Abstract

This study evaluates contradictory theoretical predictions concerning the relationship between the candidate-centredness of electoral systems and voter turnout. Candidate-centredness has been proposed to both stimulate and depress turnout. Cross-sectional time-series data from 36 democracies between 1990 and 2014 are used to test the competing assumptions made about the impact of the personal vote on turnout. Three measures assessing the extent to which electoral systems create incentives to cultivate a personal vote are employed. The results show that turnout is the lowest in candidate-centred systems and the highest in party-centred systems with closed and ordered lists, while controlling for a host of contextual factors that have been linked to aggregate turnout. In addition, the finding that candidate-centredness is negatively related to turnout holds up even when taking into account district magnitude, electoral disproportionality and effective number of parties.  相似文献

Recently several thinkers have endorsed compulsion or other measures to increase turnout and revitalise democracy. This article argues that such measures are misguided, because lower turnout (even if unequal across social groups) is not necessarily undemocratic – indeed, it may serve democratic values by, for example, making it more likely that decisions really are made by the relevant constituency, with those most affected getting more say. Encouraging others to vote, or even to turn out, runs the risk of distorting electoral outcomes. If there is no clear democratic case for compulsion, then we should not risk even small limits on individual liberty.  相似文献

This paper examines the question of what shapes a voter's sense of duty to vote. We begin with a standard model of turnout at the 2011 British electoral system referendum. We show that the respondent's assessment of whether it is a citizen's duty to vote on referendums adds substantial explanatory power to a basic model of turnout. From here we move to examine what drives that sense of duty. We find that assessments of duty are structured by evaluations of politics and politicians. Low interest in politics, low political efficacy, and low regard for politicians correspond with less support for the idea that citizens have a duty to vote on referendums and at other elections. These findings have implications for accounts of turnout decline that stress the effects of a public that is exposed to negative portraits of politics and politicians.  相似文献

Under circumstances of substantial turnout reductions, the development of electoral habits may constitute a key factor to attenuate or even revert such tendency in the long term. Using a unique dataset I examine the extent to which age and lifecycle changes mediate the effects of prior turnout (habituation) on future electoral behavior. Three findings are highlighted. First, age and turnoutt-1 reinforce each other and boost turnout to higher rates. Second, even under favorable circumstances, residential mobility still can disrupt individuals' voting patterns, regardless of whether their behavior was already habituated. Finally, habitual voting is activated by the time individuals participate in their fourth election, and the sooner they cast their first vote.  相似文献

This paper presents evidence that voter participation does not depend on the probability that one vote is decisive. An extensive summary of the empirical participation literature is provided which shows that most but not all studies have found that turnout in an electoral district is higher when the race is closer. Individual-level vote regressions for the 1979 and 1980 Canadian national elections are estimated using objective measures of closeness (as opposed to self-reported measures). The main finding is that a citizen is no more likely to vote in a close election than in a lands-lide election. District-level turnout regressions for the same elections are also estimated, and a significant relation between closeness and turnout is observed. This suggests that aggregation bias may generate a spurious closeness-turnout relation in district-level regressions.  相似文献

According to conventional wisdom, the traditional gender gap in voting has disappeared or even reversed in most established democracies. Drawing on the existing literature on differences between the sexes in political engagement and on pioneering voter turnout theories, this article questions the conventional assumption and hypothesises that women still participate at a lower rate in less important elections. It systematically tests this hypothesis by exploring the impact of gender on voter turnout in different electoral arenas. The empirical analyses of two cross-national datasets (Making Electoral Democracy Work and the European Election Study) demonstrate that although there is generally no gender gap in first-order elections, women tend to vote less than men in second-order contests. This reflects lower levels of interest in politics among women and their lower levels of knowledge about politics when it comes to second-order elections.  相似文献

This article differentiates between three ways in which electoral cycles may impact on participation in elections. First, it identifies a simultaneity effect – turnout increases to the extent that elections are held on the same date. A second effect is voter fatigue – turnout declines when another election has just been held before. Poll voting is a third effect. It suggests that turnout increases when another election is to be held shortly after. On the basis of a novel dataset that includes 2,915 regional elections held in 317 regions and 18 countries from 1945 to 2009, evidence is found for all three effects. The results point towards a basic dilemma in multilevel electoral systems: increase turnout by holding elections on the same date but accept high vote congruence across elections or decouple election cycles, which decreases vote congruence but lowers participation rates.  相似文献

