Integrating healthy relationship and marriage education (RME) into child welfare services is a relatively recent initiative. Guided by the theoretical work in child welfare training evaluation, the current study describes the development and testing of a new RME training for child welfare professionals. Based on data collected from 272 trainees, results from structural equation modeling indicate a linear association between learner attitudes and newly acquired knowledge and skills to perceptions of training usefulness, which, in turn, influenced implementation of RME skills with clients. Implications for the delivery and evaluation of programming, in general and specific to RME, are shared.  相似文献

This article describes key programmatic and evaluation elements that guided the implementation of the San Diego County YMCA Kinship Navigator Program. A 3-year demonstration project funded by the Administration on Children Youth and Families designed to build a regional navigator system in collaboration with the local child welfare agency to support kinship caregivers. Kinship caregivers (relatives and non-relatives) play a significant role in the well-being of the children in their care. The findings suggest that successfully implemented kinship navigator models are a viable preventive intervention for addressing the needs of kinship families.  相似文献

Beginning with the initial contact with the family, Scottish child welfare policy and practice are grounded in ecological practice and community relationships. New guidance called “Getting it Right for Every Child in Scotland” (GIRFEC) is focused on universal child well-being and may have a significant impact on social work practice. This article explores the results of a multi-methods case study conducted in Scotland and highlights key aspects of new policy implementation and relational social work characteristics that are important to advance ecological child welfare practice. This article describes the development, implementation of, and outcomes associated with a specialized seminar designed to increase contextual and historical knowledge necessary for work with Native American families in the child welfare system and to increase students' personal and professional growth in this capacity. Findings from a 2-year pilot evaluation revealed that students' knowledge significantly increased over time compared with that of their non-participating peers. Seminar participation also led to personal and professional growth. Findings suggest that critical experiential learning significantly enhances traditional pedagogy for graduate social workers preparing to work in child welfare, a field plagued with disparity.  相似文献

The purpose of this article is to review the development and implementation of a revised quality assurance and continuous quality improvement (CQI) model for the child welfare system in one Mid-Atlantic state, and the contribution of this new process to measuring the quality of child welfare practices. This revised CQI model in the state includes a broader scope of assessing practice and outcomes, as well as compliance, and engages internal and external partners in the process. This study is the first to describe the state’s revised CQI implementation process and examine preliminary outcomes in a statewide child welfare system. Findings indicate that the revised model was able to identify the factors that contributed to improving outcomes for children and families and to develop a greater understanding of the aggregate data across the state. This study will contribute to the comprehensive understanding of the model and provide implications for future quality assurance practices.  相似文献

Dramatic growth in health and human service contracting over the past two decades has increased the need for managerial competency in the development and sustainment of effective cross-sector partnerships. Although the quality of relations between partnering agencies can affect client outcomes, few macro-level interventions for strengthening cross-sector partnerships have been described or tested in the literature. This article describes a facilitated, strategic planning process implemented in five different states and presents pre-post test results of its effect on different factors known to affect partnership success. Child welfare administrative data are increasingly used to identify racial/ethnic disproportionality and disparities at various levels of aggregation. However, child welfare agencies typically face challenges in harnessing administrative data to examine racial/ethnic disproportionality and disparities at meaningful levels of analysis due to limited resources and/or tools for reporting. This article describes the process through which a multi-state workgroup designed and developed management reports to monitor racial/ethnic disparities and disproportionality using a web-based child welfare administrative data reporting system. The article provides an overview of the process, outcome, and challenges of the group’s work with the goal of offering a starting point for discussion to others who may be seeking to monitor racial/ethnic disparities and disproportionality, regardless of their reporting system.  相似文献

Promoting successful implementation of evidence-based practices within child welfare agencies necessitates accurately measuring absorptive capacity (i.e., the ability to acquire, assimilate, transform, and exploit knowledge) through valid and reliable assessment. However, a measurement tool does not exist for child welfare agencies. As such, this exploratory study identified existing measures and items relevant to absorptive capacity in child welfare. The study resulted in 12 identified measures, comprising 98 applicable items. This research is a first step toward creating a measure for use in child welfare settings that will guide practice and administration decisions through valid measurement.  相似文献

Child- and family-centered care has permeated the practices of child welfare as a means to address fragmentation. Case management appears promising, but the approach is still in its infancy. This article aims to provides an understanding of the emergent organizational vision of a new approach to case management at multiple organizational levels. The authors conducted a case study on the implementation of Intensive Family Case Management in a Dutch organization that provides child and youth protection services. The focus is on the continuous and bottom-up process of visioning, which has helped to define the shared organizational vision. The key finding was an emerging, widely shared vision that is congruent at many organizational levels and that contrasts starkly with the old work approach. The conclusion is that innovative child- and family-centered approaches to case management are inherent to a multi-level organizational system that is consistent with the approaches it advocates, being embedded in organizational structures and embodied in practitioners’ mindsets.  相似文献

