“I could not have made it without them”: Examining Trainee Cohort Perspectives on MSW Education for Public Child Welfare

This article reports findings from an evaluation of an MSW child welfare training program focused on increasing retention of knowledgeable, competent and experienced child protective service workers. From qualitative data gathered as part of the process evaluation, we found the cohort effect to be the most salient factor participants experienced as contributing to their successful program completion and their 100% retention rate. Analysis of the cohort effect yielded five themes instrumental in participants' individual and collective success: mutual support, empowerment, belief in self and their finding of a home base which ultimately helped them to launch their professional selves.     

Chapter 13: Workshop on “Good Practice” in the Collaboration Between Professionals and Mutual Aid Groups

SUMMARY

The workshop's purpose was to initiate a dialogue concerning “good practice” issues in research and collaboration with mutual aid groups with the long range goal of developing ethical guidelines for professionals and for mutual aid organizations. Participants represented mutual aid groups, professionals and self-help clearinghouses. Three of the topic areas addressed during the workshop were analysed from the perspectives of the professionals: respecting the autonomy, integrity and unique culture of each group, ensuring that guidelines for confidentiality are adhered to, and respecting experiential knowledge. From the perspectives of mutual aid organizations, preserving autonomy and self-determination, incorporating new information and maintaining confidentiality were also discussed.     

“We All Have to Eat”: Experiential Learning in Courses on Food and Hunger

Community-based learning offers students the opportunity to understand important concepts through their own experiences. Two courses on food and hunger in society, one a first-year seminar of 12 students and one an upper-level psychology course of 20 students, made site visits to local farms, markets, and a soup kitchen while reading about the issues and discussing them in class. At the end of the semester, each student wrote a short self-evaluation in which they were invited to discuss the aspects of the course that affected them most. Student responses suggest that the experiential component of the course was disproportionately powerful, impelling many of them to make changes in their lives as a result.     

I’m From the Government and I’m Here to Help: How Can Public Health Perspectives Improve Outreach in Child Maltreatment Prevention Programs?

State and local governments are designing programs to prevent child maltreatment at an increasing rate. A relatively small portion of families offered these programs go on to engage in and complete services. Workers in a child maltreatment prevention program implemented across 21 sites in 1 state documented outreach efforts in logs maintained by program evaluators. Additionally, evaluators interviewed 23 outreach workers and supervisors who were developing and refining outreach strategies in this prevention program. Data from logs and responses to interviews speak to challenges in navigating prevention outreach with families to achieve engagement and buy-in, particularly when “cold-calling” about screened-out reports of child maltreatment. This paper presents a summary of barriers and facilitators of family engagement in outreach for prevention services, guidance from the public health literature on improving outreach strategies for at-risk populations, and suggested practice, policy, and research implications.     

“Just Being Mean to Somebody Isn’t a Police Matter”: Police Perspectives on Policing Cyberbullying

Increasing public awareness of cyberbullying, coupled with several highly publicized youth suicides linked to electronic bullying, have led lawmakers and politicians to consider new criminal legislation specifically related to cyberbullying. However, little is known about how the police currently respond to cyberbullying, and it is not clear whether new laws are necessary. In this article, the authors draw upon in-depth interviews with Canadian street patrol officers and school resource officers to explore police perspectives on policing cyberbullying. In contrast to the reactive hard-line approach proposed in much legislation and public discussion, police officers prefer to take a preventative approach by educating youth and raising awareness about the dangers of digital communications. Although there are instances when criminal charges must be laid, these incidents transcend “bullying,” a term that has little legal meaning for police officers.     

“Harden Up and Face Reality:” Exploring Underlying Bullying Beliefs in New Zealand

A growing body of research illustrating the detrimental consequences of bullying has led to many antibullying interventions being developed. Despite good intentions, evidence suggests that such programs vary considerably in their efficacy. The current study examines the social discourse around bullying in the New Zealand environment in order to see whether underlying beliefs may undermine or influence approaches to mitigate bullying. The study employed an exploratory, qualitative approach of social discourses in the media. Using 31 online media articles, and 501 related online comments, methods of applied thematic analysis revealed three main themes which captured the beliefs that (a) victims of bullying are weak, (b) perpetrators of bullying are evil, and (c) bullying is a normal and, in some ways, acceptable behavior. Such findings illustrate the role that societal beliefs play in shaping the environment in which bullying occurs, and have important implications for future bullying research and interventions.

The China Society of Human Rights Studies and the Human Rights Research Center at Nankai University jointly hosted a seminar on "The 10~(th) Anniversary of the Blue Book on Human Rights and the Chinese Human Rights Concept,Discourse and Theory" on December 19~(th),2020.Experts at the meeting expressed their views and discussed the organization,style,and system of the Blue Book on Human Rights;the concept,expression,and dissemination of the Chinese human rights discourse;the paradigm,principle,and structure of the Chinese human rights theory;and the objectives,paths,and development of the Chinese human rights enterprise.     

