Recent scholarship argues that how members of Congress respond to an ongoing war significantly influences the president's strategic calculations. However, the literature is comparably silent on the factors influencing the public positions members take during the course of a military venture. Accounting for both national and local electoral incentives, we develop a theory positing that partisanship conditions congressional responses to casualties in the aggregate, but that all members respond to casualties in their constituency by increasingly criticizing the war. Analyzing an original database of more than 7,500 content‐coded House floor speeches on the Iraq War, we find strong support for both hypotheses. We also find that Democrats from high‐casualty constituencies were significantly more likely to cast antiwar roll‐call votes than their peers. Finally, we show that this significant variation in congressional antiwar position taking strongly correlates with geographic differences in public support for war.  相似文献

This study presents a political model whichsuggests that monopoly legislators form cartel-likeorganizations (referred to as ``memberships'') in aneffort to extract greater benefits in the politicalprocess. Based on a model by Coker and Crain (1994)that provides theoretical and statistical argumentsfor congressional committees as loyalty-generatinginstitutions, the instant research examines committeeplacement of ``members'' of the Congressional BlackCaucus (CBC) in the U.S. House by Democrat leaders.Voting records indicate that the CBC is uniform in itsvoting patterns, indicating cartel-like behavior.Because of this, the Democratic leadership in theHouse chooses to place CBC members on importantcommittees in order to support their policy agenda.The general finding of this study is that ``blackrepresentation'' may be greater than simply theproportion of seats held by black Representatives."Legislators differ substantially by virtue of their committeeassignments. The ability of presidents to unilaterally shape administrative policymaking challenges a foundation of congressional power: Rarely can Congress statutorily veto administrative actions over presidential opposition. Consequently, Congress has turned to other means of influence, including the appropriations and oversight processes, although questions remain about the degree to which they have been effective. To investigate, I study a spatial model of administrative policymaking that assumes Congress can execute a legislative veto, as well as a baseline model in which congressional influence requires a coalition with the president. I compare the two models and develop empirical tests that exploit instances when their implications differ. Applying the tests to data on federal regulatory policymaking shows consistent evidence that Congress exerts veto power over administrative activity, even over those actions endorsed by the president. I conclude by discussing some broader implications, including the extent to which existing studies understate the constraints on presidential power.  相似文献

This article explores how new groups can be marginalized after they gain representation in the legislature. We use data from six Latin American legislatures to examine the effect of institutional and political factors on how traditionally dominant male political leaders distribute scarce political resources—committee assignments—to female newcomers. In general, we find that women tend to be isolated on women's issues and social issues committees and kept off of power and economics/foreign affairs committees as the percentage of legislators who are women increases, when party leaders or chamber presidents control committee assignments, and when the structure of the committee system provides a specific committee to deal with women's issues. Thus, to achieve full incorporation into the legislative arena, newcomers must do more than just win seats. They must change the institutions that allow the traditionally dominant group to hoard scarce political resources .  相似文献

This article examines the history of the Capitol Mall from its inception in 1791 to recent legislation prohibiting further development along the Mall's primary axes. This movement to restrict further development of the Mall's massive open spaces derives from concerns that fail to fully articulate the iconographic significance these spaces represent. Drawing from the Mall's 200-year history of master planning, this article examines the Mall's palimpsestic and emergent qualities and presents planning criteria that make it possible to build future commemorative works within the Mall's primary open spaces while retaining the overall integrity of its grandeur.  相似文献

The congressional budget process has undergone several major reforms in the last twenty years: the Congressional Budget and Impoundment Control Act of 1974, the Balanced Budget and Emergency Deficit Control Act of 1985 and 1987 (Gramm-Rudman-Hollings I and II) and the Budget Enforcement Act of 1990 (BEA) that have had a direct impact on the Appropriations Committees and the appropriations process. Sex, due to its connotations of dangerousness and the non-traditional, has been used heavily in women's magazines and other mass media to signify core values of power and freedom as part of their brands. Through this process, other forms of agency for women have tended to be excluded. In these magazines women are shown to be assertive, powerful and independent, not through the political views that they hold, not through the way that they act upon society, but through the way that they seduce men and behave sexually. We show, using a number of examples, that for this to happen a fantasy space has to be created: a space where real-world obstacles and meanings are erased, allowing a repertoire of theatrical sexual play to operate. This is typical of the lifestyle society in which we now live. In this society, we define ourselves not on the basis of who we are, in an older sense of gender or social class, but in terms of what we do and the values we hold. The way we communicate these values is often through our use of consumer products, which allows us to align ourselves with the core values and meanings with which the products have been loaded. But while lifestyle itself may be a matter of choice, the choices available to us are often created to serve the interests and needs of large corporations, of consumerism. Sex is one such choice of which we must be very careful.  相似文献