This article presents the development and psychometric analysis of the Child Welfare Trauma-Informed Individual Assessment Tool, an instrument designed to measure the extent to which child welfare service providers employ trauma-informed practices with the children and families that they serve. Using the responses of 213 front-line child welfare workers, exploratory factor analysis was used on a seventeen-item scale, resulting in a four-factor model. Based on the results of this analysis, implications for potential uses of the instrument are discussed, and specifications for additional evaluation of the measure's validity are outlined.  相似文献

Large administrative data systems are powerful tools that can aid child welfare decision making by allowing populations, trends, and risks to children to be described. But realizing the value that this “big data” can bring to improving the lives of children and their families requires one to (a) start the process by asking a question, (b) take a disciplined approach to converting data to evidence, (c) commit to the cyclical process of improvement using evidence, and (d) arrange and analyze the data in ways that maximize evidence yield. This article describes how these four principles can help agencies and researchers use big data wisely and in accordance with scientific standards as an instrument to generate evidence that fuels the cycle of continuous quality improvement.  相似文献

While the research base on implementation in child welfare has grown, applying implementation science to child welfare system change is still relatively new. There is a gap in knowledge of what factors are most important in different implementation stages and system contexts. This study examines 12 implementation keys that support building infrastructure, developing inter-organizational networks, and addressing contextual issues in child welfare system change initiatives in three states. Research questions address which keys are most important in different implementation stages, the major components and context of these keys during implementation, and the overlap between implementation keys.  相似文献

Aboriginal families are disproportionately involved with Children's Aid Societies (or CAS), which is of concern given the history of colonization, assimilation, and child welfare policies that fail to recognize Indigenous practices within Canada. There is no historical data regarding HIV-positive Aboriginal women's (PAW) experiences and interactions with the child welfare system, despite a high degree of HIV-related stigma and discrimination by CAS staff coupled with lack of HIV knowledge and sensitivity to provide culturally appropriate care to PAW and their children. This article is relevant to local and international child welfare practices, and specifically to CAS agencies across Ontario.  相似文献

Cross-systems collaboration between child welfare, education, and the courts benefits when challenges and priorities are identified early. We measured perceptions of educational stability in foster youth with a statewide survey of 1,603 professionals in education, child welfare, and the courts. Results reveal commonalities among perceived challenges to collaboration across systems (e.g., multiple foster care placements; school changes) and differences in perceived importance or significance of a given issue by professional group. Results guided collaborative work in Kansas and may assist other states seeking strategies that inform cross-systems collaboration to improve educational well-being for youth in foster care.  相似文献

In collaboration with the Maine Wabanaki-State Child Welfare Truth and Reconciliation Commission Convening Group, this study explored perspectives of Wabanaki community members and tribal child welfare staff on state child welfare involvement in Wabanaki communities. Qualitative analysis of three focus groups found that participants perceived fundamental differences between what guides the work of tribal child welfare staff and state child welfare staff, as well as differences in understanding the profound impact of removing a child from the community. These findings are suggested to be elements of a Wabanaki counter-narrative that contrasts with the historical dominant narrative about Native families and children.  相似文献

Despite evidence that early care and education services benefit at-risk children, they remain underutilized by families in the child welfare system. This article describes two training programs developed to educate child welfare and childcare/preschool staff about the importance of early care and education for maltreated children and how to access these services. A combined total of 274 trainees completed knowledge tests about this topic and significant pre- to post-training improvements indicate that both training programs effectively increased participants' knowledge about this important topic. In addition, improvement in self-assessed competency was observed for participants in one program, and positive changes in attitudes and anticipated practice behavior regarding childcare for foster children were observed among participants in the other.  相似文献

The current evidence base for in-home services in child welfare is limited, with insufficient research on the use of in-home services among ethnically diverse populations. This article describes a case study examining the use of a community-defined practice and evidence approach to develop tribally based in-home service models with Alaska Native communities. The models were co-created by tribal elders, community members, and service providers, with technical assistance provided by the Western and Pacific Child Welfare Implementation Center (WPIC). Research findings suggest that this is an effective approach to developing culturally appropriate child welfare practices while also building local support and ownership.  相似文献

What Happened?     
ABSTRACT

This article presents an overview and historical analysis of child welfare from its inception in the 19th century through the Social Security Act of 1935 and into the present. An argument is made that the historical de-professionalization of child welfare is reflected in changing societal values and resultant legislation framing investments in child welfare, as well as the influence of child welfare on the quality of services to children and families. De-professionalization has resulted in lowering the professional credentials of child welfare staff, increasing levels of employee turnover, the formulation of questionable policies, all affecting the quality of services to children and families. Implications of the findings for the re-professionalization of child welfare and for policy and practice are discussed.  相似文献

Trauma-informed care is a rapidly emerging approach in child welfare and is significantly aligned with the core tenets and techniques of solution-focused practice. The integration of solution-focused practices and trauma-informed care offers an alternative to the problem-solving method frequently employed in child welfare. This paper describes and demonstrates how using a Solution-Focused Trauma-Informed Care (SF-TIC) approach can shift individuals and systems from a problem-solving focus to solution building. SF-TIC provides individuals with concrete skills, language and knowledge to effectively avoid inadvertent re-traumatization. Evaluation of this approach is in its infancy and future research is warranted.  相似文献