General Report： International Symposium on “Respecting and Promoting Human Rights and Constructing a Harmonious World” Held in Beijing, November 22-24, 2006

An international symposium with the theme of "Respect-ing and Promoting Human Rights and Constructing a Harmonious World" was held in Beijing from November 22 to 24, 2006. It was sponsored by the China Soci-ety for Human Rights Studies to mark the 15th anniversary of China's issuance of the first white paper on human rights, as well as the 40th anniversary of the UN Internation-al Covenant on Civil and Political Rights and the International Covenant on Eco-nomic, Social and Cultural Rights. About 70 officials and experts from 19 countries and regions attended the symposium.     

Enhancing Cultural Consensus and Promoting Harmonious Integration: A Summary of the Views of “2016·China-Europe Seminar on Human Rights”

2016 ·China-Europe Seminar on Human Rights successfully took place on September 27 to 28, 2016 in Southwest University of Political Science and Law. The seminar was sponsored by China Society for Human Rights Studies, hosted by the Human Rights Research Institute of the Southwest University of Political Science and Law, and centered around the theme of the "Protection of Ethnic Minorities' Rights". More than 60 experts and scholars from six countries of Europe as well as China conducted in-depth discussions on the protection of economic, social and cultural rights, focusing on the protection of the rights of ethnic minorities. The participants agreed that enhancing cross-cultural consensus and promoting harmonious integration are essential for the cause of human rights protection for ethnic minorities and even for the overall progress of the human rights cause of all humankind.

The concept of a Community with a Shared Future for Mankind provides new theoretical support for the special protection of the rights of persons with disabilities. The Convention on the Rights of Persons with Disabilities is innovative in terms of its purposes and principles, logic and technology, and the actual implementation of the contracting parties, which is unique in the field of international human rights law. It is a "transcendental" interpretation of the concept of a community with a shared future for mankind and enhances the ethical values of international human rights law. The development of the cause of persons with disabilities in China is positively influenced by the values reflected in the concept of a community of shared Future for mankind and meanwhile highlights them, which provides "Chinese experiences" for the international cause of persons with disabilities.     

“Beijing +25” Retrospect and Prospect: The Establishment of Sexual Harassment Prevention Mechanism in the Workplace from the Perspective of Human Rights

Sexual harassment is a form of gender discrimination and gender-based violence.lt is a fundamental human right to be in a safe environment at work,free from violence and sexual harassment.The Beijing Platform for Action adopted by the Fourth United Nations World Conference on Women in 1995 strengthened the consensus that sexual harassment is violence against women.Sexual harassment in the workplace affects critical areas of concern in the Beijing Platform for Action,such as violence against women,women and economy, and human rights of women.This article reviews the progress and achievements of Chinese government in policy making,law improvement,administrative coordination and governance in the sexual harassment prevention in the workplace for the past 25 years,especially over the past five years.Through analyzing existing issues,this research puts forward measures and suggestions for improving the legal normative system,promoting the formation of joint efforts of different departments and enhancing the employer's initiative.The implementation of the Beijing Platform for Action should be accelerated so as to push for the improvement of sexual harassment prevention mechanism in the workplace and to promote the protection of women's rights and interests.     

The “Fragility of Goodness”: Black Parents’ Perspective about Raising Children in Toronto,Winnipeg, and St. John’s of Canada

How does one measure ‘goodness’ when all ethical choices lead to evil outcomes? To answer this question, this essay uses Martha Nussbaum’s fragility of goodness, critical race theory, and data from a SSHRC-funded study, in which we critically examine the parenting experiences of Black families in Canada. Findings suggest how racist ideas in Canada function as “color-blind” laws and policies that affect the everyday lives of Black people including their parenting practices. Our study calls on child welfare services in Canada to develop a comprehensive understanding of Black parenting practices, perhaps enabling more Black children to remain home safely.

The CPC Central Committee has put forward the thesis of integrating the leadership of the Party, the position of people as masters of the country, and the rule of law. This thesis is an important development of the Marxist legal ideology and the socialist theory of the rule of law with Chinese characteristics. It is also a main line of the construction of a socialist rule of law country with Chinese characteristics and should be the general and basic principle of the construction of the theoretical system of human rights with Chinese characteristics. Therefore, the CPC should also endeavor to guarantee the realization of human rights, under the leadership of whom we advance the rule of law of "ensuring that the people are masters of the country" and "respecting and protecting human rights" in order to implement the modernization of the state governance system and capacity in which democracy, rule of law and human rights are the core elements of the country.
