for a new European-wide fascist empire, which he dubbed the 'Imperium'. In 1948 Yockey and his closest collaborators left Oswald Mosley's Union Movement and founded the European Liberation Front (ELF), a British-based groupuscule that lasted until 1954. Rejecting the possibility of building a mass fascist movement in post-war Europe, the ELF defined its primary task as ideological: namely, the advancement of the 'Imperium' idea inside the ranks of Europe's 'fascist elite'. The ELF soon ran into stiff opposition from Mosley over Yockey's controversial identification of the United States, and not the Soviet Union, as Europe's 'main enemy'. The ELF also met with fierce resistance from Hitler worshippers inside the British right like Arnold Leese, who rejected the ELF's emphasis on 'culture' over 'race'. Despite the ELF's relatively brief existence as a groupuscule, its introduction of a new kind of 'Eurofascist' thinking has recently led to its rediscovery by contemporary European New Rightists now searching for a new political strategy following both the end of the Cold War and the emergence of the United States as the world's sole 'superpower'.  相似文献

The intensively propagated moral construct of ma’naviyat penetrates all fields of public life in present-day Uzbekistan. The originally religious term is used as the moral foundation of the state’s official ‘ideology of national independence’. Portrayed as a return of the Uzbek people to their pre-Soviet past and their innate values and traditions, the ideological concept is preached as the only effective remedy for overcoming the negative Soviet legacies. Yet the analysis of the phenomenon shows that both the conceptualization of ma’naviyat at large and the concept’s underlying rhetoric, ideas and structures reveal many analogies to Soviet times. By offering a detailed linguistic analysis of a range of official writings, I argue that the discourse about ma’naviyat works – similarly to Soviet ideological patterns – as a strong legitimizing factor of today’s authoritarian regime.  相似文献

In June 1967, the Soviet Union abruptly cut off diplomatic relations with Israel and withdrew its embassy staff from Tel-Aviv, including its large KGB Rezidentura. To develop new sources of intelligence in Israel, the KGB recruited under duress hundreds of Russian Jews to spy in Israel in return for allowing their families to leave the Soviet Union. Most of these ‘recruits’ abandoned their task once they reached Israel, leaving Soviet intelligence with only a small number of agents in Israel who were handled by KGB illegal case officers working out of Russian churches. These agents were able to make careers in Israel and obtain some access to confidential military information, but generally failed to reach Israel's inner circle of political and military decision makers. This inner circle was only breached in 1983 by the treachery of a highly placed former Mossad officer who offered his services to the Soviets and became the KGB's best source for secret information deep inside the Israeli government.  相似文献

In recent years, observers have raised concerns about threats to democracy posed by external support for authoritarianism coming from regional powers such as Russia, China and Venezuela. This article assesses the efficacy of autocracy promotion through a close examination of Russian efforts to shape regime outcomes in the former Soviet Union. It finds that while Russian actions have periodically promoted instability and secessionist conflict, there is little evidence that such intervention has made post‐Soviet countries less democratic than they would have been otherwise. First, the Russian government has been inconsistent in its support for autocracy – supporting opposition and greater pluralism in countries where anti‐Russian governments are in power, and incumbent autocrats in cases where pro‐Russian politicians dominate. At the same time, the Russian government's narrow concentration on its own economic and geopolitical interests has significantly limited the country's influence, fostering a strong counter‐reaction in countries with strong anti‐Russian national identities. Finally, Russia's impact on democracy in the region has been restricted by the fact that post‐Soviet countries already have weak democratic prerequisites. This analysis suggests that, despite increasingly aggressive foreign policies by autocratic regional powers, autocracy promotion does not present a particularly serious threat to democracy in the world today.  相似文献

