吉安市积极打造“没有围墙的养老院”

江西省吉安市现有60岁以上的老年人62万人,占全市总人口的12.9%。其中,身边无子女的独居、空巢、留守老人有30万人,占48%;80岁以上的高龄老人有10万人,占16%。全市城乡60%以上、中心城区85%以上的老年人有居家养老服务的需求。为此,吉安市积极探索社会化养老服务的新路子,有力、有序、有效地推进居家养老服务工作,让那些住不起老年公寓的困难老人和不愿意离家的老人,依托社区居家养老,以满足广大老年人日益增长的养老服务需求,能够更好地安度晚年。

家住上海市杨浦区恒阳花园11号的独居老人金老太太年近八旬,每周的家务主要由助老员上门完成。金老太太用电话拨打上海一条为老年人服务热线的电话“96890”。在电话的后台,这笔业务被迅速就近派送至杨浦江浦路街道养老服务社助老员柯红。     

空巢老人的居家养老模式探究

在老龄化和工业化的双重背景下,空巢家庭日益成为一个普遍的社会现象,空巢老人迫切需要来自全社会的关爱,他们养老问题也势必会受到社会的关注。为空巢老人建立一套合适的养老模式,既可以满足他们在家养老的愿望,又能使他们享受社会提供的多元养老服务。本文结合居家养老的特点、优势及有待完善的方面探索出一套符合空巢老人特点的居家养老模式,以期为解决当今社会空巢老人的养老问题提供新的思路。     

养老保障需求视角下的城市空巢老人居家养老服务模式

随着社会老龄化程度的加深,我国空巢老人越来越多。各地开始对养老福利模式进行积极的探索,社区居家养老服务应运而生。本文基于对空巢老人经济、服务及精神保障需求的分析,认为我国社区居家养老实施过程中存在观念滞后,资金投入不足,专业服务人员缺失,社会资源及配套设施缺乏等问题,难以满足空巢老人养老保障需求。提出应构建一种以政府为主导、具有完善的社会保障制度和财政支持、服务内容多元化、社会合作参与、专业服务人员提供服务、评估监管机制健全、为空巢老人提供多层次保障需求的新型社区居家养老服务模式。     

切实加大社区居家养老服务中心建设力度

正我省是全国最早步入老龄社会的省份之一,目前已经进入加速发展时期,到本世纪中叶,我省人口老龄化的比重将会超过三分之一。据统计,全省老年人数达1258万,占全省户籍人口的16%左右,80岁以上约有200万左右。人口老龄化是社会进步的一个重要标志,抓好社会化养老服务工作,对于积极应对人口老龄化的严峻挑战,弘扬中华民族尊     

构筑居家养老的幸福家园

据第六次人口普查数据显示,南京市鼓楼区凤凰街道共有60岁以上老人14321人,占常住人口比例17．6％,其中空巢老人1631人,独居老人681人。2011年以来,凤凰街道坚持以人为本、以老年人需求为导向,把探索“为老”服务模式作为街道创新社会管理的重要内容,先行先试,

建构国家养老体系统筹解决养老大事

目前,数量不多的民办养老院由于较少得到政府的扶持,又多以赢利为目的,致使服务质量差,老年人大多还是依靠家庭养老,而子女既要工作又要养育后代照顾老人,负担沉重;许多高龄空巢老人居家养老生活,很是艰辛。经64年的艰苦努力,我国已逐步迈入现代文明国家的行列,积累了丰厚的物质财富。在与共和国同成长、共奋斗的一代人进入人生晚     

新农保：打造没有围墙的“养老院”

由于农村社会养老制度尚未普及,一些丧失劳动能力和经济来源的农村老年人在生活方面面临的困难愈来愈大。2010年春节期间,胡锦涛总书记来福建视察指导工作时就曾指出,保障和改善民生是社会建设的重要内容。其中当然包括广大农民的养老问题。汉代儒家经典《礼记·礼运》中曾描绘了＂老有所养,幼有所长,鳏寡孤独废疾者皆有所养＂的美好愿景,而著名经济学家吴敬琏也曾感叹道：＂9亿农民就像希腊神庙里的柱子,他们托起了大厦!＂而要让这＂大厦＂如泰山般安稳,则要从制度上善待农民。随着2009年以来新农保试点工作的正式启动与开展,＂中国农民60岁以后都将享受到国家普惠式的养老金＂,＂修地球＂的农民的＂养老＂之路渐行渐近,使得农民养老开始迈向社会化,为农村养老获得制度性保障开启了坦途,具有里程碑式的非凡意义。人力资源和社会保障部一位负责人在接受记者采访时,也曾表示：＂建立新农保制度是加快建设覆盖城乡居民的社会保障体系的重大决策,是改变城乡二元结构、推进基本公共服务均等化的重要基础性工程。＂
