This article outlines the House Curfew with Electronic Monitoring (HCEM) experience in Rio de Janeiro (Brazil). Recently implemented in this Brazilian jurisdiction, HCEM has already achieved positive outcomes in terms of post-trial de-incarceration, as it reduced the open prison population by 35% from 2009 to 2014. In addition to describing and critically discussing these changes in the Rio de Janeiro criminal justice system, the study also reports offenders’ perceptions regarding this new crime control method in Rio de Janeiro. This perspective provides interesting feedback regarding HCEM in terms of safety, its punitive character, technological problems, constraints, and stigmatisation.  相似文献

During World War II, many nations took part in the war. Among the supporters of the Alliance there was also Brazil. In August 1944, under the leadership of President Getúlio Vargas, Brazil declared war on Nazi Germany and took part in the Italian campaign by sending many troops to support the Allies in the Central Italy. Once the conflict was over, the deceased Brazilian soldiers were buried in Pistoia, a few kilometers from Florence. But only in 1960 the Brazilian government authorized the transfer of the dead soldiers to their homeland. Five years later, during the building of the Brazilian Military Votive Monument, still in the Pistoia cemetery, a last body was found but could not be identified: so he was buried as an “unknown soldier”. In December 2012, the Brazilian Embassy in Italy asked for performing forensic genetics analysis for identification purposes on the remains of this last unknown Brazilian soldier. After almost 70 years a complete short tandem repeats (STR) profile was obtained, useful for any relatives searching.Key points:

ABSTRACT

This article assesses the nexus of militarised humanitarian work, governance and violence in the context of the ‘Mission des Nations Unies pour la stabilisation en Haïti’ (MINUSTAH). It draws on empirical fieldwork in Port-au-Prince and Rio de Janeiro. Brazil’s leading role in this UN mission reinforces the country’s ambitions as an emergent economic and political power on a global stage. Brazilian military and civilian actors base their claim of being uniquely qualified for urban ‘pacification’ efforts on a supposedly deeper cultural sensitivity which they assert to have developed in everyday civil–military encounters in the criminalised peripheries of Brazilian cities. By analysing the conflicting narratives in which the military, police and citizens negotiate these encounters, we argue that they allow for a revealing of the contested and often violent forms in which peace enforcement occurs.  相似文献

The Asian tsunami of 26 December 2004, which devastated coastal parts of more than 10 countries in and around the Indian Ocean caused over 200,000 casualties. People from more than 58 nationalities were amongst the victims and subsequently an international effort for disaster victim identification (DVI) was set up, coordinated by Interpol. DVI teams from more than 20 countries took part in the identification process which, because of the complexity of the situation, had to be conducted in an internationally agreed upon procedure. Standard operating protocols of post-mortem (PM) procedures were established for fingerprinting, forensic pathology, forensic odontology and DNA profiling and were crucial in the quality of the entire DVI process of the quickly decomposing bodies. A very important and underestimated part of the DVI process is the gathering of the ante-mortem (AM) data of the persons reported missing in their home countries. In the wake of this tsunami event it appeared to be even more problematic as entire families had died and information was difficult to obtain. As dentistry proved to be the most valuable identification mean--up to 85% of the cases--the AM dental records proved to be crucial elements for DVI. Standard operating protocols (SOP) were again established as to who, where, when and what information had to be collected by the dentists by the AM teams abroad. Transcribing the AM dental information by experienced forensic odontologists was another crucial element in the whole identification procedure as the information had to be loaded into the DVI System International (Plass Data, Holbaek, Denmark) for comparison with incoming PM data. The Interpol DVI Standing Committee thus recommends that forward planning, adequate funding, international cooperation and standardisation are essential to guarantee an effective response to any major mass disaster of this kind in the future.  相似文献

In addition to clinical examination, forensic odontologists can use diagnostic imaging as an auxiliary method for identification. This paper reports a case where forensic odontologists from the Afrânio Peixoto Legal Medicine Institute in Rio de Janeiro (Brazil) positively identified a carbonized and partially calcined body using oral and maxillofacial imaging. The cadaver showed several metallic plates fixed with metallic screws on bones of the neurocranium and viscerocranium. Family members provided spiral computed tomography scans of the skull and a panoramic radiograph that were acquired after an accident that required surgical procedures. Comparative analysis between the clinical exam and the maxillofacial images demonstrated complete coincidence, confirming the victim's identity. Dactyloscopy, which is the most commonly used method of identification, was not possible because of the body carbonization. Thus, diagnostic imaging, especially computed tomography, was essential for elucidation of this case.  相似文献

