ABSTRACT

The success of the extreme right in France in the past two decades has not been limited to its electoral rise. A more long-lasting victory has taken place in the ideological field, where the discourse of the extreme right now occupies a prominent place in the mainstream liberal democratic agenda. Increasingly, its ideas are seen in the media and in the platforms of mainstream parties as ‘common sense’ or at least acceptable. The growing acceptance of this ‘common sense’ is the result of very carefully crafted strategies put in place by extreme-right thinkers since the 1980s. For over three decades now, in order to change perceptions and renew extreme right-wing ideology, New Right think tanks such as the French GRECE believed it was necessary to borrow the tactics of the left and, more specifically, the Gramscian concept of hegemony: cultural power must precede political power. With the use of contemporary examples, Mondon's article demonstrates the continuing impact these ideas have had on the Front national and French politics and society, and how this change originated in the association of populist rhetoric with the neo-racist stigmatization of the Other.  相似文献

Assuming that migration threat is multi-dimensional, this article seeks to investigate how various types of threats associated with immigration affect attitudes towards immigration and civil liberties. Through experimentation, the study unpacks the ??securitization of migration?? discourse by disaggregating the nature of immigration threat, and its impact on policy positions and ideological patterns at the individual level. Based on framing and attitudinal analysis, we argue that physical security in distinction from cultural insecurity is enough to generate important ideological variations stemming from strategic input (such as framing and issue-linkage). We expect then that as immigration shifts from a cultural to a physical threat, immigration issues may become more politically salient but less politicized and subject to consensus. Interestingly, however, the findings reveal that the effects of threat framing are not ubiquitous, and may be conditional upon ideology. Liberals were much more susceptible to the frames than were conservatives. Potential explanations for the ideological effects of framing, as well as their implications, are explored.  相似文献

This study explores both the extent to which immigrants' pre-migration ideological predispositions might serve as a heuristic, by which these individuals anchor and adjust their ideological predispositions in the new polity, and the extent to which imported ideology enhances the likelihood of immigrants' political engagement once in their new home. Empirical tests take advantage of two unique survey datasets of Mexican immigrants residing in the United States; one of which incorporates a survey embedded experiment. Results show that immigrants' ideological predispositions in the country of origin do anchor these individuals' ideological predispositions in the new host country in terms of intensity and directionality. Most importantly, imported ideology does heighten the prospects of immigrants' electoral participation in the United States.  相似文献

ABSTRACT

Notwithstanding the endemic failure of extreme-right parties in Britain, the British National Party (BNP) observed a period of electoral growth in the 2000s. After the election of several city councillors nationwide, the BNP experienced an electoral breakthrough in the national ballot of the 2009 European Parliament elections. Yet the BNP's electoral accomplishments dissipated in the early 2010s, fuelling predictions of the party's terminal decline. Within this context, Carvalho seeks to explain the fluctuations observed in the BNP's electoral base in the twentieth-first century by exploring the structure of political opportunities alongside the strategy of the BNP's leadership. Drawing on the convergence thesis and the decline of voting along class lines, he argues that the BNP benefitted from a favourable set of political opportunities in the 2000s, reflecting the decrease in political polarization among mainstream parties, the rise in levels of public distrust, and the intense politicization of the issue of immigration. Despite a general shift to cultural xenophobia, the BNP's leadership remained attached to the ideological traits of neo-fascist parties, including the search for a ‘palingenetic rebirth’ and a national corporatist economic programme. These ideological formulae had important implications for the scope of the BNP's electoral coalition, as Carvalho demonstrates in a review of the secondary literature on the roots of the BNP's electoral support. Consequently, the BNP's electoral growth in the 2000s was the outcome of an interplay between a favourable window of opportunity in British politics and the party's electoral appeal. Carvalho goes on to link the BNP's electoral collapse in the early 2010s with the closing of the aforementioned window after the onset of the financial crisis, a temporary lack of political interest in the issue of immigration, and the formation of the coalition government in 2010.  相似文献