This article analyses the content of the 2017 general election manifestos, and introduces the latest estimates from the Manifesto Project to explore recent ideological movements in the British party system. It reports the changing policy emphases in Conservative and Labour manifestos and the ideological positions of the major political parties in 2017. It finds that Theresa May's party produced its most left‐wing manifesto since 1964, and that Jeremy Corbyn's party produced its most left‐wing manifesto since 1992 and the election before the advent of New Labour. The article also finds that the ideological space between the Conservatives and Labour opened up in 2017, and that Northern Ireland's Democratic Unionists published the most right‐wing manifesto.  相似文献

This article looks at the legacy of ‘Berlusconism’ for Italian politics. On the right, we identify a process of fragmentation. As a result of the personalised leadership of Silvio Berlusconi, where loyalties and ties were to il cavaliere as an individual rather than to a party or a political tradition, there is little by way of legacy on the right. Surprisingly, we find that Berlusconi's greatest legacy lies on the left of Italian politics, in the figure of Matteo Renzi. In his savvy manipulation of the media and in the careful construction of his own image, accompanied by a non‐ideological set of political slogans, Renzi has gone even further than Berlusconi. As a result, he may be the one to final bury Italian ‘party government’ and all its associated traditions and ideals.  相似文献

Until 2017, Germany was an exception to the success of radical right parties in postwar Europe. We provide new evidence for the transformation of the Alternative for Germany (AfD) to a radical right party drawing upon social media data. Further, we demonstrate that the AfD's electorate now matches the radical right template of other countries and that its trajectory mirrors the ideological shift of the party. Using data from the 2013 to 2017 series of German Longitudinal Elections Study (GLES) tracking polls, we employ multilevel modelling to test our argument on support for the AfD. We find the AfD's support now resembles the image of European radical right voters. Specifically, general right-wing views and negative attitudes towards immigration have become the main motivation to vote for the AfD. This, together with the increased salience of immigration and the AfD's new ideological profile, explains the party's rise.  相似文献

ABSTRACT

The success of the extreme right in France in the past two decades has not been limited to its electoral rise. A more long-lasting victory has taken place in the ideological field, where the discourse of the extreme right now occupies a prominent place in the mainstream liberal democratic agenda. Increasingly, its ideas are seen in the media and in the platforms of mainstream parties as ‘common sense’ or at least acceptable. The growing acceptance of this ‘common sense’ is the result of very carefully crafted strategies put in place by extreme-right thinkers since the 1980s. For over three decades now, in order to change perceptions and renew extreme right-wing ideology, New Right think tanks such as the French GRECE believed it was necessary to borrow the tactics of the left and, more specifically, the Gramscian concept of hegemony: cultural power must precede political power. With the use of contemporary examples, Mondon's article demonstrates the continuing impact these ideas have had on the Front national and French politics and society, and how this change originated in the association of populist rhetoric with the neo-racist stigmatization of the Other.  相似文献

History tells us that the United States of America (US)'s hegemonic predomination materialized from a very long‐ideological battle and/ Cold War, sometimes referred to as the war of words lasted for about five decades from the mid‐1940s to 1989, and consequently stopped after the fragmentation of the Soviet Union Empire. Thus, in contemporary times, it is lamentably regrettable that USA has come to face oligopolistic challenge in the context of both political and economic dominion. The international system is slowly but surely experiencing the emergence of brand new political and economic power patterns vis‐à‐vis China, European Union (EU) and Brazil, Russian, India, China, South Africa (BRICS). In light of the aforementioned, this article assesses the symptoms of US hegemonic decline and how this helps shape the current global academic and/ scholarly debates on the strategic environment. Equally important is the adoption and application of Afrocentricity as the theoretical framework in the quest for ”relocation from the knowledge production margins” and the spirit of the anticipation of the DE‐colonial Political contemplation in South Africa's life‐time. As a theory, it is employed to answer the central question: Is it a reality or a myth that USA's dominion over the international system is coming to an end? ABSTRACT