Using data from the National Black Election Study, this study tests the importance of group-based economic evaluations in driving African American political behavior.1 Group-based evaluations powerfully influence presidential approval and vote choice, even controlling for national and personal evaluations and a conception of “linked fate.” More importantly, group-based assessments exert a significant and independent influence on turnout, the central variable in black electoral politics. The results extend and reconsider the implications of group solidarity as a motivator of black political behavior and suggest that a revision of traditional notions of economic voting is in order, at least for African Americans.  相似文献

This article analyses how personal vote shapes electoral competition and predicts electoral results in a regional de-institutionalized party system. After having analysed the connection between unpredictable political environment and personal vote, we build an original empirical model that explores preferential vote and patterns of re-candidacies and endorsements of the most voted candidates in the Calabrian regional elections. The analysis shows that leading candidates retain a more stable and predictable support over time with respect to parties and that candidates and their system of interactions are able to predict the electoral results better than parties and their alliances.  相似文献

Do electoral rules affect the progress of economic reforms? The students of economic reform have examined the effects of inter-party competition, partly shaped by electoral rules, on economic reform, but have neglected the more direct effects of electoral rules, namely the extent to which they encourage the personal vote. More broadly, studies of the effect of electoral rules on economic policy have relied on the simplistic SMD/PR distinction and have neglected features of electoral institutions that affect the level of intra-party competition. Building on the personal vote literature, we argue that electoral institutions that encourage the personal vote are not conducive to reform progress. We provide the first systematic multivariate cross-country test of the implications of the personal vote literature for economic reform in the context of the post-communist countries from 1990 to 2006. We find that, in line with our theory, countries where electoral rules encourage the personal vote are less likely to reform.  相似文献

Corruption is generally associated with low electoral participation. A recurrent explanation of the negative correlation between corruption and electoral turnout involves the rational calculus of the costs and benefits of voting. More specifically, in a context of high corruption, citizens do not vote because they think that doing so will hardly affect policy decisions. A number of influential studies has argued that corruption affects citizens' electoral engagement in a different and more fundamental way as well: It erodes their sense of civic duty to vote in elections. Yet, a relation between corruption and civic duty and a mediation effect of the attitude remains empirically untested. This article examines empirically whether perceived corruption and sense of civic duty are correlated, as well as whether civic duty mediates the relation between perceived corruption and turnout. It does so with the pooled Making Electoral Democracy Work data, as these data contain measures on individuals’ sense of civic duty to vote in four election levels, namely, national, regional, European, and municipal elections, as well as on their perception of corruption in each of these government levels, and on their participation in these four election levels as well. I find a weak relation between perceived corruption and civic duty, and a low mediation effect of the attitude (compared with rational factors), irrespective of the election level.  相似文献

Although there has been little reliable evidence to date, the 'personal vote' for local Members of Parliament in Australian elections is generally thought to be negligible by political scientists. This article analyses new data from the 1987 Australian National Social Science Survey which demonstrate that the personal vote is a significant factor in federal lower house elections even when numerous other variables known to influence voting behaviour are controlled for. The data allow a calculation of the potential electoral effect of the personal vote which shows that it could be worth at least 3 per cent in some circumstances. The analysis tests for varying levels of personal voting in safe and marginal seats, Labor and coalition seats, urban and rural seats and according to the length of time the incumbent has been in office. Lastly, the electoral effects of the social background of local members are examined.  相似文献

This article examines how the partisan turnout bias (i.e. turnout rate differences across districts that are linked to the partisan vote shares in those districts) changes over time in PR districted electoral systems. We argue that the bias after the founding election is the unintended consequence of parties and voters' strategic behaviors when they respond to the incentives provided by the electoral system. By looking at the case of Portugal, one of the countries with the largest variation in district magnitude, we find that the increasing asymmetry in turnout rates across districts makes the bias more severe as time goes by.  相似文献