Citizenship is usually regarded as the exclusive domain of the state. However, changes to the structure of states resulting from decentralisation and globalisation have required a re‐conceptualisation of citizenship, as authority is dispersed, identities multiply and political entitlements vary across territorial levels. Decentralisation has endowed regions with control over a wide range of areas relating to welfare entitlements, education and cultural integration that were once controlled by the state. This has created a new form of ‘regional citizenship’ based on rights, participation and membership at the regional level. The question of who does or does not belong to a region has become a highly politicised question. In particular, this article examines stateless nationalist and regionalist parties' (SNRPs) conceptions of citizenship and immigration. Given that citizenship marks a distinction between members and outsiders of a political community, immigration is a key tool for deciding who is allowed to become a citizen. Case study findings on Scotland, Quebec and Catalonia reveal that although SNRPs have advocated civic definitions of the region and welcome immigration as a tool to increase the regional population, some parties have also levied certain conditions on immigrants' full participation in the regional society and political life as a means to protect the minority culture of the region.  相似文献

Cento Bull addresses the question of whether the Italian Lega Nord, when in government, pursues policies that contradict its rhetoric (politics of simulation or symbolic politics) or policies that are in line with its dominant discourse (politics of identity). Her analysis focuses on immigration policy because this is an area that links together economic issues (immigration is highly functional to the economy of those regions of Italy that form the Lega's strongholds) and identity issues (immigration is seen as visibly threatening cultural values and disrupting community cohesion). She argues that recent legislation in this area, approved in July 2009, is formally in line with Lega rhetoric but also that actual policy outcomes contradict both the party's rhetoric and the legislation itself. This confirms the validity of the concept of ‘simulative politics’ in so far as it refers to a societal practice of self-deception, rather than simply to practices of deception on the part of political actors.  相似文献

ABSTRACT

In this article, Forchtner investigates the construction of an ‘ideal’, extreme-right, ecologically sensitive subject. A concern for the natural environment is in no way new to the extreme right, and has long been part of its ideological make-up. In particular, claims that the laws of nature are applicable to the social world and that a community is embedded in an ecosystem have long been features of a right-wing ecological imaginary. Through an analysis of all the articles on a paradigmatic ecological issue, biodiversity, published in Germany’s exemplary extreme-right magazine preoccupied with ecology, Umwelt & Aktiv (Environment & Active), this cultural imaginary is reconstructed. Included in it as key themes are human responsibility for environmental degradation, the ecological value of flora and fauna, and criticism of modernity’s levelling tendencies (both biologically and culturally). Taking responsibility for the community’s Heimat (homeland) is, consequently, a crucial element for this subject: a subject who aims for purity, order and the stability of ecosystems.  相似文献

As Taiwan transitions from an immigrant-sending to an immigrant-receiving country, it struggles to build an immigration bureaucracy while its status as a sovereign nation-state is not recognized by much of the international community. Taiwan's largest immigrant group, marital migrants from China, are perceived as posing the greatest challenges to border control due to longstanding political tensions between the two countries and governmental and societal suspicions about Chinese spouses' marital motives. Based on research conducted with immigration officials and during immigration interviews at the border, this article interrogates the status of ‘truth’ in official efforts to determine definitively immigrants' marital intentions. It analyzes such truth demands in relation to Taiwan's anxieties about its national standing and the ability of an immigration bureaucracy to generate ‘sovereignty effects’.  相似文献

Using a framework which is based on T. H. Marshall's Citizenship and Social Class , the article analyzes concepts of citizenship as they emerged in the 1996 debates of the United States Congress which resulted in the passage of important welfare and immigration reform laws. The discussions revealed that a majority of congressional politicians supported a citizenship ideal that relied primarily on an individuals' status as taxpayer, worker and member of a nuclear family and remained relatively distant to the nation state. The legislation passed as a result of these debates represents the attempt to use state power to maintain immigrants' distance from the state.  相似文献

Discourses about Internet and rights generate ideological, economic, and policy debates that bring to prominence the question of citizenship in today's digital age. But what does Internet access as a citizen's right imply? What are the pragmatic meanings of the intersection of citizenship, rights, and technology access? Specifically, what does citizens' right to technology mean for African states? This paper examines citizenship, rights, and Internet in South Africa, and attempts to move the discourse beyond philosophical rhetoric to practical policy interpretations. To do this, the study examines interpretations and reactions of policy-makers to the idea of Internet access as a citizen's right, and through a survey explores the views of many youth on this subject. Findings reveal strong opinions about rights and technology access in South Africa. For policy-makers, the reality of the socioeconomic challenges of Africa humbles an egalitarian aspiration of rights and Internet access.  相似文献

