中国.哈尔滨国际冰雪节和日本札幌雪节同处世界著名的四大冬季冰雪盛典之列,但是在游客参与度和经济效益等方面却有着较大的差异。本报告采用比较研究手法,从发展历史、活动内容、发展特点、运作模式、经济效益等五个方面对两大冰雪节庆进行分析,进而得出初步结论,最终对哈尔滨国际冰雪节发展提出若干建议。其宗旨就是为哈尔滨国际冰雪节优化发展提供有价值的思路和智力支持。  相似文献

In this article, the aim is to bridge the gap in the international relations (IR) literature on contemporary interventionism between a strand of research mainly focusing on the concepts of intervention, sovereignty and their meanings, and a strand more interested in the particular practices bound up with the phenomenon described as ‘intervention'. This is done by exploring how the literature on the so-called ‘practice-turn' might allow light to be shed on both dimensions. Such an approach might prove fruitful provided attention is paid both to the material and discursive practices of interventionism; both to the transgressive practices constitutive of interventionism and their routinization. Finally, this piece also introduces each of this special section's contributions by showing how they illustrate and expand on the different problématiques here outlined.  相似文献

Should responsibility for disadvantage constitute a matter of fundamental concern for egalitarians? An important strand of contemporary egalitarian thought – a strand that Elizabeth Anderson calls 'luck equality'– argues that responsibility for disadvantage should constitute a decisive concern for any acceptable egalitarian theory. Luck equality therefore requires a defensible account of responsibility; and disagreements regarding the nature and extent of responsibility for disadvantage have become central in the egalitarian literature. Anderson argues that luck equality's focus on responsibility reflects a misunderstanding of the point of equality. If persuasive, her argument would establish that egalitarian thought may do without a defensible account of responsibility. Although she fails to establish this claim, she does argue persuasively that luck equality employs the notion of responsibility overly strenuously. Her critique suggests that egalitarians must qualify their acceptance of the precept that 'genuine choice excuses otherwise unacceptable inequalities'.  相似文献

The overall thrust of the argument points in two opposite directions: it pleads for dimming the contrast commonly drawn between political philosophy and political science but calls for a more radical distinction between the activities of politics and of philosophy, and between its rationality and that of political mediation. Within the first strand of the argument, the fact-value problem is re-examined, whilst within the second strand - the central theme of the article - the operatively legitimizing source of political norms is viewed within a procedural locale that is recognizably democratic, in that its validation is a matter of opinion, of appraisal and reappraisal in and through civic activity itself, and not directly the work of extra-political doctrines that substantively predetermine it. Although not thus preconditioned, procedural democracy is portrayed as being governed by a cognitive and institutional 'space'in which the'conversion'of doctrinal'isms'issues in'performative principles, rather than a regime of pragmatic ad hocism .  相似文献

This paper focuses on illuminating the idea of a stake within stakeholding discourse. To do this involves forming a prior conception of what stakeholding constitutes. Focusing on the individual strand in stakeholding, it will argue that this is best seen as left popular capitalism. Core to this is a developmental view of the self, which occurs through the possession of stakes. This philosophical anthropology conditions the form and content of what stakes are offered.  相似文献

Recent empirical and theoretical research suggests that egalitarian income distribution may spur economic growth. Another different strand of research suggests that property rights are important. These two results are not at odds. A model of switching between a career of rent-seeking and wealth producing shows that for redistribution to boost national income, property rights need to be secure. A more equal distribution of earned income can induce rent-seekers to switch to wealth making, but only if they can be assured that their earned income will be protected from other rent-seekers. The model suggests new directions for empirical testing.  相似文献

This article contributes to the established strand of literature on post and postal service by providing a quadratic framework under which national postal markets are analyzed and compared from efficiency, profitability, and quality of service standpoints. Sample countries are grouped into four market models based on two attributes of market structure and ownership. The question of which governance‐operation postal model performs best is then answered. The policy insight offered by this paper expects to guide the advancement of national posts towards an optimal future design that best meets their specific needs and preferences. This article examines the way modern nonprofit economics can be informed by the Gemeinwirtschaftslehre, a strand of public and nonprofit economics that was popular in German‐speaking countries until the 1980s. Despite its present decline, the Gemeinwirtschaftslehre yields a valuable implication that nonprofit firms address market failure by supplanting the pecuniary entrepreneurial motivation with a nonpecuniary one. In this article, this implication is used to reconsider two central and controversial issues in modern nonprofit economics: the rationale behind the nondistribution constraint in nonprofit firms, and the integration between the market failure and supply‐side theories of the nonprofit sector. The article concludes by discussing the emerging prospects for empirical research.  相似文献