The emergence and growth of the English Defence League (EDL) in the past two years as a socio-political mass movement are unprecedented in the British setting. Initially dismissed and duly condemned as a racist and Islamophobic far-right organization, little is known about the EDL. Allen's article begins by tracing the development of British far-right political groups that were trail-blazers in campaigning against the alleged threat posed by Muslims and Islam since 2001. The rise—and subsequent fall—of the British National Party is considered as a vehicle for understanding the climate in which hostility to Muslims has become increasingly apparent. It is in this context that the messages and discourse of the EDL are explored, as well as in regard to the organization's roots in the English football hooligan fraternity and specific events in Luton in the spring of 2009. Allen looks at the EDL's innovative use of social networking—in particular its use of Facebook—to support its street marches and protests, as well as its recognition of the economic impact it has had, given the costs associated with policing its marches and protests. Having established how the EDL is supported both actively and passively, not least through a somewhat unique coalition that brings together sometimes disparate groups on the basis of ‘the enemy of my own enemy is my friend’—including groups that have historically been discriminated against by the far right—Allen considers the the arguments for recognizing the EDL as a multicultural movement. He concludes that the messages of the EDL are indeed Islamophobic—understanding Islamophobia as an ideological phenomenon—in that they create a form of order that clearly demarcates Islam as the Other.  相似文献

The end of the cold war has changed China's basic perception of world politics and its conception of national security. In the cold war era, Chinese leaders tended to view national security from the perspective of global balance of power and China's strategic relations with the two superpowers. It was in Beijing's security interests to maintain a comfortable position in a strategic triangular relationship with the Soviet Union and the United States. When the Soviet Empire and the East European communist regimes collapsed, the structure of the postwar international system dissolved, and the old parameters for Beijing's security strategy disappeared. The Chinese leadership suddenly found itself in a totally new world in which China needed to reorient and redefine its security strategy on a new strategic axis.

Beijing's security strategy after the cold war is redefined by its domestic priorities, growing foreign economic relations, the new security environment in Asia, and concerns over territorial disputes. In a sense, the myopic conception of security based on war and peace is fading away. Beijing's thinking on national security becomes more inclusive, diverse, and complicated. The nature and intensity of external threats has changed. China's growing economic ties with the outside world have redirected Beijing's attention to economic interests and security. The Chinese leadership realizes that its security is affected not only by the military forces of other countries, but also by political, economic, societal, and environmental factors in international relations Beijing needs to employ both traditional military defence and non‐military actions to safeguard its territorial integrity and to realize its full capacity in world affairs.

The purpose of this paper is to analyse China's security agendas after the cold war. It first examines the impact of the end of the cold war on China's thinking on national security, then discusses Beijing's threat perception and changing defence strategy. This is followed by an examination of domestic stability considerations and economic interests in Beijing's security strategy. Finally, it discusses the implications of China's growing power for regional security.  相似文献

Abstract

From the moment the Berlin Wall came down scholars and politicians around the world expressed concern about an upsurge of extreme-right politics in Eastern Europe. Dramatic events like the Yugoslav conflict and even the so-called ‘velvet split’ of Czechoslovakia only strengthened this fear. Despite these many general warnings about the rise of extreme right parties (ERPs) in Eastern Europe very little empirical work has appeared on the subject. Mudde's article provides an analytical tool which will help to further understanding of the extreme right in the region. It presents and applies a fairly straightforward typology of ERPs in Eastern Europe based on the (ideological) character of the parties. The pre-Communist ERP locates the origin of its ideological identity in political parties and ideas of the pre-Communist period, generally harking back to national-conservative, monarchist, or indigenous or foreign fascist ideals. The character of the party might be expressed in the open espousal of pre-Communist ideas or by using the associated ‘folklore’, while in some cases there might even be continuity in personnel or organizations (often through the émigré community). With the notable exceptions of Croatia and Slovakia, pre-Communist ERPs have remained marginal in post-Communist political life. The Communist ERP looks for ideological inspiration in the Communist period and includes nationalist splits of the (former) Communist parties as well as new parties that combine a nationalist ideology with a nostalgia for Communist rule. They are mainly successful in countries where the Communist regime had a strong nationalist undercurrent and the party is still in the hands of hardliners (e.g. Romania and Russia). Post-Communist ERPs, finally, locate the source of their identities in the post-Communist period: these organizations are new and their focus is on current political issues. They harbour no feelings of nostalgia, either for the pre-Communist or the Communist period. Post-Communist ERPS have developed in most East European countries but, although some have achieved remarkable electoral successes, in general they have been only moderately successful (similar to ERPs in Western Europe).  相似文献

