The World Bank promotes women's education because it is an input into human capital. In the capabilities approach, education is a force that enables women to have expanded choices. Using data from in-depth interviews conducted in two villages in 1996 and 2000, we examine how rural Bangladeshis perceive women's education and to what extent those perceptions concur with the World Bank's instrumentalist view and with the capabilities approach. Parents educate their daughters because women's education is valued in the marriage market, and marriage is the best way to secure their daughters' well-being. Schooling has also enhanced women's capabilities by increasing their earning potential.  相似文献

ABSTRACT

This article addresses the question of why does an African country that had more women queens and empresses throughout its history practically than any other African country have the oldest known women queens in Africa, and purports to be committed to gender equality end up undermining its own objectives. The article shows that the focus on integrationist paradigm, an approach which focuses on the participation of women in the existing development paradigm, undermined the transformative nature of gender policy because it does not conceptualize gender parity as an end by itself, but as an instrument for economic progress. Consequently, progress towards gender parity remains to be little-by-little despite the strong political commitment to gender equality. The article concludes that the transformative nature of gender policy has been endangered by emphasis on macroeconomic outcomes, macro-level conceptualization of gender issues, and the limited role of civil society in influencing policy decisions.  相似文献

The purpose of this article is to present a theoretical overview of what makes a leader effective using the theoretical lenses of behavioral and contingency theories and the theory of transformational leadership. We then analyze these theories from a gender perspective. The presence and effects of gender discrimination in the workplace, managerial and subordinate preconceptions and attitudes as identified in the current body of literature and the possible consequences for potential female leaders are discussed. Finally, the article turns to discuss the interaction between national and organizational culture and gender in terms of leadership opportunities. The aim of this article is to contribute to the discussion on the above areas and to provide a bringing together of perspectives so as to facilitate future research. This is a review article where we theoretically examine the gender context in leadership theory and practice with some illustrations from observation and experience.  相似文献

Abstract

Limitations in access to welfare services for noncitizens of a host country are structured through conditional entitlements, which require benefit claimants to meet certain conditions to access welfare services. This article explores the conditions and regulations determining access to state-organized accommodation facilities for non-removed rejected asylum seekers in Austria, the Netherlands, and Sweden and the way in which these conditions are implemented. Based on qualitative interviews with stakeholders and analysis of policy documents, I argue that qualities of deservingness, such as vulnerability and performance, determine noncitizens’ access to state-provided accommodation, which strengthens the logic of migration control.  相似文献

Good governance is essential for sustaining economic transformation in developing countries. However, many developing countries currently lack the capacity, as opposed to the will, to both achieve and sustain a climate of good governance. This article addresses, from a practitioner's field perspective, the fundamental objectives, principles, and key areas that need to be addressed for developing capacity for good governance. These frameworks are now beginning to be recognized as both governments and donor institutions attempt to take advantage of the current demand and opportunities for addressing governance deficits. In pursuing capacity development for good governance, developing countries must ensure that such initiatives are comprehensively designed to be simultaneously related to change and transformation at the individual, institutional, and societal levels and be owned and controlled locally.  相似文献

Currently, good governance is a major concern of all politicians, administrators, academics, the international donor agencies and even common people. It is now increasingly being realized that without good governance, developing countries have little chance to progress. While its importance cannot be over-emphasized, many developing countries are facing difficulties in implementing the good governance agenda. Therefore, the factors constraining the good governance initiatives have to be carefully identified and analyzed. This paper identifies patron-client politics as a critical factor in the analysis of good governance initiatives in Bangladesh. In this paper, it is argued that patron-client politics is very much entrenched in Bangladesh and it has had a constraining effect on the institutionalization of good governance initiatives.  相似文献

ABSTRACT

Criminologists have been interested in the gap in reported levels of fear of crime between men and women for decades. Our study advances and empirically tests the hypothesis that gender identity is an important mechanism that accounts for the gap in fear of crime between men and women. Specifically, the current study incorporates Magliozzi, Saperstein, and Westbrook’s gradational measures of masculinity and femininity to test if these variables are related to fear of crime. Statistical analyses reveal that masculinity is negatively and significantly associated with fear of crime, suggesting that men may be doing gender in reporting fear of crime by suppressing their expression of fear when responding to survey items related to fear of crime. Additionally, the inclusion of the measures of masculinity and femininity in our statistical model reduces the effect of sex to non-significance.  相似文献