This symposium reproduces several of the papers presented during the international conference sponsored by the Queensland University of Technology Centre for the Study of Ethics, at Parliament House, Brisbane, 11-13 February, 1999. The theme of the conference was 'Government and Business: Integrity and Accountability'. The papers have been revised following discussions within a research colloquium associated with the conference. They were initially presented within a strand entitled 'Competition, Marketisation, Public Services and Public Ethics' which explored ethical issues for contemporary government within different national contexts (New Zealand, the United Kingdom, Malaysia and Australia) around the impact of economic policies that have reframed the role of government primarily as a servant of the international market.  相似文献

Renshaw examines in comparative terms two of the most virulent manifestations of racial prejudice in early twentieth-century British society. The language of antisemitism and Sinophobia in the Edwardian period and the years preceding the First World War, the similarities and differences in the ways that these two forms of prejudice were articulated, and the overlap between them are analysed. Five strands of anti-Jewish and anti-Chinese sentiment and action are discussed. The first examines how international manifestations of antisemitism and Sinophobia, suspicions aimed at Jews and Chinese as transnational diasporic communities, and perceptions of these minorities, through Russian pogroms, the Boxer Rebellion in China and the post-Boer War economic situation in South Africa, were framed in narratives of victimhood and aggression. Second, the transnational and colonial circuits of racialized discourse and the relationship between periphery and metropole are considered, as are divergences in the articulation of anti-Jewish and anti-Chinese prejudice. The third strand investigates the use of the language of ‘invasion’, used by both the political right and the left in discussing Jewish and Chinese immigration and economic activity in Britain, with Chinese employment in British industries (in this period particularly as sailors on British ships) framed in the context of a demographic ‘Asiatic’ takeover of European societies. The fourth strand looks at the intersection of racial prejudice and sexual and social angst, the visceral association of immigrant groups with dirt and disease, and the sexual threat that racist and antisemitic literature attributed to Jews and Chinese. Finally, physical manifestations of antisemitism and Sinophobia in the period and the racial violence that occurred in Cardiff and Tredegar in 1911 will be described and placed in context. The article positions Edwardian antisemitism and Sinophobia as a transitory stage in the evolution of British racism: a bridge between the separate domestic and colonial forms of prejudice present in late Victorian discourse, and the new manifestations of racism located in British cities and ports, but aimed at non-white minorities, that emerged in the interwar period.  相似文献

The imperativist strand of positivism derives law from an actual person or set of persons wielding a monopoly of force. The rule-based positivism of H.L.A. Hart has more sublty identified a matter-of-fact rule of recognition in place of such a sovereign one or many. But sovereignty is not a matter-of-fact of any kind; rather it is partly the product of what I call qua arguments. I reconstruct the reasoning, in the extradition case of Augusto Pinochet in the British House of Lords, providing a focus for an account of the limits of legal positivism in the application of the principle par in parem non habet imperium. Sovereign power is interpreted through reasoning that is at its margin more moral than technically legal.  相似文献

This article investigates the Thatcher government’s attempts to suppress or censor reporting on secret intelligence issues in the early 1980s. It examines official reactions to a BBC intrusion into the secret world, as the long-running Panorama documentary strand analysed the role and accountability of Britain’s clandestine services. It also assesses the extent of collusion between the government and the BBC’s senior management. The Panorama affair was an important waypoint on the journey towards the dramatic Spycatcher episode of the mid-1980s. The key players on the government side – Thatcher and Cabinet Secretary Robert Armstrong – failed to learn the lessons of the 1980–81 affair, that it was often more dangerous to attempt suppression than to simply let events run their course.  相似文献

The use of experimental research designs is on the rise. Internationally, experiments are becoming ever more established in the field, as shown by the increasing number of journal articles, books, and conferences. In German political science, however, using experimental methods is still rather uncommon. After a (brief) discussion of the relevance of experiments for political science, we will—in general terms—introduce the logic of experimental research as well as different types of experiments. Then we shall provide a (selective) overview of experimental research in political science that has been conducted: First, we cursorily review the state of (experimental) research done in the fields of elections and public opinion, public goods and collective action, social trust and finally legislative bargaining and decision-making. Following that, we discuss in greater detail the field experimental strand of research studying voter mobilization.  相似文献