Implementation of massively parallel sequencing platforms can bring a great contribution to Forensic Genetics field, with a great saving of time and costs, as well as allowing reliable results to be obtained from small or extremely degraded samples. The aim of this work was to analyze 124 SNP loci (90 autosomal and 34 Y-SNP) included in HID-Ion Ampliseq Identity Panel in a small sample from Rio de Janeiro state, Brazil. Samples from 12 non-related individuals were amplified with HID-Ion Ampliseq Identity Panel and sequenced on the Ion Torrent PGM platform (Thermo Fisher Scientific); genotypes were generated with HID SNP Genotyper plugin and forensic parameters were calculated with PowerStats v.12. All samples were successfully genotyped and were used to calculate allele frequencies, homozygosity, heterozygosity, random match probability (RMP) and exclusion power for all 90 autosomal SNP loci. Using the formula proposed by Budowle et al. (1996), only 4 of the 90 loci genotyped (4,4%) showed allele frequencies below the minimum required. It means that although a small set of individuals was used on this study, it may have shown a good perspective of Rio de Janeiro state allele frequencies. Among the 11 male samples analyzed, a prevalence of the haplogroup R1b of Y chromosome was observed, followed by the haplogroups E, Q and J. Such distribution reflects the results demonstrated in other studies for the population of Rio de Janeiro. All results together demonstrate the usefulness and applicability of SNP analysis on Ion Torrent PGM.  相似文献

The tsunami catastrophe of December 2004 left more than 200,000 dead. Disaster victim identification (DVI) teams were presented with the unprecedented challenge of identifying thousands of mostly markedly putrefied and partially skeletised bodies. To this end, an adequate body tagging method is essential. Conventional body bag tagging in terms of writing on body bags and placing of tags inside body bags proved unsatisfactory and problem prone due to consequences of cold storage, formalin (formaldehyde) embalming and body numbers inside storage facilities. The placement of radio frequency identification device (RFID) microchips inside victim bodies provided a practical solution to problems of body tagging and attribution in the DVI setting encountered by the Austrian DVI team in Thailand in early 2005.  相似文献

Fingerprints do not repeat, varying from region to region on the same fingerprint and from person to person. Using this morphological exclusivity in the individualization of people is considered one of the most reliable methods of identification worldwide. Many populations have been studied with respect to sex determination from fingerprints. In this study, the ridge density from two different areas - ulnar and radial - of the ten fingerprints from 100 Brazilian men and 100 Brazilian women was ascertained and statistically analyzed. The aim was to check whether these characteristics depended on sex to distinguish them categorically. Women had significantly higher ridge density in both areas for the fingers analyzed globally. Sometimes, men and women showed statistically significant differences in hands and fingers. From ulnar and radial ridge densities, this research developed thresholds for sexual discrimination cases of human identification in Brazil.  相似文献

The nature of air disasters includes factors that exacerbate challenges in the identification process. Of the 49 deceased in the US Bangla air crash in Kathmandu, Nepal, four were intact, 11 presented with burn injuries, another 11 presented with partial charring, and 23 were completely charred. Personal belongings were useful in the identification phases for all types of victims. Fingerprints were obtainable and useful in intact victims and victims with less severe burn injuries; medical and surgical information was useful in bodies with burn injuries; finally, dental findings were useful in cases of extensive charring. Other useful methods in the process included marks of identification, physical features, and exclusion. In certain resource‐limited settings, especially in closed population disasters, where scientific identification (DNA, dental records, etc.) is not currently available, personal belongings, clothing, and physical findings analyzed by an identification team using a structured organization may be cautiously used as the primary means of identification.  相似文献

Allele frequencies for 16 short tandem repeats (STR) loci were determined with a sample of 230-300 unrelated individuals from the population of Rio de Janeiro, Brazil. The loci are the most commonly used in forensic and paternity testing, being analysed by the Identifiler (Applied Biosystems) and PowerPlex 2.1 (Promega) commercial kits. Interdisciplinary teams provide an unparalleled opportunity for peacemaking in families within the consensual dispute resolution continuum. This interdisciplinary environment was born out of the integration of Collaborative Law, in which lawyers limit the scope of their services to settlement by way of a signed agreement, and Collaborative Divorce, a team approach to divorce services that includes a lawyer for each party along with a Collaborative Divorce Coach for each party, a neutral financial specialist, and a neutral child specialist. Taken together, Interdisciplinary Collaborative Practice supports the resolution of legal issues out of court as well as addressing any emotional, relational, or behavioral problems that create obstacles to the successful resolution of the separation process.