Comparative scholarship tacitly assumes immigration politics to be relatively rigid. A state's immigration policy legacy is said to institutionalise policy preferences, thereby making it difficult to implement lasting reforms that are inconsistent with that legacy. This presents difficulties for states with restrictionist legacies wanting to implement liberal reforms in response to the emergence of labour shortages or demographic problems. The supposed rigidity of immigration politics is scrutinised in this article through a systematic process analysis of developments in the United Kingdom over the past decade, where the Blair government confounded the UK's characterisation as a ‘reluctant immigration state’ to implement various liberal work visa reforms. The uncoordinated nature of policymaking and implementation, and the limited involvement of state and societal institutions in the reform process, reflect the UK's historical experience with restrictionist policies, and help to explain the subsequent reintroduction of strict visa controls. The case demonstrates that policy legacies indeed play a significant role in defining the character of the policymaking institutions that shape a state's immigration politics.  相似文献

This article focuses on key themes in the liberal philosophical debate over multiculturalism, as well as the responses of Canadian social and political actors to the September 11, 2001 attacks in New York and Washington. Since September 11, there has been a renewed popularity of arguments positing a 'clash of civilizations' between Muslim and Christian societies, and a new legitimacy advanced for 'ethnic profiling' in the name of security. The rapidity with which this has happened in Canada is particularly striking because of the country's liberal-democratic and multicultural tradition. The introduction of a national policy of multiculturalism in 1971 provided a new understanding of Canadian citizenship that was more inclusionary of immigrants and ethnic and racial minorities. Multiculturalism has also become a hotly debated ideal among Canadian, American and European political philosophers concerned with addressing the possibilities and limits of liberalism given ethnic diversity, and the limits of ethnic diversity given liberalism. Multiculturalism is typically presented as a 'problem' for liberal politics and ethics. Building on how multiculturalism policy in Canada has provided a more inclusionary discourse around citizenship, a defence of multiculturalism is advanced which rejects the essentialist treatment of 'culture' and 'cultural' groups. It is suggested that the unfolding discussions in Canada since September 11 demonstrate the ongoing tension between cultural essentialism and liberal individual rights. The Canadian experience points to the value of an anti-essentialist multiculturalism in challenging discrimination given that neither liberalism, nor liberal democratic states, are neutral in their allocation of resources and legitimacy among more and less powerful ethnic groups. It is argued that rather than multiculturalism, it is essentialist thinking, imagery and ideas which present the greatest 'problem' to the ethics of liberalism and the politics of liberal democracies like Canada.  相似文献

Abstract

Developing countries commonly must deal not only with issues of economic development, but also with the problems associated with a multi‐ethnic population. Most analyses of ethnic programs, however, focus on the domestic political economy and fail to appreciate the importance of international factors. In this essay, I note that Malaysia's New Economic Policy (NEP) and its successors have been affected not only by the domestic ethnic situation but also by the global economy. Furthermore, I argue that current international pressures and constraints have forced a re‐evaluation of the NEP in the past decade. While a concern for ethnic factors is by no means absent from the policy‐making process today, ethnic concerns are now overshadowed by the realities of the international economic order and the government's realization that ethnic accommodation can only be successful within the confines of an outward‐looking, expanding economy.  相似文献

In this article, the author utilizes interdisciplinary critical discourse analysis to analyse the state of South Africa–Israel relations under the Zuma‐led African National Congress (ANC). The author ground roots this article on Afrocentricity as the alternative theoretical framework to identify the position of the ANC in relation to the unfolding events in Israel and broadly analyse this position in order to make sense of it. This is done within the context of the Zuma‐led ANC in order to tease out major contradictions, which characterizes the administration of Zuma's stance on attested Apartheid Israel. The central question engaged with in this article is to determine whether political and ideological counterstatements to those the ANC communicated, by some of the opposition political parties such as African Christian Democratic Party (ACDP), had any major implications on South Africa's foreign policy on the Apartheid Israel. In this article, the author argues extensively that Zuma's foreign policy on Israel can best be understood when located into his entire term as president of South Africa and the NASREC resolution of 2017.  相似文献