Recent research has shown that communication networks involving governmental and nongovernmental actors self‐organize based on how risk is perceived. According to the “risk hypothesis,” actors embedded in governance systems in which there is widespread risk of defection tend to form bonding structures, whereas those in low‐risk systems form bridging structures. A parallel strand of research proposes to study complex governance systems composed of multiple actors and the decision‐making forums in which they interact. In this article, the authors couple these research threads and show how bonding and bridging structures form when stakeholders participate in three complex governance systems of varying institutional strength. Findings suggest that the prevalence of one type of structure over the other depends on contextual variables such as the stability of the institutions and the occurrence of environmental focusing events that demand quick policy responses.  相似文献

Significant attention has been given to the necessary conditions for a viable and legitimate European polity. Drawing on traditions in political philosophy, a central strand of this debate has concerned what must be common to a set of people such that they may be ruled through the same institutions, with various types of collective bond proposed as possible bases for political community. The argument of this article is that many such approaches, which conceive a bond in terms of shared interests, cultural attributes or shared values and principles, are liable either to underplay or to overplay how much the citizens of a polity must have in common, tending either to empty public life of the pursuit of shared ends or conversely to downgrade the importance of adversarialism. Both may be seen as depoliticising moves. The article goes on to explore how a more explicitly political bond, based on the appraisal of political problems, might be conceived for a European polity.  相似文献

There is growing interest in the application of citizen participation within all areas of public sector service development, where it is increasingly promoted as a significant strand of post-neoliberal policy concerned with re-imagining citizenship and more participatory forms of citizen/consumer engagement. The application of such a perspective within health services, via co-production, has both beneficial, but also problematic implications for the organisation of such services, for professional practice and education. Given the disappointing results in increasing consumer involvement in health services via 'choice' and 'voice' participation strategies, the question of how the more challenging approach of co-production will fare needs to be addressed. The article discusses the possibilities and challenges of system-wide co-production for health. It identifies the discourse and practice contours of co-production, differentiating co-production from other health consumer-led approaches. Finally, it identifies issues critically related to the successful implementation of co-production where additional theorisation and research are required.  相似文献

Who blames whom in multilevel blame games? Existing research focuses either on policymakers' preferences or their opportunities offered by the institutional structures in which policymakers operate. As these two strands of literature barely refer to each other, in this article we develop an integrated theoretical model of blame‐shifting in multilevel governance systems and assess it empirically. In line with the first strand, we assume that policymakers have a preference for shifting blame onto actors on a different level from themselves. In line with the second, we suppose that opportunities for doing so depend on institutional responsibility for policymaking and policy implementation. We check the plausibility of our integrated model by examining policymakers' blame attributions in three cases where European Union migration policies have been contested: border control, asylum, and welfare entitlements. We find that our integrated model does better in explaining blame‐shifting in these cases than the isolated models.  相似文献

Principal–agent (PA) has come a long way since it was introduced to the political science sphere. Nowadays, PA has established itself as an institutional midrange theoretical framework that encompasses various methodological as well as theoretical approaches. This article argues, however, that scholars still assume, a priori, that the agent is an opportunistic and disloyal actor. This article seeks to question this theoretical assumption by demonstrating how principals could be as much problematic as their agents, a phenomenon that it terms “pathological delegation.” In so doing, it offers a first analysis of the small strand of the literature that examines problems embedded in the principals' side as well as provides new empirical evidence in the context of the European Neighbourhood Policy. Finally, the article posits that scholars should not treat pathological delegation as an anomaly but rather attempt to integrate, test, and develop new theoretical assumptions on this phenomenon.  相似文献

Abstract

While resilience has been recognized as a new strand in the government of security, little attention is paid its associated subjectivities and technologies of the self. One of the key sites for such development has been the military. A principal attribute of traditional military subjects has been fortitude, an assemblage of moral strength, will-power and courage deeply inscribed in the soul. In the new military, fortitude is now seen as of only conditional value to the latest configuration of the ‘liberal way of war’. Instead, resilience is centred as appropriate to ‘warriors’, and resonates with an advanced liberal political environment. Resilience appears as a set of cognitive skills that anyone can develop with correct training. Founded in cognitive behavioural therapy, resilience centres innovativeness, enterprise, responsibility and flexibility. It now takes its place as part of a complex of scientifically grounded techniques of the self necessary to optimize autonomous subjects in an age of high uncertainty.  相似文献