Abstract

On 24 January 1999 a new party was formed by the former Front national (FN) number two, Bruno Mégret. The Front national–Mouvement national was subsequently renamed twice: it became the Mouvement national (MN) following the loss of a court case, and later the Mouvement national républicain (MNR). Mégret claims that the MNR is a party not of the extreme right but of the moderate right, labelled by him the ‘national right’. This is a definition with which many political analysts in France seem to have concurred. In this article Bastow analyses the extent to which the characterization is a true one. First, he outlines the context in which Mégret formed the MNR, focusing on his political background and the strategy which he previously sought to impose on the FN. An extended treatment of the policy proposals put forward by the MNR is then followed by an analysis of the extent to which these amount to a break from an ideology which can be identified as extreme right. He concludes by assessing the prospects for the MNR's success.  相似文献

This article discusses the political ideology of the Greens in the Federal Republic of Germany in the mid‐1980s. Finding limitations in both the survey research and ‘new social movement’ literatures, it argues that Germany's particular institutional and ideological traditions inform the Green alternative and that the powerful tradition of German statism affects Green ideology in two contradictory ways: positively, in that Greens employ statist imagery in both their critique of West German politics and their alternative vision; and negatively, in that Green ideology adopts and reflexively transposes the values of the concepts of German statism.  相似文献

Previous studies comparing ideological groups have been restricted to tests of between‐group differences in the means of relevant political psychological variables, thereby neglecting group differences in the variances, meanings and nomological networks of the tested variables. A first exploratory study used data from the European Social Survey (N = 7,314) comparing groups of political party members on the basis of their scores on a self‐placement left–right scale. The second study (N = 69) constituted an in‐depth test for the presence of differences between samples of political activists of moderate parties, communists, anarchists and right‐wing extremists. The results revealed that there is a fair amount of heterogeneity within left‐wing and right‐wing extremists, indicating a substantial amount of within‐group variance of social attitudes, values and prejudice. Moreover, the extremist ideologies are best approached as distinct ideologies that cannot be reduced to extreme versions of moderate ideology, and differences in the meanings and nomological networks of the various extremist ideologies were also obtained. It is erroneous to consider members of extremist groups as being ‘all alike’. The findings obtained from samples of political moderates are not a particularly solid basis for theories about extremism.  相似文献

Conventional academic research into the legacy of inter-war fascism has generally neglected the myriad minuscule and often ephemeral formations of the extreme right that have sprung up since 1945, and has concentrated instead on abortive attempts to emulate the success of the Nazi and Fascist party-based mass movements, and more recently on non-revolutionary ‘neo-populist parties’. However, when examined closely, many of these formations can be observed to behave as fully developed, highly specialized and largely autonomous grouplets that simultaneously form the constituents of an amorphous, leaderless and centreless cellular network of political ideology, organization and activism that is termed here ‘the groupuscular right’. As such, these ‘groupuscules’ are to be seen as the product of a sophisticated process of evolutionary adaptation to post-1945 realities that allows extreme variants of revolutionary nationalism to survive in the ‘post-fascist’ age in a form that is largely resistant to attempts to suppress them, and may represent a number of permanent, if mostly inconspicuous, threats to liberal democracy.  相似文献