This article examines the gendered nature of institutional strengthening policies at the World Bank, as part of an attempt to analyse what role gender plays in the institutionalist turn within development policy. It focuses on three snapshots of Bank action wherein debates about gender and institutional strengthening are particularly pertinent: Washington, DC policy texts and Presidential speeches; gender policy enacted in the Latin American and Caribbean region; and an Argentine project loan on social capital promotion and family strengthening. Two themes emerge from these sites: (1) that couplehood between men and women has been identified as a key informal institution necessary for development; and (2) that gender reform has been positioned as an institutional change issue requiring attention to issues such as social marketing. New norms about gender interaction thus emerge as an explicit part of the Bank's reform agenda, and are shaping project experiences across Latin America.  相似文献

Under the Paris Agreement, 80% of all proven fossil fuel reserves become stranded resources and investments already made in such resources turn into stranded assets. Much of the existing literature focuses on equitable burden sharing; only a few articles examine the risks for developing countries that invest in new fossil fuels. Hence, this paper addresses the question: What are the risks of investing in fossil fuels for developing countries? In doing so, it examines Kenya, a prospective fossil fuel producer, and China, an investor in fossil fuels. In terms of short- to long-term risks, ignoring new fossil fuels and investing in renewables is favourable and politically, socially, ecologically and economically more rewarding, not least because latecomers to development run the risk of having to compensate investors when new fossil fuel assets strand prematurely and become unrecoverable.  相似文献

This paper considers how women's employment rights are being constructed in multinational corporations by examining three high-tech organizations—a U.S. company in Silicon Valley, its subsidiary in New Delhi, India, and a comparable local Indian company. It first describes the legal frameworks for addressing gender employment discrimination by state governments in India and the United States. Then it examines how these frameworks are appropriated and negotiated within the local contexts of the workplaces in the study. Finally, it reflects on recent transnational attempts to legislate and enforce women's employment rights in multinational corporations, specifically the challenges that such attempts face in light of the three case studies.  相似文献

ABSTRACT

This paper examines the trends, patterns, and determinants of Ethiopian domestic labour migration to Arab countries. The primary motive behind migration is to move out of poverty and to improve family living standards through remittances. Migration to Arab countries has intensified due to social networks, expansion of illegal agencies, and the relative fall of migration costs. This movement is also the result of a shift in demand away from Asian domestic workers who tend to seek higher wages, to cheap labour source countries such as Ethiopia. This underlines not only the complexity of human mobility across national borders but also indicates the importance of conceptualising this movement in a broader global perspective, going beyond the traditional push-pull factors embedded in origin and destination countries. Female domestic migrants have received marginal attention from policy-makers and their vulnerability to various forms of abuse and exploitation has continued over the years.  相似文献

The article explores the bidding process for the European Capital of Culture (ECOC) award, an aspect of local regeneration policy reliant upon a specific conception of culture. The process is examined in terms of changes in urban layout, manifestations of cultural and community identity, media representations, and the spectacle of culture, gender, and locality. The process is viewed as an urban managerialist project, driven by private and public sector elites in pursuit of economic rather than cultural goals. A narrow and particular view of culture was employed in the bidding process to achieve essentially managerial goals, and cut adrift from significant issues of gender, identity, and class. “Culture,” as conceived within the ECOC process, is viewed as a policy product of local government, regeneration partnerships, government agencies, and business interests, in contrast to culture as a way of life or lived urban experience. As an elite process, the voices of local culture were largely excluded.  相似文献

This article provides an in-depth review of the successes and challenges of public sector reform efforts in Ethiopia with a view to help other developing countries, particularly African countries, learn from Ethiopia's experiences in this regard so that they can improve the content of and approach to their public sector reforms. It also identifies the gaps in the existing literature and puts forward implications for further research in the area. The public sector reform program of Ethiopia has shown successes particularly in the areas of service delivery to citizens. However, the reform program is entangled with challenges such as lack of accountability and transparency on the part of implementing institutions, inadequate material and moral incentive to employees thus crippling the capacity to manage the implementation process, and participation from the side of different stakeholders.  相似文献