Evidence from both sample surveys and the marked electoral registers is used to compare the participation of individual electors at the 2001 general election and the 2002 local elections in England. In those cases where conventional electoral procedures have been retained, there is a continuing gap between local and general election turnout. Those who vote at both types of election tend to have a sharper sense of civic duty and/or an incentive to vote based on the benefits perceived to be likely to accrue from the outcome of the local contest. However, in those places where the costs of participation are reduced through the introduction of all-postal voting, the turnout gap disappears as does the distinctive character of those who vote in local elections. In each case the findings support a rational choice model of participation with respondents weighing the benefits and costs of voting in the context of their own sense of duty.  相似文献

ABSTRACT

Does ideological proximity between the individual and political parties determine electoral participation in regional elections, as much as in national elections? Does the degree of self-rule of a region affect the interplay between ideological distance and turnout? This article addresses these questions and provides empirical evidence drawing upon individual-level and regional-level data from 53 regional elections and 4 national elections in Spain. Results indicate that citizens are more likely to vote when they perceive there is at least one congruent policy option among the party supply, and this happens at both regional and national levels. However, whether the closest party is in national government or whether it is a regionalist organization has a dissimilar impact on turnout in different tiers. This relationship between the type of party which is most ideologically proximate and electoral participation is partially affected by the degree of regional autonomy of the territory.  相似文献

In his seminal work on Southern politics, V.O. Key observed that voters disproportionately support local candidates at the ballot box. While empirical analyses have confirmed “friends-and-neighbors” voting across numerous electoral contexts, no one has directly examined voter turnout as the mechanism linking place of residence to vote choice. We argue that place of residence is a social identity that incentivizes citizens to turn out to vote on behalf of the local candidate. We test this mobilization mechanism using a randomized field experiment conducted during a 2014 state legislative primary election. Our results show that county ties between candidates and voters likely boost turnout. Our findings contribute to our understanding of the importance of place identity for turnout decisions in low-information elections.  相似文献

This paper asks whether international economic integration negatively affects electoral turnout. The theoretical model builds on the premise that economic integration constrains the ability of national governments to shape outcomes. Citizens are conscious of such constraints and take them into account when considering the costs and benefits of casting a vote in national elections. The result is a lower inclination to vote under conditions of high economic integration. Consequently, aggregate turnout is lower the more internationally integrated a national economy is. Analysis of aggregate data for parliamentary elections in 23 OECD democracies over the period 1965–2006 robustly supports this hypothesis. The empirical estimates suggest economic globalization as a central cause of the general decline in turnout within established democracies.  相似文献

It has been suggested that one of the reasons why majoritarian electoral systems are associated with lower voter turnout in comparison to proportional electoral systems is that citizens in uncompetitive districts (“safe seats”) are not motivated to vote. This study brings this thesis into a new context and tests it with unique data. Mixed-member electoral systems have both majoritarian and proportional components. The relative importance of these components differs between mixed-member proportional (MMP) and mixed-member majoritarian (MMM) systems. I argue that, due to this difference, the impact of district-level competitiveness on turnout is stronger in MMM than in MMP. An analysis of district-level electoral data from four countries confirms this hypothesis. Findings from this study advance our theoretical understanding of voter participation and also of the functioning of mixed-member electoral systems.  相似文献

Electoral participation has been declining in post-Soviet Europe as in almost all of the established democracies. Patterns of electoral abstention in Russia, Belarus and Ukraine reflect those in other countries, but show particularly strong effects for older age. Not only do older electors vote more often, they also have distinctive views on matters of public policy, particularly on the economy but also on the Soviet system, strong leadership and hypothetical membership of the European Union. These differences are diminished but nonetheless generally remain statistically significant even when socio-economic controls are introduced. These differences may be seen as a 'representation bias' that advantages particular sections of the electorate and the views with which they are associated. The particular forms that are taken by this bias in post-communist societies may be transitory, but here as elsewhere lower levels of turnout will continue to impart a significant bias to the extent to which some views rather than others are articulated within the political process.  相似文献

In this article we explore the ways in which incentives to cultivate a personal vote affect the efficiency of education spending in developing democracies. We argue that where the electoral system provides incentives for political particularism, resources are allocated less efficiently and the effect of increased spending on literacy is diminished. We test our hypotheses using data on education spending and performance in over 40 developing democracies since 1980. We find that though personal vote systems spend just as much on education as party vote systems, particularism in personal vote systems dampens the marginal effect of increased education spending on illiteracy and at its highest levels, incentives to cultivate a personal vote completely undermine the positive effects of increased education spending on literacy.  相似文献