Abstract

Interest among academics towards Hong Kong's global status has gradually waned since 1997. However, identifying Hong Kong's position on the international platform is essential if the Special Administrative Region's competitiveness is to be distinguished from that of regional rivals. The positioning challenge not only results from the sovereignty retrocession, but also from the rapid pace of globalization and the intensified competition from major cities in the Greater China Region. Instead of focusing on the much-researched topic of the direct competition between Hong Kong and Shanghai or Singapore, an exploration of Hong Kong's hitherto little-researched re-branding experience not only throws light on Hong Kong Special Administrative Region's policy orientation, but is also valuable in understanding how other cities in the region conducted similar exercises. This article reviews the overall evolution of the ‘Asia's World City’ (AWC) discourse as promoted by the Hong Kong Special Administrative Region from 1997 to 2007. It starts by reviewing the international identity of post-colonial Hong Kong as background to the discourse, in order to reconstruct various theoretical assumptions that led to the re-branding exercise. The second section examines the purpose and evolution of the AWC campaign, and identifies the problems within the discourse. The concluding section focuses on the unrealized theoretical assumptions and other administrative and ideological constraints that the HKSARG faced in the exercise as a means to explaining the overall limited achievements of the campaign and proposes possible ways to remedy the shortcomings.  相似文献

This article attempts to contribute to the theorisation of the relations between subjectivity and language through an investigation of the use of the term ‘discourse’ in the work of two linguists: Emile Benveniste and Zellig Harris. The positive aspects of Benveniste's emphasis on intersubjectivity are considered as well as the problems raised by the failure to grasp the necessary division of the subject in language. Harris's work provides formal procedures which analyse discourse independently of subjective interpretation but without a theory of institutions or ideology the constitution of the corpus to be analysed finds no justification outside a banal empiricism. The possibilities and problems of Michel Pecheux's attempt to elaborate Harris's work in relation to Althusser's theory of ideology occupies the final section of the article.  相似文献

ABSTRACT

Although scholarship on the general ideological orientation of right-wing populist parties is well established, few scholars have studied their ideas about gender. De Lange and Mügge therefore ask how differences in ideology shape right-wing populist parties' ideas on gender. Drawing on the qualitative content analysis of party manifestos, they compare the gender ideologies and concrete policy proposals of national and neoliberal populist parties in the Netherlands and Flanders from the 1980s to the present. They find that some parties adhere to a modern or modern-traditional view, while others espouse neo-traditional views. Moreover, some right-wing populist parties have adopted gendered readings of issues surrounding immigration and ‘Islam’, while others have not. The variation in stances on ‘classical’ gender issues can be explained by the genealogy and ideological orientation of the parties, whereas gendered views on immigration and Islam are influenced by contextual factors, such as 9/11.  相似文献

In recent years, there has been much debate over whether post‐unification Germany, often termed the ‘Berlin Republic’, represents a substantive change from the ‘Bonn Republic ‘, that is, West Germany. This article analyses Germany's immigration and citizenship policy against this background by examining various dimensions of immigration before and after unification. The article argues that both unification itself and Germany's changed international environment have resulted in far‐reaching changes in policy, which have forced a reappraisal of Germany's traditional self‐image as a ‘non‐immigration country’.  相似文献

To generate policy alternatives and offer policy advice, the policy analysis and planning literature counsels analysts to assess the values and beliefs of policy actors, as well as the organizational and political contexts in which an analyst's proposed solution will have to be enacted and implemented, but does not further specify what these values, beliefs, and contexts might be. Analysts can anticipate the kinds of political values and the kinds of beliefs about human nature, the environment, and the economy that are likely to be associated with different forms of social organization by relying on Mary Douglas and Aaron Wildavsky's theory of culture. Additionally, this form of cultural analysis will allow analysts to deduce which policy problems are most likely to arise, which policy solutions are most likely to be feasible, and which policy advocacy coalitions are most probable in different cultural contexts.  相似文献

Western democracies have developed complex policies to manage migration flows. Much of the scholarly literature and political discourse assume that countries have become increasingly selective and that they prioritise economic intakes. Despite clear efforts by policymakers to distinguish between refugees and migrant workers, we know surprisingly little about how countries combine different policy dimensions and which factors shape their relative openness to different target groups. In this article, we shed light on how countries combine two of the main admission channels, asylum and labour migration, by introducing the concept of the ‘immigration policy mix’. A comparative analysis of 33 OECD countries between 1980 and 2010 examines the pattern and drivers behind their immigration policy mix: Does the policy mix follow a pattern of convergence, is it subject to political dynamics or is it path dependent? The results reveal that despite a shift in political sympathies from asylum to labour migration, countries' immigration policy mixes have strongly converged into more liberal policies overall. The immigration policy mix primarily reflects governments’ limited room to manoeuvre due to competing political pressures. These insights demonstrate that the immigration policy mix serves to enhance our understanding of countries’ complex regulation of immigration.  相似文献