This article tracks the gender politics of the processes that led to the adoption of the Millennium Development Goals and that continued to feature in subsequent policy debates. It suggests that this politics is rooted in tensions between conceptualisations of rights and capabilities that characterised the preceding decade. While feminist organisations made major gains on women’s rights during 1990s, it was a narrow version of human capabilities that defined the MDGs. Feminist efforts since then have focused on defending sexual and reproductive rights in the face of the attacks mounted by an ‘unholy alliance’ led by the Vatican and supported by a shifting group of countries and religious groups. This has led to the relative neglect of the economic injustices associated with the dominant market-led model of development.  相似文献

Although several literature reviews have been published on public service motivation (PSM), none of them focused solely on Africa. Adopting a systematic review of the literature, we analyse articles on PSM scholarship in Africa published between 2005 and 2017. We found that authors in African PSM is consistently increasing with their research published in highly ranked peer-reviewed journals. The antecedents and consequences of African PSM are similar to those of Western countries. Finally, respondents of African PSM scholarship are skewed towards “managerist” and students’ perspective. We proposed agenda for African PSM research with four key interest areas.  相似文献

Women's movements made important contributions to ending the period of authoritarian rule in Latin America, but their participation in the reconstruction of democratic politics has been more limited than expected. This paper argues that the enormous influence exerted by technocratic elites in the democratization process in Latin America has represented an obstacle to the improvement of women's status in the region. Gender-biased assumptions and practices have been only partially addressed, in part because the policy-making process is under the control of economists, a professional group with a particularly unfriendly stand towards gendered analysis. It is suggested that reforms within economics may help in the task of making democracy more responsive to the demands of women.  相似文献

Using a two-level structural equation approach, this article investigates the links between organizational climate and work engagement in a sample of public hospitals in Italy. Drawing from the Job Demands-Resources model, the model posits a positive association between work engagement and a climate promoting worker’s autonomy, empowerment, and well-being, whereas it suggests that a climate based on efficiency and goal attainment is not favorable for engagement. Results support the hypotheses and suggest that performance based models implemented in recent years as part of public sector reforms are not conducive to engaged workers. Implications for research on work engagement in the public sector and for public management are drawn.  相似文献

This paper analyzes the experiences of female leaders in civil service in a rapidly changing political, socio-cultural, and economic context of Kazakhstan. The research presents an analysis of the views of female managers on advantages and disadvantages of having women-leaders in civil service; on challenges and opportunities they are facing; on strategies they use to advance to and succeed in leadership positions. The important finding of this research is that female leaders in Kazakhstan are challenged with a clash of western, neo-liberal values and traditional expectations of women in the society. Despite the fundamental social, political and economic importance of America's small towns, academic research activity concerning these communities has been sparse. Instead, scholarly interest has historically focused on larger urban settings. This circumscribed perspective has often led to an image of small towns as a largely homogeneous residual of metropolitan areas. In fact, small towns are highly diverse in character, and this quality offers intriguing opportunities and challenges to scholars and policy makers in regard to comparative analysis and evaluation. Since it is plausible to assume that dissimilar communities will present a greater variation of needs and problems than will towns with similar characteristics, an enhanced ability to understand, appraise and predict small town variation can provide the basis for improved policy-making, capacity building and service delivery.

The purposes of this study are to empirically demonstrate the wealth of diversity among one state's population of small towns, and to illustrate a set of useful and objective techniques which can be used as an extension of the more familiar deductive approach to dealing with the problem of classifying local government community systems.  相似文献

The end of the Cold War offered unprecedented opportunities for human rights diplomacy, but was also the triumphant moment of neoliberal globalism. For four decades the realist suppression of idealism had been justified in terms of Cold War exigencies. Now, once again, liberal basics were expelled in the name of a specious realism. Less doctrinaire realists, however, are starting to integrate human rights and power politics in accord with Joseph Nye's concept of soft power. To sacrifice this moral realism on the altar of neoliberalism would be, in soft power terms, to lose the world by conquering it.  相似文献