This is a retrospective study of mothers charged with killing their children within 24 h of birth in the city of Rio de Janeiro, Brazil. Characteristics of the mothers and the victims, the circumstances surrounding the offense, the mothers' motivation and state of mind at the time of the offense, the legal process, and follow-up data were investigated. We analyzed our cohort as two sub-groups: 26 offenses that occurred between 1900 and 1939 and were dealt with under the Brazilian Penal Code of 1890, and 27 offenses that were committed between 1940 and 1995 and were dealt with under the Penal Code of 1940. The mothers were young (mean 22.5 +/- 5.3 years), unmarried (88.2%), non-Caucasian (73.8%), and had limited formal education. They usually kept the pregnancy a secret (94.1%) and gave birth in a classified way (100%). Most victims were killed through wounding violence (77.4%). Offenders identified between the years of 1940-1995 had increased rates of literacy (chi 2 = 6.80, d.f. = 1, p = .009), a higher incidence of reported psychiatric symptoms (chi 2 = 11.82, d.f. = 1, p < .001), increased referral for psychiatric assessment (chi 2 = 3.85, d.f. = 1, p = .05), and greater frequency of cases where statute of limitations was expired (chi 2 = 3.88, d.f. = 1, p = .049).  相似文献

A method for the identification of 3,4‐methylenedioxymethamphetamine (MDMA) and meta‐chlorophenylpiperazine (mCPP) was developed employing capillary electrophoresis (CE) with capacitively coupled contactless conductivity detection (C4D). Sample extraction, separation, and detection of “Ecstasy” tablets were performed in <10 min without sample derivatization. The separation electrolyte was 20 mm TAPS/Lithium, pH 8.7. Average minimal detectable amounts for MDMA and mCPP were 0.04 mg/tablet, several orders of magnitude lower than the minimum amount encountered in a tablet. Seven different Ecstasy tablets seized in Rio de Janeiro, Brazil, were analyzed by CE‐C4D and compared against routine gas chromatography‐mass spectrometry (GC‐MS). The CE method demonstrated sufficient selectivity to discriminate the two target drugs, MDMA and mCPP, from the other drugs present in seizures, namely amphepramone, fenproporex, caffeine, lidocaine, and cocaine. Separation was performed in <90 sec. The advantages of using C4D instead of traditional CE‐UV methods for in‐field analysis are also discussed.  相似文献

Pan American Flight 759 crashed on takeoff from New Orleans International Airport on 9 July 1982. One-hundred-and-fifty-four persons lost their lives making this the second worst air crash in the United States. A dental identification team was assembled and began working the next morning. Ninety-three victims were positively identified by dental means and twenty-three other victims had strong supporting dental evidence as to their identities. The organization, method used, planning, and problem resolution concerning the dental team for this crash are presented.  相似文献

Galaxy Airlines Flight 203 crashed following takeoff from Reno-Cannon International Airport on 21 Jan. 1985. Sixty-eight persons on board the aircraft perished in the initial crash and resultant fire which followed. Two victims expired as a result of crash injuries within subsequent days and one passenger survived. A community disaster response plan was in place and had been practiced by local government agencies before this incident. The successes of this preplanned response, as well as methods of actual recovery, identification, and examination of the victims is presented.  相似文献

Fingerprints are frequently encountered during both civil and criminal investigations. Fingerprints possess numerous characteristics that assist with personal identification. Determining the hand of origin (right or left) for an individual fingerprint would help reduce investigation time and potentially eliminate certain suspects. In this study, we collected a total of 2 900 single digit fingerprints from 290 individuals, and the whorl axis slant was examined in the 743 whorl pattern fingerprints (385 from the right hand and 358 from the left hand). A slant towards the right side was present in 81.82% of samples from the right hand, while a slant towards the left side was observed in 80.73% of samples from the left hand. After applying a chi-square test to the dataset, the results were found to be statistically significant for the determination of hand origin. Our results suggest that the whorl axis slant in a fingerprint is indicative of hand origin (right or left).

Abstract: This report describes the identification of a merchant mariner who perished in 1948 when Northwest Airlines Flight 4422, a DC‐4 carrying 24 seamen and six crew members crashed into Mount Sanford, Alaska. Fifty‐one years later, a human forearm and hand were found close by the wreckage of the plane, prompting identification efforts using DNA and fingerprints. There were significant challenges to both the fingerprint and DNA analyses. The hand was badly desiccated, making fingerprint friction‐ridge detail almost invisible and the remains had been embalmed upon discovery, making DNA amplification difficult. We present the results of an interdisciplinary approach that successfully addressed these challenges and ultimately led to the identification of the remains. These efforts relied on efficient fingerprint rejuvenation and imaging techniques that improved print resolution, as well as new DNA extraction techniques optimized for aggressively embalmed remains.  相似文献
